What is CTOP?
• Collaborative Trajectory Options Program
• A new type of Traffic Management Initiative (TMI)
• Designed to help manage en route traffic around a constraint
in the National Airspace System (NAS)
• Designed to accommodate user preferences
2
What is CTOP?
3
NBAA & CTOP
• NBAA involvement with CTOP
• Assisted in CTOP development since the concept’s
inception
• Continued participation on FAA’s TFM Deployment Team
• Why is NBAA involved in CTOP?
• To ensure the interests of the business aviation
community are represented
• To ensure that business aviation operators to able to
participate in CTOP programs
• CTOP is an important piece of NextGen, to which NBAA is
strongly committed

What is TFMS?
A set of capabilities used to:
• Predict demand
• Identify constraints
• Facilitate collaboration
• Model OPS plan
• Implement equitable
solutions
• Maximize efficiency and
minimize delay

• Collaborative Trajectory Options Program
• A collaborative approach to managing NAS
constraints
• ATC sets and manages to the capacity of a
constraint
• Flight operators will control how each flight responds
to a constraint based on their business model
• New data exchange connection is required
• New policies and procedures are required

The Problem
• Airspace constraint caused by weather, equipment failure, unusually high demand, etc..
• Today there are 2 primary National TMIs: – Required Reroutes
– Airspace Flow Program (AFP)
Federal Aviation Administration
15
NBAA October 2013 Federal Aviation Administration NBAA October 2013
15
How Things Work Today
• Flight Operators are limited to reacting
• Requesting exemption from required reroute
• Improving their EDCTs in an AFP
• Air traffic managers have no information on
flight operator preferences.

16
How Things Work Today
• An en route constraint is identified (caused
by weather, unusually high demand, etc
• One of two TMIs are used to manage traffic
around the constraint

How Things Work Today
• One type of TMI is a Required Reroute
• Playbook routes, CDR’s, Ad Hoc routes, etc
• Advisory issued by Air Traffic Control System

Introducing CTOP
• CTOP is to manages with a mix of required routes and ground delays to deal with the congestion.
• CTOP provides the NAS users as much say as possible in the reroute.
– The FAA specifies the constraints.
– NAS users submit their route preferences.
• Given the constraint, the CTOP TMI assigns each flight trajectory from the Users TOS. – May or may not have delay associated.

Introducing CTOP
• Using the new Collaborative Trajectory Options Program (CTOP):
• Provides the flight operator as much input as possible in reroutes or delay programs
• Utilizing use preferences
• Provides air traffic managers with
• Better information on flight operator preferences
• More flexibility in managing a constraint
• Applies route assignment and/or departure time assignment (EDCT)

CTOP Assignment
• After TOSs are sent, the program goes
through the following phases:
• Propose and Respond
• FAA air traffic managers (at the FAA Command Center)
propose a CTOP based on the submitted TOSs
• Collaborate and Refine
• Flight operators are given opportunity to provide feedback
on the proposed CTOP
• FAA air traffic managers refine the plan

CTOP – Changes & Benefits
• CTOP will introduce a completely new facet
to flight planning
• TOS submissions
• Much more dynamic system
• Importance of participation
• Can mean the difference between departing or
sitting on the ground

36
Must all flight operators participate?
• Yes, if a flight is captured in a CTOP FCA, it is a participant, as happens today with an AFP or GDP
• The flight operator is not required to submit a TOS
• A filed flight plan will be treated by the automation as a “single trajectory” TOS
• In this case, the flight will be limited to receiving ground delay appropriate for the trajectory on its filed flight plan, if it intersects a CTOP FCA

37
How Can Business Aviation
Operators Participate?
• User interface
• Some flight plan service providers are working on customer-facing interfaces to allow for CTOP participation
• Business aviation operators should check with their providers to determine options
• CDM vs. non-CDM
• CDM providers have a direct connection to FAA’s TFMS and allow for submission of TOSs
• Non-CDM providers do not have this connection and do not allow for submission of TOSs

38
Conclusions
• CTOP provides a new facet to flight planning and flight plan filing
• Operators must choose whether or not to participate by submitting TOSs
• Participating in CTOP can result in reduced delays for your flight operation
• Those operators who do participate will need assistance with generating and submitting TOSs
• User interfaces are being created by various service providers
• Operators should check with their service providers to determine their options
