It can be cultivated in the wetland and can be har- vested one month earlier than other strains. Hence, large-scale cultivation of the strain is possible in the region. Next, he inspected thriving paddy plantations. While in Maubin Township, Lt-Gen Khin Maung Than viewed cul- tivation tasks. After inspecting con- struction of Maubin- Kyaiklat Road, Lt-Gen Khin Maung Than pro- ceeded to Kyaiklat Hos- pital. He heard reports on common diseases in the region presented by the medical superintendent and officials. At the site of Pyapon Bridge Construction Project, Superintending Engineer U Khin Maung Hse of Special Group-7 of Bridge Construction Project submitted reports on progress of the con- struction task. People’s Desire

As Myanmar is an agricultural country,the agriculture sector is the most importantpart of the production industry. Food securityis the most basic necessity of people and there-fore water supply projects are being imple-mented to irrigate the farmland sufficiently.

So far, a total of 190 major dams, 298river water pumping stations and 999 smalldams have been built. Moreover, artesian wellsare being dug wherever necessary. As a result,the total area of farmland has increased from19.9 million to 29.3 million acres and the sownacreage from 23.8 million to 46.9 million acres.The cultivated acreage for monsoon paddyhas also increased from 11 million to 16.8million acres.

Due to the emergence of dams and riverwater pumping stations, summer paddy andother crops can be cultivated on 3.4 millionacres of farmland in the regions where sum-mer paddy could not be grown in the past. Tohelp boost the production of the agriculturesector, quality strains and agricultural tech-nologies are being provided and steps takenfor fertilizer factories to be able to operate toits full capacity and to build new factories.

Private entrepreneurs are making in-vestment in agriculture and farming tensof thousands of acres of land with the useof machinery. Moreover, majority of farm-ers are also doing the farming by widelyusing power tillers, water pumps and har-vesters.

As more machines can be used in agri-culture, the production of the agriculture sec-tor has become higher. The yield of paddy hasincreased more than twofold, that of beansand pulses elevenfold, that of edible oil cropmore than threefold and that of kitchen cropsmore than fourfold. Therefore, we would liketo urge farmers and entrepreneurs to try toboost agricultural production through mecha-nized farming.

RAMADI (Iraq), 15Nov— Iraqi medicalofficials said at least 30people were killed inviolence overnight in theSunni guerilla strongholdof Ramadi in what localpolice described onTuesday as a US militaryraid.

The US military saidits troops killed 11guerillas using tankrounds in three separateincidents, and said therewere no reports of civiliancasualties.

KATHMANDU, 15 Nov—Four Frenchclimbers have gone missing while tryingto scale an Himalayan mountain peak incentral Nepal, a climbing group and theFrench Foreign Ministry said on Tuesday.

The men had gone to climb the 5,896metres (19,344 feet) Paldor peak northof the capital, Kathmandu, last monthand were due to return on 5 November ,Binayak Shakya, a senior NepalMountaineering Association official toldReuters.

“But nothing has been heard about

them so far,” Shakya said. An aerial search was conducted but

there was no trace of them, he added. In Paris, the French Foreign Ministry

confirmed the men were missing. Theteam, two mountain guides and twoclimbers hoping to become guides, setoff to scale the peak without porters orlocal climbers, it said in a statement.

The agreement came as power suppliers lay thegroundwork for new nuclear plants in the United Statesand overseas, the report said.

CARACAS, 15 Nov— Venezuela's Energy andPetroleum Minister Rafael Ramirez announced onMonday that his country has oil reserves of around87.62 billion barrels.

The Brazilian state-owned oil company Petrobrashad estimated the reserves at 7.6 billion barrels.Petrobras has ended a certification process in Octoberfor the Carabobo 1 in the Orinoco Petroliferous Stripwith its Venezuelan counterpart Petrolos de Venezuela.

The joint venture was part of the 2006-2012 SiembraPetrolera Plan (Petrol Harvest Plan) to develop andcertify crude oil reserves. The two state oil companieswere building a new refinery in the northeastern Brazilstate of Pernambuco to process oil.

The Venezuelan Government estimated thatOrinoco's extra-heavy crude deposits may be as muchas one trillion barrels. Around 230 billion barrels couldbe refined with the right technology, Ramirez said.

The World Diabetes Day for 2006 wascelebrated on November 14. World Diabetes Day isthe primary global campaign for raising publicawareness of diabetes. It aims to inform the publicof the causes, symptoms, complications andtreatment associated with the condition. WorldDiabetes Day serves as an important reminder thatthe incidence and prevalence of diabetes isincreasing all over the world and will continue to doso unless action is taken immediately. Diabetes is anincreasing global health threat. In 2003,IDF(International Diabetes Federation) estimatedthat there were 194 million people with diabetesaround the world. New estimates show that there arenow more than 230 million people with diabetes.This figure is predicted to exceed 350 million within20 years. Approximately 80% of all diabetes will bein low or middle income countries. Diabetes bringssignificant human, social and economics costs andwill continue to do so unless immediate action istaken to curb the current trend.

World Diabetes Day is celebrated every yearon 14 November. The date was chosen as it is thebirthday of Frederick Banting who, along with CharlesBest first conceived the idea which led to the discoveryof insulin on October 21. Insulin is a hormoneproduced from pancreas and it plays an importantrole in the pathogenesis of diabetes mellitus. It is alsoimportant medication for the treatment of diabetesmellitus.

World Diabetes Day was introduced by theInternational Diabetes Federation (IDF) and the WorldHealth Organization (WHO) in 1991 in response toconcern over the escalating incidence of diabetesaround the world. Since then the event has grown inpopularity every year.

Each year World Diabetes day is centered ona unifying idea, a theme which is the special focus ofattention. Topics covered in the past have includeddiabetes and human rights, diabetes and lifestylesand the cost of diabetes. Since 2001 particular attentionhas been paid to diabetes complications. Recent andfuture themes include:

By saying as disadvantaged, it means the personor community who has less access to diabetes care. Themost significant contributor to disadvantaged andvulnerability is economic status. More than 2.5 billionpeople in the world have to survive on less than twodollars a day. A quarter of the poorest people in theworld live in Sub Saharan Africa (World Bank 2000figures).

IDF estimates that the number of people withdiabetes will increase to over 350 million within ageneration (2025). Of this total, 80% will live in lowand medium income countries. In many of thesecountries, there is little or no access to life-savingand disability preventing diabetes treatments. Thegrowing burden of diabetes is going to fall hardeston those who are at the greatest economicdisadvantage.

Quite contrary then widely held misconceptionthat diabetes is a disease of the affluent, it isimpoverished communities that are most vulnerable.

Who are vulnerable By vulnerable, it means that the person,

community or group is for some reason at increasedrisk of diabetes or is a victim of unforeseencircumstances that make their health situationprecarious.

The enormous direct and indirect economicburden that diabetes inflicts push many people andtheir families further into poverty. From a widerperspective diabetes can impact negatively oneconomic growth particularly in developing countries.Without action, the increase in numbers seeking carewill outskirt the global health are resources availableto provide that care.

The campaign focuses on a number of specialinterest groups that include: - The economically disadvantaged - migrant communities - ethnic minorities - he geographically isolated - people with disability - indigenous people and the elderlyMain objectives of the 2006 campaign are:

* To draw attention to communities that aredisadvantaged

* To increase awareness among the internationalassistance community of the need to providegreater funding for non-communicablediseases

* To raise awareness among people with diabetesof the care possibilities available

to them. * To persuade governments to tighten the welfare

It is time for a greater understanding of therelationship between the health of a community andits socio-economic and cultural make-up. It is time todemand that governments ensure that optimal diabetescare reaches everyone.

World Diabetes Day brings together ourmember associations, the World Health Organizationsand its regional offices organization involved indiabetes as diabetes related areas, industry partners,health professionals and individuals with an interestin diabetes from all over the world. Fire damages 10 jail cells inGuatemala

MEXICO CITY, 16 Nov— About 10 jail cells weredamaged in a fire at a newly remodelled Guatemalanprison on Monday, but no one was injured, accordingto reports reaching here.

More than 80 tons of drugshave been seized in Russiaso far this year, a seniordrug control official saidon Tuesday.

"Over 82 tons ofnarcotics were confiscatedin Russia over the past tenmonths," General ViktorCherkesov, head of theFederal Drug ControlService, was quoted by theInterfax news agency assaying.

Large batches of heroinwere confiscated fromRussia's "black market", headded.

"We do not stop. Theconfiscation of narcoticsis one of the most effectiveways to inflict damage onthe drug business," he said.

The Italian Ambassadorwho resided in Thailand hadasked permission from theCambodian Government toopen a honorary consulatein Cambodia in order tomake it easier for Italiantourists and investors toenter the kingdom, said PrakSokhon, deputy secretarygeneral of the Council ofMinisters.

“Cambodia has itsAmbassador to Italy, buthis residence is in Paris,France, while Italy alsohas its Ambassador toCambodia, but his

HANOI, 15 Nov—Asia-Pacific business leaderscalled on Tuesday for anAsia-Pacific free tradearea to counter theproliferation of mini-pactsthat are adding costs andcomplexity to doingbusiness in the region.

The APEC BusinessAdvisory Council(ABAC) also urgedleaders of the 21 Pacificrim economies meeting inHanoi to take strongersteps to curb trade inpirated goods and developbetter plans to deal with

TOKYO, 16 Nov— An8.1 quake was recorded inthe Kurile Islands onWednesday, and atsunami warning issuedfor eastern Hokkaido,Japan’s northernmostisland, NHK publictelevision said.

PAOLA (Malta), 16 Nov — Captain TomasDanilevicius struck twice on Wednesday to inspireLithuania to a 4-1 victory over Malta in a friendlyinternational.

The clash between two teams who came into thismatch on a high after emerging victorious from theirlast Euro 2008 qualifiers went Lithuania's way thanksto their knack to make the most of their scoringchances.

In boy's doubles, Tan Haiyun/Chen Xin from Chinaousted their opponents Yusuke Isobe/Yusuke Seko fromJapan 8-0 to enter the 3rd round. The match was fairlyone-sided that the Chinese pair played aggressively andcontrolled the rhythm of the match completely.

However, the other Chinese pair Lu Hao/Zhang Leilost to Lee Menghua/Lin Daichiao from Taibei 8-9.

OSAKA (Japan), 16 Nov — Olympic championsChina beat the Olympic bronze medallists Cuba 26-24, 25-21, 26-28, 25-20 here on Wednesday to enterthe fifth place play-off of the 2006 Women's Volley-ball World Championships.

Overcoming a slow start in the first two sets, Cubaplayed an impressive counter-attack in the third set.

Cuba made 35 mistakes during the one hour 33minutes match, while China had 17.

CHANGSHA, 16 Nov — Chinese national footballteam were held by Iraq to a 1-1 draw and advance tonext year's Asian Cup finals as Group E runners-uphere at the He Long Sports Centre on Wednesday.

Japan beat Saudi Arabia 3-1in Asian Cup qualifier

SAPPORO (Japan), 16 Nov — Japan beat SaudiArabia 3-1 at home on Wednesday to finish top of theirqualifying group for next year's Asian Cup.

Striker Kazuki Ganaha scored twice as Japanavenged their defeat away to Saudi Arabia in Septem-ber to snatch top spot in Group A on goal difference.

Both sides had already qualified for the 2007 AsianCup finals but Japan outplayed the visitors with prob-ably their best performance since Ivica Osim took overfrom Brazilian Zico.

Defender Tulio gave Japan the lead in the 20thminute, bundling the ball home from close range afterSeiichiro Maki's header had been blocked on the line.

Ganaha added a second nine minutes later beforethe Saudi Arabia pulled one back through an AlQahtani penalty in the 33rd minute.

Ganaha restored Japan's two-goal advantage fromclose range five minutes into the second half to securea deserved win for the Asian Cup holders in front of41,000 at Sapporo Dome.

Nadal recovered from a slow start to keep his MastersCup hopes alive with a 7-6, 6-2 win over his fellowSpaniard Tommy Robredo on Wednesday.

Kyrgyzstan blames US forplane incident

BISHKEK, 16 Nov— Kyrgyzstan, home to a US military airbase, blamedthe United States on Tuesday for violating flight security in a Septemberincident when a Kyrgyz aircraft hit a US military plane.

Erkin Isakov, aDeputy TransportMinister, said agovernment commissionhad concluded it was theUS KC-135’s fault whenthe Kyrgyzstan Airlines,

Russian-made TU-154aircraft smashed into it ontake off on September 26.

“The governmentcommission concludedthere was no fault on ourside, which means the

American side hadseverely violated flightsecurity,” he told Reuterswithout specifying howexactly the US plane mayhave violated flightsecurity.

The US airbase inKyrgyzstan, used foroperations in Afghani-stan, declined tocomment on thecommission’s findings.The airbase is conductingits own investigation intothe matter. During theincident, the Kyrgyzplane with 61 people onboard hit the US planeand then took off brieflybefore returning to landat Manas Airport, Kyrgyzofficials said at the time.

The US plane hadbeen trying to turn off therunway when thecollision took place. Itswing caught fire butfirefighters extinguishedthe blaze. Earlier thisyear, the United Statesand Kyrgyzstan agreedon terms to carry on usingthe airbase after monthsof tense talks.

Briton arrestedafter family found

deadLONDON, 16 Nov —

Police have arrested a 33-year-old man inconnection with the deathsof four members of hisfamily whose bodies werefound in a Newcastlehouse early on Tuesday.

The man, who has notbeen named, was detainedin Gateshead. Earlier,police had launched amurder inquiry after thetwo adults and twochildren were found dead.

Police only describedthe man arrested as a malerelative, without elabor-ating. The names and agesof the victims are not beingreleased at this stage.
