A copy of the completed documents should be kept by the supervisor for reference during all diving operations. All personnel involved in the diving operation must be made aware of this document and its content.

This task brief is intended for light weight works within the marina, hull cleaning, prop entanglement, item recovery. Using a small light weight Rib spread where the diver is hoping in and out of the water, in tight spaces between vessels.

The information is supplied by the client verbally or via e-mail, and added to the works order and uploaded to the online system. They give a description/location/ berth number with billing details, they have no interest in the DPP.

The client is never involved with the DPP, We would obtain a Permit to work through the local Harbor authority and get an internal permit to work through the marina, hazards on the day identified, and a wide berth/speed reduction requested. VHF channel identified.

ACOP 73: The diving contractor must specify the size of the dive team based on the details of the diving project and the risk assessment. There must be a sufficient number of competent and, where appropriate, qualified personnel to operate all the diving plant and to provide support functions to the dive team (Marina staff). ACOP 77: The minimum team size normally required to conduct a dive safely within the scope of this Code is four - a supervisor, a working diver, a standby diver and a tender for the working diver (see paragraphs 79 and 80). ACOP 78: However, a dive team of three - a supervisor, working diver and standby diver/tender - may be acceptable in controlled conditions in a swimming pool or a tank where there is no risk of entrapment and the management of an emergency has been considered. Controlled conditions in this context means that no aspect of the working environment can change without the specific authorisation of the supervisor. In such circumstances, when diving in swimming pools and tanks specifically in clear visibility, the standby diver can be dispensed with. However, a third person is needed on the surface to assist the supervisor with an emergency recovery of the diver. The third person is part of the diving team and should not leave the immediate vicinity of the dive site while the diver is in the water unless sent by the supervisor to summon emergency assistance. The third person should be competent to perform such duties. ACOP 79: The diving contractor should be satisfied that the tender is competent. The tender should be familiar with the diving procedures to be used and the contingency and emergency plans for the project.(DPP in marina office) ACOP 84: Individuals in a dive team may carry out more than one duty, provided that they are competent and, if appropriate, qualified to do so and that their different duties do not interfere with each other or affect the safety of the dive team. For example, divers may carry out other associated duties while waiting to dive, such as acting as tenders or standby divers, or operating and attending to plant.

Part 3 – Dive Plan:

Task description: To undertake a variety of mixed light weight works within the Marina/Harbor around small leisure crafts, ranging from prop entanglements, wiping the hulls and anode changes. Special Considerations Taking the work load off the diver, reducing manual handling
2.
Site Information: (ACoP Ref 32 c) (Site Specific)
The Rib is the ideal vessel for this type of work due to the low soft sponsons, casualty landing net, ability to squeeze in between yachts and access between pontoons. Visible to the public with safety signage and rigid “A” flag flying.
3.

The VHF Channel has been selected for the appropriate Marina / Harbor. A listening watch is being maintained and authority updated on regular movements. A full site specific risk assessment will be conducted and reviewed throughout the day.

A four man team is established, within the confines of the marina (Benign conditions) when in close proximity to the marina, marina staff when agreed/informed can act as a fourth member defined as a competent person. See ACOP (regulation 73, 77, 78, 79, 84)

HP gas supply, fed from cylinders on the surface to reduce the work load on the diver, backed up with a 3 ltr bail out and coms using hard wire low profile positive pressure AGA’S.

The diver is always tendered when working below a vessel and a plan is formulated (A plan and B plan) so the supervisor is aware of his direction.

The dive spread has been modified to accommodate this sort of light weight work, whilst the diver is actively jumping in and out the water every 15/20 minutes.

A landing net which can work from the rib or pontoon for an unconscious casualty will be onboard. Also the engine drive is a suitable step access back on board.

Various traffic movements by incompetent people. Rigid “A” flag and “Diver down keep clear slow wash” board to warn water users. Caution signs put on the pontoon for the public notice that diving operations are in progress.

Part 4 – Method Statement:
1. Detailed Work Summary:
This work summary is intended for light weight works within the marina, hull cleaning, prop entanglement, item recovery. Using a small light weight Rib spread where the diver is hopping in and out of the water, in tight spaces between vessels. A permit to work is collected, A list of daily activities and the divers log can be found on the online system, this is e-mailed to the Harbor Authority and a VHF call is made upon our arrival to the dive site prior to divers entering the water. Upon completion of the dive the diver informs the appropriate authority and completes the log.
2. Access and Site Environment: Access is always by water in our Rib, VHF monitored and authorisation and permits approved prior to entering the water. It is a requirement to sign in and out in some marina locations.
3. Lifting or associated operations:
The diver is regularly required to climb in and out of the water routinely and our risk assessment has considered this by reducing the work load on the diver by removing the heavy steel gas supply from the divers back, extending the hose from the Kirby Morgan bail out manifold on the divers hip and lengthening the hose to the surface, this is fed through the normal regulator as if it were set up as scuba. Due to the depth these light weight works are carried out in, we have calculated that a 3 litre bail out is more than suitable. A coms cable is wound into this umbilical.
