The Ministry of Foreign Affairs participates through the

Institute of Mexicans Abroad as part of its functions

and authorizations in matters of education

cooperation with North America.

The Public Education Secretariat is also involved through

the General Management of International Affairs.

The INEA is participating with the Area Managements of

its central level, through the coordination of the Office of

International Programs.

Principles of International

Educational Cooperation

The purpose is to fulfill the international collaboration

commitments of the Mexican Government in matters of

educational cooperation.

The Mexican Government’s obligations in this matter are

the result of the execution of Agreements and other

Bilateral and Multilateral protocols.

AGREEMENT TO ESTABLISH THE MEXICO-USA

COMMISSION FOR AN EDUCATIONAL AND

CULTURAL EXCHANGE

Executed on November 27th, 1990.

It is effective until the year 2020 because of the

Exchange of Diplomatic Notes made on November

26, 2010.

The Agreement may be amended, enriched, adapted

or complemented, with previous written consent by

both parties through specific ADENDUMS.

As the result of the educational problems of the migrant

population between Mexico and United States, both

governments, through the Binational Program for Migrant

Students, seek to ensure fairness and relevance to the

continuity and quality of basic education for children and

youth who attend school part of the year in Mexico and

one in the United States.

The Transfer Document is valid in Mexico and does not

require any additional legalization
