ABOUT

TRC is a leading international tourism, recreation and conservation consulting firm with offices in Australia and New Zealand. We offer a holistic, professional approach with innovative, creative thinking to provide integrated solutions to your tourism needs. The TRC team has been working in the fields of tourism, recreation, conservation and culture for over 25 years. We have worked in a range of settings across more than 35 countries, from large urban environments to remote wilderness areas. Project locations have included the Pacific Islands, outback Australia,

New Zealand and as far afield as Mongolia and Europe.

Our work is always varied, challenging and interesting reflecting the special and unique nature of each project and client. The broad spectrum of our consultants’ experience incorporates advice and solutions from start-up businesses to leading large-scale planning projects involving multiple agencies.

We work with clients all over the world to create superb, competitive destinations.Our TRC Team, led by Director Janet Mackay, is made up of in-house consultants and support staff based in Australia and New Zealand, with a pool of Associate Consultants.

The TRC Team members have a range of backgrounds including tourism and commercial development, marketing, financial feasibility assessment, project management, park management, public administration, economics and recreation planning.

Tourism Planning, Destination Management & Experience DevelopmentTRC has a rare combination of destination development experience in national and regional destinations including many of the least developed countries through to advanced economies and mature destinations. Our award-winning tourism planning projects are recognized for innovation and for achieving practical results. Our consultants are considered leaders in this field.

Recreational TrailsOur team works extensively on all aspects of trails planning including mountain bike strategies, iconic multi day walk product development, trails master plans and feasibility studies, integrated regional trails strategies, cycleway planning, rail trails, drive trails as well assessment of the economic benefits of trail development. Many of our projects have been successful in attracting grant funding and we have also assisted in developing governance and funding models for the sustainable future of trail projects.

Conservation,Parks, Protected Areas & Resource ManagementTRC’s origins are managing the interface between conservation and development. This is still a mainstay of much of our work as we are still passionate about parks, recreation and generating community benefits including in planning and visitor management in parks, joint management of parks with indigenous partners and assisting clients with resource management consents.

Product Development & Feasibility StudiesBehind most sustainable tourism developments lies a sound feasibility study and a solid business plan. Collecting and analysing visitor numbers and customer feedback can be vital for successful projects, and our feasibility studies generally include our own market research which we also provide to clients. TRC has a proven reputation for no-nonsense and robust feasibility studies for large-scale projects through to small businesses. Our assessments of the social and economic impacts of projects is often the key to achieving funding.

Indigenous Tourism, Planning & Business SupportWe work extensively with indigenous communities in planning for tourism enterprises and assisting in bringing them to fruition. We also work with indigenous communities in park planning and the development of joint management plans and partnership approaches.

Engage 2020: Tasmanian Visitor Engagement BlueprintClient: State Growth

Led by TRC, this innovative project aimed to provide Tasmania with a new and leading approach to engage with visitors and deliver the State’s distinctive experiences in an integrated and collaborative manner across its 4 tourism regions, numerous local government areas and industry operators. The forward-looking project sought solutions to address changes and trends in travel and visitor preferences – including use of smart technology and social media; diverse visitor markets of different ages, lifestyles and socio-economic backgrounds; short stay trends; expectations for authentic and personalised experiences.

The approach was developed collaboratively through consultation and think tanks with tourism stakeholders throughout Tasmania. The Blueprint provides strategies for moving towards integrated digital visitor information that enables personalised interaction and experience services geared to individual preferences. It envisages more personal interactions with visitors through welcome and ambassador programs; loyalty programs; training of local people and tourism providers; and changes to visitor information centres. A Tasmania-wide approach to engagement and marketing and continued building of the Tasmania brand is recommended. Examples of successful visitor engagement in other countries are provided. The approach is supported by recommendations on developing new visitor data collection systems and governance and funding for implementation of the Blueprint.

Hamilton & Waikato Tourism Opportunities PlanClient: Hamilton Waikato Tourism

TRC developed this Plan aimed at developing visitor experiences that would lead to increased visitor growth, yield and dispersal in a region of New Zealand’s North Island centred around the Waikato River. Preparation of the Plan included analysis of the visitor economy and markets and engagement with numerous stakeholders from the region’s 7 local government districts.

The project report recommended that the region needed to develop a more unified tourism identity and to change its positioning to identify a unique point of difference in order to compete and develop as a region. Major ‘game-changing’ projects were identified to facilitate regional tourism development – development of a brand strategy; access and facilities along the Waikato River and improvements to Hamilton’s river waterfront; and Maori cultural experiences. Existing, emerging and new hero experiences were identified and details provided of target markets, project delivery requirements, and partnership and investment opportunities, together with an overview of how the experiences are to be implemented in each district.

Niue Experience Development StrategyClient: Niue Chamber of Commerce

TRC developed this strategy for the small Pacific island nation of Niue to attract high yield, sustainable tourism and associated economic opportunities while improving local services and maintaining its unspoilt and unique environment and lifestyle. The project identified activities to underpin the growth of the tourism industry to provide new experiences. The strategy is being implemented in a staged approach with some training, new business support and experience development already completed.

Fiji Tourism Development Plan 2015-2020Client: Ministry of Industry, Trade & Tourism Fiji

TRC developed this Plan to provide a framework for improving Fiji’s tourism economy which is the country’s main economic driver. Key priorities identified include completion of major airport upgrades, continuing to increase air connectivity to Fiji through Fiji Airways and other airlines, stimulation of more investment in activities and attractions, and tactical marketing campaigns in Fiji’s established and emerging markets. The Plan was prepared with extensive industry and government input.

Penguin Island Business AnalysisClient: WA Department of Parks and Wildlife

Penguin Island is a small, popular protected area off the coast south of Perth (Western Australia) that is experiencing increasing visitation and associated impacts, aging infrastructure and environmental changes affecting the island’s ecosystems and Little Penguin colony. This project analysed options and made recommendations for achieving sustainable management to achieve best practice conservation outcomes and quality ecotourism experiences. The project included extensive consultation with Park management, tourism operators and local government. The advantages and disadvantages of each option were discussed – capacity to limit visitor impacts and conserve the environment, quality of the visitor experience, suitability for visitor markets, costs, development constraints and impact on the local economy. Four different Discovery Centre options were described and costed and potential revenue assessed. Direct and indirect economic outcomes from the construction and operational phases were modelled. Examples of similar visitor experiences in Australia and other countries were provided.

Tourism Infrastructure Audit for Northern TasmaniaClient: Tourism Northern Tasmania, 2015-16

TRC led a team that identified infrastructure and implementation requirements to aid growth of the visitor economy in Northern Tasmania. This is a diverse region of 7 local government areas (including Flinders Island in Bass Strait) and numerous small towns, national parks, rural areas and heritage attractions around the city of Launceston. The project aimed to provide a workable approach for this region of 7 local government areas to improve its tourism delivery capacity. Game-changing projects that would be catalysts to drive regional tourism were identified through comprehensive analysis of market needs and infrastructure gaps and several rounds of consultation with the region’s tourism stakeholders. Game changing projects recommended included improved in air and sea transport; telecommunications; upgraded road touring routes; delivery of food and beverage; accommodation, spaces and connections within the regional hub of Launceston; bringing heritage assets to life; continuing investment in cycling infrastructure and nature based infrastructure.

For each project the report provided information to assist its implementation – including required developments; cost estimates; investor interest; governance arrangements and anticipated economic impact.

Northern Territory Mountain Bike Master PlanClient: Tourism NT

TRC led a team that developed a plan to deliver quality mountain biking trails and experiences for a range of local and visitor markets to attract visitors and bring health, social and economic benefits to communities in the Northern Territory. The Master Plan used extensive stakeholder consultation and a destination management approach to identify mountain biking opportunities and development needs across the Territory. This included development of Alice Springs as a leading hub for world class mountain biking; a small number of distinctive adventure rides in iconic locations; a quality trail network in Darwin; and trail development in other communities.

Detailed implementation actions covered trail infrastructure, sustainable management, experience development, support services, marketing, trail classification and design guidelines, monitoring, governance arrangements and sources of investment.

Queenstown Trails for the Future 2015-2025Client: Queenstown Trails Trust

TRC’s work in planning for this trail network is a benchmark in ongoing planning and adaptive management of a major trail network in New Zealand. TRC initially led a team in 2004 that developed the Wakatipu Trails Strategy which guided development of a world class 190+ km network of walking, hiking and biking trails across multiple tenures in the iconic nature based and adventure destination of Queenstown in New Zealand’s South Island. The trail network is an important local and tourism asset.

In 2015 TRC was engaged to develop a new strategic plan to guide the next phase of trail development and management. In close consultation with trail stakeholders and the community, the outcomes of the first strategy and changes affecting use of the trails were analysed and a vision and performance targets were agreed. The new plan addressed the need to complete trail linkages for local resident and visitor use, strategies to improve trail experience delivery, ways to promote increase use and community stewardship of trails, improved information gathering, and sources of sustainable funding for trail development and management.

Queenstown Trails for the Future 2015-2025From the outset the TRC team were responsive, intelligent, forward thinking and always available. The Queenstown Trails Trust worked with the TRC team in 2015 to craft a 10 Year Strategic Plan. The nature of our business involves very important stakeholders, great vision and many face to face meetings to form our plan. . The result of this partnership being a very robust and well thought out plan that we are proud to utilise to assist us in setting the future path of the Queenstown Trails Trust. Interestingly – TRC also formulated the original Trails Trust plan way back in 2004 – it was great to have the opportunity of working with TRC again as they truly understand our business.

Hin Nam No National Protected Area Tourism Strategy (Laos)Client: Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)

Gmbh (2015)

TRC developed a strategy for sustainable tourism and visitor experiences in this remote 82,000 ha protected area in Laos which contains an extensive karst landscape, spectacular limestone formations, rich biodiversity and historic and cultural associations. The reserve is proposed for World Heritage nomination, is co-managed with local communities and is experiencing small but increasing visitation. The Strategy sets out ways to develop the reserve as an eco-adventure destination that contributes to conservation and community livelihoods.

Mulligans Flat Woodland Sanctuary Concept Plan and Interpretation Strategy (ACT)Client: Woodland and Wetlands Trust

TRC led this project which was conducted with Locales (an interpretation concept company) and Dsb Landscape Architects. Mulligans Flat is an outstanding woodland biodiversity asset of national and local significance situated on the edge of Canberra’s northern suburbs. It is the site of a major ecological restoration project that includes re-introduction of locally-extinct species such as the Eastern Bettong.

The Concept Plan and Interpretation Strategy aim to provide high quality recreation, interpretative, learning and education experiences for visitors and the local community. Extensive consultation with managers, researchers and the community (including a community survey) was conducted to assist in development of concepts. The project identified interpretative themes and storylines (relating to natural and cultural values and ecological restoration); gateways; interpretative hubs; storytelling loops; and recommendations for signage, digital mobile and online interpretation. Indicative designs were provided for local fauna ‘characters’ (as part of storytelling and signage), destination, infrastructure, orientation maps.

INDIGENOUS TOURISM PLANNING AND SUPPORTTRC recognises that for many Indigenous communities and groups management of their traditional country and development of tourism and other enterprises are central to their cultural, social and economic wellbeing. We have worked with many Indigenous communities and groups across Australia, New Zealand, the Pacific and Asia to assist them to realise their aspirations, develop workable solutions and extend their management and business capacities.

When working with Indigenous communities we take a partnership approach that respects their culture and decision making processes. We work interactively with Indigenous clients to build relationships and develop realistic yet creative solutions that they and their community support. Throughout a project we involve Indigenous stakeholders in making decisions and building their understanding and capacity to deliver the desired outcomes. We aim to include measures for mentoring, training and other capacity building to achieve sustainable ongoing outcomes.

In Australia TRC has been involved in assisting Aboriginal Traditional Owners plan for and benefit from parks and protected areas on Aboriginal land and marine areas. We have worked with many Aboriginal communities to develop tourism and other businesses and have assisted Aboriginal tourism operators develop successful products.

Gunaikurnai Joint Management PlanClient: Gunaikurnai Land and Waters Aboriginal Corporation

This management plan for 10 parks and reserves is a ground-breaking project that developed a new approach to management of Aboriginal-owned conservation areas in partnership with government. TRC worked with the Gunaikurnai Traditional Owners of East Gippsland (Victoria, Australia), Parks Victoria and the Department of Environment, Land Water and Planning to develop the management plan for these parks which were granted to the Gunaikurnai people under Aboriginal title in 2010. Through an extensive consultation process the Gunaikurnai people provided information on their traditions, ideas and aspirations for the land and the plan. This was combined with research and scientific knowledge to develop the plan.

Murujuga Living Knowledge Centre Tourism Business Case Client: WA Department of Parks & Wildlife

TRC tourism project team were contracted to assess the feasibility and scope of the proposed Murujuga Living Knowledge Centre (LKC) and Camping with Custodians (CwC) campsite at Conzinc Bay on the Burrup Peninsula near Karratha, Western Australia. The project will also develop a Landscape Concept Plan for the proposed developments and produce a Business Case in accordance with the Royalties for Regions format.
