1. Overview and Funding
Aims
• Improved journey times on and off the Gosport peninsula.
• Improved air quality.
• To assist business retention and encourage new investment.
• Improved connectivity and network resilience across the peninsula.
Scheme Overview
We’ve listened to the local community and worked with our partners to secure planning permission and funding for this much needed extension including
retaining Rowner Road bridge. This event enables us to continue to engage with the local community and allow people to view the details of the scheme
and discuss your thoughts and views with our officers.
Key scheme components include:
• Extension of the existing Eclipse Busway from the Tichborne Way / Hutfield Link to Rowner Road.
• Retention of Rowner Road Bridge to allow pedestrians and cyclists to continue under Rowner Road on Henry Cort Way.
• A new cleaner First bus fleet.
• A new Eclipse Extra service link to the Daedalus Enterprise Zone.

Phase 1 - Successes So Far
• Approximately 2.4 million journeys are made each year on the busway
making it Hampshire’s busiest bus corridor.
• 64% passenger increase on E1 and E2 over the services they replaced.
• Up to 20% of passengers have transferred from the car.
• Up to 2% less traffic on the parallel A32.
• 12% growth in bus use on the peninsular.
• Improved journey time reliability.
• High levels of passenger satisfaction.
Additional Improvements
Since the Eclipse Busway opened in 2012 the County Council has carried out a
number of on-highway improvements to further reduce journey times for buses.
• Dedicated bus lanes at Brockhurst Roundabout.
• Bus contraflow lane on Lees Lane North.
• New Fareham bus station priority access to the A27.
• Fareham Railway Station interchange improvements.

4. Programme
Enabling WorksA package of enabling works will be delivered on site to allow for the main works contractor to come in at
a later date. Works will include removal of old rail track and sleepers and the start of some utility
diversions.

Operational
Completion of detailed design and assembly of all tender documentation, which will be issued to
contractors to price. After the tender period, contractor’s bids will be assessed and a contract awarded to
the contractor displaying the best approach to the scheme construction in regards to quality, value for
money, health and the environment.
After a short mobilisation period, the main contractor will start the construction of the scheme. The exact
order and phasing will be up to the contractor to determine within the constraints set out in the contract
by Hampshire County Council. The duration of construction will be approximately 18 months, and will
consist of the remainder of the utility diversions, construction of the busway, associated drainage, lighting
and bus stops, installation of a new junction with traffic signals at Rowner Road.
The bus route will become operational following on from completion of the main works.

7. Scheme Overview - Rowner Road Junction
Rowner Road
There will be a new signal controlled junction where the busway
ramp meets Rowner Road.
The existing bridge will be retained allowing for continued use by
cyclists and pedestrians.
Every effort will be made to minimise delays to Rowner
Road traffic and Henry Cort Way during the construction of the
scheme. Although some disruption should be expected
particularly during the construction and tie-in of the new busway
ramp.

8. Pedestrians
Pedestrian Provision
The existing segregated footway / cycleway which connects the leisure centre to Rowner Road
will be maintained.
The existing segregated footway / cycleway will cross over the new busway via an uncontrolled
crossing, this route will then tie into the existing segregated footway / cycleway and continue
under Rowner Road Bridge.
Where new bus stops are provided, footway links will be constructed to tie into local routes.
Pedestrians will not be permitted to walk along the busway itself.

9. Cyclists
Proposed Cycle RoutesCyclist Provision
The busway will be open to cyclists from 5:45am to 11:15pm and will be similar to the
existing busway in terms of surfacing and width.
The existing segregated cycleway/ footway will also be maintained beside the
southern section of the busway.
The existing cycle shelter at Hutfield Link is being retained.
The key benefit of the revised scheme is the retention of Rowner Road Bridge,
allowing cyclists to pass under Rowner Road as they are able to do so at the moment,
and to continue along the existing shared use footway / cycleway.

10. Busway and Bus Stop Information
Bus Stop Specification
All bus stops will offer the following facilities:
• Weather-proof shelters.
• LED low energy lighting.
• Footpath connections to nearby communities.
• Real-time bus information.
• Ramped accesses and level boarding.
• Eclipse branding
Busway Specification
On completion, Phase 1 will form a 4.3km high quality
two-way dedicated rapid busway with:
• A 6.2m wide carriageway.
• A low noise road surface.
• Separate shared-use footway / cycleway along the
southern section.
• A 40mph speed limit.
• Open to buses, cyclists and emergency services vehicles.
• Access control barriers open between 5:45am to 11:15pm.

11. Ecology and Environment
Ecology
A wide range of ecological surveys have been carried out to identify the wildlife living along the corridor
and surrounding habitat.
Common and widespread bat species such as common and soprano pipistrelles and noctules are
known to use the existing corridor for foraging and commuting and retaining Rowner Road Bridge will
help to protect this important commuting feature.
Badgers have been found living along the route and carefully planned measures are being taken to
ensure they are not adversely affected by the construction work or the busway operation. These
include the closure of a small number of mainly inactive setts under a Natural England licence and the
enhancement of the retained habitat corridors to the east and west of the new busway.
The existing habitats along the corridor are considered to be sub-optimal for reptiles. However,
precautionary measures are in place to protect the reptiles on site including the phased clearance of
vegetation under the supervision of an ecologist. If reptiles are found during the clearance works, they
will be safely relocated to the retained habitat corridors.
Environment
A detailed Environmental Assessment shows minimal impacts on biodiversity. Planting will be
undertaken which will mature to form a visual screen for adjoining properties
and a low noise road surface will be used to minimise vehicle noise.

12. Air Quality
Air Quality
The scheme aims to improve air quality through reduced emissions in the Air Quality
Management Area in Fareham by:
• Reducing private car use.
• Encouraging more people to use the bus or to cycle.
• Operating new lower emission buses.
Air Quality Management Areas (AQMAs)
The Air Quality Management Area in Fareham is monitored by Fareham
Borough Council. Fareham Borough Council is responsible for carrying out the review
and assessment of air quality in their area. Hampshire County Council has a legal
duty to comply with local Air Quality Action plans.
The aim is to make sure that national air quality objectives will be achieved to protect
people's health and the environment. Two AQMAs in Fareham have been recently
reviewed and extended, resulting in a single AQMA.
First Bus Fleet
First have invested £3 million into a new fleet of eighteen high
specification, low emission buses to provide cleaner, high
frequency services on the busway.
First will also provide a new ‘Eclipse Extra’ bus service to the
Solent Enterprise Zone at Daedalus.
There is a Partnership Agreement between Hampshire
County Council and First guaranteeing vehicle age, emission
levels, service frequency and maintenance of passenger
facilities.
