Subject: Annual Contract for supply of various electrical items and repairs/maintenance of

electrical fitting/fixtures / electrical items in the Department of Rural Development.

Department of Rural Development, Ministry of Rural Development, Govt. of India had

inviteed sealed quotations from reputed, financially sound and well experienced firms for

empanelment / award of-annual contract for supply of various electrical items and

repairs/maintenance of electrical fitting/fixtures / electrical items vide tender notice of even

number dated . 13.03.2012 (uploaded on Central Procurement Portal vide Tender

ID No. 2012_MRD_2554_1). However, due to some administrative reasons, this tender process

has been cancelled.

2. Accordingly, with the approval of competent authority, it has been decided to invite fresh

quotations for award of annual contract for supply of various electrical items and

repairs/maintenance of electrical fitting/fixtures / electrical items during the period from

15.05.2012 to 14.05.2013 as per the following schedule: -

3. The tender document, containing schedule of requirement, detailed terms

conditions

CONDITIONS OF CONTRACT

a) The Contractor will have to deploy sufficient number of qualified electricians /

mechanics to ensure that all the complaints are attended to without any undue delay in

all the offices of this Department located at different locations. No extra charges /

conveyance charges or vehicle will be provided by this Department for commuting to

different locations.

b) All services shall be performed by persons qualified and skilled in undertaking such

repairs.

c) The presence of the electrician will be required at the said location daily at 9.00 A.M.

during working day and if required also Saturday/Sunday and Gazetted Holiday to

attend the complaints.

d) The persons deployed by the firm should not have any Police records/criminal cases

against them. The Agency should make adequate enquiries about the character and

antecedents of the persons whom they are deploying. The contractor will also ensure

that the personnel deployed are medically fit and will keep in record a certificate of

their medical fitness. The Service Provider shall withdraw such employees who are

not found suitable by the office for any reasons immediately on receipt of such a

request.

e) The said persons deployed by the contractor shall be the employee of the contractor

and it shall be the duty of the contractor to pay their wages every month and further

that the said person of the contractor shall not claim any absorption / employment.

f)

The contractor's person shall not claim any benefit/compensation/

absorption/regularization of services from/in this Department under the provision of

Industrial Disputes Act, 1947 or Contract Labour (Regulation

Abolition) Act,

1970. Undertaking from the persons to this effect shall be required to be submitted by

the contractor to this Department.

g) - The contractor's personnel shall not divulge or disclose to any person, any details of

office, operation process technical know-how, security arrangements,

administrative/organizational maters as all are confidential/secret in nature.

h) The personnel deployed should be polite, positive and efficient, while handling the

assigned work. The contractor shall be responsible for any act of indiscipline on the

part of persons deployed by him.

r) The lowest quoted bidder (s) shall be selected on the basis of total bid price received.

However, the lowest bidder (s) has to match the rate of other technically responsive

bidders for the items for which his / their rate are higher. Department may consider

appointment / empanelment of more than one contractor on the same rates and in that

case, order may be placed on any appointed contractor at the sole discretion of the

Department. -

s Unreasonably lower rates or providing complimentary services shall not be

accepted The rates quoted by a firm shall be scrutinized keeping in view the

requirement of number of electricians on daily basis and payment of minimum

wages to such electricians out of the monthly bills of the contractorlfirm

t) All the New Electrical items should be of ISI Mark, preferably, Crompton, Phillips,

Anchor, Kalinga, Cona, Amtex. Electrical items/appliances without ISI Mark shall

not be accepted. No compromise will be made on the required standards / quality in

this regard.

u) The contract shall be awarded to the selected bidder (s) on fixed rates for one year.

However, the contract may be extended for the next two years on year to year basis, if

mutually agreed by both the parties.

v) The repair works will have to be carried out at the location of the equipment except in

the exceptional circumstances where the equipment or any component of the

machines is required to be taken to the workshop by the firm. In that case the firm

will take prior approval of the competent authority and will provide standby

arrangement without any extra cost.

w) Once accepted, the rates for repair of Electrical items and new electrical items shall

remain fixed during the contract period.
