Work hard in concert fordevelopment of industrial zones

The government is taking steps such asestablishment of industrial areas and indus-trial zones and extensive construction of fac-tories and plants for industrial developmentthat lies at the centre of national develop-ment.

Of the industrial zones in various re-gions, Taunggyi Ayethaya Industrial Zone,Mandalay Industrial Zone and Monywa In-dustrial Zone have built modern foundryplants and forging shops with the assistanceof the government. The development of theindustries that produce ironware makes adominant contribution towards the develop-ment of other private industries.

Now, the foundry plants in some indus-trial zones have begun production of qualityproducts. Iron is now in high demand owingto an increase in the number of industries.

Myaungdagar Steel Industrial Zone isnow under construction in Hmawby Town-ship, Yangon Division, to manufacture iron-ware. Getting sufficient electricity, the 1000-acre zone is easily accessible. Lands havebeen allocated to the industrialists and con-struction work is under way.

Officials of the industrial zone and in-dustrialists have to make earnest efforts inconcert to ensure rapid development of thesteel industrial zone, operation of the facto-ries and plants ahead of schedule, and pro-duction of import-substitute items.

Industrial areas and industrial zonesacross the nation manufacture a wide rangeof machines, foodstuff and consumer goods.So, those responsible are to work hard toachieve high quality of the products andoperation of the factories at full capacity soas to meet local demands.

Large areas in Israel haveexcessive ozone levels in 2006JERUSALEM, 18 Sept—

Israel’s Ministry forEnvironmental Protectionannounced that largeareas in the country hadexcessive ozone levels in2006, local daily Ha’aretzreported on Monday.

According to the report,the area most heavilyaffected was Gush Etzion,a group of Israelisettlements in the WestBank, south of Jerusalem.The ministry found the

bloc was contaminatedwith excessive ozonelevels for 260 days in2006.

Other Israeli cities, suchlike Jerusalem, Tel Aviv,Be’er Sheva, Modi’in andCarmiel, also showedexcessive levels from 45days to 140 days.

Ozone, when found atground level and not inthe upper atmosphere, candamage the respiratorysystem and the heart.

The World HealthOrganization states thatpeople should not beexposed to more than 100micrograms of ozone percubic metre of air for morethan eight hours. Higherconcentrations were foundin all the area and citieslisted above, said thereport.

Low-level ozone, orground-level ozone, is notemitted directly byengines or factories. It isformed when sunlightcauses hydrocarbons andnitrogen oxides in the airto react, and then usuallydrifts with the wind.

Ha’aretz said in Israel,low-level ozone finds itsway to the interior of thecountry. This is why areaslike Gush Etzion werefound to have higher levelsof ozone than moreindustrialized areas in thecoastal plain.

Suicide bomber kills eightin southern Afghanistan

KANDAHAR (Afghanistan), 18 Sept— A suicidebomber blew himself up inside a local governmentcompound in southern Afghanistan on Monday, killingfour policemen and four civilians and wounding seven,the district chief said.

He said the attack took place in the Naadali Districtof Helmand Province, which has seen some of theworst violence between the resurgent Taleban on oneside and Afghan and foreign troops on the other. Thecompound houses both the local government andpolice headquarters. “The suicide bomber entered thecompound dressed in civilian clothes and blew himselfup when he got close to the police,” Naadali Districtchief Mahboob Khan told Reuters.

The suicide attack came after Taleban insurgentsvowed to launch massive operations across the countryduring the holy month of Ramadan.

A Taleban spokesman said 15 to 20 policemen hadbeen killed in the attack.

Elsewhere, a foot patrol by troops from the NATO-led International Security Assistance Force came underattack on Friday in a mountainous area 40 kilometres(25 miles) east of Kabul, an ISAF spokesman said.

VENICE, 18 Sept—Throwing rice at newly-weds will soon be bannedin Venice as the city stepsup its fight against pigeonssoiling its squares andchipping away at monu-ments.

Another measure in thepipeline is a ban on thesale of grain to feed thepigeons in St Mark’sSquare, the only place inthe city where it is stillallowed. But the 18licenced sellers do notwant to go and animalrights activists have alsoexpressed concern.

“The square is not a hen-house and you can’t havepigeon’s droppings allover the place,” Agostinisaid. “The square iswashed and cleaned upweekly but it’s notenough.” Droppings areonly part of the problem.

Saudi Arabia says signs $8.84bUK Eurofighter deal

RIYADH, 18 Sept—SaudiArabia said on Monday ithad signed an agreementwith the British Govern-ment to buy 72 EurofighterTyphoon jets from BAESystems for 4.43 billionpounds (8.84 billion USdollars).

“A contract was signedbetween the two govern-ments to buy the plane onTuesday, Shaaban 29 (11

September) at a cost of4,430 million poundssterling,” a statement onofficial news agency SPAsaid, attributed to a De-fence Ministry official.

A deal including the jetsas well as weapons andlong-term maintenance ofthe aircraft is expected toraise its value to 20 billionpounds, analysts say.

Saudi Arabia will pay

the same price per jet asthose sold to Britain, thestatement said.

It cited a preliminaryagreement in December2005 in which Britainpledged to transfer techno-logy and investment to theSaudi defence industry, aswell as to train Saudipilots. It gave no moredetails.

BEIJING, 19 Sept— Lightning strikes have claimed659 lives in China, said head of China MeteorologicalAdministration (CMA) Zheng Guoguang at aconference here Tuesday.

According to the CMA, lightning had claimed 403lives by 27 July and killed 109 in August. In the first 18days of September, 147 people died of lighteningstrikes. Due to global warming, the number of strongtyphoons is increasing and more areas are vulnerableto the attack to typhoons, he said.

According to the official, China’s temperatureaveraged 21.6 degrees Celsius in August, the secondhighest in years since 1951. The Qinghai Province innorthwest China experienced the hottest summer in56 years.

To fight lightning strikes, the China Association forScience and Technology and the CMA jointly launcheda programme this month to raise people’s awarenesson threats caused by bad weather.

BEIJING, 18 Sept —Brisk exports, stronginvestment and buoyantconsumption will liftChina’s economic growthto 11.2 per cent this year,up from an earlier estimateof 10 per cent, with theinflation rate breaking4 per cent, says an AsianDevelopment Bank(ADB) report releasedhere on Monday.

“The faster thanexpected growth momen-tum built up this year isexpected to carry into2008,” said Zhuang Jian,senior economist ofADB’s China ResidentMission, at a news con-ference.

The new ADB reportalso forecasts that China’sGDP growth in 2008 willreach 10.8 per cent,revising from the 9.8 percent in an ADB reportpublished in March.

Zhuang said China’seconomy grew at a faster-than-expected 11.5 percent in the first half of2007, which is the highestrate since 1994.

According to Zhuang,China’s fast economicgrowth was led byindustry, especially insuch sectors as steel,electricity, chemicals, andoil processing.

Strong profitability,buoyant sales and still-low

lending rates also droveinvestment during theperiod.

The ADB report saidinvestment administeredby local governmentsgrew by 28.1 per cent inthe first six months, nearlydoubling the equivalentcentral government rate.

China’s inflationbarometer—the Con-sumer Price Index (CPI)is estimated to hit 4.2 percent this year and 3.8 percent in 2008 as againstthe previous forecasts of1.8 per cent and 2.2per cent respectively,according to the ADBreport.

World Vision sendsaids to quake-hit

Bengkulu, Indonesia JAKARTA, 19 Sept — World Vision Indonesia has

sent 2,000 packages of non-food relief aid to quake-hitBengkulu Province in Sumatra Island, the manager ofthe organization Jimmy Nadapdap said in a Pressrelease here Tuesday.

The manager said that the aid packages includedsarongs, blankets and sleeping mats.

“We expect the goods to arrive in BengkuluTuesday afternoon and we hope to be able to start ourdistribution on Wednesday,” he said.

Fadli Usman, one of the World Vision staffconducting assessments in Bengkulu, said that a numberof villages in the province were among the hardest-hitby the quake last week.

“Some villages here have still not received anysupport yet because they are located so far away fromthe main road,” Fadli said.

The National Development Planning Agency saidon Sunday the number of houses and other propertiesdamaged in Bengkulu and West Sumatra provincesreached over 15,000.

However, reports from the fields were much moresevere. Bengkulu Governor Agusrin M Najamuddinestimated on Sunday that the total number of housesdestroyed or damaged had now reached almost 30,000in Bengkulu alone, according to the organization.

Twenty-three people were killed in a powerfulearthquake of 7.9 Richter Scale last week in BengkuluProvince of Sumatra Island.

Four US soldiers killedin Iraq on Tuesday

BAGHDAD, 19 Sept — Four US soldiers were killedand at least three others injured in an explosion and avehicle accident in Iraq on Tuesday, the US militarysaid.

According to the latest statement of the military,three American soldiers were killed and three moreinjured in an explosion in Iraq’s Diyala Provincenortheast of Baghdad on Tuesday.

The incident occurred when the Task ForceLightning soldiers triggered an explosion near theirpatrol, the military said in the statement, withoutgiving details on the type of explosion.

Diyala Province, which stretches from the easternedges of Baghdad to the Iranian border, has long beenthe hotbed of insurgency and sectarian violence sincethe US-led invasion in 2003.

Meanwhile, another Task Force Lightning soldieralso died Tuesday in a vehicle accident in the northernNinevah Province, according to the military.

New FMD cases suspectedin south England

LONDON, 19 Sept — All the sheep on a farm insouthern England will be slaughtered after blood testssuggested they had contracted foot and mouth disease,the British Agriculture Ministry said on Monday.

The sheep are on a farm inside the protection zonewest of London set up last week when a new outbreakof the disease was discovered and hundreds of pigs andcattle were culled.

“Initial blood tests on clinically healthy sheep ona farm within the Protection Zone suggest exposure toFMD (foot and mouth disease),” the Department forEnvironment, Food and Rural Affairs said in a statementon its website.

“These animals were identified as part of thesurveillance work that is being carried out in the area.All animals on the premises are being slaughtered onsuspicion. Further laboratory tests are ongoing,” itsaid.

Cuban scientists find 18-20million-year-old fossils

HAVANA, 17 Sept— Cuban scientists have found aseries of fossils they believe to be between 18 and 20million years old in the central Cuban province ofSancti Spiritus, the island’s Caving Society said onMonday.

The fossils are the remains of dugongs and giantcrocodiles that lived in the area in the Miocene period,the fourth era of the Tertiary age, which began 23million years ago and ended 5 million years ago, itsaid.

The fossils were found in a cave close to the banksof the Cayajana River, 350 km east of Havana. Thescientists made the find 30 meters below the slopeeroded by the river, considered a highly valuable areaby scientists seeking fossils.

The Caribbean’s oldest fossils, including a giantsloth, giant ostriches, a shark and several dugongs,were also found by the same research group in the1970s in Domo Zaza, a paleontological site also inSancti Spiritus province. —Internet

WASHINGTON, 18 Sept—A study released Tuesdayin the September issue ofthe Journal of Perio-dontology found thatsmokers had less desirablelong term results follow-ing periodontal plasticsurgery than non-smokers.

The study followed 10smokers and 10 non-smokers for two years toevaluate the effects ofcigarette smoke on thelong term outcomes of atreatment to help softtissue reattach to the rootsurface of the teeth.

After two years, residualgum recession around thearea which received thesurgery was greater in

smokers as compared tonon-smokers.

Studies have shown thatsmoking can impair thebody’s ability to heal itselfimmediately after surgery.But this most recent studyalso showed that when apatient has periodontalplastic surgery, smokingcan damage the ability ofthat procedure to stayintact over a long periodof time.

“People who smoke andhave had some sort ofperiodontal plastic surgeryshould be aware of thenegative side effects ofsmoking. It can be costlyto have to repeat a surgerybecause the desirable

outcomes might have beenundone by smoking," saidPreston Miller, Presidentof the American Academyof Periodontology.

“Therefore, it is impor-tant patients and doctorsagree to a smoking ces-sation program prior toany periodontal surgery.This will help a patient'schance of achievingoptimal results,” saidMiller.

An international team of astronomers hasdiscovered that Neptune’s south pole is muchhotter than the rest of the planet.—INTERNET

WASHINGTON, 18 Sept—An international team ofastronomers has discovered that Neptune’s south poleis much hotter than the rest of the planet, NASA’s jetpropulsion laboratory (JPL) reported Tuesday.

“The temperatures of south pole are so high thatmethane gas, which should be frozen out in the upperpart of Neptune’s atmosphere, the stratosphere, canleak out through this region,” said Glenn Orton ofNASA’s JPL.

Orton is lead author of a paper appearing in the Sept.18 issue of the journal Astronomy and Astrophysics.

These findings were made using the Very LargeTelescope, located in Chile, operated by the EuropeanOrganization for Astronomical Research in theSouthern Hemisphere (known as ESO).

In the paper, Orton and his colleagues report that thetemperature at Neptune’s south pole is hotter thananywhere else on the planet by about 10 Celsiusdegrees. The average temperature on Neptune is aboutminus 200 Celsius degrees.

Neptune, the farthest known planet of our solarsystem, is located about 30 times farther away from thesun than the Earth is. Only about one thousandth of thesunlight received by our planet reaches Neptune. Yet,the small amount of sunlight Neptune does receivesignificantly affects the planet’s atmosphere.

The astronomers found that these temperaturevariations are consistent with seasonal changes. ANeptunian year lasts about 165Earth years. It has beensummer in the south pole of Neptune for about 40 yearsnow, and they predict that as winter turns to summer atthe north pole, an abundance of methane would leakout of a warm north pole in about 80 years.—Internet

WASHINGTON, 18 Sept—NASA AdministratorMichael Griffin kicked off a lecture series honouringthe agency’s 50th anniversary with an address Mondaydescribing the critical role that space exploration playsin the global economy.

The emerging “space economy” was estimated at180 billion US dollars in 2005, according to the latestreport by the US Space Foundation. Over 60 per centof that figure came from commercial goods andservices.

School funds being spent inefficiently inrich nations

LONDON, 19 Sept — Rich nations are spending far more on education than they did 12 years ago, butinefficient use of resources is hampering efforts to improve standards, the OECD said on Tuesday.

In its annual“Education at a Glance”survey, the Organization forEconomic Cooperation andDevelopment (OECD)found that, by spendingcurrent resources moreefficiently, learning levelscould be raised by 22 percent.

“Countries arecollectively spending morethan they have ever doneon education... But theresults gained from thatinvestment are far from

maximized,” said theOECD, which represents30 indus-trialized countries.

The Paris-basedorganization reported thatjust 55 per cent of fundingprovided by the USGovernment for schoolswent to pay teachers, wellbelow OECD levels ofmore than 63 per cent.

Financing theexpansion of highereducation would be an issuefor many countries in thefuture, it said. Spending per

pupil had already begun todecline in some.

“Innovative financingand student support policiesthat mobilize extra publicand private funding will bepart of the answer and manycountries are movingsuccessfully in thisdirection...,” it said.

Between 1995 and2004, spending on edu-cation had increased by 42per cent on average inOECD countries as morepeople than ever completed

secondary and universityeducation, the OECD said.

However, it said theincrease in educationspending in that period hadfallen behind growth innational income.

The report also founduniversity graduates earnedmore money and found jobsmore easily than peoplewho did not have degreesand these advantages havegrown over recent years inmany countries.

They seized 107.4343 kilos of

opium in 43 cases, 0.5649 kilo of heroin

in 50 cases, 4.2 kilos of brown heroin,

1.3748 kilos of opium oil in 12 cases,

1.3346 kilos of low-grade opium in six

cases, 3.5417 kilos of marijuana in 11

cases, 114,218 stimulants tablets in 30

cases, 1.5874 kilos of opium speciosa in

six cases, 0.2515 kilo of stimulant pow-

der, 70.0075 kilos of ephedrine in one

case, 64.8 kilos of sudoephedrine in one

case, 432 liters of chemical liquid in one

case, four cases in failure to register and

two other cases.

Action was taking against 262

persons— 212 men and 50 women in

167 cases in August 2007.
