Nota IntrodutóriaIntroductory Note

A presente edição da COOPSTAT NEWS refere-se ao conjunto de ações de cooperação realizadas entre agosto de 2019 e fevereiro de 2020. Incluem-se neste número várias ações de cooperação com países lusófonos, bem como no quadro europeu e com países terceiros.

No quadro da cooperação com países lusófonos merecem destaque ações de caráter bilateral com Angola, Brasil, Cabo Verde e S. Tomé e Príncipe. Realizaram-se neste âmbito atividades nas áreas de Dados Administrativos, Difusão e Planeamento, Censos, Indicadores de curto-prazo e Informática, merecendo ainda destaque uma peer review ao INE de Cabo Verde.

No quadro europeu, sublinha-se a participação num Workshop sobre Dados Administrativos e a realização de ações de cooperação com os INEs da Estónia e de Espanha.

No contexto de cooperação com países terceiros é referida a realização de uma reunião com a Diretora-Geral Adjunta do INE do Laos, na sede do INE.

This issue of COOPSTAT covers the cooperation activities held between August of 2019 and February of 2020. Throughout this period the majority of cooperation activities were implemented in the context of capacity building initiatives targeted at Portuguese-speaking Countries and European cooperation between ESS Member States.

In the context of cooperation with Portuguese-speaking Countries, a special reference is made to bilateral activities with Angola, Brazil, Cabo Verde and S. Tome and Principe. Several activities were carried out in the areas of Administrative Data, Dissemination, Statistical Planning, Short-term indicators, IT and also a peer review to NSI Cabo Verde.

In the framework of European cooperation, the participation in an Administrative Data Workshop is highlighted as well as cooperation activities with the Estonian and Spanish NSIs.

In the context of cooperation with third countries, a meeting was held with the Deputy Director-General of INE Laos, at Statistics Portugal headquarters.

Em setembro e outubro, o INE acolheu duas visitas do INE-Angola, ao abrigo da cooperação bilateral entre os dois institutos.

A primeira visita, a 6 de setembro, incidiu sobre as áreas de Planeamento e Difusão, integrando-se numa ação formativa alargada, promovida pela faculdade NOVA IMS, em resposta a solicitações do INE-AO nestes domínios. No INE, a visita contou com a participação do Serviço de Planeamento e Controlo de Qualidade e do Serviço de Difusão que partilharam com os participantes (Sílvio Carvalho, Domingas Francisco, Aurélio Nunda e Alcides Capoti) a experiência portuguesa em matéria de Inquérito à Satisfação dos Utilizadores e de promoção da Literacia Estatística.

In September and October, Statistics Portugal hosted two visits by NSI-Angola (INE-AO), under bilateral cooperation between the two institutes.

The first visit, on September 6, focused on the areas of Planning and Dissemination, as part of a broad training action, promoted by NOVA IMS faculty, in response to requests from INE-AO in these fields.

No segundo semestre de 2019 e primeiro trimestre de 2020 realizaram-se múltiplas ações de cooperação bilateral com países lusófonos, nomeadamente com os INEs de Angola (INE-AO), Brasil (IBGE) Cabo Verde (INE-CV) e S. Tomé e Príncipe (INE-STP).

In the second half of 2019 and first quarter of 2020, multiple bilateral cooperation actions were carried out with Portuguese-speaking countries, namely the National Statistical Institutes (NSIs) from Angola (INE-AO), Brazil (IBGE), Cabo Verde (INE-CV) and S. Tomé and Príncipe (INE-STP).

At Statistics Portugal, the visit counted with the participation of the Planning, Control and Quality Unit as well as the Dissemination Unit that shared with the participants (Sílvio Carvalho, Domingas Francisco, Aurélio Nunda and Alcides Capoti) the Portuguese experience in the Survey of User Satisfaction and in the promotion of Statistical Literacy.



No contexto da cooperação bilateral com o Instituto Brasileiro de Geografia e Estatística (IBGE), o Diretor do Departamento de Recolha e Gestão de Dados do INE, Paulo Saraiva, participou no Seminário “O Futuro da Estatística: uma discussão sobre o uso de registos administrativos no Brasil”, promovido pelo IBGE em colaboração com o Banco Mundial. O Seminário teve lugar em Brasília, nos dias 27 e 28 de agosto, e incidiu sobre os seguintes temas: i) integração dos registos administrativos no sistema estatístico, mantendo a

De 29 a 31 de outubro, realizou-se uma visita de trabalho na área do Recenseamento da População. Os participantes do INE-AO (Margarida Lourenço, Ezequiel Luís, Patrícia Ginga e Geraldo Ginga) solicitaram um foco específico na componente informática e cartográfica associada à preparação e implementação da operação censitária. A visita revestiu-se assim de um cariz multidisciplinar, tendo sido conduzida pelas seguintes unidades: Gabinete de Censos, Departamento de Metodologias e Sistemas de Informação (Serviço de Geoinformação e Serviço de IT e Segurança da Informação) e Departamento de Recolha e Gestão de Dados. A ação foi particularmente dinâmica e interativa, com a resposta a questões prementes para o INE-AO neste domínio.

In the context of bilateral cooperation with the Brazilian Institute of Geography and Statistics (IBGE), the Director of the Department of Data Collection and Management from Statistics Portugal, Paulo Saraiva, participated in the Seminar “The Future of Statistics: a discussion on the use of administrative records in Brazil ”, promoted

by IBGE in collaboration with the World Bank. The Seminar took place in Brasília, on the 27th and 28th of August, and focused on the following themes: i) integration of administrative records in the statistical system, while

From October 29 to 31, a study visit was carried out in the area of Population and Household Census. INE-AO participants (Margarida Lourenço, Ezequiel Luís, Patrícia Aline and Geraldo Ginga) requested a specific focus on the IT and cartographic component associated with the preparation and implementation of the census operation. The visit was thus multidisciplinary in nature, having been conducted by the following units: Census 2021 Project Team, Department of Methodologies and Information Systems (Geoinformation Unit and IT and Information Security Unit) and Department of Data Collection and Management. The action was particularly dynamic and interactive, with the answer to pressing questions for INE-AO in this field.

Na última semana de outubro, realizou-se uma visita de trabalho do INE Cabo Verde na área de Indicadores de Curto-prazo (ICP). Participou nesta ação o Diretor do Departamento de Estatísticas das Empresas do INE-CV, Fernando Rocha, que contou com a colaboração da equipa técnica do Serviço de Relações Externas e Cooperação do INE, com a qual o INE-CV coopera regularmente nas áreas de ICP e Índice de Preços no Consumidor. Esta ação incidiu nas áreas de alargamento dos ICP aos Serviços, na abordagem dos índices de produção e de preços pelos inputs e na análise dos resultados do V Recenseamento Empresarial e do Inquérito Anual às Empresas, levados a cabo pelo INE-CV. A visita foi particularmente bem-sucedida, refletindo os bons laços de cooperação entre ambos os Institutos.

In the last week of October, a study visit from NSI Cabo Verde took place in the area of Short-term Indicators (STI). The Director of the Business Statistics Department of INE-CV, Fernando Rocha, participated in this activity, conducted by the technical team of the External Relations and Cooperation Unit, with whom INE-CV regularly cooperates in the areas of STI and Consumer Price Index. This activity focused on the areas of extending STI to services, addressing production and price indices by inputs and analysing the results of the V Business Census and the Annual Business Survey carried out by INE-CV. The visit was particularly successful, reflecting the good cooperation ties between both Institutes.

Entre 24 e 28 de fevereiro, o INE acolheu uma visita do INE-STP nas áreas de Informática e Recolha de Informação. Esta visita decorre das transformações do Departamento de Informática do INE-STP, à luz da recente centralização dos processos de recolha de informação e da utilização de novos métodos de assistência computorizada à recolha. Os participantes (Luykes Varela e Ivandro Ceita) tomaram boa nota das práticas e esclarecimentos prestados pelo INE-PT em matéria de segurança da informação, infraestrutura tecnológica e informacional de apoio à recolha, inquéritos por entrevista e inquéritos às empresas. A visita foi conduzida pelo Departamento de Metodologias e Sistemas de Informação (Serviço de Infraestrutura Informacional e Serviço de IT e Segurança da Informação) e pelo Departamento de Recolha e Gestão de Dados.

Between 24 and 28 February, Statistics Portugal hosted a visit by INE-STP in the areas of IT and Data collection. This visit is the result of changes in the IT Department at INE-STP, in light of the recent centralization of data collection processes and the use of new methods of computerized assistance for collection. Participants (Luykes Varela and Ivandro Ceita) took good note of the practices and clarifications provided by INE-PT in terms of information security, technological and informational infrastructure to support collection, interview-based surveys and business surveys. The visit was conducted by the Department of Methodologies and Information Systems (Information Infrastructure Unit and IT and Information Security Unit) and by the Department of Data Collection and Management.

Peer Review ao Sistema Estatístico de Cabo VerdePeer Review of the National Statistical System of Cabo Verde

Realizou-se entre 27 e 31 de janeiro uma Peer Review ao Sistema Estatístico Nacional (SEN) de Cabo Verde, na qual participou a Diretora do Serviço de Planeamento e Controlo de Qualidade do INE-PT, Magda Ribeiro, na qualidade de consultora técnica. A missão foi enquadrada pelo Programa Pan-Africano de Estatística, promovido pela Comissão Europeia, e que tem como principal objetivo o aumento da disponibilidade e qualidade da informação estatística em África. Um dos instrumentos que permite avaliar o progresso dos sistemas face a este objetivo é o exercício de peer review, através do qual cada SEN é avaliado por dois dos seus pares, tendo como referência as normas constantes dos Princípios Fundamentais de Estatísticas Oficiais das Nações Unidas e da Carta Africana de Estatística.

Na peer review a Cabo Verde, a equipa de avaliadores integrou dois pares de INEs lusófonos (Camilo Ceita, Diretor Geral do INE Angola, e Eliza Mónica Magáua, Presidente do INE Moçambique), a consultora do INE Portugal, Magda Ribeiro, e a observadora da União Africana (UA), Leila Ben Ali, Chefe da Divisão de Estatísticas da UA.

A Peer Review of the National Statistical System (NSS) of Cabo Verde was carried out between 27 and 31 January, in which the Head of Unit for Planning, Control and Quality at Statistics Portugal, Magda Ribeiro, participated as a technical expert. The mission was covered by the Pan-African Statistics Programme, promoted by the European Commission, whose main objective is to increase the availability and quality of statistical information in Africa. The peer review exercise allows progress to be tracked against this objective. Each NSS is evaluated by two of its peers, having as reference the standards of the Fundamental Principles of Official Statistics of the United Nations and the African Charter on Statistics.

In the Cabo Verde peer review, the team of evaluators included two peers from Portuguese-speaking NSIs (Camilo Ceita, Director General of NSI Angola, and Eliza Mónica Magáua, President of NSI Mozambique), an expert from Statistics Portugal, Magda Ribeiro, and the observer from the African Union (AU), Leila Ben Ali, Head of the AU Statistics Division.

A implementação da peer review teve um carácter multidisciplinar e implicou a participação de diversos atores. A equipa de pares articulou-se diretamente com o INE-CV e demais órgãos do SEN (Conselho Nacional de Estatística, Banco de Cabo Verde, Órgãos Delegados), bem como com outros produtores de informação estatística, utilizadores relevantes, representantes da academia, ministérios, parceiros nacionais e internacionais. As áreas abrangidas foram igualmente diversificadas, com destaque para os seguintes tópicos: organização e coordenação estatística, enquadramento institucional e legal, produção e difusão, microdados, qualidade e segurança estatística, confidencialidade, dimensão estatística da política nacional de desenvolvimento, políticas de revisão, calendário das publicações, infraestruturas, financiamento das estatísticas oficiais, cumprimento de normas internacionais, cooperação/compromissos nacionais e internacionais, entre outros.

The implementation of the peer review was multidisciplinary and involved the participation of several actors. The peer team worked directly with INE-CV and other NSS bodies (National Statistical Council, Cabo Verde Central Bank, Other National Authorities), as well as with other producers of statistical information, relevant users, academic representatives, national and international partners. The areas covered were also diversified, with emphasis on the following topics: organisation and statistical coordination, institutional and legal framework, production and dissemination, microdata, statistical quality and security, confidentiality, statistical dimension of national development policy, review policies, calendar publications, infrastructure, financing of official statistics, compliance with international standards, national and international cooperation / commitments, among others.

No último dia, foram apresentados à tutela do INE os resultados da avaliação, que deram conta do elevado nível de observância das normas internacionais de referência por parte do SEN-CV. Os pares destacaram os elevados padrões de qualidade do sistema e reconheceram o INE-CV, como instituição de referência, a nível continental. Mereceram particular referência a elaboração do Manual de Estatísticas da Governança no âmbito dos trabalhos do Praia City Group (liderado pelo INE-CV), a introdução do modelo de qualidade na produção e difusão estatísticas e a boa relação entre órgãos delegados, órgãos produtores e o INE. A súmula das conclusões e recomendações deste exercício será apresentada a breve-trecho, no relatório técnico da peer review.

A missão realizada pela consultora Magda Ribeiro foi muito bem-sucedida, tendo beneficiado do empenho da equipa de coordenação do INE-CV.

On the last day, the results of the evaluation were presented to the Ministry responsible for INE-CV and showed a high level of compliance with international reference standards. The peers highlighted the high quality standards of the system and recognised INE-CV as a reference institution, at the continental level. Particular reference was made to: the preparation of the Governance Statistics Manual within the scope of the work of the Praia City Group (led by INE-CV), the introduction of the quality model in the production and dissemination of statistics and the good relationship between INE-CV, other national authorities and other producers of statistical information. The technical report of the peer review, with the summary of conclusions and recommendations, will soon be presented.

The mission carried out by the expert Magda Ribeiro was very successful, having benefited from the efforts of the INE-CV coordination team.

Cooperação no quadro europeuCooperation within the European framework

No âmbito da cooperação no quadro europeu, o INE participou em iniciativas de natureza multilateral, nomeadamente Workshops no contexto do Sistema Estatístico Europeu (SEE) e atividades de cooperação bilateral com outros Estados-membros, tais como a Estónia e a Espanha.

In the context of cooperation in the European framework, Statistics Portugal participated in both multilateral initiatives, namely Workshops within the European Statistical System (ESS), and bilateral cooperation activities with other Member States, such as Estonia and Spain.

Ao abrigo da cooperação no seio do SEE, realizou-se nos dias 17 e 18 de outubro um Workshop sobre Dados Administrativos, no qual participou, enquanto moderador, o Diretor do Departamento de Recolha e Gestão e Dados, Paulo Saraiva. O Workshop teve lugar em Bucareste e incidiu sobre a utilização de registos administrativos para a produção de Estatísticas das Empresas, da Agricultura e das Pescas. Neste seminário foram partilhados os resultados dos progressos feitos em matéria de utilização de dados administrativos nos domínios acima descritos e foram igualmente apresentados os resultados do Projeto ADMIN no âmbito da Visão 2020 do SEE (2015-2019).

Under the cooperation within the ESS, a Workshop on Administrative Data was held on October 17 and 18, in which the Director of the Department for Data Collection and Management, Paulo Saraiva, participated as moderator. The Workshop took place in Bucharest and focused on the use of administrative records for the production of Business, Agriculture and Fisheries Statistics. In this seminar, the results of the progress made in the use of administrative data in the above-mentioned areas were shared and the results of the ADMIN Project within the scope of the SEE 2020 Vision (2015-2019) were also presented.

Visita do INE de Espanha na área de Estatísticas das Empresas | Study visit from NSI Spain on Business Statistics

O INE acolheu nos dias 11 e 12 de dezembro uma visita de trabalho do INE da Estónia sobre os processos de recolha de informação no contexto de inquéritos aos inquéritos por entrevista e observação de preços. As participantes estonianas, Epp Karus e Kristina Saar, tomaram boa nota das práticas do INE em matéria de planeamento e monitorização da recolha de informação, utilização de ferramentas de assistência computorizada às entrevistas (CAPI, CATI, CAWI) e coordenação de entrevistadores. A visita foi conduzida pelo Departamento de Recolha e Gestão de Dados, nomeadamente pelos Serviços de Integração de Processos e Inquéritos por Entrevista.

Nos dias 22 e 23 de janeiro realizou-se no INE uma visita do INE de Espanha (INE-ES) que incidiu sobre a utilização da Informação Empresarial Simplificada (IES) no contexto da produção de estatísticas das empresas e contas nacionais. Participaram na visita o Presidente, Juan Manuel Rodríguez, e Diretores-Gerais do INE-ES, Alfredo Cristóbal e Miguel Ángel de Castro, que foram acolhidos pelo Presidente e Vogais do Conselho Diretivo do INE-PT. Participaram igualmente os departamentos do INE-PT responsáveis pelas áreas de Contas Nacionais, de Estatísticas Económicas e de Gestão e Recolha de Dados. A visita refletiu a proximidade dos laços que unem os INEs ibéricos, cuja cooperação terá continuidade ainda no primeiro trimestre de 2020, com ações noutros domínios estatísticos.

Statistics Portugal hosted a study visit from NSI Estonia on 11 and 12 December regarding data collection processes in the context of household surveys. Estonian participants, Epp Karus and Kristina Saar, took good note of Statistics Portugal practices in planning and monitoring data collection, using computerized assistance tools for interviews (CAPI, CATI, CAWI) and coordinating interviewers. The visit was conducted by the Department of Data Collection and Management, namely by the Units of Data Processes Integration and Interview Surveys.

On the 22nd and 23rd of January, Statistic Portugal hosted a visit from the Spanish NSI (INE-ES), which focused on the use of Simplified Business Information (IES) in the context of the production of business statistics and national accounts. The President, Juan Manuel Rodríguez, and Director-Generals of INE-ES, Alfredo Cristóbal and Miguel Ángel de Castro, participated in the visit and were welcomed by their counterparts of Statistics Portugal Board. The visit also had the participation of the departments from Statistics Portugal on National Accounts, on Economic Statistics and on Data Collection and Management. The visit reflected the proximity of the ties that bind the Iberian NSIs, whose cooperation will continue in the first quarter of 2020, with actions in other statistical fields.

Reunião com o INE do Laos | Meeting with NSI Laos

A 24 de outubro, realizou-se uma reunião com a Diretora-Geral Adjunta do INE do Laos, Phetsamone Sone e com o Diretor da Divisão Estatística da GOPA, Stephan Krische, para debater perspetivas de cooperação entre ambos os institutos. O encontro permitiu conhecer os projetos de cooperação atualmente em curso para o desenvolvimento do sistema estatístico do Laos. Permitiu ainda dar um passo em prol da aproximação de dois INEs geograficamente distantes, mas integrantes de uma sociedade de informação global, em que as parcerias se revelam como condição-chave para o desenvolvimento.

On October 24, a meeting was held with the Deputy Director-General of NSI Laos, Phetsamone Sone and with the Director of the GOPA Statistical Division, Stephan Krische, to discuss perspectives of cooperation between both institutes. The meeting provided an opportunity to learn about the cooperation projects currently underway for the development of the Laos statistical system. It also enabled a step forward in bringing together two geographically distant NSIs, but members of a global information society where partnerships prove to be a key condition for development.

Para março de 2020 estão previstas as seguintes ações de cooperação:

• Participação em Workshop sobre Metainformação destinado aos Países Candidatos e Potenciais Candidatos à UE

• Visita de trabalho ao INE Espanha na área de Censos da População

Prevê-se igualmente o arranque da componente técnica do Programa de Capacitação dos SEN dos Países de Língua Portuguesa, para o qual estão previstas diversas atividades em 2020.

The following cooperation activities are planned for March 2020:

• Participation in a Workshop on Metadata for Candidate Countries and Potential Candidates to the EU

• Study visit to NSI Spain in the area of Population Census

The technical component of the CPLP Statistical Training Programme for Portuguese-speaking Countries is also expected to start, with several activities already planned for 2020.
