QUALITY :It is a way of managing people and business processes to ensure complete
customer satisfaction at every stage, internally and externally
• Some organization believe that the owner can never fully delegate quality assurance and control responsibility

1. Each project will require a sound plan for inspection , testing-laboratory and surveying.
2. On very large projects, all three services can be supplied by PCM.3. Normally outside professional service contract for inspection , testing
and surveying.4. That services should first be scoped jointly with designer and then a
joint owner’s recommendation.5. The manager , owner & designer should all be aware the inspection ,
testing & surveying responsibilities assumed by each member of construction management team.
6. PMC must recognize the professional responsibility of the designer.7. Designer must recognize the professional responsibility of the PCM.8. On large construction projects , inspection can fully separated from
contract management & administration. 9. Testing laboratories can be hired by the owner , architecture or PCM10. One member of the team must be selected to monitor and manage.

11. Reports should be distributed to all member of the team.12. For survey control, The PCM must provide basic line and grad for
contractors.13. On large projects a number of survey crews can be fully utilized by PCM,
while on small & medium size projects all surveying can be perform on a part time, the preferable solution depend up on the job and area practice as well as on overall economy to the owner.

Some government agencies are delegating quality control to the contractors on fixed-price contracts with only oversight role assigned to the owner.
• Conventional approach on fixed-price contracts is for the owner to retain inspection responsibilities either directly
• Design-construct projects constructed on a reimbursable-cost basis, it is common practice for the owner to delegate most or all of the quality responsibilities to the design-constructor.
• Lump-sum, the owner usually retains a major involvement in the area

2.1Start-up• Much inspection & testing of components are don while the project is
underway.• As project nears completion, it is important to be sure that all
components function well together as a total system.• In some cases, this mainly involves testing, adjusting and correcting the
major electrical piping and mechanical systems so that they perform at their optimum level
• This phase involves a warranty period during which the designer & the contractors can be called back to correct problems that were not immediately evident upon initial testing.

2.2Final closeout• To final acceptance documentation, PCM and General contractor may be
responsible for big additional duties, either from job site or from the main office, like:
1. Furnishing or obtaining guarantees.2. Operating information.3. Spare parts. 4. Instruction manual. 5. As-built drawing bonds maintenance agreement. 6. Inspection certifications……….…etc• Often an inspection is scheduled before the expiration of performance
guarantees.• All that points take along time and cost so CM must plan it in his
schedule.

• 3.1 Owner’s consideration:• There are potential claims in every construction project and in any
contractual relationship.• Field personnel must be thoroughly familiar with contract provisions,
rights of the parties and concept of the contractual relationship.• Claims can be much more readily adjudicated if the contract was
understanding, so proper documentation will include:1. Independent evaluation of merits of each item outlined in the claims.2. Minutes of any negotiation meeting, including information that may be
develop.3. Early notification on the owner, an early request for legal assistance and
advice.4. Written approval of the claims settlement by the owner.

• 3.2 Manager’s consideration:• The position of the CM still remains somewhat unclear, Because of each
contract will differ in its legal responsibilities.• The usual position of PCM is that it has hired out his expertise as agent
to the owner, and the owner should be responsible for business risks

• 3.3 contractor’s consideration:• The contractor works in very competitive environment • Bid low enough to win and that will interrupted with drawings and
specification.• Drawings and specifications are subject to varying interpretation. • varying interpretation will create conflict situation• In this situation, mediation is beginning to have some initial success in
setting such disputes
