Client: Metropolitan Washington Airports Authority

Contract Value: £8.7 million
Named in honour of former President Ronald Reagan, the airport is situated three miles south of the CBD of Washington DC in Arlington County, Virginia. It is strategically important due to its close location to all three branches of the US federal government as well as 174 foreign embassies and the headquarters of many international bodies including the World Bank and the International Monetary Fund (IMF).
Under this contract, we undertook resurfacing of the main runway 01-19, taxiways and intersections including the replacement of the centre line and touch down zone (TDZ) lighting. The works also involved significant earthworks, soil erosion control measures and the relocation of communication cables and access roads at the north end runway safety area. Some 55,000 tonnes of Marshall Asphalt was milled out and replaced and 270,000 sq. m of performance planning was undertaken. Asphalt was placed using two 25 foot wide pavers laying in tandem at an average rate of 300-400 tons per hour.
The works were performed during limited night-time possessions to enable the runway to be reopened each morning.

As part of its expansion into West Africa, Lagan Construction has completed an £8 million redevelopment of Lungi International Airport at Freetown, Sierra Leone.
The nine-month project for the Government of Sierra Leone saw the complete refurbishment of all airside infrastructures as part of an upgrade of the airport, which was originally a UK Royal Air Force Station. Situated in the coastal town of Lungi, it operated all international flights in and out of the country and as such handing back the runway after each shift was critical.The works involved the resurfacing of the main bituminous runway along with the widening of turning loops and Charlie and Delta taxiway accesses by reconstruction and re-profiling of the existing bituminous shoulders. Aircraft holding positions were also relocated and new runway hold signs and markings provided.

Hosea Kutako International Airport forms the hub of all air traffic in Namibia. HKIA is being upgraded to facilitate the increased air traffic flow in Namibia. The scope of the project included the relocation of the VIP facilities to a separate terminal building with the latest security and design requirement for such facilities included. The existing terminal building is being reconfigured to comply with the latest DCA/ICAO requirements. The additions include new luggage handling facilities for departures and arrivals, reconfigured security and immigration control counters as well as an enlarged departure hall with an increased number of boarding gates. Additional upgrades included staff security entrances and the reconfiguration of Namibia Airports Company’s offices at HKIA, as well as, the upgrade of the long term parking infrastructure. The King Shaka International Airport was constructed at La Mercy, to replace the existing Durban International Airport. The new KSIA development included:
- 98 000m² Passenger Terminal, complete with Passenger Arrivals & Departures Facilities, Baggage Handling Facilities, Retail Development, Office Accommodation, Airline Facilities etc.
- Cargo Terminal- Multi Storey Parkade and open parking facilities- ATC Control Tower and associated facilities- Runway & Associated Taxiways- Passenger and Cargo Aprons- Fire Station- Landside access facilities- Fuel Storage and distribution
The development was undertaken by Ilembe Consortium, as an EPC contract. The project was successfully completed within the allowable time periods. Responsible for all Electrical and Mechanical systems as consulting engineers for the following installations:

Both Eros and Ondangwa Airports were previously investigated by our consultancy (appointed as airport specialist by NAC) to determine the extent of the maintenance backlog of the five smaller airports in the portfolio of NAC in 2007. The increased demand for national and regional flights from Eros Airport in the heart of Windhoek, the capital of Namibia, and the lack of maintenance of the airside as well as landside facilities prompted the appointment of our consultancy to do a detailed investigation of Eros airport as hub for all national/regional flights. Ondagwa airport also developed an increased need for regular flights to the capital of Ovamboland, the northern territory of Namibia. Both airports were rundown and in need of urgent maintenance as well as upgrade. Our consultancy was appointed to do a detailed investigation on both airports in order to position a fast track upgrade and detailed design for both airports. In both cases structural strengthening and improvement to the runways were required. The scarcity of good quality aggregate at Ondangwa necessitated the consideration of recycling of superfluous facilities such as old aprons and the secondary runway. Both projects were designed to accommodate in situ recycling and emulsion treatment to ensure scarce construction materials will be optimally utilised. These projects are currently waiting funding from government and are earmarked as urgent and emergency projects.
