Definitions

COVID-19 Supervisor-of-Record:

This title is to differentiate the person with the overall responsibility to ensure state reporting requirements are met from the site specific supervisors/designees. This person is Mr. Stephen Davis, Director of Emergency Management, Director of Security, and who is the Pandemic Coordinator (CDC guidelines).

COVID-19 Designee; AKA “COVID-19 Site Supervisor”

This is the person who has volunteered to be designated by the program at every location program or departmental activities occur to monitor the health of employees and students and enforce the COVID-19 location safety plan. They must keep the program or departmental plan current with changes to COVID-19 guidelines. A COVID-19 Designee must be available at all times during work and class activities. The COVID-19 Supervisor is designated by Director Stephen Davis (Pandemic Coordinator and COVID-19 Supervisor-of-Record) and reports to that position on COVID-19 compliance.

COVID-19 Supervisor A site-specific COVID-19 Supervisor has been designated by the Flagging & Forklift program at every location to monitor the health of employees and students and enforce the COVID-19 location safety plan. They must keep the plan current with changes to COVID-19 guidelines. A COVID-19 Supervisor or designee must be available at all times during work and class activities. The COVID-19 Supervisor is designated by Director Stephen Davis (Pandemic Coordinator and COVID-19 Supervisor-of-Record) and reports to that position on COVID-19 compliance. The following person or persons have volunteered to serve as our COVID 19 Designee Site Supervisor: Linty Hopie and Emily Sandness from the Bremerton Campus. Daris Devaney and Syrena Stevens and or Allison Smith on the Shelton Campus

The Olympic College Exposure Control, Mitigation, and Recovery plan appropriate for the official restart phase will be posted by the COVID-19 Supervisor at the entry of the program’s operational or instructional area. The COVID-19 Designee will update the plan as necessary by removing and discarding outdated copies and replacing with new versions. They will check the online repository for the plans every Friday, along with email for updates.

COVID-19 Safety Training

A safety training will be conducted before each Flagging and Forklift class to ensure Social distancing must be maintained at all gatherings. Olympic College has a COVID-19 Safety Video made by Alecia Nye available for the initial training.

Initial Safety Training will cover the content contained in the Covid-19 Exposure Control, Mitigation, and Recovery Plan, and specifically how the virus is transmitted and how it can be prevented (using CDC and peer reviewed sources for the training content). The training will also cover the COVID-19 Exposure Control, Mitigation, and Recovery Plan, Social distancing requirements, and expectations of students, faculty, and staff. The educational video made by Olympic College will be used to introduce and cover as many of these topics as possible. This will be accessible via CANVAS. Ongoing weekly safety training will address infection control procedures, disinfection procedures, general housekeeping of the work area, and any updates to the COVID-19 Exposure Control, Mitigation, and Recovery Plan. Updates and training guide is available on the COVID-19 CANVAS shell Each trainer shall take attendance verbally and sign in the attendee; communicating this information to the COVID-19 Supervisor-of-Record. Communication of this information may take place by email or online automation of this may be utilized at the discretion of the COVID-19 Supervisor-of-Record

Social Distancing General This plan will comply with the COVID-19 Exposure Control, Mitigation, and Recovery Plan for social Distancing. Unique activities for the Flagging and Forklift described below:

Social distancing of at least 6 feet of separation must be maintained by every person at all times unless a specific procedure or activity requires closer contact. In such a situation, masks, physical barriers, or similar engineering controls will be used to protect all persons. This program will use the following methods to ensure compliance in the following program specific areas:

*Distancing spacing leading up to the classroom is designated by tape marking on the ground leading up to the classroom.

*Students enter the classroom, which supports safe table distance 6 feet apart. One student per table.

Gatherings/Class Size The number of people engaging in any program activity is limited to the amount of students, instructors, and other staff that may safely be in the designated areas while maintaining distancing and separation rules. This number will not be exceeded. The program will consult with facilities on this matter. Only one group at a time will utilize a discrete space for activity.

The program will Flagging & Forklift may take a break outdoors – with enforced safe distancing. Breaks and lunch and other activities must be taken in shifts to maximize safety between students.

Students will enter the building and proceed to their instructional space, and upon conclusion of instruction, will exit the building via designated exit routes. They will not gather in lounge areas or loiter in hallways.

Choke Points 1. Identify and control “choke points” and “high-risk areas” at locations where workers and students

typically congregate so that social distancing is always maintained. Consider relocating from small classrooms into larger rooms to accommodate more room for social distancing. (All of these must be reviewed by the Re-entry task force before proceeding)

This plan will comply with the COVID-19 Exposure Control, Mitigation, and Recovery Plan for handling choke points. The area has been walked with Facilities and Re-Start/Re-entry task force members. Choke Points identified and mitigated for this programs activities are as follows:

Building Access: Building access is determined by the Security Department in conjunction with the EOC, and Re-entry/Re-start task force. Buildings will have only one access point to ensure compliance with other sections of this plan. This plan will be in the following buildings: Shelton campus – S3-02 – Outdoor Portable – There is a front and back to this building to enter and exit safely. Bremerton campus: The access points for these buildings are: Building 6 – Clocktower Plaza – There is one point that serves as both the entry and exit. To ensure students maintain social distancing, the COVID Supervisor and/or instructor will allow students to enter the building one-by-one and exit the building one-by-one. Room 17 in Building 6 also has one point that serves as the entry/exit. The same procedure will be followed to maintain safe social distancing.

All other doorways are exit only and will be kept clear and unobstructed to comply with fire code. Instructors and students are forbidden to give access through these points or to prop the doors open. Facilities will apply proper signage to entrances and exit only locations.

Screening areas for this department will be at the location identified by Facilities and the Re-Entry/Re-Start task force.

Hallways – Bremerton As determined by Facilities; the hallway traffic plan for this program is: have students stay to their right-hand side when travelling through the hallway. Hallway will be cleared of tables, chairs, or anything else that may obstruct the hallway.

General Use Classrooms All general use classrooms including lecture halls will be set up by facilities to allow proper distancing to be maintained. Instructors and students will not alter the classroom setup, nor move furnishings outside of their designated positions. Collaborative Learning Setups are not permitted under this plan. Instructors will open the door and prop open to allow students to enter the room at the beginning and exit the room at the end of instruction. Door stops may not be left in place and must be removed immediately after all students have entered or exited the instructional space.

Personal Protective Equipment “Effective June 8, 2020, Facial coverings must be worn by every employee, instructor, and student not working alone (with no chance of human interaction) at the location, and by all patients and clients except for those receiving dental or esthetician services, unless their exposure dictates a higher level of protection under Department of Labor & Industries safety and health rules and guidance.” Items such as gloves, goggles, face shields, and masks as appropriate or required for the activity being performed will be provided as required by WISHA and OSHA. Cloth Face coverings will be provided to all employees by Olympic College.

Both the instructor and students are aware that OC is practicing social distancing and safety protocols on the campus and in the classroom. This includes bringing and wearing protective facemasks (extras should be on hand to provide, if needed).

The program will require the following PPE as identified by program specific needs, employee Job Hazard Analysis, WISHA, L & I, or OSHA guidelines. Vendors are identified and can support the operations of this program.

If the appropriate PPE cannot be provided to employees, the activity will cease. Should this happen, the COVID-19 Site Supervisory will send all participants home until the appropriate PPE can be ensured.

Sanitation and Cleanliness This plan will comply with the COVID-19 Exposure Control, Mitigation, and Recovery Plan. No food or drink is permitted in any instructional space during any phase of the COVID-19 response. Food consumption may only occur in private offices or breakrooms/designated break areas or outside. Handwashing As required in WAC 296-1525-140; Soap and running water for handwashing purposes of this program are located in Public Restrooms in each building. Program Specific facilities are at the following locations: (EXAMPLES) Shelton Campus: Public restroom S1 Building and hand sanitizer in classroom S3--02 Bremerton Campus: Public restroom in Building 6 and hand sanitizer in classroom 6-17.

Employees and students are expected and encouraged to wash their hands regularly, before and after going to the bathroom, before and after eating and after coughing, sneezing, or blowing their nose. Hand sanitizer cannot replace running water for hand washing. Signage listing proper hygienic practices as well as distancing will be posted for reference in the classrooms and designated restrooms. This will be part of the regular training topic, and will be enforced by the instructor and COVID-19 Designee

Hand Sanitizer Hand Sanitizer will be supplied as listed in the COVID-19 Exposure Control, Mitigation, and Recovery Plan.

Hand Sanitizers are drugs as defined by section 201(g)(1)(B) of the FD&C Act, 21 U.S.C. 321(g)(1)(B), because they are intended for the diagnosis, cure, mitigation, treatment, or prevention of disease, and/or under section 201(g)(1)(C) of the FD&C Act, 21 U.S.C. 321(g)(1)(C), because they are intended to affect the structure or any function of the body.

For OTC drug products intended for use as consumer antiseptic rubs, on April 12, 2019, FDA published the Safety and Effectiveness of Consumer Antiseptic Rubs; Topical Antimicrobial Drug Products for Over-the-Counter Human Use Final Rule (84 FR 14847) (effective April 12, 2020). FDA deferred consideration of benzalkonium chloride, ethyl alcohol, and isopropyl alcohol in the 2019 Consumer Antiseptic Rub Final Rule (for additional information, see Docket No. FDA–2016–N–0124 at https://www.regulations.gov

Due to the uncertain supply of Hand Sanitizer, the Flagging & Forklift will not be planning on, or requiring use of hand sanitizer as part of our operational plans. Use of said items will be left up to personal choice. NOTE* Hand sanitizer is available on the wall on the Shelton Campus in the Flagging / Forklift Classroom. Bottled pump hand sanitizer will be available in the entry/exit of the Flagging classroom. Both sanitizers provided contain 60% ethanol and / or 70% isopropanol.

Disinfectants Disinfectants will be supplied by Custodial Services and will be used as per manufacturer’s instructions No unapproved chemicals such as bleach, ammonia, pine oil, alcohol, or similar items may be personally brought to campus for cleaning purposes. Any such items may be confiscated and destroyed.

Disinfectants, approved cleaning supplies, and refills will be requested from Custodial Services by approved COVID-19 designees at the following website: https://olympic-occovid19support.mycompuclean.com

Lab Spaces will be disinfected in the following manner – N/A

Shared Tools and Equipment Any and all shared tools and other equipment will be sanitized between users. The instructor will ensure that the forklift controls keep sanitized between each student. High Touch Surfaces High Touch Surface cleaning will comply with the COVID-19 Exposure Control, Mitigation, and Recovery Plan. Custodial Services will complete this task in all public areas based on schedules set by the Custodial Services Manager. The Flagging and Forklift will commit to being a good steward of its instructional/operational space in the following manner; Upon arrival to the classroom all areas will have been disinfected by facilities and after the class facilities will re-disinfect the classroom.

If an employee or student reports feeling sick and goes home, the area where that person worked will be immediately isolated and disinfected as outlined in the COVID-19 Exposure Control, Mitigation, and Recovery Plan. Should this occur The Flagging & Forklift faculty and staff will immediately notify the designated COVID-19 Supervisor by using both phone and email and submit a work order through the facilities site. The COVID-19 supervisor will then immediately notify the COVID-19 Supervisor-of-Record Mr. Davis, and Facilities to initiate response.

Employee/Student Health This section of the plan will follow the COVID-19 Exposure Control, Mitigation, and Recovery Plan. All Flagging and Forklift students shall complete the screening process before entering instructional/activity space at Olympic College: COVID Supervisor(s) and students, while masked, will gather in a six-foot distancing area that is spaced with designated tape on the ground. Students will be called up one at a time to be asked to verbally answer the questions on the health screening form. The supervisor will take the “no contact” temperature and record on the form. At no time will the student have handled the form. If a student’s temperature of 100.4 F or more will be sent home.

Forms will later be electronically entered by the supervisor through the visitor and contractor link.

Employees or Students who complain of feeling sick should not report to the campus. They are expected to notify their supervisor or instructor if they have sick family at home with COVID-19 or if they themselves develop symptoms of COVID-19 (e.g., fever, cough, shortness of breath, fatigue, muscle aches, or new loss of taste or smell). If symptoms develop during a shift, the employee/student will be immediately sent home. If symptoms develop while the employee/student is not working, the employee/student should not return to work/class until they have been evaluated by a healthcare provider. Follow up with a primary care provider is required. Failure of employees/students to comply will result in employees/students being sent home. If an employee/student is confirmed to have COVID-19 infection, employers/program providers should inform fellow employees/students of their possible exposure to COVID-19 in the workplace but maintain confidentiality as required by the American’s with Disabilities Act. The employer should instruct about how to proceed on the CDC Public Health Recommendations for Community Related Exposure.

Any employee/student coming to work/class on a location in Washington from any state that is not contiguous to Washington must self-quarantine for 14 days to become eligible to work or attend class in Washington

Location Visitors Visitors will not be permitted. Only persons providing service and receiving a service related to the operations of the college are permitted to be in buildings or activity spaces. Faculty and staff of the will not bring their children, spouses, relatives, or friends to their place of work unless that person or persons is receiving services provided by the college or providing a service to the college under a recognized contract or vendor relationship. Volunteers are not permitted inside the work or activity areas but may be in outdoor areas on campus provided they meet all requirements of the COVID-19 Exposure Control, Mitigation, and Recovery Plan.

A daily class attendance log of all employees, students, including the name, phone number, and email address of all employees, students, and any authorized service providers or recipients shall be kept and retained as per state requirements.

Communication: ________Ensure both the instructor and students are aware that OC is practicing social distancing and safety protocols on the campus and in the classroom. This includes bringing and wearing protective facemasks (extras should be on hand to provide, if needed). The instructor will provide a COVID-19 preventive video prior to the class beginning. Instructor and students need this information emailed prior to class. Classroom: _______Ensure the classroom can support safe distancing in a single session. ________Ensure a sanitizer dispenser available in the classroom and displayed signage where the nearest restroom is located. Restrooms need social distancing signage displayed as well. _______Create distancing spacing leading up to classroom by laying down spacing tape. _______If enter and exit is at one point, dismissal will be one by one (Shelton Campus). Controlled entry and exit in building should be maintained with signage. Screening: _______Display health screening and social distancing signage. _______The COVID-19 Supervisor will designate an area for students to safely social distance. COVID Supervisor(s) and students, while masked, will gather in a six-foot distancing area that is spaced with designated tape on the ground.
