30 years in Construction industry as Project Management Consultancy,
Structural design, Repairs & Restoration of dilapidated buildings. He is a
member of Rotary Club of Mumbai Mulund East & Also the served as a
president of Rotary club of Mumbai Mulund east for 2017-18. He is a
founder of NGO called “Prawas” an organization refurbish the old & unused
bicycles and donating to the unprivileged children in the Adivasi pada . He
has been rewarded as “Achiever of the year” in the year 2009-10 and
“Outstanding Leadership award”. He has been also awarded as best
Entrepreneur award from Mr. Prasad Lad vice president of BJP in the year
of 2018-2019. He is one of the Trusty of Brain storming NGO , which is

Mr. Sandeep Adhyapak completed his Bachelor of Engineering in Civil stream
and is a Rainwater Harvesting Consultant. He is a member of INDIAN GREEN
BUILDING COUNCIL (IGBC) and Indian Water Works Association (IWWA). He is
appointed as „Expert on Rainwater Harvesting‟ in the panel by Municipal
Commissioner Thane Municipality in the year 2005 & Vasai Virar City Municipal
Corporation in the year 2012 and also, as a Technical Service Provider for Rural
Water Supply schemes in Raigad District, on the panel formed by Chief
Executive Officer, Raigad Zilla Parishad. He is holding license for Bombay
Municipal Corporation (BMC) for Licensed Surveyor, Licensed Site Supervisor
and Licensed Plumber.

Dr. Ajay Radke completed his qualification in B E (Civil), M Tech in Structural

engineering at Mumbai University for last 24 years and currently Director of

SCOPE OF WORK FOR SELF - REDEVELOPMENT
PROJECT MANAGEMENT AND ARCHITECTURAL SERVICES
Phase I: Preparation of Feasibility Report
It is very crucial to search, assess and verify all the relevant
documents [related to the plot ownership, plot owner‟s legal
history, actual plot area, plot Floor Space Index (F.S.I.) status,
etc.]. This will give us a realistic vision/view/probability and the
actual viability of the project with reference to the existing society
premises redevelopment.
The scope will be:
Collection of all the documents available with the society, [if not
available, the same can be procured from the relevant
departments by paying prescribed fees and extra charges by
society] which are required to assess the project economics and
thereby understand the project Feasibility.
The documents list are as follows:
7/12 Extract of the plot.
Index II of the plot.
Latest C.T. Survey plan of the plot.
Latest plot‟s Property Registration Card.
Latest Development Planning [D.P.] Remarks for the plot.
Latest Town Planning [T.P.] remark of the plot, if the plot is
under Town Planning Scheme.
Latest Traffic Remarks.
Existing B.M.C. approved plan showing F.S.I. calculations.
Actual Survey of the Plot.
Actual Physical Areas of the Flats.
Registered Conveyance deed in the Society‟s name.
Detail study of the above-mentioned documents in relation with
the latest Development Control [D.C.] Rules, will enable us to
evaluate the project keeping in view the expectations of the
members and future
Development; it will help us to determine the probability and the
viability of the proposed development project.
The findings of the assessment will be incorporated in the form
of
Project Feasibility Report that will guide us about the
rationality and the financial potential and prospect of the
project.
The Project Feasibility Report will give us indication about the
budget and thereby representing the actual funds required for
the execution of the redevelopment and thereby indicating
towards the potential of the
project; it will be pointer as regards the prospect of the project
and based on the same we can infer on the benefits that the
society will be able to get pleasure of.
The Feasibility Report will consist :
Type of the project viability viz-a-viz premium residential
property / commercial cum residential property / commercial
property.
The Additional area that the members can expect in lieu of
the Redevelopment.
The amenities which will be provided by the prospective
Contractor
The utility services [viz. B.M.C. water, Gas connection,
Borewel water, Rain water Harvesting] which will be
provided by the prospective contractor.
The Corpus Fund to be provided to take care of the
increased maintenance.
The approximate Expenditure on the project taking into
consideration the total construction cost for the project,
T.D.R., Premiums, Fungible Premiums, the shifting / transit
charges, the licensing, professional and approval charges for
the project etc.
The approximate Profit in the project, thereby knowing the
percentage of returns in the project.
To present the status of the project viz-a-viz the feasibility
report firstly to the managing committee.
To educate members about Redevelopment Project and the
Feasibility Report in the Special General Body Meeting
[S.G.M.].
To take the approval of Feasibility Report in the S.G.M.
To submit the project report to bank for the Pre- approval of
the loan
Follow up with the bank for the loan approval.
Phase II: PREPARATION OF PLANS AND ELEVATION FOR THE
APPROVAL
a) To prepare architectural designs / schematic drawings
incorporating your requirements, as per norms of MHADA
and prevailing D.C.Regulations
b) To coordinate with Mumbai Housing Area and
Development Board, MHADA and its relevant offices to
obtain Offer Letter as per MCGM DCR 33(5) and to obtain
NOC for redevelopment of the existing building from all
relevant department of Mumbai Board.
I. To obtain clearance from office of Board for World Bank
Projects
II. To obtain demarcation of plot with Plot Area
Certification and consent verification from
Executive Engineer Division
III. To obtain clearance from Architect Division of
MHADA/MCGM
IV. To obtain clearance from office of Resident Executive
Engineer Mumbai Board /MCGM
V. To follow-up and liaison for getting executed the
Lease Agreement between Mumbai Board and
individual society.
VI. To obtain sanction of redevelopment proposal from VP
MHADA / Mumbai Board/ MCGM
VII. To obtain NOC for redevelopment, NOC to CC and
NOC to OC from Mumbai Board for the proposed
building/s./ MCGM
VIII. To obtain required Concession from authorities
and obtain IOA, CC, further CC, Occupation
Certificate from MCGM /MHADA. Only one-time
amendment of plan shall be included in our scope
thereafter further amendments to plan shall be
chargeable.
IX. To obtain basic documents viz. DP remarks, RL
remarks, PRC, City Survey Plan, CFO NOC, traffic
NOC for proposed plans etc required for submission
of proposal.
c) Preparation of Working / Execution Drawings:
i. To prepare detailed working drawings as per the
approvals granted by MCGM/MHADA including
execution drawing in co-relation with elevation,
RCC details, CFO details for the said redevelopment
proposal.
ii. To co-ordinate with different agencies like,
Structural Engineer, Plumbing consultant, Electrical
consultant, Fire system consultant & other agencies
& prepare final execution plans for construction of
building.
iii. An Engineer shall visit Site every two to three visits
per week or as per activity to monitor and for
supervising the ongoing work as per the
requirements and monitoring of important
activities.
iv. To give the Carpet areas and other relevant data
as per requirement of RERA for its submission for
Registration of RERA.
v. The Society shall be able to get all final execution
drawings, structural drawings, MEP drawings on
the project with minute details and also can keep
track of the progress of the site on regular basis.
vi. After the approval of Project Feasibility Report the
suggestions from S.G.M. will be incorporated in the
draft tender, the draft tender will have one fixed
component not changeable either the Additional
Carpet Area or the Corpus Fund as per the G.R. –
79-A to be decided by the society.
vii. Scope of liasoning Architect and under table
expenses doesn‟t come under our scope of work.
Phase II: CONTRACT AGREEMENT AND LEGAL
FORMALITIES
TO prepare BOQ for the construction of the work
The tender document will contain:
Legal Conditions: It will contain the General conditions, Special
conditions, etc.
Technical Conditions: It will contain Prequalification conditions,
Works Specifications and Material Specifications with the brand
name for the contractor.
Financial Conditions: It will contain papers of financial standing
of the Contractor [i.e. Bank Solvency Papers, Income Tax
return papers, G.S.T., P.A.N., Bank Guarantees, etc.
A Draft of Tender Invitation will be submitted to the society, the
same has to be vetted by the Solicitor / Advocate and approved by
the society members. The suggestions / alternations /
amendments to be discussed in the S.G.M. and thereafter on
approval of the same to be incorporated in the final tender
document.
The invitation to tender to be floated vide minimum two [2]
newspapers including one Marathi newspaper, giving sufficient
time for the Contractors to study the project and submit their
most competitive offer.
The Contractors purchasing the tender have to quote their offer
and submit the same along with an exhaustive profile as
prescribed in the Proforma in the invitation to Tender.
The Tender bids will be scrutinized based on the financial standing,
past work experience of similar nature, Technical competency and
offer for Redevelopment.
Review offers of short-listed Contractors, prepare comparison
table, and present it to the society members in the meeting.
Evaluate short listed Contractors selected by the society based on
the examination of their previous projects, market data. Prepare
and submit evaluation report to the society.
Based on the scrutiny and evaluation of all the bidders at least
Five [5] Contractors will be shortlisted.
The shortlisted competent Contractors to be called for a personal
interview and thereafter site visits of the projects of the
Contractors to be undertaken for interaction with the clients about
their services and overall performance.
A consolidated site visit report to be prepared along with the
society committee members.
The proposal / offer of the shortlisted contractors to be negotiated
along with the society members for the last and final offer.
A concise and precise report of the whole process of Tendering to
be compiled and a presentation of the same will be made to the
society in S.G.M.
On completion of the whole grind a competent and sound
Contractors will be selected for the work from the short-listed
contractor by the Society.
The appointment of the contractor to be done in S.G.M
Phase IV: Execution and Technical Supervision
Inspection of Material and Quality Control Performance.
Periodical Checking and materials brought on the site to be tested
as per I.S. codes and as per engagement of our services.
Ensuring the adherence of the specifications and workmanship as
specified in the tender / agreement.
The following construction items will require special attention in
respect of quality control, Concrete, Reinforcement/Steel, Form
Work, Masonry, Water proofing, Joinery and Timberwork, Electrical
Fittings, Sanitary fittings, Water supply.
The following works to be inspected during construction they are
R.C.C., Masonry, Electrical services, Sanitary and water supply
services.
To prepare the schedule of the work for entire project.
Coordinating between various agencies for smooth execution of
project.
Scrutinizing, approving the bills of material received at site, labour
bills, consultant‟s bills etc. and recommending the payment.
To ensure the progress of the work as per the strict timeline.
We shall be checking the drawings received from the Architects
and Structural Consultants.
We shall be checking the centerline plan with position of columns
and to assess the location with respect to car parking or any
interior layouts.
We shall be checking the line outs of the buildings with respect to
open spaces of the buildings as per approved plan.
We shall be checking strata before starting the foundation as per
the guideline given by the structural consultants and getting the
same approved by the structural consultants.
We shall be getting the soil tested and shall submit the reports to
RCC consultants. (The Fee for the all testing and geological reports
shall be paid by the client)
We shall get the Concrete mix designed from the approved
laboratory and shall get approved from the structural consultants
and shall ascertain its implication at site on regular basis.
We shall be checking bills of all contractors and suppliers and sent
the payment certificates to your office for further necessary
action.
We shall plan the work and shall coordinate with Consultants from
time to time so that the project can be completed in schedule
period of completion.
Phase V: Completion Stage
Carry out visual survey of the completed work and create
photographic record of all the work.
To monitor the project for the regulatory compliances from all the
concerned authorities.
Ascertaining all the original approvals like I.O.A, C.C, B.C.C, O.C,
No dues certificate from various authority and ask contractor to
hand over the same to society
Phase VI: Defects Liability period
Conducting visual survey in 1st monsoon after completion of
project and observe any dampness, leakage and defects.
Summon the Contractor to rectify the defects such observed to
your satisfaction under our supervision.
Advise on releasing of retention amount of Contractor after the
defect‟s liability period.

Our professional Consultancy fees will be ____% on
total construction cost {Construction Cost = Total
Construction Area per Sft (Total Approved built up area
+40%)} X 3,000/- rate of construction) plus 18 % GST as
applicable [the same fee will be reimburse from the
Contrctor].
The Schedule of payment will be as follows:
a. Along with appointment letter 51,000/-
b. Preparation of feasibility report (5%-a). 05%
c. Preparation of plans and Elevation of proposed
work

d. Pre-approval of the project loan from Bank 05%
e. Obtaining NOC for the project from MHADA 05%
f. Submission of proposal to Mhada for IOA 10%

l. The balance 44% of professional fee will be
released on monthly basis in 24 equal
installments. Which will be released on 1st day of
every month, (monthly detail site report will be
submitted along with bill) If project gets delayed
due to negligence of Contractor,
then the monthly instatements of Project
Management Consultant‟s & professional fee will
be continued till the completion of the project.
