The pre-qualification documents specify the method which is to be selected to evaluate the bids. The various selection methods are -
Technical merit is the sole evaluation factor

cost are factors of selection.
Among all the technical proposals that score the minimum
qualifying marks as mentioned in the RFP, the one with the lowest
price proposal is selected.
The budget is specified in the RFP. The consultant submitting the
highest ranked technical proposal while adhering to the budget is
selected.

Regardless of the selection method adopted, negotiating a contract is the last step in the selection process. The aim of holding negotiations is to deliberate on the scope of work, work plan, financial terms, technical aspects, and other items that are mentioned in greater detail in the contract. Both parties try to expedite the negotiation process which guides the rest of the project. The finalised draft contract is reviewed in the concluding stage after which the contract is awarded.
