Responsibility of control
Controlled traffic is allowed to be controlled by the only one air traffic centre in any time.
Responsibility for controlling in specific control zone has to be provided by the only one air traffic centre.
Controlling of aircraft together with responsibility can be delegated to other centre if coordination has been made.

Coordination
Handing over of responsibility of controlling is made between 2 centres by the position or time as it has already been agreed.
Responsibility of controlling mustn´t be delegated by one centre to the other without consent of taking over centre.
If agreement isn´t made between centres in advance, the handing over centre have to say appropriate parts of FLP and any information for controlling.
Where handing over of radar controlling - position information (track, aircraft´s velocity – when requested).

Coordination
Taking over centre has to:
express own ability to take over controlling with conditions mentioned by handing over centre
express necessary changes which ATCo requests to take over
express any information or permission for next part of flight, which ATCo requests to be at time of handing over
inform to handing over centre about two-way contact with aircraft and taking over of controlling (if agreement isn´t made between centres in advance)
