2. DESCRIPTION OF SITE ACTIVITIES This pig production unit is located in an agricultural hinterland, in the townland of
Lissemane, approx 2.5 Km fiom the public roadway (R438), and at an elevation of 60m. The pig unit is about 505 Km fiom Rathcabbin.
The unit has been licensed by the Environmental Protection Agency since 23" February 1999, and the operating capacity of the site is set out in Table 1 below. P C License Reg No PO437 was reviewed, and a new IPPC License was issued 2gfh April 2006, which incorporated an anaerobic digester adjacent to the existing pig farm, to treat pig manure and imported organic material, to produce green energy, and fertilizer. The development of this anaerobic digester is dependent on economic conditions, and approval for connection to the electric grid.

3. SUMMARY INFORMATION 1 1,415 tonnes of animal feed was utilised on site during 2019 in the production of pig meat. 794,844 units of electricity and 156,826 litres of gas was utilised in the production process in 2019. This is summarised in Table 2 below.

3.1 PIG MANURE STORAGE CAPACITY The available pig manure storage capacity is recorded weekly on site. This data is
summarised in Table 3 below, and presented as the % of storage capacity available at the end of each month. It is clear that there is sufficient suitable storage available on site, throughout the year. As a result it is proposed to formally request the Agency for permission to reduce the monitoring frequency of storage capacity to monthly. The available slurry storage capacity of this farm is 24,218 M3. The estimated volume of slurry production on this farm during 2019 was 13,759 M3.

3.5 PIG MANURE REGISTER
commercially sensitive information is available on site for inspection during normal working hours. The pig manure fi-om this facility is utilised as fertiliser on agricultural crops, on clearly identified parcels of land, in accordance with nutrient requirements, and therefore is not waste, as determined by the European court of Justice. 9,744M3 of pig manure was delivered to customer farms during 201 9, for use as a fertiliser, on agricultural crops.

1. SURFACE WATER DISCHARGE MONITORING
The surface water discharge points at the boundary of the site are visually inspected weekly, (a copy of this register is included in Attachment No l), and sampled quarterly. These samples are analysed for COD, and results are set out as mg/litre. Tables 5(i), 5(ii), and 5(iii) below shows the results obtained for surface water discharge analyses.

Vermin control is carried out by staff at this site. A register is maintained of these visits and summarised hereunder in Table 8. A copy of this register is included in Attachment No 3.
4.6 NOTIFICATION PROCEDURES A copy of notification procedure for this site is included in Attachment No 3.
5. TANK AND PIPELINE TESTING AND INSPECTION REPORT A tank and pipeline assessment proposal was previously submitted to the Agency for this facility in 2004. This proposal was produced in association with Mr. Jer Keohane of GES Ltd. It proposed the use of the two existing wells, along with the provision of three new wells, to be located around the circumference of the facility, to be monitored on a regular basis on an agreed list of parameters, thereby setting a baseline for future monitoring. These three new wells have now been installed, and are being monitored.
The new facility at this site has been developed at the location of the old. AI1 new structures have been provided with independent leak detection facilities, with individual inspection points. Prior to use of these new buildings, an Engineers Report was prepared by Mr. Michael Mc Eniry, and a copy of same was submitted with the AER 2007 report, along with a copy of a report produced by Mr. Jer Keohane of G.E.S. Ltd.
In addition a further report was submitted to the Agency in June, 2009 having been prepared by Mr. Michael Mc Eniry on the basis of inspections carried out on all the storage tanks on site following an un-planned destocking programme. This was an unusual occurrence which presented itself and the decision was taken on site to take the opportunity to inspect all pig manure storage tanks. The open tanks on site were again certified in August 2015, and the resultant report was submitted to the Agency.
Due to the location of the monitoring wells on-site, up-gradient and down-gradient of this farm, a review of their monitoring results, and the visual inspections of the individual leak detection systems on site, we submit that based on the visual

STAFF ENVIRONMENTAL TRAINING An introduction was given to all staff members present, of the current status of the IPC Licence of this facility. The content and location of the necessary notices were discussed. (Emergency Response Procedure, Training Procedure, etc). All staff members present were reminded of their responsibilities in respect of waste generated on site, as follows 1.

No staff member has permission to transfer pig manure fiom any section of the unit unless cleared by Management. All carcasses must be removed to collection skips, and transferred to main skip daily. All carcass skips must be kept covered at all times. Used Fluorescent tubes must be kept in the designated bin, fiom where they will be removed off site every six months. Staff members must be aware that fluorescent tubes are HAZERDOUS waste. Used veterinary needles and syringes must be put into the sealed containers provided, which will be removed off site every six months. Staff members must be aware that veterinary waste is classified as HAZERD OU S waste. All glass medication bottles, must be brought to the designated cleaning area weekly, where they will be rinsed 3 times, before being put into the refuse skip. Any staff member who becomes aware of anything which may have an environmental effect, must immediately report same to management, ie; leaking water pipe, pig manure spillage, waste items left in an unauthorised area of the unit, high slurry levels in tanks etc. All staff members must take responsibility for waste items generated in their own areas, to ensure that they are transferred to their designated collection points as required. All staff members must ensure that their own areas are kept clean and tidy. Refuse bins are provided and must be used. Any staff member given responsibility to maintain a written register, must ensure that the required duties are carried out and documented. 4. APPLY CONTROLS TO ENSURE THAT CORRECTIVE ACTIONSARE TAKEN AND THAT THEY ARE EFFECTIVE
5. IMPLEMENT AND RECORD ANY CHANGES IN PROCEDURES RESULTING FROM CORRECTIVE ACTION
6. PROVIDE SUCH APPROPRIATE TRAINING OR RETRAINING AS MAY BE NECESSARY

CONDITION No 2.4.1, of IPC Licence Reg No PO437-01 states
“The licensee shall put in place a programme to ensure that members of the public can obtain information concerning the environmental performance of the licensee at all reasonable times”.
