I’m excited to introduce you today to Digital Square, an innovative investment mechanism that’s seeking to transform digital health systems. Digital Square lives at the international nonprofit PATH and is supported by USAID, the Bill & Melinda Gates Foundation, and a growing consortium of donors.

Digital Square is working to change the health information system ecosystem through stronger collaboration. The digital health space faces the challenge of 1000 flowers blooming, or a health systems disease that we call “pilotitis.” The proliferation of unsustainable pilots and tools caused some countries, such as Uganda (whose official statement calling for coordination in eHealth is featured as the center image) to call for digital health efforts to be harmonized and coordinated, mandating a stop to one-off pilots that do not support the Ministry of Health’s goals and tools that do not integrate with their established health information systems. Increasingly, tools supported by a strong, collaborative global community of develop and implementers– like the iHRIS workforce information system now used in 25+ countries or DHIS2 used in 60+ countries – offer a much needed response to the pilotitis problem. Digital Square supports these kinds of adaptable, interoperable digital health tools called “global goods” that can be used across different countries and contexts. We loosely define mature digital health global good software is software that is : -usually Free and Open Source Software, -supported by a strong community, -has a clear governance structure, -funded by multiple sources, -has been deployed at significant scale, -is used across multiple countries, -has demonstrated effectiveness, -is designed to be interoperable, -and is an emergent standard application.

One of our innovative models is the Open Proposal Process. This features the transparent submission of concept notes and proposals for anyone that is interested. The process is entirely open, inviting comments, discussion, and collaboration along the way.

The Open Proposal Platform – A Virtual Co-creation Process

The Open Proposal Platform allows anyone to comment or follow a proposal, providing a unique opportunity for community feedback and open collaboration.

Digital Square has created a platform to host the open proposal process. All concept notes and proposals are uploaded to this platform. The platform allows users to follow proposals, comment on proposals and search for proposals using tags. Throughout the process, this site allows for virtual co-creation and enables a high level of transparency, which is a very different way of facilitating investments in this space.

The Peer Review Committee (PRC) is a diverse set of digital health leaders that reviews all global goods investment proposals to make recommendations to the Governing Board.

The Peer Review Committee (PRC) is a diverse set of the foremost leaders and thinkers in digital health technologies. This body reviews all global goods investment proposals; and using a variety of criteria, makes non-binding recommendations to the Governing Board for investment. There is no limit to PRC membership. Seats are allocated to organizations and there are currently more than 12 organizations that sit on the PRC.

Digital Square is governed by a Governing Board with an ex officio Chair (PATH), which is the decision-making body for global goods investments.
