Headwaters Trails Alliance (HTA) is a non-profit organization dedicated to the advocacy of trails in Grand County. Our mission is to identify, maintain and expand an accessible, interconnecting trail system for appropriate multi-user groups. Our goals include collaborating on local, state and national levels to bring funding and other resources to Grand County for the benefit our local trail system.

HTA is composed of an 11-member Board of Directors who are all aware of and approve the submission of this grant proposal for the Trail Smart Sizing (TSS) project on USFS land. The TSS project is a multi-year trail improvement project that strives to not only increase trail sustainability, but seeks to protect wildlife habitat and migration corridors, sensitive riparian environments and watersheds. Annually, the Board and the USFS prioritize TSS projects for implementation the following year through consideration of wildlife impact and displacement, resource damage, recreational impact and usage, and available funding. This grant request will cover the 2020 and 2021 field seasons and will significantly expedite bringing the first phase of this project to a close. After the trail improvement projects, HTA will then move onto assisting the USFS to plan and develop appropriate trailheads in the area.

Meara McQuain has been HTA’s Executive Director for five years and is responsible for the organization’s funding, including grant submissions. She has full Board approval to submit this funding request to Colorado Parks and Wildlife for the TSS project. HTA is committed to ensuring that the TSS project is completed in a timely and fiscally responsible manner.

Vasquez Creek Bridge: This bridge will help connect the Vasquez and Leland Creek Trail Systems. USFS and HTA have identified location for bridge installation.

Pinball Ridge Trail: (Right and below) Extension and reroute of unsustainable, steep and braided social trail to connect two trail systems. Rocks and rock gardens abound in this area for alternate, technical features and routes in stacked loop system. This will be an advanced trail.

The Fraser Valley Metropolitan Recreation District (FVMRD) strongly supports the Headwaters Trails Alliance's (HTA) grant application for the Trail Smart Sizing (TSS) project near Fraser and Winter Park in Grand County, Colorado. The project was designed to be completed in phases by working with partners on both implementation and project funding. The project is expected to cost upwards of $1,500,000 and next year will be the fourth year of implementation.

The TSS project stems from years of collaboration between the HTA, the United States Forest Services (USFS) Sulphur Ranger District (SRD) and input from multiple stakeholder groups including Colorado Parks and Wildlife, Grand County Wilderness Group and the Grand Mountain Bike Alliance. The SRD evaluated this input and the various desires that the groups presented to create a project that improved the trail system in the Winter Park and Fraser area. Project goals include avoiding impacts to wildlife, addressing watershed concerns and limiting bicycle use to a designated system of routes.

This project will connect existing trail networks in the Winter Park and Fraser areas by constructing new trails and rerouting existing trails to create a loop system with varying difficulty levels close to communities for mountain biking, hiking and other trail uses. The project includes new trail construction, trail reroutes, trail width reductions, trail bridge construction, trailhead enhancement, and closing and decommissioning system and non-system trails.

We hope that you will look favorably upon HTA’s request for 2020-21 as the work they have accomplished the last several years has been beneficial to the community and environment. We feel that with leveraged funding our growing community can continue to provide excellent trails for our citizens and guests for years to come.

This letter is to support the Headwaters Trails Alliance’s grant application for funding of the Trail Smart Sizing project for the 2020-21 field seasons.

Grand Mountain Bike Alliance (GMBA) is the non-profit advocacy mountain bike organization in the Winter Park/Fraser and Grand County area. GMBA was formed in 2011 in order to help address the lack of a current trails plan for the Winter Park/Fraser area and Grand County. GMBA is also an International Mountain Bike Association Charter.

The Winter Park/Fraser area is dependent upon tourism and that tourism is based upon outdoor recreation. There is virtually no industry in the area.

The Trail Smart Sizing project that was approved in 2017 by the USFS and is the first trails plan for the Grand County area. This plan will greatly improve the recreational opportunities for all user groups by developing new trails, aligning existing trails to create a better trail experience and improving existing trails to better meet the user needs. In addition, there are many other facets of the plan that address recreation, biology, wildlife and a wide range of different user groups. The Trail Smart Sizing project will create trails that currently fill a void for trail users. In regards to mountain bike trails, 65% of the trails in the Sulphur Ranger District and Grand County are closed to mountain bikes. Prior to the start of developing this plan in 2011 there was virtually zero trail construction done on public land in the Winter Park/Fraser area. This led to user-created trails to address the lack of a recreational or management plan for the area. The Trail Smart Sizing project will virtually eliminate user created trails due to lack of recreational trail opportunities.

The Trail Smart Sizing project also merges well with the trails and recreational infrastructure built by the Town of Winter Park which seamlessly connects to USFS trails and land. The

eventual goal is to have a trail system for the Grand County area that connects trails and trail "subsystems" as well as the communities. This is the first step in reaching that goal.

The Winter Park Chamber of Commerce markets its self as Mountain Bike Capital USA. Mountain Biking is a key market segment that the Winter Park Chamber of Commerce has identified as a key component in the recreational use of the area.

Mountain bikers and other user groups form a large volunteer base in the area. The majority of downed trees on trails are cleared by volunteers. In addition, there is a strong base of trails adopted through the local adopt a trail program.

In closing, thank you for considering this grant application. Completing the Trails Smart Sizing project will have a tremendous positive impact on Winter Park/Fraser and Grand County, not only for recreational users, but as a positive benefit for the entire ecosystem.
