1.2 GENERAL

The district derives its name from Rao Bikaji by whom it was established. After the

advent of Ganga canal in 1927 A.D. the cropping pattern of the Bikaner state has

changed. After independent Bikaner State territory was divided into four district

Bikaner, Ganganagar, Churu and Hanumangarh.

1.3 LOCATION AND GEOGRAPHICAL AREA

Bikaner is one of the desert districts situated in the North-West of Rajasthan. It extends

from 27011’N to 2903’ N latitudes and 71054 E to 74012’ E longitudes is bounded on the

north by Ganganagar, south west by Jaisalmer, Pakistan in the west, Churu in east and

Nagaur and Jodhpur district in South-East. The district has a geographical area 30413.4

Sq. km. which is around 8.8 percent of the total area of the state and stands at second

place area wise in the state after the Jaislamer.

1.4 LAND USE PATTERN IN THE DISTRICT

The total geographical area of Bikaner district is recorded at 30413.4 Sq. km. The

classification of land use in the district as per land revenue records-2016-17 has been

found as given under :-

1.5 PHYSIOGRPAHY

The major part of the district is comprised of desolate and dry regions which form part

of the Great Indian Desert of Thar. There are two natural divisions of the district name

(i) North and Western desert and (ii) South and Eastern Semi-desert. At many place one

finds shifting sand-dunes of varying heights ranging from 6 to 30 meters. The general

slope of the regions towards the West and South West. The district is devoid of any

perennial stream. Small ephemeral streams flow in the vicinity of Kolayat, Gajner, and

Gurha. Natural land depressions which retain some water during the monsoon are found

near Loonkarnsar, Kolayat, Gajner and Nal. Construction of I.G.N.P. canal in the

western parts has led to establishment of the stable dune field. The migrating sand is

silting the canals and roads.

1.6 ADMINISTRATIVE SET-UP

1.6.1 Bikaner,Loonkaransar, Nokha, Khajuwala, Kolayat, Pugal, Chhatargarh, Dungargarh

are Eight sub-divisions in the district. The district possesses four urban centers namely

Bikaner (Gangashahar, Bhinasar) Nokha-Mandi, Deshnok and Dungargarh. There are

total 1051 villages in the district, out of which 100 are uninhabited.

1.7 CLIMATE AND RAINFALL

The district has a dry climate with large variation of temperature and scanty rainfall.

Hot winds blow in summer, sweeping away and creating new sand-dunes. The highest

temperature goes up to 500 C in summers and lowest up to 10 C in winter season.

The normal annual rainfall in the district is 302.6 mm.

1.8 FOREST, FLORA AND FAUNA

The vegetation of Bikaner district fall under the broad natural divisions of tropical

forest. Due to extremely low rainfall and high temperatures there is high evaporation

and loss of moisture, converting the district into a typical arid tract however, where the

moisture accumulate to some extent during rains a few scattered stunted trees not taller

than six metres high are found.

The trees and bushes which grow in area are insufficient even to fulfill the local

requirements, construction of houses, making agricultural implements & for fuel

purposes. The most common tree found in the district is Khejri(prosopis cinararia),

Rohira(tecomala andulata), Ber, Jal, Shisham Ber, Pipal, kikar & Siris etc.

The fauna found here is of common variety such as black buck, Indian antelope,

Chinkara, Fox, Jackal, goose, Scorpion, Snakes, Stripped Squired, Wild Boar and Wolf.

Gajner wild life Santuary is located at 30 kms from Bikaner and is known for kurjan

and sand goose.

1.9 GEOLOGY AND MINERALS

Almost the entire district is devoid of rock exposures except near Kolayat and at a few

places in the southern parts of Nokha and Dulmera. The district Bikaner is thus a vast

sandy track except Kolayat are covered with sand of rock locally known as “Magra”

are found is parts Kolayat tehsil. In the magra areas various types of sand stone, clay

and lime stone are found are different levels.

Fuller’s earth viz Multani Miti, Clay, lignite , gypsum, white clay, yellow ochre

and grit are important economic minerals being found in the district. Gypsum beds up

to 30 meters thick and of the best quality available in India are found in Loonkaransar,

Dulmera and Dheereran. There are deposits of fuller earth at village Palana (Bikaner

tehsil) and Mudh (Kolayat tehsil). Red sand-stone quarries are located near Dulmera

village (Loonkaransar tehsil). Simultaneously impure lime stone is excavated all over

the district. Glass sand is found near Madh and lignite is available at various places in

Kolayat tehsil and Palana.

Sand stone lime stone, Bajri grit and Kankar are the main building materials found

in the district.

CHAPTER-II

RESOURCES

2.1 HUMAN RESOURCES

(A) POPULATION

Human resources is the basic input for measuring the existing and future industrial

development of an area. As per of population Census 2011, the total population of Bikaner

district is 23,63,937 (by registering a net increase of 4,61,827 persons over the year 2001).

Where the Population of the district was 19,02,110 in Population Census-2001 The

Population of the district is about 2.96 percent of the total population of the State. The

density of population is in the district is 78.00 per sq. km in year 2011 when as at the same

time, it is 165 for the entire state. The sex ratio (the number of female per 1000 of males)

in the district is 905 in year 2011 as against 896 in year 2001.

(B) LITERACY

The district has registered the 65.10 percent literacy rate in 2011 of of which 75.90

percent is of male and 53.20 percent of female. However the literacy rate registered for

the state as a whole in year 2011 stood at 61.03 percent.

(C) RURAL AND URBAN POPULATION

As per 2011 Census, of the total population of 2363937 i.e. about 66.35 percent

population was in rural areas. During the period 2001-2011 the declining trend of urban

population was observed in the district.

2.2 WORKING FORCE AND OCCUPATION PATTERN

The total work force in the district is estimated at 784769 in numbers representing 33.19

percent of the total population in year 2011 the occupational distribution of working force as

per 2011 Census is given below :-

Agriculture is the main activity in the district providing employment to about 59.02 percent

of the working population.

NATURAL RESOURCES

2.3 WATER AND IRRIGATION RESOURCES

The main problem of the district is the lack of irrigation facilities. However, the availability

of water resources in Bikaner district can be analyzed under the following heads :-

A) Major Rivers and lakes ---- NA

B) Ground Water Resources --- 390780 Hec. (Wells/Tubewells)

C) Major irrigation Project --- 398079 Hec. (Canals)

(A) MAJOR RIVERS AND LAKES

There is practically no surface run off and therefore, no river is flowing in the district. The

city Bikaner is getting the fresh water from I.G.N.P. & tube wells located in the different parts

of city. However, two major water sources namely Gajner Lake, Kolayat Tank located in the

district but their water is mainly being used for drinking purpose and very small quantity of

water from these sources becomes available for irrigation purposes.

(B) GROUND WATER RESOURCES

Ground water occurs in the rocks of the trans-Aravali. A Vindhyan and Territory formation at

depth of 60 m. to 100 m. the quality of water is generally brackish to saline. In the eastern parts

of the district, the thickness of the quaternary formation exceeds 200m. Around Bikaner city

the potential water yielding formation is the friable conglomerate sand stone of cretaceous age.

(C) INDIRA GANDHI CANAL PROJECT (I.G.N.P.)

The I.G.N.P. is one of largest irrigation project in India. The project is to benefit mainly the

western part of Bikaner district. A scheme of lift irrigation has also been sanctioned to benefit

the eastern part of the district under the lift irrigation scheme, 41 villages, of Loonkaransar

tehsil with an area of 2.59 lac acres and 35 villages of Bikaner tehsil with an area of 3.93 lac

acres is being benefited.

In first phase out of proposed 50770 hectares, 36709 hectares area got the irrigation facility

during 1994-95 in Bikaner, Kolayat & Loonkaransar tehsils. The increase in irrigation

facilities has accelerate the pace of agricultural production.

As already mentioned that there is no perennial river in the district. The existing lakes/tanks

are contributing significantly in irrigation of the agricultural land. Thus, presently the main

sources of irrigation are tube-wells/wells, canals of I.G.N.P. such source wise irrigation

facilities available in the district as has been found is given below. The below given details

reflects the lack of irrigation facilities and ground water in Bikaner district. A number of tube

well in Bikaner, Nokha and Kolayat tehsil have been dug out which has changed the

agriculture pattern in the area Ground nut, Mustard, Cotton, are cash crops of the district.

4. Veterinary Facilities

4.1 LIVESTOCK RESOURCES

Livestock plays an important role in the economic development of especially the desert district

because livestock is positively correlated with human & economic development of the district

right from it’s establishment because animal husbandry was & is a predominant resource of

the district due to lack of irrigation facilities. The main livestock of the district are cattle, goat

and sheep. The break up of livestock population in Bikaner district has been given below.

5. PRODUCTS OF ANIMAL HUSBANDRY

5.1 AVILABILITY OF DAIRY PRODUCTS

5.1.1 MILK

The URMUL is also functioning well in the district to safeguard the milk producers

exploitation. In regard of availability and its development the following facts are found

noteworthy : Besides there are two units of milk collection & chilling, functioning in

the district with averaged collection 5 lac. Liters per day, there is a vast potential to milk

production in Bikaner. Detail of urmul dairy is given below.

5.2 WOOL AVILABLITIY

Sheep are reared in the district mainly for wool and meat. As per data available from

‘integrated sample survey report’ for estimation of major livestock products. Each sheep

yield approximately 1.34 kgs. wool every year. Thus, there is potential for 1273 tones

wool within district per year. The wool produced in the district is supplied to other

places for proper utilization of wool within the district, the district requires Skill,

infrastructure & training facilities which can raise the employment opportunities for

local people through development of woolen textiles industries i.e. woolen carpet, tufted

carpet & other woolen textile items.

5.3 MEAT AVILABILITY

Assuming on an average the slaughter rate of 20 percent for sheep and goat both, death

rate of the same at 8.30 percent and 9.20 percent respectively and the meat availability

at 8.167 kg. and 9.274 kg. for each sheep and goat, total per annum availability of meat

in the district is estimated at about 2397 tones.

The district has considerable livestock population. The discussion with district officials

reveal that the mortality could safely be assumed to be 10 percent and availability of 25

square feet of hide per animal on an average which may contribute about 53.35 lakhs

square feet of hide in one year’s duration.

5.5 AVAILABILITY OF BONES

The availability of bones in the district is estimated to be around 710.5 tones per annum.

6. GEOLOGY & MINERALS

6.1 MINES & MINERAL RESOURCES

Bikaner is fairly rich in mineral wealth. The important minerals available in the district

are gypsum, white clay, fullers earth, yellow ochre, silica sand, lignite, sand stone lime

stone etc.

6.1.1 GYPSUM

The Gypsum deposit of Bikaner are well known and cater to the requirement of cement

and fertilizer industries. It is natural hydrate of calcium sulphate , and partially

the plaster of Paris also. The reserves of Gypsum in Bikaner district are estimated as

40.489 million tones. The deposits of gypsum are found at Jamsar, Dhirera, Jaimalsar,

Kavni, Dholeran, Bharu, Madhogarh etc. The deposits in Jamsar are the largest. The

Gypsum is of good quality contain 65.9 to 69.4 percent gypsum.

6.1.2 SELENITE

Deposits of selenite crystalline variety of gypsum are found at loonkaransar, The total

deposits are estimated around 15.30 million tones.

6.1.3 CHINA CLAY

Deposits of China clay or white clay are found at Mud, Kotri, Channi, Kolayat and

Raneri. The total reserves placed at 43.5 million tones.

6.1.5 SILICA SAND

Deposits are found at 5 kms. From Kolayat. The total reserves are estimated at 1.0

million tones.

6.1.6 FULLER’S EARTH

The deposits of fuller’s earth are found at Modh, Indo-ka-bala and Palana, the deposits

are reported to stretch over entire Palana lignite area.

6.1.7 RED OCHRE

These deposits are found at Jageri tank about 12 kms. From Kolayat. The deposits are

estimated at around 01 million tones.

6.1.8 LIME STONE

Deposits of good quality limestone are reported to exit at Deva, Silva and Sandwa

village in Nokha tehsil 1.75 million tones.

7.2 RESOURCES

The vegetation of Bikaner district fall under the broad natural divisions of tropical forest. Due

to extremely low rainfall and high temperatures there is high evaporation and loss of moisture,

converting the district into a typical arid tract however, where the moisture accumulate to some

extent during rains a few scattered stunted trees not taller than six metres high are found.

The trees and bushes which grow in area are insufficient even to fulfill the local requirements,

construction of houses, making agricultural implements for fuel purposes. The most common

tree found in the district is Khejri(prosopis cinararia), Rohira(tecomala andulata), Ber, Jal,

Shisham Ber, Pipal, kikar & Siris etc.

The fauna found here is of common variety such as black buck, Indian antelope, Chinkara, Fox,

Jackal, goose, Scorpion, Snakes, Stripped Squired, Wild Boar and Wolf. Gajner wild life

Santuary is located at 30 kms from Bikaner and is known for kurjan and sand goose.

8. TOURISM

8.1 Tourism

Bikaner is one of the important tourist destination is Western Rajasthan has several places of

historical, archaeological, religious sites for tourist attraction like Lalgarh Palace, Govt.

Museam, Gajner palace, Kolayat, Karni Temple, National Research Centre on Camel (NRCC)

and Junagarh Fort. Junagarh Fort is considered one of the best in the country because of its

rich gold work, architecture and carving work and also one thousand hawalies inside old city

are not less important place in comparison to other tourist places.

As per report from Department of Tourism up to Oct. 2007 Bikaner has been one of

very few destination in Rajasthan which recorded 15% annual increase in tourist arrivals

(Foreign & domestic both) with a view to boost up tourism at Bikaner the Camel Festival is

organized every year by the Department of Tourism. Every year the said festival is being

organized with full enthusiasm to attract more and more tourists. Bikaner is also connected and

included in the itinerary of the prestigious “PALACE ON WHEELS” for 2008-09, this will

give wide publicity to Bikaner not only at national level but also at International level.

The Department of Tourism has several plan for the development of Bikaner Region. For desert

safaris various companies surveyed the area and also many Hotel Projects are coming up.

Keeping in view the active effort by Department of Tourism, investment suggested in

the area and interest shown by the travel trade, Bikaner has great potential for the Development

of Tourism. So there seems to be a nice scope of enhancement of the tourism industry in

Bikaner district.

(B) OIL & NATURAL GAS

Exploration for oil and natural gas was being carried out in Western Rajasthan in Jaisalmer and Bikaner

district by ONGC and oil India Limited till August 1988, the borehole were drilled in various areas of

Jaisalmer district and Pugal in Bikaner district. The results in Jaisalmer district are very encouraging

one but in Bikaner district are still awaited on account of continuation in the process.

(C) Solar Power

There is great potential for solar power at Bikaner as for more than 300 days sky is clear

and there is ample direct sunlight. Fluidcon Engineers has established plant at kolayat

is generating one megawatt power .

9.2 RURAL ELECTRIFICATION

Till March 31, 2017 out of total 859 villages in Bikaner district about 98.13 percent i.e.

846 number village were got electrified. However, the Panchayat Samiti wise position

10.1 ROAD TRANSPORT

The district is well connected with metallic road with all near by district namely Jodhpur,

Nagaur, Churu, Ganganagar and Hanumangarh. The National Highway Number 11,15 & 89

pass through Bikaner. N.H. 15 is connects Bikaner with Kandla & Amritsar. N.H. 89 Connect

Indore & Bikaner. The total length of different category of roads in the district is 6810.09

13.3 EXPORT POTENTIAL ITEMS

Although no direct Export is being done by the units yet. Carpet, Leather items, Bhujia,

Guargum, Canned Rasgulla, Artificial Jewelry & Engraved Wooden items are being Exported

through the Exporters. There is still great export potential for the product like woolen textile

items, Bhujia, Canned Rasgulla, engraved wooden items, Artificial Jewelry & Golden

Meenakari items besides important for export promotion.

CHAPTER-V

14.1 POTENTIAL INDUSTRIES AND OTHER CONTRIBUTIORY FACTORS

AN OVER VIEW

Taking into consideration various advantages offered by the district, a few of the

potential industrial projects have been identified. While identifying such projects the

factors considered were availability of material resources, infrastructural facilities

incentives for setting up to industries needs of the local population and industries etc.

Keeping in view these factors. Efforts have been made to present a “SWOT” analysis

in the following paragraphs :

14.2 RESOURCES

Human and material resources have already been discussed in Chapter II of this report.

It may be seen that the district does not have any surplus agricultural produces.

However, with the progress of Indira Gandhi Project through out the length of Bikaner,

the agricultural scenario is changing. Now more and more area is shifting towards

cultivation of Mustard, Bajra, Ground Nut, Guar, Moth, Wheat, Gram, cotton Alovera,

Amla, Pomegranates, Ber etc. Thus in near future a good scope for setting up the agro-

based industries in the district is expected. It is apparent that the district is progressing

in Agricultural field. Thus there will be a good scope for agro Based industries.

The district has rich mineral resource such as China Clay, fire clay, Gypsum,

Red, white ochre silica sand, Lime Stone, Lignite.

The district has the livestock population all around 27.73 lakhs. It is analyzed

that as regard to the livestock produce, the district has sufficient quantities of the same.

14.3 INFRASTRUCTURE

The infrastructure such as communication, transport, industrial, training facilities are

available. But special emphasis is to be given to develop skill of hand knitted carpet &

finishing center for woolen textiles to cater to the needs of the district. The only

constraint is power supply. Similarly the social amenities like education, medical,

housing, banking etc. also seem to be sufficient for the present needs. But with the

suggested industrialization program, these facilities would have to be augmented in tune

of the requirements from time to time.

14.4 STRATEGY SUGGESTED

ENTREPRENEURSHIP

As stated earlier, the major proportion of the working population is engaged in

agriculture sector. A large number of persons are also engaged in trading activities.

The electric consumption in industrial sector in the district, is record 13.26 percent of

the total consumption. It shows the inclination of the people towards the

industrialization. However, it is noted that the large segment of the people of the district

is lacking in entrepreneurship and thus a package of entrepreneurship development

programs are needs in the district.

STRENGTHS

The strength of the district is the good mineral resource deposits, large livestock

population and emergence of strong agricultural base due to the Indira Gandhi Canal

project & utilization of ground water resources.

SUGGESTED STRATEGY FOR INDUSTRIAL DEVELOPMENT

To accelerate the industrial development in the district it becomes essential first to

prepare a strong industrial base in the district mainly as regard to availability of

industrial plots and other required infrastructural facilities, enhancement of

entrepreneurial skill and upliftment in artisan’s activities of the district.

Keeping in view the location of the district availability of most of the required infrastructural

facilities and resources a full units of medium scale apart of the units of small scale sector have

been proposed for the district.

14.9 SUGGESTION

SCOPE AND OBJECTIVE

In order to develop the local handicraft as well as artisans of the district, to increase their

expertise and to uplift their standard of living it would be of worth to suggest such strategies

which may assist these artisans, firstly to suggest improving their standard of living. Secondly

a package of raising the expertise of such artisans. Thirdly to suggest proper and adequate

channels to market the product of these artisans and lastly, to suggest more and more

employment opportunities.

CONCENTRATION OF ARTISANS

The major concentration of artisans in Bikaner district has been found in nearby areas to

Napasar, Udasar, Raisar, Ridmalsar, Kolasar, Jamsar, Shivbari, Souohana, Morkhana and

Pemasar, Shri Dungargarh, Dalitalai Aaduri .

MAJOR PROBLEMS FACED BY ARTISANS

During the course of survey and discussions held at various place, various problems and

suggestions, were focused by the concerned people and it is found these poor artisans in the

district are suffering mainly on three grounds namely Organizational, Marketing and Financial.

These three problems have manifested themselves into multitudiousness of the problems cited

during the course of discussions. Barring the above three problems, mentioned are solved. The

other observed problems are like irregular and inadequate supply of raw materials traditional

technology and low quality standard products.

REMEDIAL MEASURES

On the basis of above focused observations it is realized that for economic development of the

artisan units located in rural and remote areas of Bikaner district, The following require due

attention :

I upgrading the quality of artisan produced through adequate training facilities and skill

development programmes.

II Steps should be taken to encourage these artisans for taking independent production and

also independent marketing if possible.

III To provide institutional support to these artisans for meeting out their financial

requirements for regular and adequate supply of raw materials and for marketing their

products through institutional marketing channels.

IV By conduction of the rural entrepreneurship Development programmes at the places of

concentration of such artisans. Such Rural EDPs may get funded by SIDBI and

NABARD.

V The different Government bodies like RHDC, RRBS, KVIB, KVIC etc, functioning at

district level should do their promotional role for encouraging the promotion of

Artisan’s co-operative societies.

OTHER CONTRIBUTIORY FACTORS TO THE INDUSTRIAL DEVELOPMENT

Apart of suggesting the package of potential industries at various locations in Bikaner district,

a few factors also require the due attention for preparing suitable industrial base in the district.

INDUSTRIAL ACCOMMODATION

During the survey of various industrial areas located in the district it is found that the three

industrial area located near by Bikaner city do not have much problem as regard to industrial

accommodation but in the industrial area located nearby Khajuwala Infrastructure facilities are

required as the town are not well developed.

DEVELOPMENT OF ENTREPRENEURIAL SKILL IN THE DISTRICT

Entrepreneurship is not a matter of heritage but is solely a manifestation of such potentialities

that an individual can generate. Keeping in view the weak industrial base in the district it is

required to take some necessary steps towards organizing the entrepreneurship Development

Programmes. Such EDPs may be organized at Bikaner and Napasar, Nokha, Loonkaransar,

Dungargarh & Khajuwala.

INDUSTRIAL PROMOTION CAMPAIGN/CAMPS

Regular district level & panchayat samiti level industrial awareness & promotion campaigns

are being organized by DIC & other institutions to develop awareness among the first

generation entrepreneurship, these camps have been planned at all P.S.HQS & District HQS.

EMINARS ON EXPORT MARKETING & IMPORT EXPORT PROCEDURES

Since good potential exist for food items for export. A training programmed on export

marketing & import export procedures is being planned for, in consultation of M.S.M.E.,

Jaipur.

SEMINAR ON PRODUCT DEVELOPMENT (ceramic Industries)

Since good quality clay is available in Bikaner district in huge quantity, Seminars on product

development is proposed in consultation of Central Glass & Ceramics research institute,

Khurja (UP).

SPECIAL ECONOMIC ZONE FOR WOOLEN & CARPET INDUSTRIES

Since good concentration of woolen units exists at Bikaner, which send their finished goods

“woolen yarn” to Bhadoi (UP) where it is used for carpet production. These carpets are mostly

exported. Hence special economic Zone as notified by Govt. of India is proposed to be set up

at Bikaner. It shall change the economic status of the district.

AIR CONNECTIVITY

Export and tourism sector will get boast after commencement of Air services at Bikaner.

Hon'ble state CM Vasundhara Raje Chief Minister of Rajasthan and central minister of India

inaugrated it at Nal in the month of june 2014 . So the District Administration and

CHAPTER-IX

THE SUMMARY OF FINDINGS AND RECOMMENDATIONS

1 The district is one amongst the 33 districts of the State and is situated in the North-

West part of the State. From the administration point of view, the district is

divided into eight sub-divisions & eight tehsils.

2 The resources analysis for the district reveals that the district is rich in minerals

and there are huge deposits of some minerals like gypsum, china clay, silica sand,

lignite, brick earth etc. In addition to this the deposits of oil and natural gas are

also expected at Pugal in Bikaner district there the borehole process is continued

by ONGC.

3 As regard to agricultural resources on account of lack of irrigation facilities in the

district, the production of various crops has not remained encouraging one. But

as the Indira Gandhi Canal Project (IGNP) and development of ground water

utilization through tube wells which is under process which also covers the

significant area of Bikaner district, it is expected that with the completion of

IGNP the agriculture base of the district would become strong and this reflacts

bright future for agro-based industries in the district. Presently, the major crops

being scope for agro-based industries in the district are wheat, gram rape and

mustard, groundnut, cotton(Kapas) mot and bajara.

4 Around 21.73 lacs of livestock is available in the district which has potential of

producing 1273 tons of wool, 987 tons of meat, 710.5 tons of bones and 53.35 lac

square feet of hided per annum. The district has potential of producing 5.0 lac

liters of milk per day. However, URMUL is also found functioning in this field

in the district. Modi dairy alone is processing around 3.0 lac litres of milk per

day.

5 With regard to infrastructural facilities the district has optimum infrastructure

which is enough to sustain present and future industries, except though there is

I.G.N.P. canal still there is dearth of water which is essential for almost every

industry. Out of total 857 villages in the district 841 villages have already been

electrified up to March 31, 2016. The transport and communication facilities are

also developed to the level of existing requirement and hence with the suggested

industrialization these facilities should also be augmented accordingly.

6 Banking facilities available in the district also have wider coverage as 61.00

percent of these branches in the district are located in rural and semi urban areas.

7 Apart of the other educational network, the district also has Six ITI and four

Engineering college and One Medical college, One Veterinary University, One

Agriculture University, One Academic University, and Newly established Private

University. Ten B.ed. College, One Home Science College, Two Polytechnic

College for boys and girls and five Management Institute which shows the

strength of the district in regard of the existing educational network.

Simultaneously, it is also noted that the district has satisfactory medical and

health centers to meet the existing requirement.

8 At present 14 industrial areas in the district and two industrial areas are proposed

at gajner and karni 1A(ext.) Almost all the industrial plots have been allotted.

9 Presently there are Four Medium & Large Scale industries in existence in the

district. As on march 31, 2016 total registered units in MSME sector were 5858

and Jewelry, bhujia and papad, handicraft like stone carving, leather shoes

making, embroidery, rangai-chapai and other leather products etc. The

concentration of such units is seen at Napasar, Kolasar, Raisar, and shivbari.

11 The woolen carpets, Bhujia, papad, namkeen, carved furniture, designer

ornaments, handloom cloths, camel hide, and artificial Jewelry has great export

potential.

12 A strategy has also been suggested for the development of artisan units of the

district with an overview on the problems/hindrances being faced by these

artisans and then suggesting the remedial measures for the same.

13 A mobile training-cum-supply centers has been suggested under the control of

concerned DIC which will assist the scattered artisan of rural and remote areas by

providing them adequate training, supplying them the required raw material and

by collecting their final products and bring them to the depot of concerned centre

like RHDC, RSIC, KVIB etc. situated in district headquarter or in nearly town.

14 The development of industrial areas has been suggested at the nearby places

Bichwal, Loonkaransar, Napasar and Khajuwala, Jaipur Road. & Gajner Road.

15 To create the awareness and entrepreneurship among the people of the district.

The entrepreneurship development programmer have been suggested at locations

like Bikaner, Nokha.

16 To create the industrial environment and also the awareness in local people, the

industrial promotion campaign/camps have been suggested at different locations

like Bikaner, Napasar, Nokha, Khajuwala and Loonkaransar.

CHAPTER-X

CONCESSION AND FACILITIES

There are following concession and facilities at Bikaner for industrial promotion

1. Ceramic Centre, Bikaner

Government of Rajasthan has established a world class testing facility called

CERDC Bikaner for testing of insulator as per indian standards (IS) and International

electro technical commission (IEC) along with ceramic products such as sanitary wares,

Glaze tiles etc. Apart from the ceramic products this centre is also equipped to test the raw

material related to ceramics industries. The Ceramics Electrical Research & Development

Centre is an autonomous society of Government of Rajasthan and inaugurated by Hon’ble

Chief minister of Govt. of Rajasthan on 13.05.2010 . All the equipments are duly calibrated

by NABL calibrator.

2. Grameen Haat

In the view to provide adequate market for Artisan, Craftman, Small scale Industries,

Self Help Groups, Khadi & village industries and NGO’s of the state, The Govt. has

establish Grameen Hat at Jai Naryan Vyas Colony, Bikaner. There are 50 shops at grameen

haat. Grameen Hat was dedicated to the public on 18 March 2005 by Honorable Industry

Minister of Rajasthan. After inauguration of the haat many exhibition & fairs were

organized. To attract the Tourists and Public For Tourism purpose it is planned to setup an

Art Gallery to exhibit the articles of State & National awardees crafts man like Usta Kala

Art, Miniature Paintings, Stone Carving, Wooden Carving and Meenakari Products.

successfully at Bikaner

4. Solar Energy- more then 300 hundred days of clear sky and cheap land are major

incentive to establish solar plant.

5. Geographical indicator :- Bikaner is given G.I. for Bhujia. Which can make Bikaner

a hub of bhujia manufacturing in world.

6. Miscellaneous facilities and concessions

Bikaner is one of the desert districts situated in the North-West of Rajasthan. Certain parts

of the districts such as Kolayat, Nokha, Dulmera and Lunkaransar have large mineral

deposits consisting of white clay, gypsum, lignite, etc. The annual volume of white clay

mined in the region is about 8 lakh Metric Ton (MT). Rajasthan is a leading producer of

clay accounting for 40% of India’s production. The quality of clay found in Rajasthan is

superior to those found in other parts of the country and is used in the manufacturing of

ceramic products.

The availability of white clay has led to the development of pottery units as well as ceramic

industry in the region. Despite being a raw material rich region, the ceramic industry is

still largely underdeveloped in this region. The large consumption centres for white clay

outside the state include Khurja in Uttar Pradesh and Morbi in Gujarat and most of the raw

material is transported to units in these two states.

One of the major reasons for lack of development of ceramic industry in this region is the

absence of any testing and design facility for adopting new technologies. In the absence of

testing facilities, ceramic units in Bikaner have to send samples for testing to Central Glass

and Ceramic Research Institute (CGCRI) in Khurja or Calcutta.

Establishment of a product testing and common facilities centre in Bikaner would help the

local ceramic industry as well as outside state electricity boards to have a testing facility

in north India. There is a huge consumption of electrical insulators in states like Punjab,

Himachal Pradesh, Delhi, Uttarakhand etc. Such a facility would help the ceramic industry

in meeting the customer standards and requirements at affordable cost. This centre would

also help the local pottery and ceramic industry to develop new designs that are in demand

and adopt cost effective technologies.

There are two types of accreditation for the ceramic centre i.e. one is for mechanical testing

and other one is for electrical testing apart from physical and chemical testing, already

centre has received mechanical testing accreditation from National Accreditation Board

for Testing and Calibration Laboratories (NABL), New Delhi. Now we are working for

getting NABL certification for electrical testing as well as surveillance audit of mechanical

testing, some of the particular tasks that has to be executed before accreditation

certification.

Contacting to industries and convincing them about the competency of centre in testing.

Once we get the NABL certification for electrical tastings then centre will be fully

functional.
