1.0 INTRODUCTION

PSN Educational and Charitable Trust a registered Trust (PSN Trust), was established in theyear 2000 having several educational institutions under its wing to provide quality educationto the rural youth in the southernmost part of India. The Trust has been carrying outphilanthropic activities like extending financial support to rural needy students, providingwelfare measures and giving quality education. PSN Trust specializes in providingcomprehensive learning in a variety of academic fields from Basic Sciences to Engineering andfrom Medicine to Management, with nearly 1200 strong teaching staff and up to 20000students under its wing. Sree Ayyappa Medical College & Research Foundation,Vadasserikkara , Pathanamthitta is a dream project of the Trust to give quality medicaleducation and hospital facility in a rural and under developed area of Kerala.1.1 Background of the project

PSN Educational and Charitable Trust, Nagarcoil proposes to construct Sree AyyappaMedical College and Research Foundation in Vadasserikkara village, Ranni Taluk,Pathanamthitta District. Vide Government Gazette Notification No. 403/2013/RD dated 24thSeptember 2013, the Government of Kerala accorded sanction to the Trust to build a MedicalCollege, Hospital, Hostel and Staff quarters in an area of 28 acres in the location mentionedabove. The proposed activity constitutes the construction of buildings with a total built up areaof more than 20000 sq. m but less than 1,50,000 Sq. m which requires EnvironmentalClearance from the State Environment Impact Assessment Authority (SEIAA) under sector 8(a)of EIA Notification 2006.The existing plot area of the project is 113367 sq. m. and the total built up area of the buildingsis about 100123.63 Sq. m. Building and Construction projects are under category B, 8 (a). TheProposed project constitutes 11 buildings including Hospital block, Academic Block, Boys &Girls Hostels, Laboratories, Staff Quarters, Lecture Hall, Reference Room, Examination Hall,Canteen and Departmental store etc. The hospital has a 750 bed capacity . The medical collegehas an annual intake of 150 students. Nearly 732 staff will be employed in the hospital,medical college and research Foundation.Since the total built up area exceeds the 20000 sq.m PSN Education and Charitable Trust ,Nagercoil has appointed M/s. Envirochem Laboratories Pvt. Ltd, , which is accredited by

National Accreditation Board for Education and Training (NABET), Quality Council of India(QCI), New Delhi to prepare the Environmental Clearance application including Form I, FormIA and Environmental Management Plan during Construction & Operational Phases to mitigateany adverse impacts to the Environment.The Conceptual Plan describes all the details of the project and its specific activities that will beconsidered for investigation on the significant adverse impacts. The report also providesspecific measures that will be put to practice to minimize/mitigate the impacts on theEnvironment.2.0 DESCRIPTION OF THE PROJECT SITE

2.1 LocationThe proposed project is planned in an area having Survey No. 453, 453/1,453/17,453/9,453/20,453/10,453-14-1, in Block No. 31 of Vadasserikkara Village, Ranni Taluk,Pathanamthitta District which is located between Latitudes 09̊ 19’37.8” N andLongitudes 76˚50’08.2” E with a total extent of 11 Hectors 33 are 67 sq.m. The location ofthe project site is represented in Figure 2.1 and the Google image of the project site is given inFigure 2.2

2.2 Environmental Sensitivity of the project site

The project site is located in Vadasserikkara Village, Ranni Taluk of Pathanamthitta District ,Kerala State. The site is in the foot hills of the Western Ghats not far away from Sabarimalatemple and Periyar Tiger Reserve. Vadasserikkara village abodes natural forests and has beendeclared as an ecologically sensitive area (ESA) in the report of High Level Working Group onWestern Ghats (HLWG) of the MoEF GOI India 2013, other wise known as KasturiranganReport . The Kerala Government constituted a Three member expert committee to reviewHLWG report according to conditions of Kerala . In 2015 Government of Kerala submitted thisreport to MoEF on its view on Kasturirangan Report. According to this report 3115 km2 ofcultural land which were earlier designated as Natural landscape coming under ESA wasremoved from ESA. Through this the project area is today deemed a non ESA area. Thecadastral map of Block No. 31 of Vadasserikkara village downloaded from Kerala State Remote

The existing land use is unused dry land on which a medical college and hospital areconstructed. The proposed project is located 2.8 km away from NH 183 A which extendsfrom Kollam to Kumali . Construction activities will be carried out a terrain which is hillylocated 100 m above sea level. The Environmental setting of the project site is given inTable2.1 . Land use map of Pathanamthitta District showing project site is given in Figure 2.3.Site photographs are shown in Figure 2.4

2.3 Site Connectivity

The site is well connected to surrounding districts and neighboring states through a network ofvarious categories of roads. The project site is well connected by road NH -183 A Kollam- Kumali.Further it is only about four kilometers south east of Pathanamthitta - Sabarimala main road. Thenearest Rail head is Chengannur Station located at 22.49 km from the project site.Thiruvananthapuram airport is situated at a distance of 93.59 km.

2.4 Weather, Topography & Drainage

Pathanamthitta , located in southern Kerala, in the foot hills of the Western Ghats enjoysmonsoonic weather illustrated by high rain fall and high temperature. The annual rain fall isabove 3000 mm . During the year 2014 the total rain fall was 2753 mm was recorded according toIMD station at Konni. The maximum monthly rain fall of 703 mm was observed in August 2014 .The minimum rainfall was zero . The rainfall pattern was bimodal as expected in the southern parts

of the Western Ghats. IMD provided temperature and relative humidity data from the neareststation which was located at Kottayam. The maximum mean temperature was 35.9°C. in March andminimum mean temperature 22.4 °C. in January. The mean relative humidity was maximum(91%) and in October and the mean minimum relative humidity was 55% during January andMarch 2014.The wind direction and speed changes according to season. Strong winds in the east north eastdirection to a tune of 3- 4 km/ hr are felt during the monsoon season from June – September . Whilethe direction of the wind changes to west- north west during December to March and the speedlowers to 1.5-2.0 km/hrTopographically, the proposed site is rugged and hilly. Because the site is having hilly terrain theconstruction activities in the site requires soil and water conservation measures , storm waterdrainage and treated water discharge. The area drains to Kallar river which flows into Pampa .2.5 Baseline Environmental Examination

M/s. ABC Techno Labs, Chennai, a NABL Accredited Laboratory conducted the environmentalmonitoring for the project. Monitoring and analysis of Noise , Air, Water and Soil wereconducted within project site and the surrounding locations . Surface water collected from Kallarand Pampa river . Analysis Reports are provided in Annexure XIIThe locations are:1. Project Site2. Vavolikandam3. Kalassakkuzhy4. Kumbalathamam5. Madukkamoodu6. Thalachira7. Surface Water from Kallar & Pampa2.5.1 . Ambient Air Quality Monitoring:The air environment around the project site studied by setting up locations within the study area of500 m radius from the boundary of the project site. It was carried out in six locations including

the project site. SPM, Sulphur Dioxide and Nitrogen oxide levels were below the limits prescribedby MoEF in all the sites.2.5.2 Noise Monitoring:Noise levels were also measured in six locations including the project site. The results reveal thatthe noise levels are very much below ambient noise standards.2.5.3. Soil Analysis:The soils are weakly acid to weakly basic in reaction. Electrical conductivity, available nitrogen andphosphorous is low. Available potassium is high while exchangeable calcium is low in acidic sitesand average in alkaline sites. The levels of exchangeable magnesium, sodium and organic matterare low. Texturally the soils are sandy clay loam to sandy clay.2.5.4 Ground water:The Ground water is colourless without odour and pH alkaline but within acceptable limits.Physical and chemical parameters like TDS, hardness, alkalinity, levels of Cl, SO4, K, Mg, Fe etc arewithin acceptable limits. The results of twenty parameters reveal that the ground water is potable.2.5.5 Surface water:Surface water collected from Kallar and Pampa rivers reveal : no odour, low electrical conductivity,TDS, hardness, alkalinity, chloride, sulphate, fluoride, nitrate, ammonium and sodium . Dissolvedoxygen and chemical oxygen demand are within acceptable limits. . The fecal and total coliformcontents are high and hence surface water needs treatment before consumption.3.0 PROJECT DESCRIPTION

3.1 Overview of the project

`Sree Ayyappa Medical College and Research Foundation , located in Vadasserikkara is animportant educational project coming up in an under developed and forested location namelyVadasserikkara. The project constitutes a full fledged hospital block ( 750 bed) , academic block,hostels, staff quarters, library , examination hall, administrative block, canteen and laboratory as

per the requirements of Medical Council of India ( MCI) . Copy of Building permit is enclosed asAnnexure _VIII. As part of the medical college & research foundation which are educationalprojects a 750 bed hospital having a built up area is 47282.54 sq.m is included. As per the OMnotification of MoEF GOI dated 22.12.2014 educational projects do not require Environmentalclearance.The break up of the land area is detailed below in Table 3.1 and the summary of the built up areais given in Table 3.2 . The silent features of the project are summarized in Table 3.3.

3.4 Water RequirementWater requirement during Construction Phase will be about 10 KLD ( varies depending on theconstruction activity ) and 13.5 KLD for domestic purposes.Water for construction purposes willbe sourced from outside through tankers provided by civil contractors. The water for domestic usewill be sourced from the bore wells.Total Water requirement during Operation Phase will be 688.25 KLD. Out of this , 400.75 KLD isfresh water and 287.472 KLD is recycled treated wastewater. The water requirement for theoperation phase will be sourced from the four bore wells in site and rain water harvesting tank.The balance will be from the recycling of the waste water. Permission from ground waterdepartment for drilling bore wells is enclosed as Annexure XXV. The maximum waterrequirement details during operation phase of the project is given in Table 3.7.

3.5. Sewage Generation, Treatment and DisposalDuring the construction phase, domestic wastewater generation of 10.8 KLD will be treatedthrough septic tanks and overflow discharged through soak pit. During the operational phase,total wastewater generation of the project is about 515.265 KLD which is proposed to treatedthrough a Sewage Treatment Plant (STP) having capacity of 750 KLD. The treated wastewater of463.73 KLD will be reused for Toilet Flushing ( 184.56KLD) and greenbelt development ( 90.312KLD) within the facility. The excess water (176.25KLD) will be disposed through the undergroundsewer.The sullage and sewage are collected separately. The sullage after screening and oil removal iscollected in Equalisation tank where sewage overflow from septic tank is also collected . From herethe waste water first undergoes anerobic treatment in Anerobic upflow filter where 40% BOD willremoved and the overflow from Anerobic Upflow filter undergoes secondary biological treatmentin MBBR reactor and subjected to activated sludge process for further reduction of BOD. Adequatequantity of PVC media with high surface area will be provided in the aerobic reactor for attachedgrowth of biomass. Over flow from the MBBR reactor is collected in Filter feed sump for furtherpurification in Pressure Sand Filter and Activated Carbon Filter. The treated water is collected inTreated water tank from where the water for recycling will undergo Ultra filtration. Figure 3.1

shows process flow diagram. The proposed Sewage treatment plant design details and processscheme is enclosed in Annexure – XX.

3.5.1 Measures to avoid leaching of treated sewage into nearby water coursesThe Kallar river is situated 256.26m from the project site preventive methods to avoid leaching oftreated sewage have been provided.Treated sewage from Sewage Treatment Plant will be conveyed to toilet flushing and irrigationpurpose through pipelines. All the joints from piping system will be checked periodically andcarrying treated wastewater pipes will be laid in conduits wherever road crossings are expected.Thus no leaching of treated sewage into nearby water courses shall take place. Supervisors will beemployed for overall operation & maintenance of water supply, waste water treatment and otherutility services. Water balance chart for non monsoon season and monsoon season are shown inFigure 3.2 a and 3.2 b .

3.6 Solid Waste Generation, Collection, Transportation and Disposal

Solid waste will be generated both during the construction as well as during the operation phases.The solid waste expected to be generated during the construction phase will comprise of excavatedmaterials, used bags, bricks, concrete, MS rods, tiles, wood etc. Figure 3.3. The following steps areto be followed for the management solid waste:• Construction yards are for storage of construction materials.• The excavated material such as topsoil and stones will be stacked for reuse duringlater stages of construction.• Excavated top soil will be stored in temporary constructed soil bank and will bereused for landscaping of the project.Remaining soil will be utilized for refilling / road work / rising of site level at locations/selling to outside agency.

As per Bio-Medical Waste (Management and Handling) Rules, 1998 and amendments, any waste,which is generated during the diagnosis, treatment or immunization of human beings or animals orin research activities pertaining there to or in the production of testing of biological and includingcategories mentioned in schedule 1 of the Rule, is the bio medical waste. The biomedical wastequantity estimated will be 162 kg/day which include human anatomical waste, microbiology/Biotechnolgy waste , waste sharps, discarded medicines, cyclotoxic drugs and waste burner ash.The bio medical waste management starts from the point of generation. Waste minimizationoptions should be considered and adopted. After the waste is generated the immediate step issegregation followed by collection, storage, transportation, treatment and disposal. The pathbetween the two points (cradle to grave) can be segmented schematically as:1. Identification of areas of waste generation2. Categorization, quantification of waste and minimization3. Segregation, handling and storage4. Treatment, destruction and disposalThe bio medical waste of the hospital is disposed to a CPCB authorized Bio medical Waste ( BMW)management facility named M/s. IMAGE. An agreement has been executed with the company forcollection, transportation, Treatment and disposal of segregated Bio-Medical Waste and the copy ofthe same enclosed as Annexure – XVII.

3.8 Rainwater Harvesting & Storm Water Drain

A rainwater harvesting system comprises components of various stages - transporting rainwaterthrough pipes or drains, filtration, and tanks for ground water recharge. The proposed facility willcomprise only the roof top rain water for ground water recharge. The runoff from the first spell ofrain carries a relatively larger amount of pollutants from the air and catchments surface so thesystem will be provided with a filtration pit consisting of the layers of sand, gravel and pebbles ofrelevant sizes to remove the removable impurities from the runoff water from the roof top.Need for Rainwater Harvesting

1. Rainwater harvesting and re-charging in to ground water provides raising of groundwater table.2. Rainwater harvesting prevents the flooding of low-lying areas in the campus,

3. Salinity of ground water is reduced.Recharge StructuresRainwater may be charged into the groundwater aquifers through any suitable structures likerecharge pits. As per the development control rules for DTCP the size of the Percolation pit andRecharge trench is being provided.Rain Water harvesting in the campus1. The entire campus is being designed for an effective and efficient storm water collectionand harvesting system. Seven rain water harvesting tanks will be planned to beconstructed at below ground level for the storage of maximum rain water to be collectedduring monsoon season. The total capacity of rain water harvesting tank will be 2421100litres .2. The terrace rain water shall be brought down through RW stacks. Free surface run off willbe planned in the building setbacks and on to saucer drains along internal roads. The pathways shall be graded to drain into rain water drain channels proposed in main drive ways/roads.3. The collected storm water is allowed to percolate to the sub-soil by suitably designedrainwater harvesting wells & percolation pits. The wells & pits are designed based on thesoils percolation capability.The design of percolation is made very effective and re-charges the maximum extent of storm waterin to the sub-soil. The design will also be improved so as to achieve “zero discharge” to publicdrainage system.Percolation PitsPercolation pits of 0.305 m diameter and 3.04 meters depth will be made and filled with brokenhalf bricks (or pebbles) for 2.85 m from bottom and coarse sand for the top 15 cm will be filled upand the top covered with perforated Reinforced Concrete Cement (R.C.C.) slab. These percolation

pits will be made at intervals of 3 m centre to centre along the storm water drain. The rain watercollected in the open terrace will be collected through a 150 mm PVC pipe laid on the ground andmay be allowed to fall in the percolation pits which will improve the ground water levelA network of storm water drains are provided all along the direction along the main roads andcross roads with size of 0.6 x 0.75 m. All storm water drains are covered with RCC slabs so as toprevent the entry of soil and dust. Strom water collected through storm water drains anddischarged into a municipal drain follows in the east side boundary of the campus. Storm waterdrains are constructed on both edges of roads. Storm water drains are designed based oncoefficient of run off for catchments area and intensity of rain fall. 3.9 Power Requirement Details

The total power requirement for the proposed project is estimated to be 2004 KWH which will besourced from the Kerala State Electricity Board. The DG sets will be installed as additional powersource to manage the emergency power requirements and backup power requirement during theperiod of power failure. A 1000 KVA DG set and 750 KVA DG set will be used to manage the powerrequirement for the entire campus.3.10 Fire Fighting System

The design of the Fire Fighting system for a proposed hospital, residential and institutionalbuildings are carried out as per the guidelines laid out in IS 2190:1992 & National Building Code ofIndia 2005 – Part IV.
