Concept Proposal of AEGEE-Europe Position Papers Definition: Short and structured document delivering the position of AEGEE on a concrete problem covering both AEGEE and a policy drafting institution’s topics of interest and suggestions for possible solutions. Aim: To increase AEGEE’s visibility and advocacy towards policy drafting institutions Principles: Position Papers cover topics of AEGEE’s expertise, youth related European topics. Each Position Paper has to be discussed with the network; has to be in compliance with the Statement of Principles of AEGEE and should not be controversial. Prospective fields of action: - Youth Unemployment in Europe - Recognition of Non-formal education - Youth representation in politics - Freedom of movement for European Youth - Supporting Multilingualism in Europe - Further development of Community Actions towards Europeanisation of higher education - Sustainable development (SuFu) - Learning mobility of young people - European Citizenship - ... Procedure: The Comité Directeur, concerned bodies or members of the association prepare the draft of a concrete Position Paper. The draft, if not prepared by the Comité Directeur, should be sent to the Comité Directeur for the initial approval of the topic raised. After receiving the feedback from the Comité Directeur the initiators prepare the final draft. The approved final draft is being sent to the whole network, raising a discussion and receiving feedback. Feedback of the network is expected within two weeks. In case of strong objections of the Network the draft is considered as rejected. If the draft is not rejected, the initiators together with the Comité Directeur prepare the position paper in proper format after considering the feedback received.

The position paper has to be officially approved by the Comité Directeur before sending it to institutions (signed on behalf of the Comité Directeur). The Comité Directeur addresses the Position Paper to partner institutions directly and to contact institutions through Liaison Officers whose task is to adapt the Position Paper for the institution they are responsible for. The timeframe of the whole procedure from the first drafting until sending it to the institutions should not take more than two months; otherwise the content loses its topicality. The position paper has to be ratified at the upcoming Agora. After ratification the Position Paper will officially represent the position of the whole association.
