On 1031 17 at about 1150 hours I responded to Castle View Elementary located at6201 Shaker Dr regarding a subject who had taken someone hostage and barricaded himselfinside one of the classrooms I am member of the RPD Emergency Negotiations Team and wasassigned to respond to the school with the department motorhome to assist with hostagenegotiations
I arrived on scene at about 1210 hours at which time ENT Sgt Banks directed me to thefront office of the school and assigned me to cover the ENT scribe position I entered the frontschool office and directed into the nurses enclosed office located in the west portion of the frontoffice At that time ENT Officer D Cisneros was sitting at a desk and had been assigned as theprimary negotiator ENT Officer F Medina was sitting adjacent to Ofcr Cisneros and had beenassigned to cover the ENT secondary position At about 1220 hours I began a timeline log ofENT negotiations and attached the log to this report
