2. Extra-Topicality- replacing a type of assistance is extra topical. This allows affs to claim advantages from decreasing aid. This makes the topic bi-directional and destroys negative ground. C. Reasons to Prefer1. Predictable ground- allowing the aff to target a specific group of people

makes it impossible for the neg to predict the millions of possible aff cases. We can never be prepared to debate all the groups that can be targeted. Additionally, their interpretation kills all disad and counterplan by only focusing on a part of the public.

2. Education- focusing on a specific group destroys our ability to learn about the entire population of SSA and the affects of providing assistance to such a large group of people.

prevention explodes the topic. This makes nearly everything topical. Limiting affs to cases that deal with disease prevention allows for plenty of affs without exploding the topic.

2. Predictable Ground- allowing affs that deal with something other than disease prevention destroys predictable ground. It is impossible to predict and research all possible affs, and their interpretation robs us of our generic disad links.

Allowing Affs to give money to someone before it goes to the SSA spikes out of DA, CP, and Solvency args.

2. Education- they rob of us of education about how aid goes from the US to SSA. There are good and bad things about this type of assistance, but the Aff eliminates our ability to discuss and learn about these things.

3. Effects- at best the aff is effectually topical because the plan gives something to an organization that then does something for SSA. This is unpredictable and destroys negative ground.

3. Extra-T- the aff gives something to someone that is not in the resolution. This is impossible to predict, and robs th negative of generic solvency args and disad ground. Its an independent reason to vote Neg.

B. Reasons to prefer1. Predictable limits: There are over hundreds of different agents in the Federal Government. Allowing the aff to choose makes the topic 500 times larger, killing predictability.

2. Ground: When they overspecify it kills disad ground because we can’t get our generic politics links and they can squirrel out of other generic disads by claiming they implement plan differently than the disad assumes.
