I am confirming HUD’s receipt of the request and that you have fulfilled your obligation under requirements of the National Disaster Resilience Competition NOFA. We will forward this request and any subsequent materials to SRIRC, but no further action under the NOFA is required. We will keep record of your request, but you may submit documentation of submission to the Regional Coordination Working Group as an attachment to your application and it will not be counted toward page limits in the application. For additional information, please note the following FAQ guidance to be included in the next posted Phase 2 FAQ document: Q: What is the required content of Covered project submissions sent to SRIRC? A: The NOFA does not specify the content of submissions to the SRIRC. HUD recommends, but does not require, that applicants should submit information with sufficient detail to receive meaningful feedback. Although not required, applicants subject to the November 18, 2013, Federal Register Notice may submit information responsive to paragraphs VI.2.c. through VI.2.f. (78 FR 69107), and paragraphs VI.2.g.(2) through (5) (78 FR 69108), of the November 18, 2013 Notice, along with a project description to the SRIRC to the extent applicable, and to the extent that the information will facilitate consultation with the SRIRC and the goal of promoting a regional and cross-jurisdictional approach to resilience. Dear Stakeholder:

On June 22, 2015, the U.S. Department of Housing and Urban Development (HUD) announced that New York State was selected to advance to Phase 2 of the National Disaster Resiliency Competition (NDRC). As part of this second and final phase, the State has identified specific projects and programs for which it seeks funding through the competition. These projects and programs were developed in consultation with eligible counties and state agencies. This Notice puts forth New York State’s Phase 2 application for public comment. The New York Governor’s Office of Storm Recovery (GOSR) will hold three (3) public hearings to give all interested persons an opportunity to present oral and written comments on State’s Phase 2 NDRC application. Summary of Outreach and Comments Received

The New York State Governor’s Office of Storm Recovery (GOSR) committed to not only meeting—but to exceeding—the citizen participation requirements outlined in the NDRC NOFA. On October 6, 2015, GOSR kicked off a 15-day public comment period, prominently posting the State’s Phase 2 NDRC application to GOSR’s official homepage: www.stormrecovery.ny.gov. All required elements of the application were posted for review in English, as well as in Spanish, Russian, and Mandarin, the three most common use languages in the State based on an analysis of Census data for households with members five years or older with Limited English Proficiency. Copies of the application could also be requested without charge via [email protected]; 1-855-NYS-SANDY; or TTY # 201-820-4004. GOSR accepted public comments by web, TTY, and mail at 64 Beaver Street, PO Box 230, New York, NY 10004, through Wednesday, October 21, 2015. The application was made accessible to persons with disabilities upon request by telephone or written request at the address above.

In addition, GOSR held three public hearings in strategic locations across the State to give all interested persons the opportunity to present oral and written comments on the State’s Phase 2 NDRC application. The first was held on October 13, 2015, from 6 pm to 8 pm at the Empire State Plaza Convention Center in Albany, the State’s capital, which is proximate to several Target Areas in the Upstate region. The second was held on October 14, 2015, from 6 pm to 8 pm at Freeport Village Hall in Freeport, Nassau County on Long Island. The third and final hearing was held on October 15, 2015, from 6 pm to 8 pm at 25 Beaver Street in Lower Manhattan.

The legal notices of these hearings and the comment period were heavily publicized in periodicals throughout the State, including the three main non-English newspapers, El Diario (Spanish), Russian Bazaar (Russian), and Epoch Times (Chinese), as well as AM New York, Newsday, Journal News, Oneida Daily Dispatch, Palladium Times, Press Republican, Staten Island Advance, Times Union, and the Leader Herald. The legal notices were also published in the Long Island Herald Papers including, Bellmore Herald Life, Franklin Square/Elmont Herald, Long Beach Herald, Lynbrook/East Rockaway Herald, Malverne/West Hempstead Herald, Merrick Herald Life, Nassau Herald, Oceanside Herald, Rockville Centre Herald, Rockaway Journal, South Shore Record, Valley Stream Herald, Freeport Leader, Wantagh Herald Citizen, Seaford Herald Citizen, and the Oyster Bay Guardian.

The State also sent electronic mailings about the public comment period and public hearings to key stakeholders, including community based organizations, local elected officials, NY Rising Community Reconstruction Program Planning Committee Members, and libraries.

During the public comment period, the State received one comment via the October 14, 2015, public hearing in Freeport, Long Island, and one comment in writing via the GOSR website.

1) Citizens Campaign for the Environment

Members of the Citizens Campaign for the Environment, a bi-state environmental public health organization with 80,000 members throughout New York and Connecticut, attend the public hearing to advocate on behalf of the Nassau County Outfall Pipe and Bay Resiliency Project

proposed in the State’s Phase 2 NDRC application. They discussed research conducted by Stony Brook University whereby 85 percent of nitrogen abatements come from the current ocean outfall pipe. They stated that the nitrogen is feeding the wetlands causing them to have shallow roots, break apart easily, and therefore are less able to protect the mainland during storm surge. This worries the organization, especially because the wetlands do not only protect the mainland, but also are the nesting grounds for thousands of species. They expressed the overwhelming public support for the project and believe that if this project is approved, the wetlands and the bay will unequivocally recover.

Response: GOSR thanks the Citizens Campaign for the Environment for supporting the inclusion of the Nassau County Outfall Pipe and Bay Resiliency Project in the State’s Phase 2 NDRC application. The State recognizes the importance of this project and appreciates the advocacy efforts and subject matter expertise provided by the organization to support this initiative.

2) Island Harvest Food Bank

Island Harvest Food Bank, a non-profit organization on Long Island, submitted a comment through the storm recovery website to propose the development of an Emergency Resource Center to ensure the availability of emergency supplies and access to food in the event of another disaster. They discussed the collaborative efforts of the organization, the financial commitments they have secured, and the scope of the organization--the largest hunger-relief organization on Long Island.

Response: GOSR thanks the Island Harvest Food Bank for their comment and proposal. In order to develop a competitive and compliant application, the State will not substantially amend its draft Phase 2 NDRC application to include this additional project proposal. However, the State commends the efforts of the Island Harvest Food Bank and their ongoing dedication to the health and wellbeing of Long Islanders.
