1. Narratives

1.1. Architectural Narrative Demolition of Santa Clara County Main Jail South including removal of the existing Main Jail South building with the exception of the north basement wall. As part of this demolition, the existing loading dock building including the emergency generator equipment room and the connecting stair located at west end of the access alley shall also be removed. The existing basement wall shall be kept in place to protect Main Jail North basement. Existing openings in the basement wall shall be infilled with concrete. Exterior side of the basement wall shall be waterproofed.

Temporary provisions include temporary generators, fuel tanks, temporary loading dock. The access alley connecting the temporary loading dock to the existing kitchen at south west corner of Main Jail North shall be modified to accommodate access into the kitchen. The existing security fence and double gates at east end of access alley shall be kept to maintain the security perimeter. Security and construction fence shall be put in place to separate the access alley from the demolition site.

Site demolition includes the removal of existing concrete planters, trees, vegetation, driveways, stairs, ramps, walkways, signage within the demolition limit. Site demolition also includes the removal of existing above ground fuel tank, existing fuel trench and associate piping, existing underground fuel tank, a portion of existing utility tunnel and west tunnel under the existing loading dock. Other underground utilities currently serving Main Jail South shall be removed or cut and capped per civil, plumbing, electrical and fire protection drawings. Existing utilities serving Main Jail North and other nearby facilities shall be protected and/or shall be modified per civil, electrical, plumbing and fire protection plans.

The Design-Bid-Build contractor shall be responsible for obtaining permits from the AHJ (authority having jurisdictions) and sequencing of work to keep the fire protection system, fire alarm system, plumbing system, mechanical system and electrical system serving Main Jail North in operation during and after demolition.

The temporary generators, temporary loading dock and site improvement at the access alley shall be in place prior to demolition of the existing loading dock and of the existing emergency generators.

1.2. Civil Narrative 1. All sanitary sewer and storm drain lines in the alley between jail south and San Jose Police shall

be protected and remain in operation. 2. Sanitary sewer running from alley to the grinder shall be protected and remain in operation 3. A new PG&E gas service connection point, be constructed in the planter. Gas meter and pressure

reducing devices installed per PG&E requirements. Provide room for the installation of future gas service devices for south jail. Install retaining wall and guard rails on top and bollards at the lower level, construct a chain link fence cage to house the devices and for protection of the devices installed. Obtain a plumbing permit from Santa Clara county building department for this work.

4. Coordinate item 3 above with PG&E 5. Existing underground communication lines from San Jose police department along the back of the

sidewalk along the west of San Pedro street must be protected in place. Pothole, locate and safeguard during construction. If traffic is directed to travel over the cables, it must be steel plated.

6. The existing FDC must be disconnected from the building when demolition started, pipeline to the building disconnected and capped. FDC shall remain in place for fire department connection during demolition and construction if any emergency arises.

7. Remove a portion of the existing 78 diameter tunnel after: a. Remove the cables and wiring in the tunnel when authorized in writing. b. Prepare shoring plans and get approval from Cal OSHA c. Remove pipe to the limits shown on the plans, leaving a clean line of break at the end of

the remaining tunnel. d. Construct barrier wall blocking the remaining part of the tunnel e. Backfill the open trench as per recommendations specified in the geotechnical report-

proposed new main jail south -180 W. Hedding street, San Jose, ca, by AECOM, dated April 9-2018 for Santa Clara county.

f. Restore the surface pavement with ac pavement at the same structural section that exists at the site. Pavement must be modified as required to construct a loading dock

g. The contractor shall maintain continuous vehicular access for the vehicles that intend to park at the east parking lot.

8. Construct temporary loading dock as per plans by modifying the existing conditions. 9. Remove above ground planter pots in the walkway between n. Jail and south jail. 10. Extend the walkway between north and south jail to the n. Jail kitchen by constructing a concrete

walkway to accommodate delivery to the n. Kitchen 11. Relocate the existing 1.5 in sprinkler irrigation water supply and connect to the east parking lot

system. 12. The contractor shall construct a structural wall blocking the ends of the west tunnel as shown on

the plans. After the construction of the wall and waterproofing the wall, the construct shoring and remove the tunnel to the limits shown on the plans.

13. The contractor shall hire the services of a qualified sub-contractor and a hazardous material testing laboratory and remove the existing underground and on the ground fuel tanks.

14. The fuel tanks must be removed and disposed of in a legally approved manner. 15. The surrounding grounds must be tested for possible contamination. If contamination of the

surrounding grounds detected, the contractor must propose the method of cleaning.

16. Remove all fuel handling pipes and appurtenances under the direction of a qualified hazmat expert.

17. The contractor must obtain a permit from the environmental health department of the Santa Clara County and coordinate all of the tanks removing and hazmat Issues.

1.3. Structural Narrative This structural demolition work related to the demolition of the existing Main Jail South Building including footings/piles, the tunnels on the east and the west. The contractor who will perform the demolition work needs to provide necessary shoring/support for maintaining existing building structural integrity including foundation. The following structural items are addressed in the demolition package:

1) Shoring concept of existing walls / Infill walls North end wall of Existing Main Jail South building is to remain during the demolition of existing main jail south building. Since there is no structural connection of the wall to the existing Main Jail North building, shoring needs to be provided for lateral stability of the wall. To provide continuous enclosure of the building, concrete infill walls are to be provided where openings are located. Shoring design and installation shall be provided by the demolition contractor.

2) Tunnel demolition / capping at the end of west tunnel and utility tunnel on the east Existing west tunnel and utility tunnel on the east are subject to partial removal in order to facilitate new Main Jail South building construction. After the partial removal of both tunnels, the end of the removed tunnels needs to be capped with concrete before soil backfill.

3) Stair/slab removal at west end of the alley between Main Jail North and South Buildings Stair/portion of existing slab is removed in order to provide access to the kitchen in the existing Main Jail North Building. Before the removal of concrete slab, the retaining wall located in the west of the alley needs shoring in order to provide stability of the wall. New structural slab at the west of the alley will be placed in order to provide lateral stability of the wall.

1.4. Mechanical Narrative All existing mechanical systems serving Main Jail South shall be removed in their entirety. Existing mechanical systems that cross demolition boundary and serve existing space to remain in Main Jail North shall be reused and rerouted as required. Mechanical systems identified that require rerouting include: Existing exhaust duct serving Pump Room in Main Jail North basement. Existing mechanical systems that cross demolition boundary and serve space to be demolished shall be capped and abandoned in place. Identified mechanical systems are indicated on drawings. Contractor is responsible to field verify all existing HVAC ductworks, piping, equipment and system locations prior to demolition. Air handling systems All existing air handling equipment and all its associated ductwork, including but not limited to valves, piping, control and power wirings, condensate drains shall be removed in its entirety. Hydronic systems All existing mechanical hydronic equipment and all its associated piping, including but not limited to rooftop mounted air cooled chillers, heating hot water boilers, pumps, valves, control and power wiring, shall be removed in its entirety.

1.5. Electrical Narrative All existing electrical systems serving Main Jail South shall be removed in their entirety. Existing electrical systems that cross demolition boundary and serve existing space to remain in Main Jail North shall be reused and rerouted as required. Electrical systems identified that require rerouting include:

• (6) generator feeders serving ATS-1 through ATS-5 and the FirePump controller must be re-fed from a new generator switchboard that will be provided for MJN. • Feeders for ATS-1 and the Fire Pump Controller will be removed in their entirety and re-routed

from the new generator switchboard • Feeders for ATS-2 through ATS-5 shall be cut and capped, intercepted by the new generator

switchboard and re-used to the fullest extent possible • The circuit feeding the grinder located in the MJN admin parking lot must be re-fed from MJN

panels as indicated on the drawings.

Existing electrical systems that cross demolition boundary and serve space to be demolished shall be capped and abandoned in place. Identified electrical systems are indicated on drawings. Contractor is responsible to field verify all existing electrical equipment and system locations prior to demolition. Contractor must coordinate all shut downs of power to MJN equipment with Santa Clara County Jail. All shutdown time must be as minimal as possible to avoid serious interruption of the MJN process. Main Jail North Temporary Provisions: Main Jail North service shall not be interrupted by the demolition and construction of Main Jail South. In order to accomplish this, temporary provisions must be brought in to maintain generator power for the facility while the new generator yard is being constructed. (2) Temporary 2000kW generators will be provided with (4)2300gallon auxiliary fuel tanks to maintain N+1 redundancy and 72-hours of fuel on site. The temporary generator will be connected to the new generator switchboard that will serve MJN. Re-connection: Upon completion of the new MJS generator yard, the temporary generators will be disconnected a new feeder from the new generator yard will be provided to feed the new switchboard in MJN.

1.6. Plumbing Narrative 1.6.1 APPLICABLE CODES AND STANDARDS The design and installation of all drainage and service piping shall adhere to the latest site policies/procedures and shall be in accordance with all prevailing codes, standards and guidelines as listed below. • 2016 California Building Code • 2016 California Fire Code • 2016 California Green Buildings Standards Code • 2016 California Plumbing Code • ADAAG – American Disabilities Accessibility Act – Accessibility Guidelines • ANSI B31.9 - Building Services Piping • ANSI Z358.1 - Emergency Eyewash and Shower Equipment • American Society for Testing and Materials • ASCE – Minimum Design Loads for Buildings and Other Structures – Section 13.6 • Factory Mutual Standards and Engineering Guidelines • NFPA 54 National Fuel Gas Code • NFPA 30 Flammable and Combustible Liquids Code • NFPA 37 Installation and Use of Stationary Combustion Engines and Gas Turbines

1.6.2 PLUMBING SYSTEM FOR DEMOLITION Sanitary Waste and Vent System All existing sanitary waste and vent system in the Main Jail South will be demolished. The main 8” sanitary line, located in the basement of Main Jail North, which is connected to the multiple sanitary waste lines from Main Jail South, will also be demolished up to 5’-0” outside of the building footprint of Main Jail North. This existing 8” sanitary sewer line does not connect to Main Jail North. The existing sewage ejector pump located in the basement of Main Jail North will remain. The existing floor sink in the sewage ejector pump room will be demolished and a new floor sink will be provided and installed in the pump room. The floor sink will be installed in a location that will not be in conflict with the foundation of the new Main Jail South. Storm Water System All existing storm drain water system in the Main Jail South will be demolished. The main 8” storm drain line, located in the basement of Main Jail North, which is connected to the multiple storm drain lines from Main Jail South, will also be demolished up to 5’-0” outside of the building footprint of Main Jail North. This existing 8” storm drain line does not connect to Main Jail North.

Potable and Non-potable Water System All existing potable and non-potable water systems in the Main Jail South will be demolished. The main 4” potable water line, located in the basement of Main Jail North, which is connected to the multiple storm drain lines from Main Jail South, will also be demolished up to 5’-0” outside of the building footprint of Main Jail North. This existing 4” potable water line does not connect to Main Jail North. Emergency Generator Fuel Oil Piping System The existing underground storage tank and above ground storage tank will be demolished. Associated piping will also be demolished. Pipes that are in concealed locations will be abandoned and will be capped at desirable locations. Phasing of the demolition for the fuel oil system shall follow the construction phasing of the emergency generators in the new Main Jail South. Demolition of the storage tanks and piping system shall conform to the requirements of the County Department of Environmental Health.

1.7. Fire Protection Narrative Demolition of SCC Main Jail South will require the demolition of all fire alarm and fire suppression systems for MJS. MJS’s fire alarm control panel is located in the basement of MJS. This panel is monitored for alarm and trouble by the fire alarm control panel for the North Jail. These connections as well as all fire alarm devices in MJS are to be demolished. Reprograming of the North Jail fire alarm control panel will be required if SCC Jail would like to eliminate fault signals on the North Jail fire alarm control panel. Special care must be taken when removing the devices in the North Jail Expansion area in the North West corner of MJS to ensure that removal of these devices will not interrupt established North Jail fire alarm loops. If it is determined by the contractor that demolishment of devices in this area will break fire alarm loops in the building new wiring and programing will be required to reconnect devices in the North Jail to the fire alarm control panel.

MJS fire protection water enters the building through the northern building wall. The piping runs through the North Jail extension to the eastern wall of the building before exiting the building and routing to city water. Before demolition this fire protection water line must be closed and the entire system must be drained. The closure of this fire suppression water line will not interact with systems of the North Jail, but MJS will no longer have a sprinkler system at this point and will require a fire watch to maintain occupancy. It is thus recommended to wait to demolish the fire suppression system till absolutely necessary. The North Jail expansion area will require a multi-step demolition process in the areas that are to be demolished. The system for the expansion area is fed from the North Jail fire pump room and will need to be shut off from a control valve located in this room and the system will need to be drained before work can begin. The fire water main running north to south on the west side of the expansion section of the North Building will need to be cut and capped just north of the proposed demolition boundary of MJS in the basement. This will isolate the North Building expansion fire suppression system from the portion of the system to be demolished. There are also plans to create a new concrete landing for the North Jail above the North Jail Expansion. As sprinkler piping is supported from the ceiling the basement areas below the concrete work will need to be temporarily removed and reinstalled in kind once the new ceiling has been established. New piping, sprinklers and fittings may be required as the replaced piping will need to be in accordance with NFPA 13 and California Building Code requirements. A fire watch will be required for the North Jail expansion area while the areas sprinkler system is out of operation.
