Intermediary Assessment of Achievement ofthe WP Programme objectivesBased on the Mandate and the 2017 BEAC Ministerial Declaration, the priorities or programme objectives for the Swedish Chairmanship 2018-2019 are the following:

• P1 - Continuing exclusion of environmental hot spots according to the exclusion procedure; Ongoing, speed up TEC-comments!

• P2 - Promoting progress in environmental performance at the environmental hot spots through supporting activities; Started, No1b in regions is critical!

• P3 - Linking the work on hot spots exclusion process closer to the new Russian legislation on best available techniques; Ongoing: No1a Done, No1b critical

• P4 - Strengthening the capacity to ensure efficient environmental protection work; Under preparation: No2+3 for branches, No4+5 for some enterprises

• P5 - Reviewing the hot spot exclusion process to be more in line with the new Russian legislation Planned in 2019

• O2. Specific Exclusion Criteria Formulated for a prioritized selection of remaining hotspots ready for Full Track Exclusion (= Step 3) None!

• O3a. Action Plans have been approved at minimum two HS per Federation Subject (= Step 4) None!

• O3b. Action Plans in Congruence with FZ-219 and Russian BREFs have been approved at minimum one HS per Federation Subject (= Step 3 + Step 4) None!

• O4. Action Projects obviously leading to reduced environmental impact is under implementation at minimum one HS per Federation Subject (= Step 6) None!

Intermediary Assessment of Achievement ofthe Hot Spot Exclusion Procedure• Step 3 - No Specific Criteria ever agreed between SHE and HEGs!

• Step 4 - No Action Plans ever developed jointly!

• Step 5 – No Action Plans ever agreed between SHE and HEGs!=> Many hotspots have regular action plans but they have not been shown to SHE. Therefore the hotspots still remain “red” but could easily be made “orange” (step3-5) ore even “yellow” if actions are being implemented!

• Step 6 - No jointly initiated action projects developed or even discussedsince 2010!

• JOINT ACTION PROJECTS WAS THE KEY IDEA WITH THE HOTSPOT LIST IN 1994 and 2003

• SO FAR FAST TRACK EXCLUSION WAS FOCUSSED ON

• No4+5: Pilot Training on Action Planning (EEP) and Permit Granting (Ko3-1 Mondi Syktyvkar?)

• Communication Planning with HEGs

• Enhanced communication work on incl. Progress ”Orange Colour”
