May 2016 1 COMPARING ANIMAL HEALTH REGULATORY STRUCTURES Being able to export FBS requires that a country have the regulatory structures in place needed to assure that both industry and government prerequisites have been met. The table inside compares some important components of the animal health structures and capabilities of 8 representative FBS exporting countries. First and utmost, the exporting country must have a reliable and reputable meat inspection authority, with government approved slaughterhouses, official veterinary inspection / supervision of slaughter and blood collection processes, and the capability to meet all the certification requirements of the importing country. Among the most important capabilities of an exporting country’s animal health infrastructure, is their ability to detect, control and eradicate cattle diseases. As noted in the table, all 8 FBS exporting countries are free of Foot and Mouth Disease, and have achieved a “negligible” or “controlled” BSE risk classifications, all remarkable achievements which require many years of dedicated and ongoing disease detection, surveillance, and traceability programs. The exporting country must also have the appropriate animal health infrastructure needed to detect and report the presence or absence of other cattle viruses of importation or adventitious concern for FBS. All FBS producing countries must have first-rate regulatory structures in place to qualify to export FBS. COMPARING ANIMAL HEALTH REGULATORY STRUCTURES
