MESSAGE FROM THE ABU SECRETARY-GENERAL
thOn the occasion of the 15 International Conference and Exhibition on
Terrestrial and Satellite Broadcasting being held in New Delhi from 23 to th25 February 2009, I am delighted to convey the ABU's best wishes to the
Broadcast Engineering Society (India).
India in itself is among the largest broadcasting markets in the world, one
that is witnessing multiplicity of services and delivery platforms. Indeed,
these provide a huge choice to audiences in accessing the content they
need from the delivery platform they require. Mobility, which has emerged
as an important facet for delivery of content, has made its debut. All these
developments have impacted media consumption and audiences can no
longer be grouped simply as radio and TV consumers.
The BES conference has been sensitive to media developments and has
addressed important issues in its deliberations. While enhancing its
standing as a regional event, the organisers are working on transforming
the conference into an international event. The ABU has and will continue
to assist the BES in realising that objective and in promoting this notable
industry event. In this context, the theme of this year's conference
“Broadcast Technology: Integrating the World” is very
appropriate.
As an Honorary Fellow of the BES, I wish you a successful conference and
exhibition.

MESSAGE
The BES International Conference and Exhibition 2009, once again,
provides a forum to address current issues facing the broadcasting
industry. Following the growth of the BES event over the years, one cannot
but notice that the conference has established itself as an international
event, a gathering of experts from all over the world. This adds another
dimension to the event, helping to service the needs of the region.
In several countries around the region, broadcasters are grappling with
several options they face in their march to the future. The most notable
among these are introduction of mobile broadcasting and HDTV. The
debate is whether implementing mobile broadcasting should be given
preference over HDTV or for that matter the entire slew of DTV services.
Both are capital intensive, in capex and for operations.
Another issue that arises in the case of DTV / HDTV is whether an entire
terrestrial infrastructure should be built up, something that would need
huge investments, or whether these services should be disseminated
totally over the satellite platform.
In reality, this issue assumes high importance for large countries like India.
The current economic situation could make it difficult to secure resources
for the next move in broadcasting, placing additional responsibility on the
planners to chart out the most effective direction.
I wish the BES all the success in its efforts to bring into focus the
development of broadcasting in the region.
