I. INFORMACIÓN GENERAL DEL CURSO
A. Descripción del curso
Este curso ha sido diseñado con el objetivo de familiarizar a los estudiantes de nivel de maestría
de asuntos públicos con el uso efectivo de las computadoras para la toma de decisiones eficaz.
Ofrece a los estudiantes la oportunidad de informarse sobre los contenidos básicos de
administración y el uso de las computadoras. Al final del curso, los estudiantes podrán
desarrollar y aplicar destrezas específicas en tres áreas de conocimiento: la habilidad de utilizar
avances tecnológicos, incorporar desarrollos tecnológicos en las áreas designadas, y de
implementar estrategias y pólizas enfocadas en mejoras administrativas.
B. Objetivos de contenido del curso
Al finalizar el curso, el estudiante será capaz de:
1. Reconocer la importancia de las computadoras y discutir los términos y palabras asociadas
con el uso y manejo de las computadoras.
2. Analizar la importancia de un sistema de información gerencial.
3. Identificar los tipos de computadoras y sus componentes básicos.
4. Evaluar el rol de los sistemas de información en el ambiente de trabajo.
5. Describir qué es el Internet e indicar los términos y palabras asociadas con el uso del Internet.
6. Indicar cómo está compuesta una dirección en Internet y la importancia de la misma.
7. Usar las herramientas básicas de Internet para buscar información y preparar proyectos.
8. Examinar el sistema operativo disponible en el laboratorio.

C. Objetivos de lenguaje del curso
Al finalizar el curso, el estudiante será capaz de:
1. Valorar las diferentes aplicaciones de computadora y su impacto en las
organizaciones y la sociedad, mientras refina sus destrezas auditivas a través de
discusiones orales.
2. Explicar oralmente, con propiedad y corrección, el vocabulario técnico de la
disciplina acerca del uso y manejo de la tecnología, el Internet, y las computadoras
y sus aplicaciones, mientras refuerza sus destrezas de comunicación oral.
3. Analizar artículos y lecturas asignadas acerca de las distintas aplicaciones de
computadoras, de manera que determine las habilidades tecnológicas de un
administrador público.
4. Resumir las ideas principales acerca de los sistemas de información y su rol en el
ambiente de trabajo de administración pública, mientras domina la gramática y
ortografía en sus trabajos escritos.

E. Reglas de administración del curso
Como requisitos específicos del curso, el estudiante:
1. Participará en un repaso mandatorio como parte de su preparación para el primer examen
parcial que se administrará durante el Taller Tres, en español. Dicho repaso se ofrecerá por
medio de la plataforma de Blackboard, como parte de las actividades que realizarán antes
del Taller Tres. Refiérase a las páginas 49-50 del módulo para más detalles sobre el
contenido del primer examen parcial y los detalles relacionados al repaso.
2. Participará en un repaso mandatorio como parte de su preparación para el segundo examen
parcial que se administrará durante el Taller Cinco, en inglés. Dicho repaso se ofrecerá por
medio de la plataforma de Blackboard como parte de las actividades que realizarán antes del
Taller Cinco. Refiérase a la página 73 del módulo para más detalles específicas sobre el
contenido del segundo examen parcial y los detalles relacionados al repaso.
3. Deberá referirse a las guías del curso para el facilitador y para el estudiante que se
encuentran en la sección Course Guide en la parte izquierda de su curso (Course Menu) en
Blackboard. El facilitador podrá ver ambas guías y el estudiante verá sólo la Guía del curso
para el estudiante.

resúmenes detallados y organizadores gráficos. Cada taller

estas actividades consistirá en 70 % para el contenido y 30 % para
el lenguaje. El 30 % de lenguaje será evaluado usando las rúbricas
establecidas para ello y el 70 % de contenido será evaluado por
instrumentos de avaluó desarrollados por el facilitador. Este
criterio incluye los recursos del E-Lab tales como los foros de
discusión escrita, foros de discusión oral (VoiceThread), Blog y
Wiki del curso.

II. GENERAL COURSE INFORMATION
A. Course Description
This course has been designed with the objective of familiarizing the Master’s level students
in public affairs with the use of computers as an effective decision making tool. It offers
students an opportunity to familiarize themselves with basic concepts in the management and
use of computers. At the end of the course, students will be able to develop and apply specific
skills in the following three areas of knowledge: the ability to utilize advances in technology,
incorporate technological development in the assigned areas, and implement strategies and
policies focused on management improvement.
B. Course Content Objectives
Upon completing this course, the student will be able to
1. Recognize the importance of computers and discuss the terms related to the use and
handling of computers.
2. Analyze the importance of a managerial information system.
3. Identify the different types of computers and their basic components.
4. Evaluate the role of information systems in the work environment.
5. Demonstrate an understanding of what the Internet is and indicate the different terms or
vocabulary associated with it.
6. Indicate the components of an Internet address and their importance.
7. Use basic Internet tools to search for information and prepare projects.
8. Examine the operating system available in the computer lab.

1. Value the different computer applications and their impact on organizations and society,
while refining his or her listening skills during oral discussions.
2. Explain orally, with correctness and accuracy, the technical vocabulary of the discipline
regarding the use and management of technology and the Internet, as well as computers
and their applications, while reinforcing his or her oral communication skills.
3. Analyze articles and assigned readings about different computer applications in a way
that determines the technological skills of a public administrator.
4. Summarize key points about information systems and their role in the public
administration work environment, while mastering grammar and spelling in his or her
written work.

1. Participate in a mandatory review to prepare for the first partial exam. This review will be
completed using the Blackboard platform, as part of the activities to be completed before
Workshop Three. Refer to pages 49-50 of this module for more specific details and
instructions regarding the first partial exam and its corresponding review.
2. Participate in a mandatory review to prepare for the second partial exam. This review will
be completed using the Blackboard platform, as part of the activities to be completed before
Workshop Five. Refer to page 73 of this module for more specific details and instructions
regarding the second partial exam and its corresponding review.
3. Refer to the Facilitator and Student’s Course Guides that can be found under the Course
Guide section to the left side of the course (Course Menu) in Blackboard. The facilitator
will have access to both guides, while students will have access to the Student Course
Guide.

A. Objetivos de contenido
Durante el taller, el estudiante será capaz de:
1. Explicar el vocabulario asociado con el uso y manejo de las computadoras y la
importancia de dicho dispositivo informático.
2. Diferenciar los distintos tipos de computadoras y sus componentes básicos, tales como el
equipo informático (hardware) y programas informáticos (software).
3. Determinar la terminología y las palabras técnicas relacionadas al uso y manejo de las
computadoras y sus aplicaciones.
4. Valorar la importancia de la historia de las computadoras y su contribución en diferentes
áreas.
5. Explicar el rol de un administrador público y sus responsabilidades, así como el rol de las
computadoras en su campo de trabajo.
B. Objetivos de lenguaje
Durante el taller, el estudiante será capaz de:
1. Interpretar la terminología y las palabras técnicas relacionadas con el uso y manejo de las
computadoras y sus aplicaciones, mientras refuerza sus destrezas auditivas por medio de
una discusión en clase.
2. Determinar las responsabilidades y funciones de las computadoras en el ámbito de trabajo
de un administrador público por medio de un anuncio laboral de prensa, mientras
perfecciona el arte de hablar en público.

3. Desmenuzar la información leída acerca de los distintos tipos de computadoras y sus
componentes básicos, tales como el equipo informático (hardware) y programas
informáticos (software), basado en el material asignado del taller.
4. Organizar, en una línea de tiempo, los acontecimientos más importantes de la historia de
las computadoras y su contribución en las diferentes áreas, mientras evita los vicios de
redacción.

Redacte un resumen de al menos cinco párrafos acerca de lo leído y anote las dudas que
pueda tener. Lleve su resumen a la clase para que aplique sus conocimientos y aclare
sus dudas.
3. Busque información acerca de las funciones específicas de un administrador público
relacionadas con la tecnología, de por lo menos tres distintas agencias.
a. Basado en la información, prepare una tabla comparativa de tres columnas
en la cual resalte las similitudes y diferencias entre las funciones de cada
administrador público, según la agencia a la cual pertenece.
b. Recuerde incluir información relacionada con las aplicaciones o programas
de computadoras, tales como Microsoft Word, PowerPoint, Excel y Office

a. Prepare la portada, según indica la sección titulada Performance Portfolio
Template.
b. Salte la sección de la tabla de contenido.
c. Redacte su introducción en inglés.
d. Escriba su autobiografía en español.
e. Oprima el enlace llamado Digital Portfolio, que se encuentra en el menú del
curso en el margen izquierdo de la pantalla.
i. Seleccione la carpeta que corresponda a la misma cantidad de
talleres que tiene su curso, en este caso cinco.
f. Descargue el Digital Portfolio Zip Folder
i. Ahí encontrará por lo menos cinco carpetas. Al final del curso,
esta sección contará con una carpeta por taller.
Semanalmente guardará todos los trabajos que usted
realizó y el facilitador evaluó, junto a sus respectivas
rúbricas, según la semana y la actividad que corresponda.
De esa manera, su portafolio digital está listo para que lo enriquezca con el material
educativo que usted genere, semana tras semana, a lo largo del curso. Recuerde que el

E. Actividades de aplicación durante el taller
1. El facilitador proveerá a los estudiantes su información de contacto, y se elegirá al
representante estudiantil.
2. El facilitador explicará detenidamente los requisitos y objetivos de contenido y de
lenguaje del curso, así como los componentes teóricos y el portafolio digital. Además,
se cerciorará de que los alumnos tengan acceso a los recursos de Blackboard y el E-Lab.
También se asegurará de que los estudiantes entiendan las expectativas generales y las
normas específicas del curso. Igualmente, destacará la importancia de familiarizarse con
todo el contenido del módulo y la forma en que se evaluará su desempeño.
3. Reunidos en parejas, los estudiantes compartirán y discutirán los organizadores gráficos
(línea de tiempo de eventos cronológicos) preparados antes del taller.
a. Examinarán los eventos más importantes sobre la historia de las computadoras y
discutirán como las computadoras han influenciado sus vidas, el campo laboral y
la tecnología actual.
b. Luego, los alumnos conciliarán los eventos más importantes e impactantes en un
solo organizador de su preferencia y lo explicarán al resto de la clase.

d. A modo de conclusión y guiados por el facilitador, los estudiantes dialogarán

4. El facilitador discutirá el tema de los componentes básicos de las computadoras
(software y hardware), sus funciones y terminología por medio de una presentación
audiovisual. Los estudiantes serán responsables de prestar atención a la información
discutida, mientras toman apuntes sobre las ideas principales de los temas presentados.
a. Luego de la presentación, el facilitador le asignará a cada estudiante un
componente específico de la computadora para ser dibujado utilizando una hoja
de rotafolio (chart paper) provista por el facilitador.
b. Basado en sus apuntes, los estudiantes incluirán una breve definición del
componente de computadoras asignado.
c. Finalmente, los alumnos presentarán y explicarán sus dibujos al resto de la clase.
5. Reunidos en forma de mesa redonda, y guiados por el facilitador, los alumnos discutirán
las siguientes preguntas:
a. ¿Cuáles son los diferentes tipos de memoria en una computadora?
b. ¿Cómo se le nombra a los cuatro componentes básicos de una computadora?
c. ¿Cuál es la diferencia entre equipo informático (hardware) y programas
informáticos (software)?
El facilitador aportará aquellos detalles o conceptos necesarios que no hayan sido
presentados durante la discusión y aclarará las preguntas que surjan de parte de los

6. El facilitador dividirá la clase en subgrupos. Cada subgrupo utilizará sus tablas
comparativas (preparados como asignación antes del taller) para discutir las funciones
de un administrador público, específicamente relacionado con las aplicaciones o
programas de computadoras como Microsoft Word, PowerPoint, Excel y Office 365.
a. Una vez culmine la discusión, los alumnos redactarán un anuncio laboral de
prensa para un puesto de un administrador público, donde se detallen sus
responsabilidades, así como la función de las computadoras en su ámbito de
trabajo.
b. El anuncio deberá incluir una descripción de las responsabilidades de dicho puesto
resumido en no más de dos párrafos. Los estudiantes pueden incluir una lista de
las funciones específicas luego de su descripción.
c. Finalmente, los estudiantes explicarán y presentarán oralmente su anuncio de
prensa al resto de la clase. El facilitador brindará retroalimentación específica a
los estudiantes basado en su dominio del material y su desempeño oral durante la
presentación.
d. Esta actividad forma parte de la evaluación; los estudiantes deberán colocar una
copia corregida del trabajo y de la rúbrica del mismo en el portafolio digital.
7. Los estudiantes reflexionarán sobre al menos dos avances tecnológicos que hayan
impactado el proceso de toma de decisiones como parte de las funciones de un
administrador público y explicarán el impacto de cada uno. Si el tiempo apremia, y el
facilitador lo autoriza, los estudiantes podrían enviar su documento vía Blackboard al
facilitador, antes de que comiencen a realizar las actividades previas al próximo taller.

will assume the role of a computer salesperson and the other as a customer interested in
purchasing a computer. The facilitator will encourage students to be creative and

using Microsoft Word in the field of public administration. Students will contribute to
the discussion with pertinent and relevant comments, while correctly applying the core

9. The facilitator will explain the details related to the final student portfolio self-assessment
(guided essay). Students will reflect on their overall language and degree knowledge
improvement based on the graded documents and artifacts collected within his or her
performance portfolio during the course. Students must answer the following guiding
questions using APA essay writing style:

10. The facilitator will conclude the workshop by reviewing the most essential and relevant
points discussed during the workshop. Afterward, he or she will also mention and clarify

have been graded and returned. It is the students’ responsibility to access the Digital
