Short description of the project:This Project will be focused on the energy efficiency Directive 2012/27/EU of the European Parliament and of the Council published on 14th of November 2012 and Moldovan National Innovation Strategy for the period 2013-2020. The main goal of the project will be to reduce reliance on energy imports and decrease greenhouse gas emissions therefore creating measures concerning promotion of more efficient use of energy within the Republic of Moldova. While developing this project idea we tried to focus our attention not only on the signed Association Agreement with EU and Moldovan laws but also on the fact that building sector is one of the categories which is included in the European Directive that could boost energy efficiency and spread innovative technological solutions on local and national market. As a part of the Europe, Moldovan building industry has to be changed to innovative solutions regarding low-energy consumption architecture, but sadly new discoveries werent put in practice enough to face a great evolution and sustain. More insistent promotion and careful introduction to the green housing would help Moldovan citizens accept new technologies reflecting on accomplishment of some of them into their own houses. Creating a system on how to assemble energy efficient houses for a cheap price would be a support for community to rethink low-energy technologies for their own family houses. The Project will be developed and implemented in 3 phases:

First phase of the project will be focused on training of the staff on how to build energy efficient houses using innovative technologies.

Second Phase of the Project will be centered on creating the environment using resources of Local Public Administration and their dissemination channels, also starting a Media Campaign, Publicity, promoting in this regard energy efficient houses.The Third Phase is entering with the innovation into market on the large scale.B6. Innovation:Making a research on the innovation of building energy efficient houses in district Soroca we can say that this technology is unique and was initially pretested during two years time. Now it can be said that that there are no competitors that could obtain results we have obtained.

The project implies innovative technology for building private houses to achieve an energy efficient house. It consists of building a lightweight house of metal coated steel (Zink coated steel) and standard construction boards (OSB boards, plasterboard, QSB, Magnesium boards etc... ).

Our company designed and has built a lightweight semidetached house with two units of 125 m2 each in 2013. We have tested and deeply analyzed all data during two years. The results are at the bridge of fantastic: 1.2 eur/m2/per year for heating bills or 2 eur/m2/per year for a family of 4 persons for all heating needs, bathroom needs, kitchen needs and hot water.

Building such houses with all know-how and innovative ideas would give to potential customers the following results:1. The cost of the house will be redeemed in 35 years of use (you save around 35000 euro during 35 years of use of the house on heating bills vice a standard Moldovan concrete stone house).2. Construction of lightweight house is around 60 days.3. Technical data- the house resists at earthquakes of 9.5 degrees on Richter scale; breaking point at wind more than 270 km/per hour; guaranteed lifetime is 100 years.4. Pleasant and hi-tech designs of house.5. Prices are similar to standard houses (starting 200eur/per m2-budget option; 350eur/m2 medium option; from 450eur/m2- luxury option).6. No cooling of the house is necessary during summer time due to its natural ventilation system and wall structure.7. Breathable house; mold-free house, no cracks, creak-free (vice a lightweight wooden frame structure), easy to dissemble house, perfect soundproof isolation and sound free feature in semi-detached house and no visual difference vice a standard concrete-stone house. B7. The market potential and business modelThe market scope for construction of the lightweight house is to reduce customers heating bills of potential customers. In Soroca district are built around 60 houses per year. We expect with this project to obtain a minimum 20 % stake in house estate construction in Soroca district. Many customers have seen the results we obtain and are interested in energy efficiency processes. The only barriers are strong beliefs and myths about concrete and stone houses. If we get contracts for 12 houses per year with an average of 35000 euro revenue/per unit, our five year revenue would rise to 2.1 million euro. In order to get to this results it is needed to invest in human resources(professional management and construction team) and in a strong advertising campaign. There is an extensive market in Republic of Moldova. The Moldovan myths on concrete houses should be erased. After two years of tests and analysis we can assure the energy efficient performances of lightweight house. A strong advertising campaign and dissemination of Moldovan beliefs on stone based house would give us at least a 20% stake in this sector. An important task is to cover costs for hiring, training, and maintaining highly qualified building and management team at the same time creating a strong advertising campaign during a 12 months period in order to obtain constant contracts during next years. Investing in innovation and people means more contracts and clients and which is going to lead to business growth and development.B8. The Applicant and the Project teamOur site master is the brain of implementing this energy efficient house. He has implemented all tricks to the house to obtain high performances in energy efficiency. Now we shall focus on high quality staff and train them in order to reduce the building costs. B9. C. STATEMENT OF THE APPLICANTThis statement confirms that the Applicant:

1. Under the full moral and material responsibility claims that all factual data and information which are in the Concept Note are true and complete;

2. That there are no legal or administrative procedures against Applicant, that there is not initiated any court proceedings against the Applicants, its individual owners or director(s);

3. Is willing to give all necessary additional information and documents for the purpose of the evaluation of the project;

4. Has consent that the data disclosed may be stored by the UNDP, but processed solely for the purposeof the IGS implementation, as well as to be used as the statistical data (without any technical details about the business or technology data);

5. Has consent that the basic information about the Applicant name and address of the company arepublicly available and that some information provided will be used for promotional goal; 6. Is familiar with all the elements of the application documentation which is relevant to understanding of the Applicants rights and obligations with regard to the process of evaluation and selection of projects;

7. Has willingness to respect the integrity of the evaluators and will not try to influence any person whoparticipates in the evaluation of the project;

8. Has consent that on the decision on dismissal or rejection of the project in the stage of preliminary application do not have the right to appeal;

9. Is ready in case of a positive evaluation of the Concept Note to prepare the Full Application according to the Operational Manual;

10. Is willing to finance the part of the Project with their own resources; 11. The Applicant and individual owners have not been convicted for crimes connected to business operations.
