An Open meeting of the Community Policing Committee was held in Council Chamber, City Hall, 4949 Canada Way, Burnaby, B.C. on Thursday, 2013 November 07 at 6:30 p.m.

Director of Corporate Communications & Corporate Secretary, E-COMM, Mike Duobar, Director of Police Services and Tami McIntosh, Dispatcherprovided a presentation on E-COMM services which includes: • 9-1-1 Call-Answer • Police and Fire Dispatch • Wide-Area Radio Network • Technology Services

Ms. Robertson advised that E-COMM was established and went live in 1999 June as a result of the 1994 hockey riot in Vancouver.

The speaker conveyed that approximately one million 9-1-1 calls are answered each year within five (5) seconds or less involving partnerships with thirty-two (32) different Police and Fire Departments throughout the Lower Mainland. Ms. Robertson advised that the Burnaby RCMP moved into the E-COMM facility effective 2013 October and noted that this was a seamless transition for all levels of communications.

Ms. Robertson advised that the Burnaby RCMP Detachment is the 2nd largest in Canada with 3,713 emergency calls for service received annually, of which 95% are answered in ten seconds or less. A total of 3,575 non-emergency calls were received with 85% being answered in 3 minutes or less.

The speaker explained that the next generation radio program will be rolled out starting next year with completion in 2017 which includes:

• Enhanced audio quality • Improved security, resilience • Capacity for expansion • Annual cost same as current system

The speaker noted that work provided through E-COMM is specialized and brings together skilled and talented individuals developing best practices for an increased level of service allowing the RCMP Detachment to provide information in a timely manner.

The Chair thanked Ms. Robertson for her informative presentation and Tami for the easy transition to the new centre and noted that he was glad to hear that the people who transferred were happy with the move and the quick response times.

The OIC, RCMP advised that with the transition completed the focus will shift to maintaining contact with E-COMM to ensure priority alerts and quick response times are realized.

The Deputy City Manager noted that Burnaby had built a strong business and financial case for this seamless transition which has been very successful.

The Chair expressed appreciation to the presenters and RCMP for their information, expertise, knowledge and efforts in keeping Burnaby safe.

In closing, Ms. Robertson extended an invitation to the Committee for a tour of Burnaby's E-COMM facility.

A memorandum was received from the OIC, RCMP, BU11laby Detachment advising that Cst. Anderson had completed a follow up with Ms. Taylor regarding CPTED. Cst. Anderson noted that Ms. Taylor was satisfied with recommendations made by the RCMP and action taken on behalf of the complex in following through with some of these suggestions.

The Chair noted continued conce11l regarding trespassing at this location.

Arising from discussion, the Deputy City Manager advised that staff would undertake to prove additional signage to address the matter of trespassing.

(b) Memorandum from Director of Planning & Building Re: Discussion on a 2014 Committee Workplan

A memorandum was received from the Director Planning and Building proposing a discussion on the 2014 Workplan which is an annual requirement under the Terms of Reference for the Community Policing Committee.

Planning staff advised that the approach for 2014 would focus on community safety topics over the next couple of years. The memorandum outlined the following three questions for the Committee's consideration:

1. What community safety and crime prevention issues in the community are you and your neighbours/colleagues conce11led about?

2. What possible initiatives or actions could be taken to try to address those issues?

3. What could be the Committee's role in such initiatives/actions?

Through discussion and brainstorming the following area of interest were identified by the Committee that reflected what the members believe would be important to the Community.

Community safety topics that were identified:

1. Enhanced Block Watch a) Enlarged role

2. Expansion of Business Watch

3. Internet luring/sexual a) Work with schools b) Cultural differences c) Internet safety

The OIC, RCMP advised there had been tremendous success in arresting prolific offenders involved in residential and commercial B&E's and that he was pleased with the CutTent number which are seeing a downward trend.

5. NEW BUSINESS

Councillor Calendino

Councillor Calendino advised that Operation Red Nose was being launched on 2013 November 08 at 10:30 a.m. at Metropolis in Metrotown to recruit volunteer drivers to provide a safe ride home for party goers during the holiday season. The speaker noted that donations raised will support Burnaby Kids Sport and requested that information regarding the program be e-mailed to the Committee.

Staff undertook to provide the information along with an application form.

Councillor Calendino advised that Ms. Joan Selby, Senior Social Planner was retiring and that this was her last day on the Conunittee after 24 years with the City of Burnaby. The Chair expressed appreciation for her enthusiasm, dependability, willingness to go the extra mile and noted her work on the Social Sustainability Strategy Report could be one of her greatest achievements. Councillor Calendino explained that Burnaby was losing the perfect civil servant and thanked Joan for all her efforts on behalf of the Committee and the City.

Ms. Selby, Senior Social Planner

Ms. Selby explained that retiring was not an easy decision as working with citizens, progressive elected officials and people dedicated in this community was a wonderful experience. The speaker noted that during her time on the Community Policing Committee, starting in 1996, she had worked with six (6) different Police Chiefs.

Councillor McDonell

Councillor McDonell advised that the Edmonds Festival of Lights would take place at the new Edmonds Community Centre on 2013 November 23 from 2-5 p.m. with tree lighting at 4:30 p.m. The speaker noted that the event would have entertainment for all ages, music and Santa Claus.

BRITISH COLUMBIA

As you may be aware, on June 7, 2013, I was appointed as the Parliamentary Secretary for Crime Reduction to the Minister of Justice and Attorney General - with a responsibility to chair a blue­ribbon panel which has a mandate to look at what more can be done to reduce crime in British Columbia. The panel is of course also particularly concerned with the successes experienced and challenges faced by stakeholders across the province in their efforts to reduce crime. It is to this end that we request a written submission from yourself on the template attached.

In addition, the panel will be holding a number of stakeholder roundtables around the province in January 2014 and you are very welcome to join us as a participant at one. The roundtables will include representatives from local and provincial governments, police agencies, First Nations and other relevant groups and organizations. If you would like to participate in a roundtable discussion being held in your region, please indicate this in your response to receive information on date, time and location.

The work of the panel will ultimately result in a report to the Minister of Justice, and this report will include:

• Results from the stakeholder consultation; • Opportunities for effective, evidence-led crime reduction initiatives; • An overview of current crime reduction initiatives in B.C. and other jurisdictions; and, • Recommendations for crime reduction opportunities.

Blue Ribbon Committee on Crime Reduction - Terms of Reference

Background

Implementation of justice reforms to ensure a cost-effective justice system that has the confidence of the public is a key priority of government. One aspect of that reform agenda is crime reduction. Crime reduction programs generally have two goals: to reduce crime and disorder, and to increase public confidence in the ability of the justice system to keep communities safe.

In his report A Criminal justice System for the 21st Century, Geoffrey Cowper QC recommended the development of a province-wide crime reduction plan. Crime reduction is identified as a priority item in White Paper Part Two: A Timely and Balanced Justice System, as well as in the proposed British Columbia Policing and Community Safety Plan.

Specifically, Action Item #8 of the British Columbia Policing and Community Safety Plan states: In support of enhancing community safety, the Ministry of Justice will work with stokeholders to develop strategies to: aj support crime prevention efforts; bj support province-led crime reduction initiatives; and cj support further development of civil/odministrative law strategies to enhance community safety

At present, there are three strands of crime reduction activities in BC:

• Those led by municipalities. For example, the City of Surrey Crime Reduction Strategy, which is based on extensive consultation and collaboration with partners across the government and law enforcement agencies.

• Crime reduction initiatives led by police. Many of these initiatives target 'hot spots' or geographic areas with high crime and disorder activities, while others focus on apprehending prolific offenders.

• Crime reduction initiatives led by the provincial government, such as the Prolific Offender Management program and Vancouver's Downtown Community Court.

On June 7, 2013, Dr. Darryl Plecas was appointed as the Parliamentary Secretary to the Minister of Justice and Attorney General for Crime Reduction. His mandate is to chair a blue-ribbon panel to study crime reduction opportunities. The Blue Ribbon Panel for Crime Reduction will:

The Panel will be chaired by Parliamentary Secretary for Crime Reduction, Darryl Plecas.

Mandate I Responsibilities

The primary functions of panel members are to:

• Conduct a series of roundtables to elicit feedback from around the Province

• Identify individuals with subject matter or other expertise that could assist and provide advice to the panel members

• Liaise with Ministry staff as required

• Create and approve a report and recommendations regarding crime reduction opportunities.

The roundtables will bring together relevant stakeholder groups to discuss crime reduction opportunities, as well as current initiatives, approaches (such as environmental design that contributes to crime reduction), successes, gaps or challenges. Roundtable participants will be invited based on their specialized backgrounds and interests in this topic.

The Panel's work will inform the content of a report, from the Chair to the Minister of Justice that includes the following:

• Results from the stakeholder consultation; • Identification of opportunities for effective evidence-led crime reduction initiatives;

Meetings

Regular meetings of the Panel on Crime Reduction will be held at least once a month for the duration of the project until June 2014 at the call of the Chair.

Support such as arranging meeting date and times, agendas, minutes and distribution of documents to Panel members will be coordinated by Ministry staff.

Communication and confidentiality

Unless otherwise authorized Panel members will not publically share sensitive information about the Panel's work. Requests to release information must be directed to Ministry staff.

SUPPORT

The Ministry of Justice will provide appropriate support to the Blue Ribbon Panel for Crime Reduction. The Ministry of Justice will reimburse travel expenses to members of The Panel for their attendance at meetings and roundtables, in accordance with applicable Treasury Board directives.

The CPU creates and distributes an electronic "Digital Tips" Newsletter, provided to several hundred community contacts. This publication includes safety and security tips, as well as relevant Burnaby detachment news.

Crime Prevention personnel are partnering with Burnaby faith-based organizations to provide crime prevention presentations and information. To date, staff have connected with the Sikh Community Centre on Gilley, facilitating an Anti-Gang presentation Operation Lodestar. Continuing with this initiative, the CPU will be contacting other faith based organizations in 2014.

The CPU will hold a community safety forum at the Sikh Community Centre on Gilley in 2014 April.

Chronic Offenders, e.g., The RCMP's Community Response Teams offenders with mental target social chronic offenders as well as illness problem properties, repeat calls for service and

crime hot spots.

Fraser Health and RCMP have established a community mental health partnership to identify, problem-solve and monitor high-risk mentally ill clients.

District #3 Community Policing Advisory Committee

Meeting Summary

November 27, 2013

An open meeting of the District 3 CPAC was held at Community Police Office, 7191 Arcola Way, Bumaby, B,c' on November 27,2013, at 6:30 pm.

Discussion was held re CP AC meeting date and time. Decision was voted on and approved to move our meetings to the 4th Wednesday of the month starting at 4:30 pm. The starting time of 4:30 pm will be given a 6

month trial period - January 2014 to June 2014. Continuing with 4:30 pm start time will be re-visited to

determine continuance or retum to 6:30 pm.

CPAC 3 had two (2) representatives at the Remembrance Day Service held at George Derby Veterans Centre.

CPAC 3 attended the Festival of Lights on November 23. It was reported by organizers that there were about 2,000 people in attendance. There did not seem to be a big demand for information/pamphlets, primary attraction was the tattoos. They were very well received by all ages.

Volunteer Christmas Luncheon was discussed and everyone that could attend thought it was wonderful and very well organized.

Two (2) CPAC members attended the BC Crime Prevention Symposium held Oct/Nov. 2013. Both members thought the information made available was exceptional.

Upcoming events for Dist. 3 CPAC were discussed with an Information Session held by Save-On Foods at

Highgate Mall. Planning to start in January for event sometime in March, 2014.

CommSafe Committee Update - article in January Info Bumaby will focus on safety while using electronic devices.

Police Report:

The building, Arcola Place that has been abandoned for years will be demolished in the next month. A problem propelty at 12th Ave. has successfully been obtained as civil forfeiture. Staff Sergeant Andy LeClair will start attending all of the CPAC meetings. Green space near Highgate has been frequented by people with open bottles of liquor. Waming will be issued in hopes of deten-ing this behaviour.

Community Report:

Members mentioned the failure of motorists to come to a full stop at 4 ways in the Edmonds Park area Pedestrian lack of concentration of their sun-oundings while use electronic devices is growing to a dangerous level

As another year comes to a close, it gives me cause to not only reflect on the previous 12 months, but also to look forward and contemplate what public safety challenges 2014 may bring to our community. 2013 was an eventful year for our detachment both in terms special projects, community policing initiatives and facilities. The year included a major renovation of our cell block resulting in a state of the art facility with modern safety and security measures. The work undertaken was to remove previous design elements and equipment which could pose potential harm to our members, guards and individuals lodged in cells. This overhaul has made 0

cells compliant with modern security standards and wi ll serve 0

community well into the future.

In early spring, we were delighted to hear that our application to host the Musical Ride had been accepted and the RCMP Musical Ride would be performing for the first time in the City of Burnaby. Our planning committee consisting of members and staff from Burnaby Detachment, members from the three Burnaby Rotary Clubs and City Parks & Rec staff who worked tirelessly to create a show that did not disappoint. The sold out show on August 27th was a fabulous night that will be etched in our minds forever and a tremendous example of what will hopefully be a regular occurrence. AnnH"" significant project undertaken this past year was the transition of our RCMP Operational Communication Center (OCC) to EComm on October 2nd. The OCC staff who were located within our Detachment have been moved to an off-site facility managed and operated by EComm. The

transition occurred with a ceremonial radio transmission signing off from Burnaby Detachment, with a subsequent radio transmission from EComm signifying the transition had been completed.

With all of the successes of the past year, our team also suffered the loss of a great friend in Gord Couling. Gord lost his courageous battle with Cancer and we all miss him dearly. Gord was a tireless and passionate advocate for road safety, spending countless hours in our community on numerous traffic initiatives. He was a true friend to our Detachment and community.

Keeping our community safe is a tremendous responsibility our members, staff and volunteers take very seriously as we continuously strive to reduce crime in our homes, businesses and on our streets. The delivery of policing services is not unlike other business model and we must always be aware of the evolving nature of our community and the underlying elements of crime that evolves along with it. It is through several processes including our Community Policing Priorities, Community Policing Advisory Committees (CAC) and Comparative Statistics (CompStat) that we continuously assess the policing priorities, continually realigning and adapting when required, to ensure our resources are being utilized in the most effective manner to reduce crime and keep our citizens safe. Crime Reduction involves the commitment of the entire Detachment and our community partners to be effective. Our team meets bi-weekly during our Compstat (Comparative Statistics) sessions to identify crime trends in our community and identify "hotspots" of activity. On behalf of their members and staff, our team leaders make commitments to target this activity and identify those responsible. This is not solely a police response. We engage Block Watch and Community Programs to report suspicious activity in an effort to reduce crime in our community. Our analysts track every type of crime committed, however we focus on several "monitored crime types" which have a direct impact on the majority of our community. These are mostly crimes which deal with property offences.

Robberies have dropped nearly 20% this year which was primarily due to a 60% reduction in business and financial institution incidents. Both business and bank robberies were at the lowest level over the past five years. Personal robberies are also 3% lower than last year.

Incidents of Break & Enter (B&E) went down by 25% during this reporting period, compared to the same period of last year. Commercial B&E's were down by 47%, mainly due to significant reductions in Districts 1 and 4. During this period, residential B&E's were down by 13%.

Auto theft was up 23% and theft from auto up 33% during this period, compared to last year. While the increase in auto theft was mainly in District 1 and District 2, theft from auto showed an increase in all four Districts. Year-to-date, auto theft has continued its downward trend since 2004. District 4 had the most significant reduction in auto theft, down by 24% over last year overall. Theft from auto was down 16% over last year. The reduction is shown in all Districts with District 4 having had the most significant drop, down by 24%.

Burnaby Detachment members respond on average to over 170 calls for service per day. Many of these require extensive investigation over a long period of time. Major investigations often require detailed witness interviews, development of grounds for search warrants, undercover operations and lengthy court preparation. As such, major files are turned over to our plainclothes units, usually after first response by General Duty. The following major investigations are a snapshot of the work of these units.

In November, Drug Section members were conducting an investigation on a Dial-a-Dope operation operating in the south side (Metro Town Mall area). Surveillance was being conducted on a suspect vehicle and members observed behavior consistent with drug trafficking. As result the vehicle was stopped and the occupants were arrested. A search of the vehicle resulted in the seizure of a large quantity of Crack Cocaine, Heroin and Methamphetamine. Two adults have been charged with Trafficking in Cocaine and Heroin and Possession of the Purpose of Trafficking in Cocaine, Heroin and Methamphetamine.

In addition to this ongoing investigation, Drug Section members are actively working on several Cocaine and Heroin Trafficking "Dial-a-Dope operations.

On November 30 Investigative Support Team (1ST) members assisted Burnaby Traffic Services in apprehending a suspect who fled in a stolen vehicle at a police road block. Three males then dumped the stolen vehicle and attempted to evade police by running down an embankment and into a ravine. The suspects ran through the 3 foot high ravine, only to be arrested by RCMP Police Dog Services (PDS) once they got to the other side of the ravine. While patrolling the area in an unmarked police car, 1ST members saw one of the suspects running across Canada Way in to the BCIT parking lot. 1ST Members pursued the suspect on foot through the BCIT parking lot before taking him into custody. 1ST then took statements from all three of the suspects. The driver of the vehicle, who is known to police, provided a full confession and is now facing several charges.

In addition to this significant file, 1ST Members support our front line General Duty Members with major investigations which include Robbery, Assault and Missing Persons.

In November and December, there were 97 reports of Missing Persons investigated by the Burnaby RCMP. The Prolific Offender Suppression Team (POST) conducted an investigation which resulted in two Burnaby residents facing charges in a fraud case worth in excess of $35 000.00. The suspects are accused of obtaining electronic goods from a local business and charges are being forwarded to Crown Council . POST members were successful in concluding an investigation into several laundry room break and enters that resulted in a suspect being charged with 17 separate offences.

In addition to these investigations, POST members monitor prolific offenders who can have a significant impact on the crime rate in the City. Several arrests were made of these offenders for breaching their court imposed conditions and curfews.

The Community Response Teams (CRT) are the face of Community Operations in Burnaby. The mandate of the CRT is to target specific neighborhood and Community problems such as problem properties, repeat calls to service, social chronic offenders and crime hot spot problems in Burnaby with the goal of enhancing public safety and reducing ca lls for service. During this reporting period:-

The School Liaison / Youth Section experienced an increase of graffiti related files involving our schools. The majority of the graffiti observed is "softer" in nature, for example random drawings and "I LOVE YOU" passages. These messages are not considered threatening to any student specifically, however, these are a few that have been troubling in nature. With the assistance of our Detachment Graffiti coordinator and the strong partnership with the Burnaby School District, we were able to gather the surveillance videos and evidence that identified the suspects. It is this ability that aids the police in getting the responsible persons the help they truly need. As a resu lt of them being identified, the Burnaby School Liaison members were able to engage community resources, including Youth Crisis Workers and Mental Health teams to provide assistance to these people.

With an increase in smart phone thefts, CRT members in partnership with Transit Police created a card to distribute to the publ ic which brings awareness to these thefts. The card outlines ways on how to keep you protected from smart phone thefts and provides contact information for Burnaby RCMP, Transit Police and Crime Stoppers in the event you see something suspicious.

Volunteers are a fundamental component of our District Operations. They staff the front counter at each Community Police Office and spend countless hours in Crime Prevention Initiatives to make our community safer. Traffic Section is responsible for investigating major traffic related files such as pedestrian/ vehicle collisions, serious collisions and fatals. They are also the spearhead for the enforcement of the Motor Vehicle Act. As part of our Crime Reduction strategy and in accordance with our Annual Priorities, they are supported by every operational member of the Detachment in their efforts to make the streets of Burnaby as safe as they can be.

On Sunday November 10 at approximately 11:00 p.m., Burnaby RCMP received a report of a collision at Douglas Rd and Lougheed Hwy involving a motorcycle and a car. Burnaby General Duty and Traffic officers attended, along with other emergency personnel. The motorcyclist, a 29 year old man from Burnaby, was taken to Royal Columbian Hospital with serious and potential life threatening injuries. The investigation revealed that the motorcycle operator had been traveling east on the Lougheed Hwy and proceeded to make a right turn onto Douglas Road to go south. The driver of the car was traveling north on Douglas Road and as the motorcycle proceeded south on Douglas Road the car made a left turn across a painted median into a turn-around area for a residential high rise building. The driver did not observe the approaching motorcycle, causing the collision. The motorcycle operator survived his injuries and has been released from hospital. Neither drugs nor alcohol involvement was determined to be a contributing factor. The investigation is still under way and it is anticipated that a charges for making an illegal left turn and failing to yield to an oncoming vehicle, under the Motor Vehicle Act will be laid against the car driver.

On December 7, Burnaby Traffic Services teamed up with Port Mann Freeway Patrol and Coquitlam Detachment Traffic Services to conduct a "Counterattack" road check operation around the Cape Horn Interchange. This activity was part of a national impaired driving enforcement day in which RCMP detachments from all across the country conducted similar road check. It is estimated that the Burnaby Traffic Services officers checked about 800 drivers during the two hour operation. 26 drivers provided breath samples upon lawful demand. As a result 5 drivers had their licenses suspended under the Motor Vehicle Act. Burnaby Traffic Services conducts regular road checks throughout the year as part of their strategic road safety priorities. However, during December and over the Christmas/New Year holiday period impaired driving road checks are increased.

On December 17 at about 6:00 a.m., Burnaby Traffic Services attended a two vehicle collision at the intersection of Rayside Avenue and Canada Way. The collision resulted in the death of a 57 year old man from Burnaby. The investigation revealed that a GMC Jimmy had been traveling downhill (northwest) in the curb lane approaching the intersection at Rayside Avenue. A Mazda MX3 2 door coupe was westbound on Rayside at the intersection. The Mazda was observed to pullout and proceeded to make a left turn , to go towards Burris Ave. The GMC Jimmy was too close to be able to avoid the collision. There were no other motorists present in the immediate vicinity at the time. The Mazda was struck directly on the driver's door. Both vehicles came to rest on the west side of Canada Way on the sidewalk/median area. The driver of the black Mazda was transported to Royal Columbian Hospital where he was pronounced deceased. Both drivers were reported to have been wearing their seatbelts. The driver of the GMC Jimmy was also transported to RCH but did not sustain serious or life threatening injuries. There were no passengers in either vehicle. Neither weather nor speed are considered to have been contributing factors. Investigation is continuing to determine whether or not alcohol and/ or distracted driving may have been involved. This is the 7th motor vehicle related fatality in Burnaby this year. Charges are not expected in this case.

The recruiting and interview process to select a new Auxiliary Constable class has been completed. All potential candidates are undergoing a security clearing process which is anticipated to be completed in January 2014. The new class will consist of 30 new candidates with the classroom training component stating in early February 2014.

A large contingent of A/ Csts assisted our Detachment Team with Boxing Day Patrols at Metrotown.

Victim Services continues to offer on an ongoing basis, support and counseling to victim's of crime and those exposed to traumatic incidents. One current example is Victim Services is currently assisting Major Crimes Section in a historical sexual assault.

The Crime Prevention Unit includes our four core crime prevention programs; Block Watch, Crime Free Multi Housing, Burnaby Citizen's Crime Watch, and Business Watch. Our team worked hard to host Burnaby's first ever Detachment Open House, pulling together many of the "behind the scenes" details so critical to an event of this size. The Open House included police exhibits, displays, and educational crime prevention presentations. Overall feedback from attendees indicated that the event was a resounding success. Detachment members, staff and volunteers were on hand to showcase the various units and programs, taking pride in the work of this detachment.

Crime Prevention staff are working towards modernizing and building efficiencies into the core Crime Prevention Programs. One such recent project involves the dissemination of bi-weekly Crime Bulletins, to all participating Block Watch Captains / Co Captains, Community Policing volunteers, as well as Burnaby Citizen 's Crime Watch participants. Working in collaboration with the detachment Crime Analysis unit, the Bulletins include timely crime hot spot and trend information, as well as relevant crime prevention tips. The Crime Bulletins have been very well received , with recipients indicating that they appreciate the enhanced communication from the detachment.

Crime Pre\(ention Unit - New Block Watch application packages have been completed and will be forwarded to 46 new interested captains in the New Year. They have given many Safety Presentations to the residents in Burnaby, and met with the Sikh Community and performed an anti-gang presentation called Lodestar "Parenting Matters". The first "Safe Communities" presentation was held at the McGill library. The unit partnered with Crime Stoppers and there were over 40 participants who consisted of Block Watch participants and CPAC representatives. This was a first of many Safe Communities presentations to be performed, and it was very well received.

A total of forty (40) youth have been referred to Burnaby RCMP Youth Services during this reporting period.

Volunteers from the Restorative Justice Program contributed a total of 11.5 hours as part of their involvement in the Retail Theft Circles.

The detachment's Youth Services Restorative Justice Program (YSRJP) hosted and facilitated "E" Division 's three day Community Justice Forum (CJF) facilitator training from November 22-24, 2013. In attendance were Burnaby RCMP members, City of Burnaby municipal staff, School District 41 staff, Department of Fisheries and Ocean's officers, Ministry of Justice staff, Simon Fraser University graduate students, and other community members. On November 17th approximately 176 people attended the 1st annual Adrian Oliver Memorial Run which was held at Burnaby Detachment. $4320 was raised to pay for a memorial bench which is in place on Deer Lake. This event was a major success and the organizers would like to acknowledge the Burnaby Fire Department, BC Ambulance Service, Burnaby and Surrey RCMP Auxiliaries, and volunteers from Honor House whos participation made this event run flawlessly.
