Guiding Principles and ApproachFor consistency between expectations, analysis, and recommendations, the following principles were established early in the COA process:
• Improve Existing Rider Travel Times, Particularly on Longer Trips • Minimize out-of-direction travel• Reduce closely-spaced stops• Disperse transfers away from Transfer Centers to reduce overlapping/redundant service• Incorporate express service into all-day service that supplements local routes and reduces deadhead
• Improve Directness of Travel, Particularly on Major Corridors• Routes with a corridor identity do well (e.g., Florida, Nebraska, Hillsborough)• Extend on corridors that have name recognition while assessing impacts to existing and potential transit
ridership.
Guiding Principles and ApproachFor consistency between expectations, analysis, and recommendations, the following principles were established early in the COA process:
• Frequency v. Coverage: Network spread thin, over-extended• Focus on productive corridors in the ‘core’ of the network where transit is time-competitive to
auto-travel and where parking is limited and/or costly• This will serve existing and potential riders better and appeal to peak-hour ridership more
effectively
• Regional Connections: Focus on frequency and speed• Downtown Tampa, Westshore, TIA, MacDill, Brandon, USF, and connections beyond• Connect to strong regional anchors with local and express options that will serve existing
riders better
