    “WELCOME TO CONTINENTAL”The beauty field is constantly changing and expanding, and the demand forcreative, well-trained individuals is growing daily. Continental offers its studentscutting edge programs in modern facilities to prepare them for a successful careerin the beauty industry.

    Continental students are skillfully prepared for their state board examinations, butthe training at Continental goes beyond what is necessary for those exams. Alwayssearching for the newest educational programs and materials, Continental’seducators are well versed in the use of innovative equipment and effective teachingtechniques to present and enhance the school’s state approved curricula.

    The students are the most valued commodity at Continental and the entireContinental family attends to every aspect of the student individual. Students learnnot only the technical skills needed in their chosen field of study, but interpersonalskills, business fundamentals and professionalism are honed as well.

    Opportunities for licensed professionals in the beauty industry are limitless. Oncelicensed, professionals can work in a salon/spa, doctor’s office, own or managea salon/spa, work as a consultant or sales representative, or as a lecturer oreducator for a manufacturer.

    GENERAL INFORMATION

    HISTORY 

    Continental School of Beauty Culture is upstate New York’s oldest and largestschool for cosmetology education. Continental has been located in Rochester,New York for more than 50 years. Currently we have schools in Rochester, Buffalo,Batavia, Olean, West Seneca and Syracuse (Mattydale), New York. Because ofpopular demand, we have added other programs such as Esthetics, Nail Specialty,Waxing and Nail & Waxing. Continental’s six schools are corporately owned byContinental School of Beauty Culture, Ltd. and by Resso Beauty Corp.

    PHYSICAL FACILITIES 

    All Continental Schools have completely modern air conditioned facilities with up-to-date equipment. There are separate classrooms for each level of instruction.Each school also has a “work shop” or “clinic” area which is open to the publicwhere students, supervised by licensed instructors, practice on men and women

    and are given “hands-on” experience.The Jefferson Road school is located in a small, modern street level plaza onthe outskirts of Rochester. It is one block away from one of the most successfulshopping centers in Rochester, Marketplace Mall and is located on city bus routes.The school offers Hairdressing & Cosmetology, Esthetics, Nail Specialty, Waxingand Nails & Waxing.

    Our school, on Main Street in Batavia, is in the heart of downtown. The school isin an established and renovated commercial building and convenient to all local

    businesses. The school offers Hairdressing & Cosmetology.

    Continental Kenmore is in Buffalo, one half mile from the University of Buffalocampus. The school is in a small strip plaza, on the ground floor and also locatedon a convenient bus route. The school offers Hairdressing & Cosmetology.

    Our West Seneca school is in Southgate Plaza, one of Western New York’s largestoutdoor shopping centers. The school is on the second floor of the Plaza and haselevator service. The West Seneca school is also on a bus route. The school offers

    Hairdressing & Cosmetology and Esthetics.The Olean school is located in a completely renovated building on the ground floor.It is adjacent to a main thoroughfare of Olean and is near the bus line. The schooloffers Hairdressing & Cosmetology, Esthetics and Waxing.

    Our Syracuse school is located in Mattydale at a modern shopping plaza and isconvenient to routes 81, 90 and local bus lines. The school offers Hairdressing &Cosmetology, Esthetics, Nail Specialty, Waxing and Nail & Waxing.

    Each location maintains a school library containing periodicals, books, audio andvideo tapes, and DVD’s for students to use in school or check out to use at home.

    Each school campus also has administrative offices and a student lounge withlockers. Ample free parking is available at each location.

    All of the facilities are handicapped accessible.

    No qualified handicapped person, by reason of the handicap, will be excluded fromenrolling in a course of instruction. However, any handicapped person seeking

    admission should be aware that all programs require a high level of manualdexterity and coordination, and extended periods of stand up practical work in theclinic. Students with special needs should check with the school before completingan application to be certain that the school is able to accommodate them.

    OFFICERS AND FACULTY 

    All instructors are licensed by the New York State Education Department and arecarefully selected on the basis of educational background, practical experienceand teaching ability. They are familiar with the standards of performance expectedin their fields and they participate in continuing education in order to remain currentin their subject areas.

    Teachers and staff are available to help students with special needs and arrangefor tutoring when appropriate.

    HOUSING 

    Continental School of Beauty Culture does not provide student housing facilities,

    but our staff will be happy to assist out-of-town students in locating housing.

    ENROLLMENT 

    Prospective students may enroll any time of the year, and we recommend enrollmentbe well in advance of the student’s particular start date. Continental School has newclasses starting the first Monday of most months. Enrollment procedures for day or

    evening students are identical. All students are required to have a personal interviewwith an Admissions Representative and to file an Application for Admission. Thisschool is authorized under Federal law to enroll nonimmigrant alien students.

    ADMISSIONS PROCEDURE 

    • The school does not recruit students already attending or admitted to anotherschool offering a similar program of study.

    • At the interview, prospective students will be given a tour of the facilities andwill receive information regarding tuition, financial aid and school policies andprocedures.

    • Applicants may enroll at the interview or schedule another appointment. TheAdmissions representative and the applicant complete an Enrollment Agreementand agree upon a start date. All applicants sign and receive a copy of the

    Enrollment Agreement and a receipt for the registration fee.• When enrolling, applicants should bring:

    1. Proof of age—Birth Certificate, Driver’s License, Passport, Police I.D.

    2. High School Diploma or G.E.D.

    3. Income information (the applicant’s last 1040 form, Social Services budgetsheet, or, if dependent, parents’ 1040 form) is necessary to qualify applicantsfor financial aid.

    • Applicants must have a local or regents High School Diploma or G.E.D.

    CREDIT FOR PREVIOUS TRAINING 

    Students who have had previous training from another school must submit anofficial transcript of hours and grades prior to enrollment. They will then be testedto determine the number of hours for which credit will be given. The evaluation feeis $50. Tuition will be adjusted accordingly.

    STUDENT SERVICESStudents are encouraged to seek both academic and personal assistance fromfaculty and staff. Continental’s staff has an open door policy.

    ACADEMIC ASSISTANCE 

    A student’s academic progress is reviewed periodically during the program andtutoring is available for those who need extra help.

    PERSONAL ASSISTANCE 

    School personnel are available to help with special needs that arise during thecourse. The administrative staff is very knowledgeable about community resourcesand will advise students of organizations and agencies that can assist them andtheir families.

    EMPLOYMENT ASSISTANCE 

    Continental School of Beauty Culture offers an active placement service to itsgraduates. Students receive assistance in developing resumes and are givenfundamental job interview skills. An up-to-date log of employment opportunitiesis available. A staff member meets with each student prior to graduation to makeappropriate job recommendations. Students may contact the school at any timeafter graduating to get further employment assistance.

    Although the school cannot guarantee employment, every effort is made to placeour students.

    GRADUATION 

    Students will be issued a Certificate of Completion for each course upon meetingthe criteria of satisfactory progress (70% average and above) in practical theory

    and clinical assignments, and who have maintained the required attendance,completed the required number of hours, and fulfilled all financial obligations.

    FINANCIAL AIDThe primary purpose of financial aid is to provide financial resources to studentswho, otherwise, would be unable to pursue post-secondary education. All programsexcept nail specialty and waxing programs are eligible for financial aid.

    Continental School of Beauty Culture is approved to participate in FederalGovernment Student Aid Programs. Students can apply for financial assistancethrough the Federal Pell Grant (PELL) program and/or the Direct Loan program.There are also limited funds available, for those who qualify, under the FederalSupplemental Educational Opportunity Grant (FSEOG).

    To be qualified for financial aid under these federally sponsored programs, thestudent:

    • Must be a US National or US permanent resident (holding an alien registration

    card).• Must demonstrate financial need.

    • Must be enrolled on a full-time or part-time schedule.

    • Cannot be in default of a prior federal grant or loan.

    • Must maintain satisfactory progress.

    FEDERAL PELL GRANTS 

    These are awards to undergraduates (not holding a bachelor’s degree) whodemonstrate financial need. These grants need not be paid back. If a studentqualifies for a grant, half of the award will be credited to the student’s account atthe beginning of the program and half at the midpoint of the program providing thestudent maintains satisfactory progress.

    DIRECT LOAN PROGRAM 

    These are low interest loans made to the student by a lending institution. A

    student must demonstrate financial need to qualify and all loans MUST be repaid.Repayment begins six months after completion of the program or withdrawal fromthe program for subsidized loan borrowers. Unsubsidized loan borrowers areresponsible for interest that accrues during all in-school, grace, and defermentperiods. The maximum amount a first year student can borrow varies by theprogram.

    DIRECT PARENT LOAN FOR UNDERGRADUATE STUDENTS 

    This program enables the parents to borrow directly from many lending institutionsto pay for a dependent child’s cost of education. Repayment begins after 45 daysof the date of the first loan disbursement. Deferments are now available.

    FEDERAL SUPPLEMENTAL EDUCATIONAL OPPORTUNITY GRANTS (FSEOG) 

    Each year the government allocates limited funds to eligible institutions to award tostudents who demonstrate exceptional financial need beyond the Pell Grant. Theschool determines eligibility and makes awards.

    POLICIES AND REGULATIONS

    SATISFACTORY PROGRESS 

    Satisfactory Progress in both academic performance and attendance is requiredin order to maintain eligibility for Title IV federal student aid programs as well as to

    continue as a student in good standing at Continental School of Beauty Culture.

    ACADEMIC 

    To remain in good standing, students must maintain at least a 70% average andcomplete the course in the designated time frame. Students rated below 70% mustconfer with the Director before being permitted to continue the course. Studentsare graded monthly according to the results of written and practical examinations.Practical evaluation takes into consideration performance and production, which

    are both necessary to secure and maintain employment in the beauty field.Students’ grades are permanently recorded. Each student (and his/her parent,if the student is a minor), has the guaranteed right to have access to his/hercumulative records.

    Students who are absent more than 33% of the total number of instructionalhours will be considered not making satisfactory progress and may be subjectto probation. Students failing to maintain at least a 70% average in the academicand practical segment are also subject to probation. Students must achieve and

    maintain satisfactory progress by the next evaluation period to be removed fromprobation. Inability to do so will result in termination.

    ATTENDANCE & TARDINESS POLICY 

    Desirable work habits, attitudes, and a professional manner are extremelyimportant while in school. Students are expected to be set up, on time and inclass every day. Class time missed for any   reason is translated into equivalenthours of absenteeism. Students will be admitted to class after roll call with proper

    documentation and/or permission from the office. Excessive tardiness may resultin being sent home for the day.

    Students’ clock hours are based on the quarter (1/4) hour and will reflect the timeclosest to that. Example: a 9:30 - 9:37 AM punch will be counted as a 9:30 AMstart time and a 9:38 AM or later punch will reflect a 9:45 AM start. All hours ofattendance are credited to students’ total clock hours.

    MAKE UP WORK FOR ABSENCES AND

    Students who have been absent are allowed to make up time without charge duringthe scheduled training period. All missed hours must be made up. Students areencouraged to make up missed time as they go along. Make up time is scheduledby the Director with the student. Make up time is recorded in the same manner asregular school time.

    Students absent for any reason have the opportunity to make up hours at noadditional charge provided the make up time is completed during the enrollmenttimes as outlined on the front of the Enrollment Agreement.

    Students attending their program beyond the scheduled completion date arecharged for make up hours as stated in the Enrollment Agreement.

    LEAVE OF ABSENCE (LOA) 

    In case of prolonged illness, accident, death in the family or other specialcircumstances, students may request, in writing, a leave. Leaves are not automaticnor guaranteed. The Director will determine the validity of the request.

    Cosmetology or Esthetics students will be allowed up to 3 leaves of absence, notto exceed a total of 90 days. All days must be consecutive.

    Nail Specialty and Nail/Waxing students are allowed one leave of absence, not toexceed 30 days. A leave of absence consists of a minimum of one (1) week and amaximum of 30 days.

    A leave of absence may extend the student’s contract period and maximum timeframe by the same number of days in the leave of absence. A written request for aleave must be approved by the Director. See the Director for a LOA request form.If approved by the Director, no monetary charges or accumulated absences willbe assessed during this period. Any student who fails to return after the last day

    of leave will be terminated. In certain special circumstances, leaves of up to 180days may be granted.

    Any student on a leave greater than 30 days may be tested to assess his/her levelof retention upon their return.

    WITHDRAWALS 

    Students who wish to discontinue their training are to notify the Director in writingeither in person or by mail. Students who are absent for 14 consecutive days will

    be automatically terminated by the school.

    STANDARDS OF CONDUCT 

    Students must adhere to school guidelines and follow all school regulations. Useof alcohol or drugs at school is cause for immediate dismissal. Students whoseconduct is dangerous to others or disruptive to the operations of the school maybe suspended or terminated immediately. Action of suspension or termination isdelivered in writing either in person or by mail.

    TERMINATION BY SCHOOL

    The school reserves the right to place on probation, suspend or dismiss a studentfor failure to make payments when due, poor attendance, failing grades in practicaland theory work, insubordination, or any behavior deemed unacceptable ordangerous.

    READMITTANCE FOLLOWING TERMINATION 

    Any student who withdraws or has been dismissed, and who wishes to continue his/ her education at Continental School of Beauty Culture may apply for re-enrollmentafter 30 days. The school will evaluate each applicant on an individual basis. TheDirector must be assured that the reasons for the initial termination will not be

    repeated. A student will be eligible for Readmittance following termination only onetime. Any and all monetary obligations must be paid to the school, and the studentwill be required to pay a reregistration fee of $100.00.

    STUDENT RESPONSIBILITIES 

    Any student who has financial aid payments withheld because of poor attendanceor academic standards, will be held personally responsible for tuition still owed theschool.

    STUDENT DRESS CODE 

    Continental has a uniform policy for all students. Students are expected to maintainand care for their uniforms.

    Cosmetology and Nail students must wear black pants/skirts with socks orstockings and all black or all white closed toe shoes; no jeans or sandals areallowed. A black Continental apron is provided by the school and must be worn atall times. Students are to provide their own white shirt with sleeves which must be

    worn at all times.Esthetic students are provided with a scrub uniform, both top and bottom. Studentsare to provide a white, brown or light blue T-shirt which is worn under the scrub top,and white, closed toe shoes.

    Any student not in uniform will be sent home for the day. Hats and head scarvesare not part of the uniform and should not be worn in school. Students are askedto refrain from wearing extremely bizarre hair styles, cuts or color while they arein school.

    REFUND POLICY & CANCELLATION 

    • A student who cancels within 7 business days of signing the enrollment

    agreement, shall be entitled to a refund of all monies paid to the school. Policyapplies regardless of whether or not the student actually started training.

    • A student who cancels after 7 business days, but prior to starting class, is entitledto a full refund less the $100 registration fee.

    • The cancellation date will be determined by the postmark on written notification,or the date said information is delivered to the school administrator/owner inperson.

    • Fees and charges paid to the school for goods and services which have notbeen provided by the school and accepted by the student, shall be refunded.

    • A student will be liable for the registration fee, the cost of any textbooks or suppliesaccepted, and any tuition liability for hours completed as calculated using theContinental School of Beauty Culture and the State Education Departmentrefund policies - the calculation that results in less liability for the student (as ofthe last day of physical attendance) will be used.

    • Any monies due an applicant are refunded within 45 days of formal cancellationor termination. The failure of a student to immediately notify the school directorin writing of the student’s intent to withdraw may delay a refund of tuition to thestudent pursuant to section 5002(3) of the Education Law.

    CONTINENTAL SCHOOL OF BEAUTY CULTURE REFUND POLICY 

    • Tuition liability is calculated using scheduled hours at Last Date of Attendance(LDA) divided by the total hours in the course, as follows:

    - If scheduled hours LDA is .01% to 4.9% school retains 20%- If scheduled hours LDA is 5% to 9.9% school retains 30%- If scheduled hours LDA is 10% to 14.9% school retains 40%- If scheduled hours LDA is 15% to 24.9% school retains 45%- If scheduled hours LDA is 25% to 49.9% school retains 70%- If scheduled hours LDA is 50% or greater school retains 100%

    • An applicant not accepted by the school shall be entitled to a refund of all moniespaid.

    • If a program or course is cancelled subsequent to a student’s enrollment, andbefore instruction in the program or course has begun, the school shall at itsoption: (a) provide a full refund of monies paid; or (b) provide completion of theprogram or course.

    • If the school closes permanently and ceases to offer instruction after studentshave enrolled, or if a program is cancelled after students have enrolled andinstruction has begun, the school must provide a full refund or implement anyapplicable teach-out plan.

    CERTIFICATES AND NEW YORK STATE BOARD

    EXAMINATIONS

    Upon completion of the entire course as outlined herein, the student will receivea Certificate of Completion, if applicable. The New York State Department ofState Licensing Services will then issue the graduate a temporary license uponsubmission of the New York State Application. A temporary license will not permitthe holder to operate a salon. A separate salon license must be obtained.

    FEES - ALL FEES ARE NON-REFUNDABLE

    • $10 - Temporary License FeeA six month temporary license is available to applicants desiring to work while

    completing the examination process. Only one renewal may be granted underthe law, provided an applicant has taken and passed a written exam. After theapplication is processed, applicants are sent a form that allows them to “walkin” for a written examination ($15 fee) at the time and place of their choice.Applicants must pass the written examination before they can take the practicalexam. Applicants applying for a regular license and a temporary license at onetime must submit one $50 check or money order with the application.

    • $40 - Regular License Fee

    All licenses are issued for full four-year terms, automatically expiring two yearsafter the effective date.

    • $30 - Examination Fee ($15 - written, $15 - practical)In addition to the regular license fee indicated above, applicants must pay foreach practical and written examination taken. The fee must be brought with theapplicant to the examination center.

    EMPLOYMENT PROSPECTS IN THE INDUSTRYThe National Accrediting Commission of Cosmetology Arts and Sciences(NACCAS) published the key findings of a survey conducted across the UnitedStates. According to that survey, 1,682,641 professionals are employed in thenation’s 370,215 beauty salons, barbershops, skin care salons, and nail salons.

    The typical salon is a small full-service salon with 5.1 stations, three full-timeprofessionals and two part-time professionals. Salon owners report an average of127 clients per week.

    Major Findings

    • The supply of skilled professionals in the industry continues to fall short ofdemand.

    • Demand for cosmetology services is estimated to expand at least at the same

    rate as the growth of the population.• The cosmetology industry provides a flexible work schedule. Even though the

    majority of employees work at least 35 hours a week, the opportunity exists forpart-time employment for those with family or school responsibilities.

    RELEASE OF INFORMATION/ACCESS TO CUMULATIVE RECORDS 

    Continental School of Beauty Culture provides adequate safeguard of studentrecords by complying with the Family Education Right to Privacy Act in the following

    manner by:1. Requiring written requests from third parties desiring information.

    2. Guaranteeing the rights of students, and dependant minor students and theirparents or guardians, to have access to their cumulative records by appointment.

    3. Providing proper supervision and interpretation of student records whenreviewed by an administrative official.

    4. Providing for copies of any information sent out of the school.

    5. Providing for cumulative educational records to be maintained for each studentfor a minimum of seven years after graduation or termination.

    6. Providing and permitting access to student and other school records asrequired for any accreditation process conducted by the National AccreditingCommission of Cosmetology Arts and Sciences, or in response to a directivefrom the Commission.

    The School guarantees to protect the privacy of all student files unless specifically

    directed by the student in accordance with the Privacy Act of 1974 - Public Law93.579. Authorization to Release Information Forms are available in the SchoolOffice and signed by the student for a specific need.
