Avoid short cuts through dimly-lit alleys or across wasteland.
Keep your wallet in your pocket.
Avoid carrying large sum of money.
Avoid exhibiting or counting money in public.
Carry your bag close to you with clasp inwards.
Cover up expensive looking jewellery.
Don’t leave valuables in your car.
Never leave your bag unattended on the beach, in shopping
centres or crowded places.
Never leave key under the door mat or in a flower pot.
Never leave a garage or garden shed unlocked specially if it
has a connecting door to the house.
Lock ladders inside the garage or shed to prevent a thief
from using them.
Postcode your property.
Cash and jewellery are safer in banks.
Lock your car/motorcycle/bike.
Don’t leave keys in the door lock.
Always report suspicious persons/activities.
Major Achievements for the year 2013
1st Phase of the Crime Occurrence Tracking Systems (COTS),
providing a database management system for crime occurrence
recording and file processing completed.
1,112 Police Officers trained in IT to ensure smooth implementation of
COTS.
Since the launching of the CCTV Systems in Flic en Flac (2009), Quatre
Bornes (2010), Port Louis and Grand Bay (2011) helped to detect 150
cases through live monitoring.
Stage 1 of the e-Business Plan Project comprising the Penalty Points
Management System, the Integrated Driving Licence Management
System, the Previous Convictions Module and the Driving Test
Appointment Module is operational since March.
424,489 Driving Licence Counterparts (DLC) have been issued as at
November.
The Photographic Enforcement Unit of the Traffic Branch has
processed 48,906 speed violations, captured by the 19 fixed and 6
mobile speed detector cameras.
The Police Planning and Reform Unit of the Police Force is MS ISO
9001:2008 certified since May.
The National Coast Guard was awarded the ‘Efficiency and
Effectiveness Award’ under the Public Service Excellence Award for
2012.
Bicycle Patrol Scheme was introduced at Divisional and Branch level to
enhance beat cover, peripheral patrol of Police Station areas and
vulnerable points/installations.
Increased partnership with the community whereby 33,107 persons
were sensitised through 2,398 Community Policing Forums and 4,366
problems solved.
A total of 399 Police Officers has been awarded a Certificate in Police
Duties at the University of Mauritius enabling the Force to provide a
more professional response to policing problems.
Publication of Strategic documents: Police Annual Report 2012, Threat
Assessment, Force Control Strategy, Force Annual Policing Plan,
Divisional Annual Policing Plans, PBB targets 2014-2016.
Publication of the Police Journal Vol 2, issue 1 to 3 on a quarterly basis.
Setting up of ISO Police Coordinating Committee on 10.09.2013 to
implement, monitor and evaluate MS ISO9001:2008.
Setting up of Police Website Committee on 19.09.2013 to regularly
update and reinvigorate our website.
Foreword
I am pleased to present the Force Annual
Policing Plan 2014. As you may be aware, this
issue is the fourth one in succession since 2010,
setting out our Force priorities and PBB targets
for 2014 aimed at reducing crime and fear of
crime and ultimately, enhancing quality
service delivery. All our priorities for 2013
have been achieved, except for Larceny in
Dwellings. As regards road safety, as at
November this year, we have been able to
reduce fatal road accidents and fatalities by
19.9% and 15% respectively. However, we
need to maintain our unrelenting efforts and
vigilance. Policing is not only the business of
the Police but also, it is a matter that concerns
the community and our stakeholders who too,
have a say. This Policing Plan has been
prepared after scanning our policing
environment, active consultation with the
community, conducting our Annual Threat
Assessment and taking into consideration the
objectives set by the Government. The
priorities set out for year 2014 are nearly the
same as for the previous years. As regards
service excellence, the Police Force is going
for Quality Management System under MS ISO
9001:2008, with a view to enhancing our
policing architecture. We will continue to
strengthen our existing partnership with the
community in the fight against crime and
endeavour to render our neighbourhoods
safer.

Our Mission Statement
As Law Enforcement Officers of the Mauritius Police Force, we have taken
the Oath of Allegiance to the country and the community to faithfully
execute and perform all duties incumbent on us under any office in the
Force to which we may be appointed, in the preservation of peace and the
prevention and detection of all offences and all other duties as required of
us by law, without fear or favour, affection or ill-will. We will be patient,
compassionate and caring in the exercise of our duties and pay due
respect to the fundamental rights and freedoms of all citizens of the State
of Mauritius as enshrined in our Constitution. We will apply the law firmly
but tactfully, fairly and considerately and in an accountable and
transparent manner. We will be impartial, restrained and always mindful
of our professional standards in the exercise of our functions and use only
such force as is necessary to carry out our lawful duty. We will be seen to
do so at all time. The cornerstone of our policing will be service to the
community. We will always pay heed to their concerns, needs and
aspirations. We will therefore, work in partnership with them and we
pledge to reduce crime and the fear of crime and thus, reassure them and
make our neighbourhoods safer. We welcome views and suggestions
from the community as we value their opinion and we consider it crucial
to the improvement of the service.
Community Safety and Security
Community Safety and Security concerns and priorities with a view to
reducing crime and fear of crime and improving community well-being
and quality of life, thereby increasing public trust and confidence in the
Police. We are aiming at:
Defence, Emergency, Disaster Management and Surveillance
At a higher echelon, we will focus on Defence, Public Order, Public
Safety, Public Emergencies, Disaster Management as well as preserving
the sanctity of our Economic Exclusive Zone and Territorial Waters. The

The PBB targets coupled with Force priorities form the basis of our Force
Annual Policing Plan 2014. We will achieve our targets by delivering our
services under the following three main streams:
Security Policy and Management
Ensuring through the proper and effective implementation of Security
Policy and Management at strategic level to maintain law and order from
a national perspective. We are aiming at achieving:

Reducing Larceny with Aggravating Circumstances by 2.5%.
Achieving 70% of investigation of cases (crime and
misdemeanour) completed and disposed within 12 months.
Increasing 1.2% targeted traffic crackdown operations.
Solving 60% of problems identified during the conduct of
Community Policing Forum sessions (all levels).
Conducting 55% of Victim Support and Advice in relation to the
total number of crime reported.
Achieving 68% of drugs related operations (Heroin, Cannabis,
Subutex, etc...) resulting in arrest and seizure.

Reducing the number of Road Accidents (KSI) by 3%.

successful operations by 5%.

SMF Attending to 90 % of requests/calls within a 15
minute reaction time.
Increasing the number of Simulation Exercises
by 6.7 % to improve the level of preparedness.
SSU Attending to 85 % of requests/calls within a 15
minute reaction time.

by 6.7 % to improve the level of preparedness.
Attending to 80 % of requests/calls within a 20-
30 minute reaction time within the lagoon.

Enhancing the Surveillance of our Exclusive
Economic Zone and Territorial Waters,
including Search and Rescue operations by

725 Hours of air-borne surveillance;

Information and Operations Room (PIOR) to Police Stations
and Units on ground, to be attended to, within 15 minutes.
