DAVID TAMASI
David is widely viewed as one of
Washington's leading public affairs
counselors, advising CEOs and world
leaders. He is recognized as a leading
Republican fundraiser, having participated
in numerous congressional, gubernatorial
and presidential finance committees over
the last two decades, including most
recently serving as Trump Victory Finance
Chair, Washington, DC. He has been named
by Politico as a "Power Player" and The Hill
as a "Top Lobbyist." David frequently
appears in national print and on cable
media sharing his views on the state of
politics from a Republican perspective.
David previously managed the Washington,
DC office of a leading national public affairs
firm and worked for a global public relations
firm. Earlier in his career, David served as a
Washington, DC correspondent for the
Lawrence Eagle-Tribune and The Falmouth
Enterprise. He began his career working in
the Massachusetts Legislature and at the
law firm of Todd & Weld, LLP.
David earned a bachelor's degree from
Gettysburg College and a master's degree
in Journalism from Boston University.
OZZIE PALOMO
Ozzie specializes in devising and executing
advocacy strategies for clients in a
bipartisan manner before the Legislative
and Executive branches of the federal
government.
Ozzie serves on several finance committees
at both the federal and state level and as an
adviser to numerous Congressional steering
committees. Most recently, Ozzie was a
Northeast Finance Chair for a 2016
presidential campaign.
Ozzie works with large institutions, small
businesses, start-ups and publicly traded
companies in the defense, education,
environmental and financial services sectors
offering guidance on legislative and
regulatory affairs. He has also worked
closely with several non-profit clients by
providing counsel on how federal policies
may impact their respective missions. Ozzie
earned his BA from James Madison
University with a major in Political Science
and Modern Foreign Language, and a minor
in History.
MATT EPPERLY
Matt is a leading public affairs counselor who
advises corporate and government leaders on
strategic communications, international
affairs, and political risk management. He has
managed public affairs and marketing
campaigns in more than 30 markets around
the world.
For more than 15 years, Matt has worked at
the intersection of policy, business, politics
and communications, as an adviser,
consultant and entrepreneur. He brings
extensive experience in developing public
affairs and marketing campaigns that enable
private and public-sector clients to achieve
their objectives. Matt is a veteran of
Democratic political campaigns at the
presidential and local levels.
Earlier in his career, he worked as a political
adviser in City Hall in New York City and
founded a government affairs firm and a real
estate investment company. Matt graduated
cum laude from the School of Foreign Service
at Georgetown University. He received his
MBA from the McDonough School of Business
at Georgetown University.

ALYSE LAVOIE
Alyse is an Associate who works with the
firm’s public affairs and government
relations clients.
Alyse brings experience in digital marketing,
public affairs, and public relations. She
previously worked as a community outreach
manager for a fast-growing digital
marketing firm. Earlier in her in career, Alyse
interned at the Department of Commerce’s
Office of Public Affairs and the Washington
office of U.S. Senator Elizabeth Warren.
Alyse holds a B.A. from American University
in Communications, Law, Economics, and
Government with a minor in
Communications and resides in
Washington, DC.
CHRISTOPHER SMITH
Christopher specializes in taking complex
public policy issues and finding ways to
communicate them in clear and simple
terms to the public, the media, and
policymakers. He brings the unique
perspective of having participated in
government policymaking at the highest
levels in both the Executive and Legislative
branches, as well as internationally.
Christopher was previously Chief of Staff to
U.S. Treasury Secretary John W. Snow, and
Counselor to the Treasury Secretary. He
oversaw the Department’s operations, and
worked on major tax and entitlement
reform legislation, financial markets policy,
housing finance reform, terrorism finance,
as well as international economic diplomacy
efforts, which included Brazil, Russia, India,
and China.
He received a Master of Public
Administration (MPA) degree from the
George Washington University and a BA
degree in economics from Dickinson
College.
LUKE BALLMAN
Luke Ballman is a legislative and regulatory
affairs strategist with nearly 20 years of
experience in the areas of banking, domestic
and international finance, and national
security.
Prior to joining Chartwell Strategy Group, Luke
served as a Deputy Assistant Secretary for
Legislative Affairs at the U.S. Department of
Treasury under President Barack Obama and
President Donald Trump. During his time at
Treasury, Luke worked closely with
Republicans and Democrats in Congress to
craft legislation and communicate the
Administration’s position on critical domestic
and international issues. During his time at
Treasury, Luke worked on anti-money
laundering, Bank Secrecy Act, CFIUS, and
sanctions-related issues.
Earlier in his career, Luke worked on Capitol
Hill for U.S. Senator Mark Dayton (D-MN) and
Congressman Rob Andrews (D-NJ), members
of the Senate and House Armed Services
Committee respectively, handling national
security matters. Luke graduated from
Gettysburg College.

DAN BLUMENTHAL
Dan is a leading expert in foreign, defense,
and Asia policy. He provides companies with
full spectrum strategies and solutions to
understand and shape the political and
business environments in Washington and
key Asian capitals.
Dan is the President and CEO of Pacific
Solutions and a former Department of
Defense official and commissioner on the
U.S.-China Economic and Security Review
Commission. Dan has helped defense and
aerospace companies win business in Asia,
investment firms understand geopolitical
and economic trends in key Asian markets,
and start-up companies secure business in
the U.S. federal government market.
Dan has published many articles on Asia
and U.S. foreign and trade policy. Dan
received a JD from Duke Law School, an MA
from the School of Advanced International
Studies at Johns Hopkins University, and his
BA from Washington University. He studied
Chinese at the Capitol Normal University in
Beijing.
BRIAN MILLER
Brian specializes in global affairs and
technology with 15 years of experience
working closely with U.S. Senators,
Congressmen, Ambassadors, corporations,
startups, and nonprofit organizations to
shape public policy. Brian helps
organizations navigate the opportunity and
risk associated with government action,
whether it is increasing favorable conditions
to drive growth or addressing the political
and social challenges associated with
emerging technologies at home and
abroad.
Brian spent six years on the staff of the
Senate Select Committee on Intelligence,
working closely with the CIA, NSA, DIA, and
other intelligence agencies on complex
problems.
Brian received his BA from Hamilton College
and his MSc in defense and strategic studies
from Missouri State University.
ANDY GABRON
Andrew provides high-impact digital and
grassroots communications strategies to
Fortune 500 corporations, new market
entrants, trade associations, and nonprofits.
Andrew has held senior roles for leading
advocacy and interactive agencies. He has led
the strategy and execution of public affairs
campaigns ranging from brand and digital
strategy to owned/earned social marketing;
integrated with lobbying, public relations,
grassroots, and grasstops strategies.
Andrew holds degrees from the University of
London (M.A. Area Studies), and a BA from
University of Colorado Boulder.
