Proceedings of the CAS Consultation meeting with SMEs on March 24, 2004 at SEDF, Dhaka The consultation was facilitated by COMMUNiCA. Mr. Anil Sinha, General Manager of SEDF, gave the address of welcome. Ms. Christine I. Wallich, Country Director of the World Bank, provided an introduction on the development situation of Bangladesh and outlined the objectives of the consultation meeting; she then opened the floor for discussion by the participants. Problems/Limitations/Potentials Lack of adequate expertise in managing SMEs Impediments for access to markets/ finance by SMEs
(i) High bank charges (ii) Inadequate and deteriorating infrastructural support (iii) Cost of corruption (iv) Inefficiencies and lack of good governance (v) Lengthy judicial process (vi) Lack of transparency (vii) Very high port charges (viii) Power shortages (ix) Unskilled & inexperienced labor (x) Improper custom valuation of products (xi) High airport charges
Bangladesh has good experience in micro credit Alarming deterioration of law & order situation Failed in getting access to quota free markets for RMG Free trade/Entry into different markets could not yet be made WTO is redundant in Bangladesh Absence of Total Quality Management (TQM) in Bangladesh Non tariff barriers Very liberal policy Stringent money laundering measures Proper monitoring of Trademark protection is absent in this country IPA regime failed Govt. declared IT as the 3rd most important sector Tremendous growth of software sector is in progress Industry is growing stagnant due to:
(i) Lack of proper focus on export of right items (We mainly think about export, but we should do some homework before export)
(ii) Home market ignored - Access to funds for software industry is very limited - Govt. doesn’t provide support to the software industry
Govt. and big companies giving IT contact to foreign countries Local IT companies have little access to resources/training abroad Trainings are availed by non-IT professionals

Lack of thoughts concerning management for software financing Discrimination in fair trade SMEs should be able to show the use of funds before getting funds Lack of political will affecting every sphere including SMEs Lack of security for SMEs SMEs are suffering due to lack of technological advancement. Technical Assistance for Bangladesh is nothing but management consultancies SMEs need Technical Assistance for
(i) improving productivity (ii) exploring markets
Lack of availability of funds at the right time Privatization program is not executed properly. Government order is not properly followed in corporations SMEs don’t get guarantors Bangladesh lacking proper industrial policy & good business plan for all sectors The capacity of trade bodies needs to be developed Women’s contribution in the private sector is not assessed Dumping of goods in Bangladesh is a problem/No policy for antidumping actions Education on open market is needed for SMEs Lack of skilled manpower as well as skill development institutions Technical Assistance to women entrepreneurs is absent, specially outside of Dhaka SMEs lacking institutional facilities Lack of security for women entrepreneurs No special privileges for women
Prioritizing WB Interventions
Identify potential sectors Pisciculture, horticulture, shrimp culture in coastal area may be exploited Industrial plots with provision for utility services (the government has stopped this
now) Quality education & infrastructure building Small & cottage industries may be given priority Capacity building Projects must be made sustainable Policy development for BSCIC Introducing a skill development training institute Training to teachers of schools/colleges Prioritize technical education EEF to needs to be augmented Diversification of export goods Increased flow of fund to SMEs Improvement of law and order situation Improvement of the power and the port sector Research on SMEs IT industries should be given priority

The World Bank should support the government for expanding/introducing Applied Science & Technology in universities
Structural designated authority for project implementation can be the line ministry – private sector/implementing agency- experts
The customs authority, the environment, management systems, reform of the power sector and the ports need proper attention
Comprehensive approach to all sectors Special low interest funds instead of depositors’ money should be the source of
funding for SMEs Organize training for stock exchange staff acquainting them with international
standards The World Bank should give guidelines on:
- How to transfer corporations - Getting loans for the private sector and the energy sector
Women’s empowerment Financial sector needs reform Cost reduction Develop tourism Transportation and communication SME staff training Marketing assistance Development of a strong capital market Tools to assess intangible assets may be developed Education sector needs major reform in quality aspect The World Bank group needs re-involvement in Family Planning Trade Unions in EPZs
- The customs sector needs reform Donor coordination Improved governance More privatization Every ministry/directorate should have ISO certificate Strong independent regulatory bodies Encourage public – private partnerships Constant monitoring, even of government programs, is essential Promote regional cooperation TUs must get ISO certificate Civil servants need training Health sector needs to be developed The private sector can be mobilized for hospital setup + services Three dimensional inputs (pillars), i.e. the government, NGOs & SMEs, may be
considered for development activities Rational financing to IT industries Subsidy should be given on bank loans Marketing of SMEs should be assisted by the financial institutions Cost sharing may also be helped by World Bank interventions
