Identify hazards-control risks

Define targets –develop program

Ensure a safe and healthy system-

be well-organized

Ensure safety and health in machines,

7 Golden Rules Applied in CSSP

1.

Leadership

Integrate Road Safety

Element into existing OSH Policy

Set yearly KPIs

e.g 5% reduction of CA, allocate

budget

Top management

involve in setting the

KPIs

2.

Identify Hazard

Route hazard

mapping

• Individual

• Premise

Establish CA database

No of workers ride to work?

Estimate risk

3.

Define target-

Develop Program

Identify high risk

workers-eg. Among

motorcyclist

Plan consistent

and continuous road safety program

4.

Ensure Safe System

Continuosmonitoring

Action for improveme

nt

5.

Ensure Safe Machines, equipment

and workplace

Designated path for

pedestrians, bridge

Segregated parking

Posted speed limit

Reverse parking

6.

Improve qualification-

develop competence

Appoint 1 dedicated person for road safety

Give recognition

Send for trainings

7.

Invest in people-

motivate by participation

Involve workers in road safety

matters, give ideas

Reward good workers with

good road safety

performance

Page 16: Commuting Safety Support Programme (CSSP) And The …

Top Management Commitment

Top management involve in setting the KPIs

Set yearly KPIs for road safety performance e.g 5% reduction of

Commuting Accident

Set road safety policy - Integrate Road Safety Element into existing

OSH Policy

Set allocation budget for road safety program

Rule #1

Leadership

Page 17: Commuting Safety Support Programme (CSSP) And The …

Identify hazards along route to workplace

Conduct Route Hazard Mapping

5 km radius from workplace

Individual map- workers commuting route

Establish Commuting Accident Database System

Record on Commuting accident, injuries, fatalities, nearmiss

Record of workers’ mode of transportation- to estimate risk- % of using motorcycle,

car, bicycle and etc

Rule #2

Identify hazards and control risks

Page 18: Commuting Safety Support Programme (CSSP) And The …

Identify high risk workers for intervention-eg. Workers who

commute to work by motorcycle

Plan consistent and continuous road safety program- eg.

Monthly motorcycle inspection, quarterly commuting safety talk

Rule #3

Define targets –develop programs

Page 19: Commuting Safety Support Programme (CSSP) And The …

Continuous monitoring on road safety program

Action for improvement

Implement road safety management system- ISO 39001,

commuting safety management system SIRIM 4

Rule #4

Ensure Safe and Healthy System

Page 20: Commuting Safety Support Programme (CSSP) And The …

Conduct motorcycle inspection

Conduct workplace inspection

Conduct road safety assessment/inspection

Ensure road safety infra are in place eg. Pedestrian crossing, road

safety signage, speed limit, designated parking for motorcycle and

other vehicle, designated pathway for pedestrian,

Road safety culture- reverse parking

Rule #5Ensure safety and health in machines,

equipment and workplaces

Page 21: Commuting Safety Support Programme (CSSP) And The …

Appoint 1 dedicated person for road safety

Give recognition and appropriate training

Rule #6

Improve qualifications-develop

competence

Page 22: Commuting Safety Support Programme (CSSP) And The …

Involve workers in road safety matters- give ideas

Road safety performance and monitoring via road safety data

analytics – drivers scoring and reward to a good drivers.

Rule #7

Invest in people- motivate by

participation

Page 23: Commuting Safety Support Programme (CSSP) And The …

Challenges

Commuting safety is relatively new to most of industries.

Lack of awareness and exposure on road safety, most industries

focus more on industrial safety

No dedicated/competent person to take charge/lead

commuting/road safety program

Difficulty in sustaining the program by the industries- need full

commitment, resources and trained person

Page 24: Commuting Safety Support Programme (CSSP) And The …

Way forward

Upgrading SIRIM 4 to higher level

(voluntary to mandatory)

Ultimate Goal

Commuting safety management is

fully implemented by the industries

Commuting accidents among employees

REDUCED!!!
