For illustration purposes we have phased the work into the following sections: Enabling Phase, Phase 1 – Part Demolition of existing school and construction of the new Academy, service yard and road. Phase 2, 2A & 2B - Demolishing the remainder of the existing school, constructing new footpaths, Staff and leisure users car parks, landscaping and all weather pitches. The following section will demonstrate our approach to the construction of the project and provide an understanding of what will be happening at the various phases of the project and giving clear details on how the site is accessed by all users of the site (Students, Teaching and administration staff, Leisure users, Construction traffic and operatives and services vehicles to new academy) during the various phases. PROGRAMME AND CONSTRUCTION SEQUENCE Enabling Phase As an overview to this phase we will be installing 5 temporary prefabricated teaching units next to block 1A and carrying out refurbishment of some existing classrooms. To ensure there is no impact on the students playing area been used to locate the temporary accommodation, in advance of these works the tennis courts at top end of the site will be refurbished. Once temporary teaching accommodation is installed and commissioned, then a carefully managed decant will take place, moving the equipment from the existing classrooms along east wing and central part of the existing main building into the new temporary classrooms, refer to Enabling phase sketch below . Phase 1 – construction of new Hastings Academy Once the decant has taken place we will then erect site fencing to create clear construction zone. This then allows us to undertake asbestos survey and removal in the empty classrooms and circulation areas, services diversion; both within the existing school and through the new academy construction site, demolition and remove arisings. Once all these works have taken place it will then be possible to commence the construction works of the new academy.

Construction Method Statement

PROGRAMME AND CONSTRUCTION SEQUENCE

Enabling Phase

1. 360 Degree mechanical excavators will be used to reduce site levels in preparation for the construction of the pad foundation and ground beams.

2. 360 Degree mechanical excavators will load excavated material into on site articulated dump trucks and deposit the spoil, to form the landscape mounds located on the southern boundary of the site. Muck away lorries will dispose of any excavated materials that are surplus to requirements.

3. 360 Degree mechanical excavators will carry out the excavations to form the pad foundations and ground beams, closely followed by the additional in situ concrete works to form the sub-structures. Foundations can either be pumped or placed using direct fill technique, using the forklift or direct from the ready-mix concrete trucks.

4. The tower cranes are to be erected prior to the commencement of the reinforced concrete frame, during a weekend/holiday period. This is so that there is no disruption to the school and so as to carry out the lifting operations in a safe manner.

5. The ground floor slab will be cast onto a prepared formation level. A concrete pump will be employed to place the concrete in the ground floor slab. The slab will be used for the foundation of the false work for the construction of the 1st floor.

6. The construction of the 1st floor will be assisted by the tower crane and by the use of mobile concrete pumps to place the concrete.

7. Tracked excavators will spread and make up ground levels, ready for the commencement of the brick and block work. The external scaffold will be founded upon this formation.

8. The superstructure is predominantly of in-situ reinforced concrete. Once well advanced roof works can commence in parallel to external elevations of masonry and cladding.

9. Masonry construction to both the external (where applicable) and internal walls, including mortar, is to be distributed using the telehandler forklift and the tower crane. Scaffolding will be erected to follow the progress of the masonry. Loading platforms, attached to the scaffolding, will assist with landing and distribution of materials.

10. A detailed programme and method statement for the mechanical and electrical services, including testing and commissioning, will be provided by the services sub-contractor when full details are known and after appointment.

11. Generally, finishes and stages of work will follow the sequence as set out on the programme and when full details are known.

12. Fire points will be located in the external compound and at strategic points internally within the working area as necessary. Escape routes are to be set up and indicated.

13. Once the academy is handed over the existing school will be vacated, FF&E removed.

Kier have programmed to decant the existing school into the new academy during late October/early November 2012. The decant will take two weeks and will leave the existing school empty and ready for demolition.

Phase 2 , 2A and 2B comes into effect once the Academy is complete and handed over –

With the existing old school vacated, FF&E removed, decommissioned and the asbestos notices issued, following an Asbestos Survey required for demolition purposes in the summer holiday of 2012. Kier will commence the demolition of the existing buildings (Art Block, West Wing to existing main school and Block 1A the dining and laboratories) and the removal of the temporary teaching facilities.

The works will be constructed from South to North. Priority will be the construction of the new proposed footpaths which will provide DDA compliant access to the new academy and the new staff carpark and roads.

Material from the old school buildings will be crushed to form the sub-base for the all weather pitch, car-park and roads, and excess materials carried off site if required.

Access to the Academy will be maintained at all times, so that the Academy can operate efficiently see detailed access phasing below.

Once the all weather pitches and external terraces, roads and car park are constructed, the soft landscaping can progress to the full completion of the works.

SITE ACCESS STATEGY

Enabling Phase – set up 5 temporary teaching accommodation units to rear of block A. On completion of units and refurbishment of existing classrooms, decant the existing school (bubbled below) which will need to be demolished to allow construction of new academy, into new temporary teaching accommodation.

Phase 1 - Demolition and site setup – Site offices will be set up in the existing language block. Once the zoned off part of the existing school (Main Hall, and East Wing) has been decommissioned, asbestos removed it will then be demolished to create space for building ‘The Hastings Academy’. It is important to note that our proposals include for completely segregated access points between the existing school and the construction works represented by yellow hoarding on picture below. We believe this is a vital element in reducing the safety concerns and risks towards pupils and staff. Access into site is totally segregated from the student, leisure users and staff accessing the existing school as shown below.

Phase 1 – constructing The Hasting Academy – main structure and cladding. This will involve erection and subsequent dismantle of tower cranes. During this phase various plant will be utilised including excavators, concrete pumps, dumper trucks and forklift trucks.

Once the main structure is complete and tower cranes removed, internal works will be progressing at pace including partitions, services installation, carpentry, fit out and decorations.

All allowing the opening of the new academy such that the remaining existing buildings can be ‘decanted’ and demolished.

Our delivery strategy - the times of deliveries and how we will deal with a number of deliveries around the same time with our lorry holding area on the hard play area behind the gym/hall. We will inform our suppliers and subcontractors at the earliest stage possible of the delivery route to The Hastings Academy site. This information then becomes an integral part of their order. We then expect our suppliers and subcontractors to forward us, their detailed risk assessments and method statements on how they would carry out their works on the new academy and an important part of this assessment is how and when they will deal with their deliveries. This assessment will be carried out for all phases of the project.

In most instances we will ensure that the delivery drivers are calling ahead to a dedicated mobile number held by our gate man set up in a small hut at the site entrance off Rye Road to make sure that they can undertake their delivery as planned.

Phase 2 – This will incorporate the works that requires completing when the main academy building has been handed over and occupied by the staff and students.

The new academy will be handed over in school holiday period. This will allow the decanting of teaching materials from the existing school into the new Academy. During the holiday period we will also encapsulate Block 1A the existing science laboratories and dining area the main east wing and art block as detailed in Phase 2 sketch below.

On return from the holiday recess we will have set up new access routes for Students, Staff and Freedom leisure users to enter their new academy and refurbished sports complex. The new route is set up as detailed in Phase 2 sketch below, once again showing complete segregation from construction traffic. At this stage the new service yard and road will be handed over to allow easy access for the service vehicles delivering to the new academy.

Phase 2 works will involve the removing of the temporary accommodation, de-commissioning existing services in the existing buildings, undertaking an asbestos survey and removing asbestos, and then demolishing the existing buildings. Once complete we will then construct the new footpaths and staff car park. Ensuring that these works are carried out as priority, which in turn will allows us to swap the students and teacher access and egress from their old existing route to the new proposed routes. Once this swap over has taken place we can then ensure construction traffic access and egress the remainder of the building site through the old existing school entrance. This swap once again ensures that the construction traffic, students and staff are totally segregated as detailed in phasing sketches 2A and 2B

Phase 2A – Works will continue moving south to north across the site. This will involve completing the demolition of the art block and remainder of the east wing. Landscaping between the new academy and the existing sports centre can be constructed along with the new roads and staff and leisure car park facilities.

Phase 2B – At the commencement of this phase we will have handed over 50% of the car park and landscaping almost complete. In this phase we will complete the all weather pitch and the remainder of the car park and finish any landscaping local to these areas. In this phase access for Students, Staff and freedom leisure users will be via the proposed permanent routes. Construction traffic will be accessing the construction site via the old school main entrance ensuring complete segregation for safety of all personnel working on site.
