In addition to signing the Anti-Personnel Mine Ban Treaty, the Government of Afghanistan approved and endorsed the Afghanistan Compact and the Afghanistan National Development Strategy (ANDS) in February 2006. These two strategy papers establish benchmarks for various sectors. Mine action falls under the security sector, and its benchmarks are:
• In line with Afghanistan's Millennium Development Goals (MDGs) and Afghanistan's Anti-Personnel Mine Ban Treaty obligations, the land area contaminated by mines and unexploded ordnance will be reduced by 70% by March 2011;
• All stockpiled anti-personnel mines will be located and destroyed by March 2008; The Government of Afghanistan has stated that its constitution adopted in January 2005 requires the country to respect all international treaties it has signed. The Ministry of Defense has instructed all military forces to respect the comprehensive ban on anti-personnel landmines and the prohibition on use in any situation by militaries or individuals. In 2002 the Government of Afghanistan entrusted interim responsibility for programme coordination to the United Nations. As of January 2008, the Government through the modality of an Interministerial Board (IMB) for Mine Action also designated the Department of Mine Clearance (DMC) under the Afghan National Disaster Management Authority (ANDMA) to work jointly with Mine Action Coordinatation Centre of Afghanistan (MACCA), previously UNMACA. In 2009/1388, MACCA and DMC will be jointly responsible for the coordination of all mine action activities – including planning goals for all assets (regardless of their funding modality/source), and quality assurance (QA). During 1388 DMC will take over responsibility for the following coordination activities: accreditation of implementers; maintenance of Afghanistan Mine Action Standards (AMAS); coordination of external quality assurance checks; lead coordination role for MRE with Ministry of Education; the audit of land cleared and cancelled; and preparation of the Article 7 Report for submission to the Ministry of Foreign Affairs. In addition MACCA and DMC will develop and publish a comprehensive UN to Government transition plan and assist the IMB to develop and publish a mine action transition plan. DMC with MACCA assistance will develop a DMC specific capacity development plan including a contracting capacity inside DMC. MACCA will also contract manage mine action implementation using VTF funding on behalf of the UNMAS, UNOPS and the international donors to humanitarian mine action. MACCA therefore has multiple mandates: it is an UNMAS project executed by UNOPS and carries a humanitarian mandate to ensure the mine action services funded via the VTF are delivered in a safe, efficient, and effective manner. It also has a mandate to oversee and coordinate the broader MAPA in partnership with the GoA in a responsibility confirmed by the IMB in February 2008. Based on both the expressed desire of the Government, and the UN strategic goal of assisting in the development of national institutions, MACCA is also responsible for transitioning authority for mine action to the Government and support the GoA in its efforts to develop the requisite capacities to manage the MAPA. The Ministry of Foreign Affairs, which had served as the Government’s mine action focal point in the past, will continue its role in helping fulfil reporting obligations under the Anti-Personnel Mine Ban Treaty as part of its overall governmental responsibility for reporting on compliance with international treaties. As a result of the Mine Action Symposium, a draft mine action law outlining a national authority will not be pursued. The DMC is a government agency as decreed by former President Najibullah in 1989. This decree remains in effect and valid for the purposes of setting up a national mine action authority.

Unknown Forces began planting mines in Afghanistan in 1979. Ongoing fighting, most especially in southern Afghanistan, leaves open the possibility that there may be new contamination from mines.
Data is based on the Afghanistan Landmine Impact Survey (ALIS), certified in September 2005, and on updates from Landmine Impact Assessment Teams (LIATs), which travel nationwide to continuously gauge impact on communities. In addition, this includes hazardous areas that have undergone follow-up polygon survey activities, in which more accurate technical and geographical information on mine- and UXO- contaminated land is gathered.

Accreditation and training of deminers and mine detection dogs
MACCA uses retained anti-personnel mines in its test centers in Kabul, Logar, Hearat, Kunduz, Jalalabad and Kandahar to accredit the mine detection dogs of implementing partners and stores mines that may be needed for testing and accreditation in the future in a secured bunker. The implementing partners, under the oversight of MACCA, use anti-personnel mines for training of their mine detection dogs and deminers.

i) The measures taken to provide an immediate and effective warning to the population in relation to all areas identified under paragraph 2 of Article 5."
Remark: In accordance with Article 5, para.2: "Each State Party shall make every effort to identify all areas under its jurisdiction or control in which anti-personnel mines are known or suspected to be emplaced and shall ensure as soon as possible that all anti-personnel mines in mined areas under its jurisdiction or control are perimeter-marked, monitored and protected by fencing or other means, to ensure the effective exclusion of civilians, until all anti-personnel mines contained therein have been destroyed. The marking shall at least be to the standards set out in the Protocol on Prohibitions or Restrictions on the Use of Mines, Booby-Traps and Other Devices, as amended on 3 May 1996, annexed to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects".

[Narrative:] Mine Risk Education (MRE) The main goal of Mine Risk Education (MRE) in Afghanistan is to reduce the number of mine and ERW victims by changing the risky behaviors of communities and individuals living or working in impacted areas into safe behaviors. MACCA coordinates the implementation of MRE throughout Afghanistan. Implementing partners BBC, Halo Trust, Danish Demining Group (DDG), Handicap International, the Organization for Mine Clearance and Afghan Rehabilitation (OMAR), AAR Japan, and Afghan Technical Consultants (ATC) along with the Afghan Red Crescent Society (ARCS) target high, medium and low impacted communities through a variety of MRE methods including community based, returnee, public information and landmine safety programme activities. MRE was provided to more than 1,583,067 Afghans in 2008. The community-based MRE programme is designed to respond to the needs of communities through emergency response, community liaison networks, community monitoring of risk, mobile cinema and data collection. The programme focuses MRE activities on the needs of individual communities based on the impact of mines and ERW on the lives and livelihoods of community members. MRE teams are tasked by the regional offices according to monthly/quarterly plans and externally monitored through MACCA.
• Emergency response MRE provides all communities identified as having a severe mine/ERW risk with immediate mine awareness
activities. MRE teams spend several days in a community to assist with the assessment of risk and to provide MRE activities.
• The community-based programme is the central community-based MRE strategy for communities considered high and medium impact. This programme is designed to disseminate information to affected communities by delivering needed MRE activities and by gaining vital information regarding mine/ERW incidents and injuries.
• Community monitoring is an activity that takes place in all communities identified as low impact. Monitoring throughout the year helps
maintain data in the key areas of new victims, incidents and suspected hazardous areas. Monitoring and MRE activities as well as other programme components (teacher training, signboards, marking, etc.) ensure that mine/ERW risk awareness is maintained, safe behaviors encouraged and data is kept current.
• The mobile cinema programme provides an innovative community activity that engages larger numbers of people through the viewing of
MRE and disability awareness dramas and documentary videos developed specifically for Afghanistan.
• Data collection is a vital part of any mine action programme. Incident and hazardous area reporting and new victim data are essential for risk reduction strategies, planning and programme development. MRE implementers led by the ARCS include data collection in their community activities to ensure that data is kept up to date and that other mine action resources respond to any new incidents immediately.
Returnee MRE targets the repatriating Afghan populations through activities provided at the United Nations High Commissioner for Refugees (UNHCR) encashment and transit centers near the Afghanistan borders of Pakistan and Iran. This programme provides an introduction to the risks associated with mines and ERW and promotes safe behaviors to assist with travel through unsafe environments and the possible resettlement in communities with a mine/ERW risk. In 2008, approximately 202,239 returnees were provided with MRE. Public information or mass communications are key components in all MRE programmes for the development of innovative materials and media activities. More than 1,000 radio spots were broadcast through different radio stations to augment field operations. The Landmine Safety Programme (LSP) is an MRE activity directed at the aid worker community, in particular the UN. The LSP programme is implemented by MACCA staff in all regions upon request. 287 nationals and internationals recieved LSP during 2008. The MACCA is working with the Government to ensure that prevention of new mine injuries is included in the national plans for public health and safety. This includes work with Ministry of Education for national curriculum development to include MRE and mine action information within the text books for the public education system. This also includes work with the Ministries of Public Health and Information to support the establishment of public health and safety programmes that reach out through the government broadcast and civil service mechanisms. 16,283 MOE teachers have been trained through 122 Ministry of Education child protection officers in MRE during 2008. A joint transiton plan on transitioning MRE programme to MOE has been develeoped between the Ministry of Education, MACCA and DMC.

Victim assistance (VA) programming in Afghanistan focused on a advocacy, awareness and prevention activities within the broader context of the disability sector. MACCA provided technical support to the Ministry of Labor social affairs, Martyrs and disabled for victim assistance issues in support of the Mine Ban Treaty obligations, including technical support for the Ninth Meeting of the States parties to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti Personal Mines and on its destruction Held in Geneva, 24- 28 November 2008; Each state parties of the Mine Ban Convention presented their progress report on Clearance, Stockpile destruction Mine risk education and Victim assistance, Afghan delegation was one of the successful delegations to present their progress update, technical support provided for the conducting Provincial /Area workshop which held in Kabul, Kandahar, Kundoz, Mazar, Hirat, Gardez and Jalalabad to raise awareness among government, NGO, UN and civil society participants on Afghanistan National Disability Action Plan (ANDAP) Mine ban treaty obligations and Identify needs of persons with disabilities at the regional and grass root levels, almost 383 participants attended the tow-day meeting along with technical support of MOLSAMD to conduct workshop for the provincial directors in Kabul ,the objective of the workshop was to promote awareness on Afghanistan National Disability Action plan, Rehabilitation, accessibility, National and international law of persons with disabilities, community base rehabilitation, inclusive education and planning for 3rd December along with Victim assistance team from the ministry of Public health, MOLSAMD and Ministry of Education Ministry of Public health The Ministry of Public Health (MOPH) is coordinating Community Based Rehabilitation (CBR). Which is a well established strategy in Afghanistan with program in 16 out of 34 provinces Afghanistan will host the next South Asian CBR Network Conference. The MOPH established a Disability Unit in late 2007 and promoted to formal Disability and Rehabilitation Department (DRD) approved by MOPH and well integrated in the organizational structure of that ministry. This department trained 312 Medical staff in 10 provinces and 400 fresh graduate doctors on disability awareness and physical rehabilitation issues to improve access of person with disabilities to health and rehabilitation services. For the purpose of creating appropriate referral system between the health facilities, rehabilitation centers and community beside rehabilitation program, DRD collected national wise data of physical rehabilitation source consisting of physiotherapy and orthopedic technology and disseminated to provincial health directorate and disability stakeholders. The collected data indicate that out of the 894
technical and administrative staffs working 560 of them were person with disability. A disability task force and community based rehabilitation task force has been in place for almost two years and provides strong technical guidance to the MOPH. In the revised BPHS, MOPH integrate physiotherapy services in 56 district hospitals with hiring two physiotherapists in each of the stated hospitals and 14 orthopedic centers in 10 provinces and has an upgrading process for physical therapists and orthopedic technicians through a diploma courses established in 2007. The disability and rehabilitation department of MOPH organized 2nd national CBR workshop to promote the community based rehabilitation concept through strengthening coordination among the disability stakeholders and identify challenges and constraints of CBR program in the Afghan context. For awareness raising, capacity building of health staff’s and improve emergency care of injured people the DRD trained 20 trainers of BPHS implementing partners is disability awareness and physical rehabilitation, 20 trainers from the disability organizations in psychosocial rehabilitation and 20 surgeon and anesthesia technicians in emergency care with cooperation of WHO. The disability rehabilitation department of MOPH has planned to develop five years strategic plan for the mainstreaming of disability and rehabilitation services in the health system. The Ministry of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD) cordinating disablity issus with technical and financial support of MACCA through Disability Support Unit which established in 2007 and it is actively engaged in conducting disability stakeholders cordination group meetings focus on disablity issus in Afghanistan according Afghanistan National Development Strategy. The Ministry conducted first inter ministeral disability task force meeting with technical and financail support of MACCA allong with the First disability coordination workshop for the provincial directors of the MOLSAMD,Deputy minister of Martyars and disabled participate in The Ninth Meeting of the States parties to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti Personal Mines and on its destruction Held in Geneva, 24- 28 November 2008; MOLSAMD with technical support of MACCA will work closely with governament relevent sectors on signing and ratification of National law for person with disabilities allong with lobbying for Afghanistan to become a signator of the UN convention for the rights of persons with disabilites. MoLSAMD with technical support from MACCA, will develope proper action plan for 2009-2010 to cordinate disability issus around the country allong with promoting rights of persons with disabilities. The Ministry of Education (MoE) included disability awareness in natioinal school curriculum grade 7-12, and sub national curriculum (Uzbeki, Torkmani, Pashaee, Noorestani, Pamiri and Balochi languages) grade 1-12 with the technical support of MACCA and other parties. Also 16,293 school teachers received MRE and disability awareness training. The mentioned teachers provide awareness trainings for more than 6 million school students throughout Afghanistan. Additionally, The MoE has established an inclusive education unit to pilot initiatives and to establish resource centers throughout the country to address the needs of disabled children. The MoE, with technical and financial support from MACCA, is priting the TARBIYAT Magazine around the country. This
is a professional journal for school students with Mine Risk Education and Victim Assistance awareness messages.
