CONTINUOUS IMPROVEMENT KEYNOTES FROM FIVE INDUSTRY EXECUTIVES Morning plenary sessions included remarks from five CEOs and CNOs of the nuclear utility industry. Special Interest Groups Met to Advance Industry Best Practices through collaboration and consensus building between industry peers and technologists.

Speed Dating SideWays took place in ten minute intervals as customers, partners and product managers on one side of the table encountered their counterparts on the other side of the table. The goal was to make a date to benchmark solutions and discuss business cases. Many industry connections and new friendships were made. voted “Best Collaborative Event”

“Earth Wind & Fire” SIG Launched. A Special Interest Group comprised of generation professionals from fossil fuels, hydro, wind and renewables has begun meeting to streamline PI & R processes. The result is a new Condition Reporting system affectionately dubbed “CRs for the rest of us” and featuring ease the compliance calendar with audit reporting of OSHA and EPA, etc. Join Earth Wind & Fire today and help prepare the Way for the next generation station and staff. Look for quarterly webcast throughout 2012 on www.devonway.com.

“Steamworks.” A Special Interest Group was formed that explores ways to strategically extend your EAM investments in asset data and operating experience. The SIG will look for ways to extend functions and fill enterprise gaps. Incremental innovation SIG events are planned.

2012 Innovation Tournament Announced. In the BRIGHT IDEAS WORKSHOP we invited user community participants to share new ways they’re creating value. In 2012 we’re planning an Innovation Tournament with Play-Offs to be held at the Conference in San Francisco.

Susan Eisenhower is President of the Eisenhower Group, Inc., which provides strategic counsel to major corporations and organizations on political, business and public affairs projects. She is also Chairman Emeritus of the Eisenhower Institute. She brings a broad perspective to nuclear energy, by combining a twenty-seven year career in business, journalism, communications and the think tank community. During this time, she has done considerable work in the nuclear energy field, first as a journalist, then through public policy organizations and now through her company. In the last few years, she has been a consultant to a number of nuclear organizations as well as one of the nation’s top national laboratories. She has also directed a project funded by a distinguished group of nuclear stakeholders and has clients who work in this field.

Ms. Eisenhower has served on various blue-ribbon task forces in the nuclear-related field. Last year, the Secretary of Energy Stephen Chu appointed Ms. Eisenhower to the Blue Ribbon Commission on America’s Nuclear

Future. This body is charged with providing recommendations to the Secretary and the White House on policy related to the back-end of the nuclear fuel cycle. In the spring of 2000, the Secretary of Energy, Bill Richardson, appointed Ms. Eisenhower to the Baker-Cutler Commission, to evaluate U.S. funded nuclear non-proliferation programs in Russia and, since that time, she served as a consultant on two other DOE studies related to the potential for nuclear terrorism. In 2004, she was appointed to the Secretary of Energy Advisory Board’s Nuclear Energy Task Force. Chaired by Governor John Sununu and Carnegie Institution President Richard Meserve, the task force released its influential final report in 2005 entitled Moving Forward with Nuclear Power: Issues and Key Factors. Its analysis was the first such effort to recommend ways to bring about a nuclear renaissance in the United States.

Ms. Eisenhower has visited many sites that are part of the nuclear question, including Yucca Mountain, Alba, a major uranium enterprise in Ust-Kamenogorsk, Kazakhstan, where highly enriched uranium is being blended down; La Hague, a French nuclear reprocessing plant on the Normandy coast; as well as several Russian nuclear enterprises, including Russia’s premier nuclear weapons facility, the Zababakhin Center in Snezhinsk (formally Chelyabinsk-70), where sensitive nuclear materials are secured.

In the last several years, she has addressed the issue of nuclear energy at many prestigious gatherings, presenting the keynote addresses at Lawrence Livermore National Laboratory; the National Academy of Sciences; the World Nuclear Association’s annual meeting; the Atomic Testing Museum in Las Vegas; the World Nuclear

University’s Summer Institute; Sandia National Laboratory as a Distinguished Truman lecturer; and at the Kansas State University Conference on the Eisenhower Administration’s Nuclear Policies and Their Legacies. In 2009 she gave the Rose Lecture, sponsored by the Nuclear Engineering Department at MIT. In addition, Ms. Eisenhower has recently penned articles about the future of nuclear energy for such publications as the IAEA Bulletin and the National Academy of Science’s Issues in Science and Technology.

Within the last ten years, Ms. Eisenhower has authored three books, two of which have appeared on regional best seller lists. She has also edited four collected volumes on regional security issues and penned hundreds of op-eds and articles on foreign policy for publications such as The Washington Post, The Los Angeles Times, USA Today, the Naval Institute’s Proceedings, The London Spectator, and many others.

Ms. Eisenhower has provided policy analysis on many public affairs programs in the United States, including CNN International, MSNBC, The Situation Room with Wolf Blitzer, Fox News, Hardball with Chris Mathews One on One with John McLaughlin, The News Hour with Jim Lehrer, among others.

As Chief Executive Officer of Exelon Nuclear Partners and Senior Vice President, Exelon Generation, Amir Shahkarami is responsible for all domestic and international partnership and business development at Exelon. During his career, at Exelon he has served as Exelon Nuclear Senior Vice President of Technical Services, responsible for conduct of fuel, engineering, project management, license renewal, industry organizations, innovation and Exelon Nuclear’s international exchange program. He also has served as Site Vice President of Braidwood Nuclear Station, responsible for all aspects of safe plant operation and Vice President of Engineering, the company’s chief engineer responsible to provide governance and oversight to Exelon’s 17 nuclear units located in Illinois, Pennsylvania and New Jersey.

Mr. Shahkarami is and has chaired the BWROG and PWROG Executive Committees. He has served on the Executive Committees of PMMP and BWRVIP. He is a member of the Electric Power Research Institute (EPRI) Nuclear Power Council and its Executive Committee. He has served on the Tulane University, Texas A&M, and Illinois Institute of Technology engineering advisory boards. A member of the American Nuclear Society since 1992, he has served on its board of directors, and has been the General Chair of ICAPP, Nuclear Fuel, and Utility Working Conference. Amir was the recipient of the 2008 Chicago United Leadership, 2009 ANS Utility Leadership, and the 2010 WANO Excellence awards.

Shahkarami received his bachelor’s and master’s degrees in Engineering from Tulane University, his master’s in Business Administration from Mississippi College and completed his PhD studies in nuclear engineering at Louisiana State University. He completed the Harvard Advanced Management Program. He has a Senior Reactor Operator (SRO) certificate. He completed the Institute of Nuclear Power Operations’ Senior Nuclear Plant Manager Course, and greatly contributed to the INPO principle of engineering and the technical conscience document. He has taught several courses in the areas of Risk Management, Nuclear Safety and Organizational aspect of the nuclear operation at MIT, and has been peer and the industry advisor of many INPO and WANO plant and corporate evaluations.

“The Global Nuclear Economy Post Fukushima”

The presenter spent time at Fukushima

Dai-ichi and other TEPCo nuclear facilities a

week prior to the March 11th disaster and has

revisited Japanese nuclear sites several times

post accident. This presentation will focus on

the Exelon Nuclear performance, global nuclear

economy, Fukushima Dai-ichi event, and end with

the presenter’s own thoughts on the learning

from the Fukushima event. It covers the strong

day-to-day and intrusive leadership required

along with the robust management model

that drives Exelon’s proven high performance

focusing on safety, reliability, and efficiency. The

reaction to the Fukushima Dai-ichi tragedy on the

global nuclear economy has varied by country.

The actual Dai-ichi site event is described and

the  learnings are summarized.

Ms. Schwartz joined the NRC in 1991 as an Honor Law Graduate Attorney in the Office of the General Counsel (OGC). Ms. Schwartz spent the first half of her career at the NRC in the Rulemaking and Fuel Cycle division of OGC. In 2005, Ms. Schwartz joined the Office of Enforcement (OE) as a Senior Enforcement Specialist in the Enforcement Policy and Program Oversight Branch working on policy issues including the revision of the NRC Enforcement Policy. In early 2008, Ms. Schwartz joined the staff of Commissioner Peter Lyons as his Legal Assistant. In late 2009, she returned to the Office of Enforcement where she is currently a Sr. Safety Culture Program Manager focusing on the NRC’s Safety Culture Policy Statement.

Ms. Schwartz’s work on the Safety Culture Policy Statement has entailed numerous activities with affected stakeholders both internal and external to the NRC. Prior to publication of the final policy statement, Ms. Schwartz, as a member of the Concerns Resolution Branch of OE, worked with the External Safety Culture Team (ESCT) to make presentations on the development of the policy statement at public meeting held by the NRC and at various industry forums to ensure that the NRC was reaching and receiving input from as many stakeholders as possible on the value of the developing policy statement. Since its publication in June 2011, she has worked with the ESCT to develop communication products (e.g., brochures, safety culture-related event case studies, a case study user guide, the NRC’s public safety culture website) that educate stakeholders on the importance of developing and maintaining a positive safety culture tailored to their various activities involving the use of nuclear materials.

Ms. Schwartz earned a B.A. degree in Fine Arts from the Catholic University of America, an M. Ed. degree from the University of Maryland, College Park, and a J.D. from Howard University School of Law. She has been a member of the Maryland State Bar Association since 1992.

The NRC published its Safety Culture Policy

Statement on June 14, 2011, after three

years of extensive outreach. Applicable to

all NRC-regulated activities, it expresses

the Commission’s expectation regarding

the importance of a safety-first focus. It

also encourages the Agreement States and

organizations interested in nuclear safety to

support its tenets. Safety as an overriding

priority to competing goals is a hallmark of a

positive safety culture. The regulated community

should consider appropriate implementation

strategies for promoting safety culture in

their organizations. As a key driver of safety

performance, the NRC is interested in the

regulated community’s initiatives

Dr. Ruth Todd is the Director of ITDS at the Institute of Nuclear Power Operations and has been with INPO for 26 years. Dr. Todd is also Lead Faculty with University of Phoenix and the Area Chair for History in Atlanta. Formerly of Chicago, Dr. Todd is a long-time resident of Atlanta, and is a wife, mother and grandmother. She has earned degrees from Oglethorpe University, Georgia State, the University of Phoenix and Warnborough in the UK. She also completed The Executive Program at University of Virginia, Darden Business School. She has worked for over 37 years in the technology field and has served as a consultant and motivational speaker.

(or how important is OE and can it affect performance?)”

Operating experience is the study of what

went wrong, why it went wrong and how it was

fixed. If it is not documented, imbedded in the

culture of the organization and internalized

by employees then companies are pretty well

guaranteed it will happen again. Performance

improvement can be driven by operating

experience; but operating experience cannot

be driven by performance improvement -- and

performance improvement should not be

confused with performance indicators. Indicators

are frequently the reflection of how well

operating experience is utilized in industry and if

people really do understand the lessons learned.

My vote is: ‘not really…’ but we can get there.

Randy Edington is executive vice president and chief nuclear officer for Arizona Public Service Company (APS). Based in Phoenix, APS serves more than 1.1 million customers and is one of the fastest-growing investor- owned electric utilities in the United States.

Edington is responsible for all nuclear-related activities associated with the Palo Verde Nuclear Generating Station—the nation’s largest power producer.

Prior to joining APS in 2007, Edington served as vice president and chief nuclear officer for Nebraska Public Power District. His responsibilities included oversight and directional focus of the Cooper Nuclear Station. He has also held numerous nuclear operations positions with Arkansas Nuclear One and Entergy. Edington began his nuclear career in the United States Navy’s submarine program.

Edington is chairman of the Institute of Nuclear Power Operations executive advisory group and the Nuclear Energy Institute workforce working group. He is vice chairman of the Pressurized Water Reactor Owners Group executive management group and a member of the Strategic Teaming and Resource Sharing steering committee.

Edington holds Reactor Operator and Senior Reactor Operator licenses. He earned a bachelor’s degree in physical science from Arkansas Tech University and a master’s degree in operational management from the University of Arkansas.

Rafael Flores is Senior Vice President and Chief Nuclear Officer at Luminant’s Comanche Peak Nuclear Power Plant, or CPNPP. Luminant is a competitive power generation subsidiary of Energy Future Holdings Corp. Luminant’s activities include plant, mine, wholesale marketing and trading, and development operations.

A Texas A&M University graduate, Mr. Flores represents Luminant on many nuclear industry committees and working groups, including the Texas A&M Advisory Council for Texas A&M University’s nuclear engineering program. He has attended numerous executive programs, including the Wharton executive program, Harvard Business School executive leadership course and the Nuclear Energy Institute senior executive program. In addition, he has held Nuclear Regulatory Commission senior and reactor operator licenses at two nuclear stations.

Mr. Flores’ accountabilities include: Directing the safe, reliable and cost-effective operation of CPNPP in compliance with federal, state and local laws and regulations Representing Luminant as the chief nuclear officer with the NRC, the Institute of Nuclear Power Operations, or INPO, the Nuclear Energy Institute and the nuclear industry Providing strategic direction as well as support services in the areas of nuclear security, engineering, regulatory, quality assurance, nuclear fuel design and procurement, emergency preparedness and community relations necessary to the operation of a commercial nuclear facility.

Rafael Flores and his team are responsive to changes dictated by regulation, best-industry practices and corporate policies. Safety excellence has been maintained while the team continuously strives to improve performance while looking for cost savings. Flores and his team are continuously reforming practices, work methods and long-range planning skills to maintain CPNPP as a top-decile-performing facility. Innovations in programs, processes and leadership development led to the plant’s 2004–2010 performance being among the best in the industry. He has been instrumental in promoting CPNPP’s recognition across the nuclear industry as a national leader of the Texas Commission on Environmental Quality’s Clean Texas, Cleaner World program.

Tim Rausch serves as PPL Generation’s senior vice president and chief nuclear officer, with responsibility for the Susquehanna nuclear power plant, a two-unit, 2,400-megawatt facility in Luzerne County, Pa. Mr. Rausch joined PPL in July 2009 after 25 years of experience in virtually all the disciplines of the nuclear power industry. He began his nuclear career with GPU Nuclear Corp. as an operator training instructor at the Oyster Creek plant in New Jersey. After moving to the Perry nuclear plant in Ohio, he served as emergency operations procedures coordinator, as supervisor of operations, as training manager, as quality manager, as manager of engineering and as manager of maintenance before being named plant general manager in 2002.

In 2004, he accepted a position with Exelon Nuclear Corp. as design engineering director for the company’s fleet of 17 nuclear units. In 2005, he was promoted to engineering director for the Exelon fleet. And, in 2006, he was named site vice president at the company’s Oyster Creek plant.

A native of Ohio, Tim Rausch earned a bachelor of science in nuclear engineering from the University of Cincinnati and a master’s in business administration from Cleveland State University. The Susquehanna plant, located in Luzerne County about seven miles north of Berwick, is owned jointly by PPL Susquehanna LLC and Allegheny Electric Cooperative Inc. and is operated by PPL Susquehanna.

Matt Sunseri is the President and CEO of Wolf Creek Nuclear Operating Corporation and is responsible for all aspects of safe, reliable and cost effective operation of the Wolf Creek Nuclear Generating Station. Prior to this role, Sunseri held the positions of Vice President Operations and Plant Manager; and Vice President Oversight.

Before coming to Wolf Creek in 2004, Matt performed numerous roles during his 23 years at the Comanche Peak Steam Electric Station in Glen Rose, Texas. Some of the highlights include Nuclear Overview Director, System Engineering Manager and Nuclear Training Manager.

Matt has a senior reactor operator’s certificate, a B.S. in Nuclear Engineering from Texas A&M and is a registered professional engineer. Matt has been a Program Evaluator for ABET since 2001 and is currently serving as one of the Technical Accrediting Commission commissioners. Matt and his family reside in Waverly, Kansas.

Bob Felton has over 45 years of professional service associated with nuclear power and has been credited with much of the standardization of Enterprise Asset Management in the nuclear power industry. He founded DevonWay in 2005 and provided the initial venture capital to launch the Company.

DevonWay’s original mission was to become a software and services firm harnessing internet technology to provide innovative web-based solutions designed to improve engineering, operations and maintenance processes in the nuclear power industry. Under his leadership as Chairman and CEO, the firm’s product line grew to embody software solutions supplying systematic continuous improvement, with over 50% of the U.S. nuclear fleet using a DevonWay solution to improve performance.

Prior to DevonWay, in the late 1980s, Mr. Felton served in a similar capacity as the founder, venture capitalist, chairman and CEO of Indus International, Inc., (now ABB|Ventyx), whose PassPort Software Solutions two decades became the industry standard Enterprise Asset Management solution used extensively throughout the US and Canadian nuclear fleet and around the world in the UK, European Union and Japan.

He began his entrepreneurial pursuits first in a nuclear consulting practice he co-founded as TERA Corporation, in Berkeley, California. He then created a software subsidiary, TENERA, LP., to address emerging nuclear software solutions packaged as the Plant Information Management System (PIMS), still in use at some plants today.

Bob Felton began his nuclear career in the US Navy serving under Admiral Rickover’s command following the completion of his bachelor’s degree in mechanical engineering at Cornell University. He was commissioned as a regular officer in the US Navy and distinguished himself by qualifying in record time for submarines and as a nuclear engineer. He served in Vietnam and was awarded a citation for service on Submarine Force Pacific Fleet staff as a nuclear specialist. After leaving the Navy, he obtained his Master’s degree in Nuclear Engineering at University of Washington.
