CONSTITUTION
The Association of Scouts Mbevoni Independant of
Komoren - ASMIK COMOROS

Preamble
The education of youth is a task that falls to parents and the
public authorities.
Winning Scout principles and methods, as edited by Lord
BADEN POWELL, founder of the Scout Movement, the
Association of Scouts Mbevoni Independant of Komoren
- ASMIK COMOROS is the enhancement of young people
by developing their potential of their ideas and actions. She
founded the strength of its action on the moral and citizenship.
THERE. ASMIK COMOROS channels commitments and
adherence of girls and boys to the high ideals that summarize
the current bet. It works for the training of young people by
making them sociable and practices and fostering their sense
of responsibility and community.
Title I: Constitution
Art 1: The Association of Scouts Mbevoni Independant of
Komoren (ASMIK COMOROS) is an organization
independent and private, it is open to all.
Title II: Headquarters
Art 2: The headquarters of ASMIK COMOROS is Comoros.
In the cities below: Ntsoudjini Itsandra and Sambambodoni
Itsandra (Grand Comoros)
Title III: Goals
Art 3: The goals of ASMIK COMOROS are to contribute
and help its members develop their physical, intellectual and
social potential according to the principles and methods of
Scouting.
Namely:
• Spirit of promise
• The Scout Law
Establish links between its member organizations called "the
Association of Scouts Mbevoni Independant of Komoren –
ASMIK COMOROS".
To encourage the creation of a ASMIK COMOROS in any
country where it does not exist; to actively support affiliated
movements in ASMIK COMOROS; to work for the
education of citizens, making them sociable and practices and
fostering their sense of responsibility and community.
Title IV: Composition ASMIK COMOROS
Art 4: ASMIK COMOROS may consist of either one, or
several associations. If it consists of more than one
association, the components associations should form a
federation or a similar grouping, which will be recognized as
ASMIK COMOROS; after verification criteria and
conditions set forth above; it is up to each federation or
equivalent to ensure that all the associations that make up the
meet the requirements of the statutes of the ASMIK
COMOROS
Title V: Affiliation
Art 5: Become a member
May become a member of ASMIK COMOROS all scouts
who meet the criteria and conditions required.
a) Adopt and remain faithful to the principles, goals of
ASMIKCOMOROS as set out in these statutes;
b) Be open to all movements without distinction of race,
sex, national or religion;
c) A simple and effective organizational structure;
d) Provide proof of its activities at national level on a
minimum of two years;
e) Maintain an apolitical;
f) Using its funds and assets for the implementation of the
goals of ASMIK COMOROS
g) To pay regularly the annual fee, set by the World
Committee;
h) Have statutes approved by the World Committee,
which must also approve any amendments subsequently made
to them;
i) Submit an annual report to the World Bureau.
Art 6: Suspension, cancellation and resignation
1. Suspension and cancellation of membership
The World Council may suspend a member of the quality of
any ASMIK COMOROS which, in his opinion, no longer
meets the criteria and conditions required for membership. If
the World Council maintains the suspension, the World
Committee at its next meeting, hears the report of the World
Council and invites ASMIK COMOROS suspended to
submit written comments or orally. The World Committee has
full power to decide what action to take. Any decision to
cancel the membership of an organization is taken by a
majority of 2/3 of the votes cast by secret ballot.
2. Resignation
The ASMIK COMOROS may resign by giving written
notice COMOROS the global secretariat. The resignation
takes effect on December 1 of the year following that in which
the communication has been issued, provided that ASMIK
COMOROS has fulfilled all the obligations of membership,
including financial obligations. The resignation will be
brought to the attention of the World Committee.
3. Consequences of loss of affiliation
The ASMIK COMOROS who for any reason whatsoever
ceased to be a member, will not be entitled to benefits and
services of ASMIK COMOROS; to be recognized as a
member by the other NSOs in the world.
Art 7: Articles
• An NSO by Country
In principle, one NSO per country may be recognized as a
member of the ASMIK COMOROS. However, if for any
reason a variety, it is possible to create two NSOs
(questionable conditions with the World Bureau).
• Delivery of articles once created and declared NSO, it must
send a copy of the statutes at the World Bureau.
• Responsibilities and rights of holders Members
Responsibilities and rights of members are:
a) Maintain the criteria and conditions required for
membership set out in paragraph 3 of this section;
b) To take part in the meetings of the World Council
c) Contribute to the development of policy ASMIK
COMOROS
d) Appoint and elect candidates to the World Council
e) Participate in meetings, seminars, conferences and other
events of ASMIK COMOROS;
f) Use the services of the World Bureau
g) To receive publications and documents published by the
World Bureau;
h) Supporting specific calls for projects, services etc. (Run by
the World Council and the World Bureau)
i) As a candidate to host the meetings or conferences ASMIK
COMOROS.
4. Rights and Responsibilities
Associate members of ASMIK COMOROS have the same
rights and responsibilities as the World Council. Also while
participating in international meetings and conferences, they
have no right to vote in the following materials: recognition of
a National Organization of Scout Fellowships
5. Change of structure
Any change that occurs on the structure of an NSO must be
signed directly with the World Bureau.
The ratification of this decision is submitted to the Global
Committee.
Title VI: Organization of ASMIK COMOROS
1. Structures
The structures of the ASMIK COMOROS include:
a) The World Committee, governing body
b) The World Council, the executive body of ASMIK
COMOROS
c) The World Bureau, Secretariat of the ASMIK COMOROS
d) The Regions and subregions
2. Official Languages
The official languages of the ASMIK COMOROS are:
• French
• English
Art 7: LAW
The ASMIK COMOROS offers their members a moral law
which derives a lifestyle. This law was formulated differently,
depending on the age group to which it is addressed. Officials
ensure her to live, not to make it known and state by members.
Four values are embodied in the characters of the wonderful
Beavers:
Grigri for benevolence toward others
Papaya for listening
Tilali for Cooperation
Mistigri Environment
"The Cub Scout gives joy to others, draws its strength from
the clan and goes to the end of the chase."

SPIRIT SCOUT result of the free will to live joyfully in
accordance with the Act.
2.1. Personal Commitment
The Association of Scouts Mbevoni Independant of
Komoren - ASMIK COMOROS ask their members a
personal commitment to strive for in the Act. This is the
promise that Beaver, Cub, Elder Road or say when he
understood and lived with maturity characteristic of his age,
most of Scouting own principles.
The proposed texts embody the decidedly open character of
the Movement.

example of Grigri of Papaya, Tilali or Mistigri.

2.2. Currency branch
Beaver Colony "sharing, sharing, sharing."

Troop Scouts "Always ready (e)."
Pioneers Relay "Always further."
Clan of Rovers "serve."
3.3. Sections
The Unit is ideally consists of several sections which are:
- The Beaver Colony, for children 5 to 8 years;
- The Pack Cub, for children 8 to 12 years;
- Troop Scouts for young people 12 to 15 years and the
Pioneers Relay for young de 15 to 18 years
- The Clan of Rovers for young people from 17 years (or 18
years, if there is a relay).
Art 8: The World Committee
1. Composition
The World Committee is composed of:
• In more than four delegates from each NSO
• In more than four delegates elected from the Samaritans
• Of all the members of the World Bureau;
• Of all the members of the World Council.
2. Quorum
The quorum for a meeting of the World Committee is half plus
one partner Member of ASMIK COMOROS.
3. Duties
World Committee functions are:
• Review the goals of ASMIK COMOROS and to advance
worldwide;
• Formulate policy ASMIK COMOROS
• Decide on applications for affiliation and the event of
cancellation;
• To elect the members of the World Committee
• Review and vote reports and proposals presented by the
World Council
• Review and vote on proposals submitted by the NSO;
• Review and vote on proposed amendments to this
Constitution and their laws;
• Perform any other functions from hereof;
• Appoint the Statutory Auditors of ASMIK COMOROS
• Review the general financial policy and plans proposed to
bring together and manage the ASMIK COMOROS funds
for the next four years, the amounts of annual fees applicable
to NSOs.
• Select the country most able to receive the next World
Conference on the basis of invitations received;
• Review and decide on any proposal to dissolve the ASMIK
COMOROS, and decide the destination.
Art 9: The World Council
1. Role
The World Council is the executive body of ASMIK
COMOROS. Its members are in charge of the interests of
the entire ASMIK COMOROS and do not consider, nor are
they considered as representatives of some NSOs or some
parts whatsoever.
2.Fonctions
World Council functions are:
a) To act on behalf of the World Committee in the interval
between meetings and implementing its decisions,
recommendations and policies;
b) Represent the ASMIK COMOROS in international and
national events
c) Promote ASMIK COMOROS worldwide through visits,
correspondence, training activities and other appropriate
activities;
d) advise and assist NSO in the application of the principles,
goals and objectives of ASMIK COMOROS
e) To recommend the admission of a scout movement
demanding the membership, after checking that it meets the
necessary criteria and conditions;
f) Temporarily suspend the affiliation of a NSO until the next
World Committee
g) To prepare the agenda and the World Committee meeting
agenda
h) appoint the Secretary General of ASMIK COMOROS and
appoint the staff of the World Bureau recommendation
thereof;
i) Supervise the management of the World Bureau
j) Appoint, if necessary, in charge of missions; their mandate
will initially be limited to a maximum of three years with the
possibility of an extension to a later period of three years;
k) Encourage the collection of funds in excess of the annual
dues paid by the NSO;
l) Submit to the World Council review the accounts and
budgets and a proposal on the amount of the annual fee;
m) To grant the postponement or adjournment of overdue
annual dues;
n) Submit reports and proposals to the Global Committee;
o) Creating regions, promote establishment of regional
committees according to our requirements and maintain close
contact with them; propose to the World Committee
reorganization of Regions and Sub-regions if necessary or at
the request of the NSO.
p) To grant consultative status to organizations that can help
ASMIK COMOROS following the decisions eventually the
World Board.
q) To exercise other functions resulting from this Constitution.
3. Composition
The World Council comprises the following members:
a) the members entitled to vote:
- Eight members elected by secret ballot by the World
Committee from a list of candidates present, we can not elect a
member who is on his NSO.
b) Members not entitled to vote:
- The Secretary General of the ASMIK COMOROS or his
representative, in ex officio quality of the World Committee
and its subcommittees;
- The Treasurer of ASMIK COMOROS membership in the
World Committee ex officio;
- The project managers, if necessary, be appointed as previous
provisions.
4. Meetings
The World Council meets at least twice a year, in time and
place decided by the Board it - yourself.
5. Quorum
The quorum of the World Committee is 2/3 voting
6. Vote
Each member of the World Council referred to in paragraph
3.a) Of this section shall have one vote.
Decisions are taken by a simple majority of votes cast. In case
of a tie vote, the motion was rejected. The possibility of voting
by proxy is not expected.
7. President and Vice - President
At its first meeting after the election of new members, the
World Committee shall elect a Chairman and two Vice-
Presidents; their term of office is four years.
8. Term of office of elected members
The elected members remain in office for ten years. They go
out by rotation, four members
leaving each World Committee, the outgoing members are re-
elected after an interval four.
9. Vacancy
In case of resignation, illness or death of elected members, the
World Committee or Council World convene an emergency
meeting to put the latter instead of the incumbents.
They plan their vacation two months in advance, replacing
members take place until the end of the holidays.
Art 10: The World Bureau
1. Function World Bureau
Global Office functions include:
a) Assist the World Committee, World Council and its
subsidiary bodies in the fulfillment of their duties, preparing
their meetings and providing the services necessary for the
implementation of their decisions;
b) Maintain relationships with NSOs and help in their
development;
c) Promote the development of ASMIK COMOROS in
countries where it does not exist;
d) Consider applications for membership;
e) Support aid applications;
f) To promote the organization of international and regional
events;
g) Liaise with international organizations whose activities are
related to those of ASMIK COMOROS;
h) Maintain links partnerships in the world.
2. Composition
The Global Office includes: the General Secretariat and other
elected members.
3. Functions of the General Secretariat
The functions of the General Secretariat are:
- Directing the work of the World Bureau
- Treat all personnel matters of the World Bureau, within the
budget approved by the World Committee; wherever possible,
staff are recruited on an international basis, as recommended
by the Secretary-General and appointed by the World Council;
- Maintain through visits and correspondence, the necessaries
relations to promote and safeguard the interests of ASMIK
COMOROS;
- Perform such other functions resulting from this Constitution
and such other duties as the World Council delegates to it.
Art 11: Cash
1. Functions
The functions of cash are:
• Maintain the accounts of the ASMIK COMOROS and
ensure its conformity with the budget;
• Disbursing all funds ASMIK COMOROS, in agreement
with the budget approved by the World Council
• Submit an annual Global Council a report verified by the
auditors for approval;
• Cooperate with the auditors in the performance of their
duties;
• Fulfilling its statutory mission in regard to the law of the
country in which the World Bureau is located (in relation to
the nature of the ASMIK COMOROS as an Association
international non-profit) and any other formality required by
the law of this country, including any tax return;
• Act as advisor to the World Board, the World Bureau and
cooperate with them in budget preparation, indexing and any
adjustment of contributions, development funds management
and other objects about finances.
2. Appointment and Term
The Treasurer is appointed by the World Council, and
appoints his team will present a month after the World Board
and validated by the World Committee
Art 12: Regions and Sub-regions
- NSOs are grouped into geographic areas called regions.
OSN adjacent to the two regions may opt to be part of a single
right after consultation with the World Council.
- A region may decide to adopt its own laws, the regional
statutes and any amendments relating thereto must be
approved by the World Council before entering into force. In
the case of a conflict between these statutes and those of a
region, it is the present statutes prevail.
- A regional council may be created in a region. It is composed
of members from the region designated by their NSO. The
Board shall elect one of its members as chairman
and inform the World Council.
- The functions of a regional council are:
1. Promote the development of ASMIK COMOROS within
the region and support its programs and activities;
2. Promoting regional meetings;
3. Liaison Office with the World Council, under the guidance
of regions, NSOs and members of the region.
Art 13: Finances
1. The funds come from ASMIK COMOROS:
• The annual contribution of NSOs, at the rate set by the
World Committee
• All donations, subscriptions and bequests;
• Income from investments
2. Management
All funds are managed by the World Council and used to pay
the expenses of the ASMIK COMOROS
accordance with the financial policy and projects approved by
the World Committee. They are the Account of ASMIK
COMOROS and used in accordance with the approved
budget.
3. Adaptation to inflation
An annual fee increase per person is applied on the basis of
the increased cost of living in the country seat of the World
Bureau
4. Certified Report
Each year, a financial report certified by the auditors is
presented by the World Council to all NSOs.
Art 14: Amendments to the Statutes
1. Amendments
These statutes may be amended by the World Committee in a
plenary at the two-thirds majority of votes cast. The proposed
amendments, with the explanatory memorandum, can only be
submitted by members or the World Council. They are
received at the World Bureau at least seven months before the
meeting of the World Conference and communicated to all
NSOs at least six months before the date of the meeting.
2. Under amendments
Any changes to the proposed amendments shall be submitted
with explanatory memorandum, the World Bureau, at least
three months before the meeting of the Committee and
Communicated to all NSOs at least two months before the
meeting.
