INTRODUCTON

Ours, M/s. Friends Salt Works & Allied Industries (FSWAI) is an existing Liquid Storage

Terminal located at Khari Rohar Road, Old Kandla, Tal. Gandhidham-370210, Dist. Kutch.

Ours is a service installation and engaged in isolated storage & handling of hazardous chemicals

and liquid products during transit. We have been granted Environmental Clearances by SEIAA

as stated below and herewith we are submitting compliance report of both the Environmental

Clearances for the period from October’15 to March’16 and copies of both EC enclosed as

Annexure - 1 & 2.

2. Rain water runoff from the project site at its outlet shall be monitored by the project proponent regularly in the monsoon and its report shall be submitted to the GPCB.

We are taking adequate measures for proper disposal of storm water.

A.2: Air 3. The project proponent shall measure ambient air quality for the parameter like

hydrocarbon in and around the project site and shall maintain its records. The locations of the ambient air monitoring stations shall be done in consultation with GPCB.

Complying,

Ambient air quality monitoring for PM, SO2, NOX near main gate and near fire pump house and work area monitoring for VOC as Benzene, Methanol, Acetone, Hexane, Butyl Acrylate within project site location are being carried out through NABL accredited laboratory. We maintain records of the same.

Results showing Ambient air quality monitoring and stack monitoring are

enclosed as Annexure – 5 and result of work area monitoring is enclosed as

Annexure – 6.

A.3: Solid Waste 4. Oil sludge and/or wastewater containing oil and/or hazardous waste due to storage of

hazardous material may generate during the cleaning and maintenance of the tank. The project proponent shall manage and dispose these wastes according to Hazardous Waste Management and Handling Rules-2003.

A.4: Safety 5. Necessary permissions from various statutory authorities like Chief Controller of

Explosive, Factory Inspectorate and others shall be obtained prior commissioning of the project.

We have obtained necessary permission from various statutory authorities like Chief Controller of Explosive, Factory Inspectorate etc.

Copy of PESO permission, License to import and store petroleum in installation and license under the Factory Act is submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016).

6. Oil Industry Safety Directorate (OISD) standards and other standards issued by the Government of India for the construction and operation of the storage tanks shall be followed strictly.

All the applicable OISD standards have been complied with. We have done

all the installations as per the standards and approved drawings. List of

Oct’13 to Sept’15 on 01/02/2016).

7. All necessary precautionary measures shall be taken to avoid any kind of spillage and accident especially during handling of the crude oil to and from the tanks.

Complying,

The storage tanks are hydraulically tested in order to ensure that there are no leak joints. Welded joints are also tested radio graphically. Each storage tank has been provided with pipeline for receiving the liquid cargo from the main pipelines in the Terminal, laid near the manifold of the flame proof pump house.

The main receiving pipeline is connected to storage tank with SS flexible hoses. There is negligible chance of spillage, leakage in the pipeline as the length of the pipeline is very short.

In the Terminal, centrifugal pumps are installed in flame proof pump house constructed opposite to manifold of storage tank pipelines as per the requirement of Petroleum rules. Each pump is provided with mechanical seal to eliminate chances of leakages. Sufficient numbers of pumps are provided to unload cargo from various storage tanks at a time. The pipelines of the storage tanks from which the cargo is to be unleaded is connected with flexible SS hoses to the pump coupled with flame proof motors.

The storage tanks in the Terminal have been provided with elaborate fire fighting system consisting of main fire hydrant pipeline, with fire hydrants,

water monitor etc. water sprinkler & foam sprinkler are provided on periphery of storage tank itself.

8. Necessary dyke walls, spill collection sump etc. shall be provided as per the necessary statutory requirements and best practices adopted in the industries.

Impervious flooring is provided in the tank area. The dyke wall is provided to the group of storage tanks. However, in case of any leakage, provisions are made to collect the spill and pumped the same into the buffer tank, specially provided for the storage of spill.

9. Personal Protective Equipment shall be provided to workers and its usage shall be ensured and supervised.

Complying,

We provide personal protective equipment like Helmet, Hand gloves, Safety boots, Face Shield and safety goggles to the workers and its usage is ensured and supervised regularly. We are also giving training to the worker for the usage of personal protective equipments and their benefits. Details of PPE and photographs of training to the worker for the usage of PPE is submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016).

10. First aid box, fire extinguishers, foams, sand etc. shall be made readily available in adequate quantity at all the times. Necessary tie up with the nearby fire stations and other emergency services shall be made to ensure that the required aids reach within the shortest possible time in case of any adverse conditions.

We have provided all the necessary requirement like first aid box, fire extinguishers, forms, sand, fire hydrant system and fire water reservoir in adequate quantity. Details are submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016).

We have also tied up with nearby firefighting facility like IFFCO Fire Station, Gandhidham Fire Station & Kandla Fire Station for emergency situation.

11. Training shall be imparted to all the workers on safety aspects of which shall include regular mock drill.

Complying,

Training is given to all the workers for safety and environment purpose. Recently mock drill was conducted on 12/12/2015. Record of recent mock drill is submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016).

12. Occupational health surveillance of the workers shall be done and its records shall be maintained. Pre-employment and periodical medical examination for all the workers shall be undertaken on regular basis as per Factories Act & Rules

13. The company shall carryout risk assessment based on the Worst Case Scenario and Maximum Credible Accident scenario by competent agency. The company shall implement all preventive and mitigation measures suggested in letter and spirit based on study carried out by the agency.

We have carried out quantitative risk assessment based on worst case scenario and Maximum Credible Accident scenario by HELPS, Vadodara and implemented all the preventive and mitigation measures as suggested in report. (Last updated in August 2015 By HEPLS (Industrial Safety, Health & Environmental Professionals and Competent Persons).

We have also carried out our latest safety audit report by HELPS in May’2015.

A.5: Noise 14. The overall noise level in and around the plant area shall be kept well within the

prescribed standards by providing noise control measures including acoustic insulation, hoods, silencers, enclosures vibration dampers etc. on all sources of noise generation. The ambient noise levels shall confirm to the standards prescribed under the Environment (Protection) Act and Rules. Workplace noise levels for workers shall be as per the Factories Act and Rules.

Complying,

Necessary personal protective equipments like ear plugs/muffs are provided to the worker working in high noise area. The noise area monitoring is regularly carried out by NABL accredited laboratory. Copy of Noise Monitoring Report is enclosed as Annexure – 8.

A.6: Cleaner Production and Waste Minimization 15. The company shall undertake following waste minimization measures:

a) Good housekeeping. b) Use of automated and enclosed filling to minimize spillage. c) Venting equipment through vapor recovery system.

Complying, We are maintaining good housekeeping within the premises. Paved roads and impervious flooring is provided in the premises. We regularly clean the same as well as maintain cleanliness in the whole premises.

We have also provided automatic system for filling of liquid chemicals to minimize the spillage. As we are not engaged in manufacturing of any products, provision of venting equipment through vapor recovery system is not applicable to us.

A.7: Green Belt and Other Plantation 16. Unit shall develop green belt within premises as per the CPCB guidelines. Complied,

At present we have developed green belt area within the premises by planting coconut trees and trees of dates. Photographs of green belt are submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016.

B. General Conditions

17. Prior CRZ clearance shall be obtained before undertaking any additional activities/ storage of new cargo, etc. even within the existing tanks at project site, if the site in question falls within the Coastal Regulation Zone area defined under the CRZ notification, 1991, as amended from time to time This clearance shall become valid only after having obtained the said clearance under the CRZ Notification, if silo falls within the CRZ area. The CRZ map from an agency authorized by the Ministry of Environment and forests, GOI, shall have to be prepared for this purpose and submitted to the Member Secretary, Gujarat Coastal Zone Management Authority for necessary actions at their end.

Complied, We have carried out Demarcation study regarding HTL, LTL and CRZ by Institute of Environmental Studies & Wetland Management (IESWM), Kolkata, which shows that our liquid storage terminal is outside the CRZ area and thus it does not attract any restriction regarding storage of any kind of liquid so far CRZ notification is concern.

18. The project proponent shall strive to adopt environment and occupational health and safety management system standards like ISO-14001 and OHSAS-18001.

Agreed, We have already obtained ISO-9001 and copy of the same is submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016.

19. All the transportation routes in the project premises shall be well paved to minimize the fugitive emission and to prevent soil contamination.

Complied, We have provided paved roads and impervious flooring within the plant premises. Photographs of the Paved roads are submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016.

20. The company shall undertake eco-developmental measures including community

welfare program most useful in the project area for the overall improvement of the environment.

We are allocating adequate funds for the purpose of community welfare of

the surrounding people. Record of such donation is submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016.

21. Impervious layer in the work area, petroleum products storage area and petroleum products handling area shall be provided to minimize soil contamination.

Complied, We have already provided impervious flooring in the work area, petroleum products storage area and petroleum products handling area within the plant premises. Photographs are submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016).

22. Leakages from the pipes, pumps, shall be minimal and if occurs, shall be arrested promptly.

Standby pumps are provided and regular checking of all mechanical equipments and their maintenance is also carried out.

23. At no time, the emissions shall exceed the prescribed limits. In the event of failure of any pollution control system adopted by the unit, the unit shall be immediately put out of operation and shall not be restarted until the desired efficiency has been achieved.

Noted & Agreed, We regularly check and monitor pollution control systems to achieve the prescribed limits. Reports of ambient air quality monitoring, work area monitoring, and Stack monitoring is enclosed as Annexure- 5, 6 & 7 respectively. We assure you that in the event of failure of any pollution control system adopted by the unit, the unit will be immediately put out of operation and will not be restarted until the desired efficiency has been achieved.

24. The project management shall also comply with all the environment protection measures, risk mitigation measures and safeguards recommended in the EIA / EMP report as well as other proposals made by them.

We have last updated Risk Assessment Report in August 2015 and Safety Audit Report in May 2015 as well as Onsite Emergency Plan in June 2015 by HELPS (Industrial Safety, Health & Environmental Professionals and Competent Persons).

25. The applicant shall also comply with any additional condition that may be imposed by the SEAC or the SEIAA or any other competent authority for the purpose of the environmental protection and management.

Agreed.

26. No further expansion or modifications in the plant shall be carried out without prior approval of the MoEF/SEIAA, as the case may be. In case of deviations or alterations in the project proposal from those submitted to MoEF/ SEIAA/ SEAC for clearance, a fresh reference shall be made to the SEIAA/ SEAC to assess the adequacy of conditions imposed and to add additional environmental protection measure's required, if any.

27. The project authorities shall earmark adequate funds to implement the conditions stipulated by SEIAA as well as GPCB along with the implementation schedule for all the conditions stipulated herein. The funds so provided shall not be diverted for any other purpose.

Complied.

28. The applicant shall inform the public that the project has been accorded environmental clearance by the SEIAA and that the copies of the clearance letter are available with the GPCB and may also be seen at the Website of SEIAA/ SEAC/ GPCB. This shall be advertised within seven days from the date of the clearance letter, in at least two local newspapers that are widely circulated in the region, one of which shall be in the Gujarati language and the other in English, A copy each of the same shall be forwarded to the concerned Regional Office of the Ministry.

Complied, We had given advertisement of EC obtained in Gujarati Newspaper of Kutch Uday on 03/09/2009 and English News paper of Times of India on 12/09/2009.Copy of News papers are submitted along with previous compliance report (Period: Oct’13 to Sept’15) on 01/02/2016.

29. It shall be mandatory for the project management to submit half-yearly compliance report in respect of the stipulated prior environmental clearance terms and conditions in hard and soft copies to the regulatory authority concerned, on 1st June and 1st December of each calendar year.

30. The project authorities shall also adhere to the stipulations made by the Gujarat Pollution Control Board.

We have been granted the CC&A by Gujarat Pollution Control board Consent Order No. AWH-63311 dated 04/07/2014, vide letter no. PC/CCA-KUTCH-136(3)/GPCB ID 17836/219784 dated 24/07/2014 which is valid up to 09/03/2019. We strictly comply with the conditions granted in CCA. The copy is enclosed as an Annexure – 3.

31. The project authorities shall inform the GPCB, Regional Office of MoEF and SEIAA about the date of financial closures and final approval of the project by the concerned authorities and the date of start of the project.

32. The SEIAA may revoke or suspend the clearance, if implementation of any of the above conditions is not found satisfactory.

33. The company in a time bound manner shall implement these conditions. The SEIAA reserves the right to stipulate additional conditions, if the same is found necessary. The above conditions will be enforced, inter-alia under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act 1986, Hazardous Waste (Management and Handling) Rules, 2003 and the Public Liability Insurance Act, 1091 along with their amendments and rules

34. This Environmental Clearance is valid for five years from the date of issue. Noted.

2. There shall be no increase in industrial effluent generation due to the proposed expansion.

No additional effluent is generated due to the installation of six new storage

tanks. We are maintaining proper record of Wastewater generation. Monthly

Wastewater generation is enclosed as Annexure – 4.

3. Domestic wastewater generation shall not exceed 4.5 KL/day after the proposed expansion and it will be disposed off through Septic Tank - Soak Pit.

4. Rain water runoff from the project site at its outlet shall be monitored by the project proponent regularly in the monsoon and its report shall be submitted to the GPCB.

A.2: Air

5. There shall be no additional fuel consumption in the project due to the proposed expansion.

No additional fuel is utilized especially for the six new storage tanks. Per Month

6. Fugitive emission at workplaces shall be controlled and kept below the limits prescribed by the concerned authorities from time to time. At no time, the emission levels shall go beyond the stipulated standards.

We are regularly carrying out monitoring of work area, ambient air and stacks

through NABL accredited laboratory. Also we have taken all the required

measures as given below to minimize and control the same:

We have ensured that there are not any leakages during the handling and

A.3: Solid Waste

9. The company shall strictly comply with the rules and regulations with regards to handling and disposal of Hazardous waste in accordance with the Hazardous Waste (Management, Handing and Transboundary Movement) Rules 2008, as may be amended from time to time. Authorization from the GPCB must be obtained for

10. The hazardous waste shall be packed and stored in separate designated hazardous waste storage facility with impervious bottom and leachate collection facility, before its disposal.

11. ETP waste shall be disposed at the common TSDF.

Not applicable,

The unit is not engaged in manufacturing of any items & does not involve any

Chemical process. The unit is a service installation engaged in transit storage

of liquid products in Tanks i.e. Edible Oil & hence there is very scarce need of

washing the tanks. The tanks are to be washed only during a change in liquid

Product being stored, or decommission of tank. This is done very sparingly.

Entire water emanating from washing will be taken to Oil Water interceptor and

oil portion will be recovered. Rest clear water devoid of any oil chemicals is

used for Green Belt development within the factory premises.

12. Oily sludge and pigging waste shall be sent to the common hazardous waste incineration facility for its disposal by incineration.

We have obtained membership of TSDF site of Saurashtra Enviro Project Pvt.

Ltd., Bhachau for proper disposal of Pigging waste. Oily sludge, if any, is

recovered & stored in Barrels which is taken away by parties utilizing the

storage tanks.

A.4: Safety

15. Oil Industry Safety Directorate (OISD) standards and other standards issued by the Government of India for the construction and operation of the storage tanks shall be followed strictly.

the installations as per the standards and approved drawings. List of OISD

16. All necessary precautionary measures shall be taken to avoid any kind of spillage and accident especially during handling of the crude oil to and from the tanks.

The storage tanks are hydraulically tested in order to ensure that there are no

leak joints. Welded joints are also tested radio graphically. Each storage tank

has been provided with pipeline for receiving the liquid cargo from the main

pipelines in the Terminal, laid near the manifold of the flame proof pump house.

The main receiving pipeline is connected to storage tank with SS flexible hoses.

There is negligible chance of spillage, leakage in the pipeline as the length of

the pipeline is very short.

In the Terminal, centrifugal pumps are installed in flame proof pump house

constructed opposite to manifold of storage tank pipelines as per the

requirement of Petroleum rules. Each pump is provided with mechanical seal to

eliminate chances of leakages. Sufficient numbers of pumps are provided to

unload cargo from various storage tanks at a time. The pipelines of the storage

tanks from which the cargo is to be unleaded is connected with flexible SS

hoses to the pump coupled with flame proof motors.

The storage tanks in the Terminal have been provided with elaborate fire

fighting system consisting of main fire hydrant pipeline, with fire hydrants,

water monitor etc. water sprinkler & foam sprinkler are provided on periphery of

storage tank itself.

17. Necessary dyke walls, spill collection sump etc. shall be provided as per the necessary statutory requirements and best practices adopted in the industries.

The dyke wall is provided to the group of storage tanks. Impervious flooring is

provided in the tank area. However, incase of any leakage, provisions are made

to collect the spill and pumped the same into the buffer tank, specially provided

for the storage of spill.

18. Strict supervision by plant personnel shall be carried out during oil transfer or receipt of petroleum products.

19. Proper earthing shall be provided on the pipelines and storage tanks. The tank gauging operator shall not be earthed with the tank (i.e. he shall wear non conducting shoes).

20. Lightening protection devices shall be provided for all the storage tanks. Complied.

21. Fire protection facilities and fighting equipments shall be maintained in the terminal as per OIDS-117.

22. Personal Protective Equipments shall be provided to workers and its usage shall be ensured and supervised.

28. The project management shall strictly comply with the provisions made in Manufacture, Storage and Import of Hazardous Chemicals Rules 1989 as amended in 2000 for handling of hazardous chemicals. Necessary approvals from the Govt. Authorities shall be obtained before commissioning of the project, if applicable.

Adequate safety measures are being taken during Manufacturing, storage &

Handling of Hazardous Chemicals and we are complying with all the rules &

regulation under the MSIHC Rules, 1989.

We have updated our onsite emergency plan in June 2015. We have demarcated

escape route leading to assembly points.

A.5: Noise

29. The overall noise level in and around the plant area shall be kept well within the prescribed standards by providing noise control measures including acoustic insulation, hoods, silencers, enclosures vibration dampers etc. on all sources of noise generation. The ambient noise levels shall confirm to the standards prescribed under the Environment (Protection) Act and Rules. Workplace noise levels for workers shall be as per the Factories Act and Rules.

However, if the adequate land is not available within the premises, the unit shall take up adequate plantation on road sides and suitable open areas at nearby schools, gram panchayat areas and any other open areas in consultation with the local bodies / GPCB and submit an action plan of plantation for next three years to the GPCB.

B. GENERAL CONDITIONS

32. The project proponent shall strive to adopt environment and occupational health and safety management system standards like ISO-14001 and OHSAS-18001.

38. The management shall ensure that the unit complies with all the environment protection measures and risk mitigation measures/safeguards proposed by them.

The applicant shall inform the public that the project has been accorded environmental clearance by the SEIAA and that the copies of the clearance letter are available with the GPCB and may also be seen at the Website of SEIAA/ SEAC/ GPCB. This shall be advertised within seven days from the date of the clearance letter, in at least two local newspapers that are widely circulated in the region, one of which shall be in the Gujarati language and the other in English, A copy each of the same shall be forwarded to the concerned Regional Office of the Ministry.

5,4 The authorization is subject to the conditions stated below and such other conditions as may be specified inthe rules from time to time under the Environment (Protection) Act-1986.

5.4 TERMS AND CONDITIONS OF AUTHORISATION:a) The applicant shall comply with the provisions of the Environment (Protection) Act - 1986 and the rules

made there underb) The authorisation shall be produced for inspection at the request of an officer authorized by the Gujarat

Pollution Control Board.c) The persons authorized shall not rent, lend, sell, and transfer of otherwise transport the hazardous wastes

without obtaining prior permission of the Gujarat Pollution Control Board.d) Any unauthorized change in personnel, equipment or working conditions as mentioned in the authorisation

order by the persons authorized shall constitute a breach of this authorisatione) It is the duty of the authorised person to take prior permission of the Gujarat Pollution Control Board to close

down the facility.n An application for the renewal of an authorisation shall be made as laid down in rule 7.g) Industry shall submit annual report within 15 days and sub sequent by 31st January every year.h) Hazardous waste shall be disposed off in accordance with the Haz, Waste (Management, Handling &

Transboundary Movement) rules, 2008 and unit shall have to obtain Authorization of this Board for allapplicable categories of waste.

6,1 Any change in personnel, equipment or working conditions as mentioned in the consents form/order shouldimmediately be intimated to this Board

6.2 Applicant shall also comply with the general conditions given in annexure I6.3 The waste generator shall be total~ responsible for (I.E. Collection, storage. transportation and ultimate

disposal) of the wastes generated6.4 Records of waste generation, its management and annual return shall be submitted to Gujarat Pollution Control

Board in Form - 4 by 31,1 January of every year6,5 In case of any accident, details of the same shall be submitted in Form - 5 to Gujarat Pollution Control Board.6.6 As per "Public liability Insurance Act - 91" company shall get Insurance policy, if applicable.6.7 Empty drums and containers of toxic and hazards material shall be treated as per guideline published for

"management & handling of discarded containers" Records of the same shall be maintained and forwarded toGujarat Pollution Control Board regularly.

6.8 In no case any kind of hazardous waste shall be imported without prior approval of appropriate authority6.9 In case of transport of hazardous waste to a facility for (I.E. Treatment, Storage and disposal) existing in a state

other than the state where hazardous waste are generated, the occupier shall obtain "No Objection certificate"from the state pollution Control Board, the Committee of the concerned state or Union territory Administrationwhere the facility exists.

6.10 Unit shall take all concrete measures to show tangible results in waste generation reduction, voidance, reuseand recycle. Action taken in this regards shall be submitted within 03 months and also along with Form 4

6,11 Industry shall have to display the relevant information with regard to hazardous waste as indicated in the HonSupreme Court's order in WP. NO.657of 1995 dated 14th October 2003.

6.12 Industry shall have to display on-line data outside the main factory gate with regard to quantity and nature ofhazardous chemicals being handled in the plant, including wastewater and air emissions and solid hazardouswaste generated within the factory premises.
