E. REPORTS OPP Report - Inspector Derek Needham Inspector Needham introduced Staff Sgt. Tim Spence who will fill in for him when he is not available to attend CPAC meetings. A statistics summary for the month of February, introducing a proposed new streamlined format, was circulated. The committee reviewed the summary and requested the following changes to the new format: • Year to date statistics be included for each month • Previous years’ statistics be included • Clearance rates be included bi-annually to watch for trends • Mischief and False Alarms be included

Statistics from other County municipalities will be made accessible as individual tabs on the statistics spreadsheet for information purposes.

F. BUSINESS ARISING OUT OF MINUTES

1. Email from Grant Chaplin to Fred Kaustinen, OAPSB, expressing CPAC concerns about future of OAPSB and OPP Policing Areas, dated Feb 4, 2014 The Committee supported the questions asked by the Chair in the letter and

would like the Chair to follow up aggressively.

2. Review draft Terms of Reference for CPAC (copy of PSB Terms of Reference included for comparison purposes) The question of whether training will continue to be provided by OAPSB to new members of the CPAC arose. Diane Smithson undertook to contact Paul Thompson at the Ministry of Community Safety and Correctional Services to obtain an answer. A few minor amendments were made to the Administrative portion of the Terms of Reference. Moved by Mayor John Levi Seconded by Anne Mason THAT the Community Policing Advisory Committee recommends that

Council approve the Terms of Reference for the Community Policing Advisory Committee as amended.

3. Updated task chart #1 – The public session on opioids was excellent. The next session is planned for Mental Health Week in April. The OPP will be holding a drug drop-off day on May 10, 2014 to dispose of unwanted prescription medications. Drop off locations include Carleton Place and Perth.

#2 – Inspector Needham submitted an article last week to the EMC. The letter will be included on the Town’s website. #3 – It was noted that a Business Plan is not a requirement of a CPAC #4 – the OPP will continue to monitor the speeding issue in Clayton in the spring #5 – The Terms of Reference were discussed earlier in the meeting and will now go forward to Council for approval.

Re: Year 2013 Reconciled Contract Policing Costs – OPP

The final reconciliation resulted in a credit back to the municipality of $10,533. Inspector Needham noted that the OPP provided 1,845 extra hours to the municipality above the number of contracted hours, which equals 1.5 extra officers at no extra cost to the municipality.

The 2015 estimated policing budget based on the proposed new formula

is $550,000 over the 2014 budgeted amount or a 41% increase. This translates to a 7.9% tax increase.

1. Protection to Persons and Property – Police – 2014 budget vs actual to February 28, 2014 The Secretary-Treasurer reported no issues at this time. It was noted that the Town will not receive RIDE grants since we no longer have a contract with the OPP.

2. CPAC status with OAPSB Chairperson Grant Chaplin requested the Committee’s support of his efforts seeking full membership and voting privileges for 5.1 paid members of OAPSB. Mr. Chaplin will request that George Breithweite, the Section 10 OAPSB Zone 2 & 3 representative, bring forward a resolution concerning this at the OAPSB Spring Conference and General Meeting. Both the Chair and the Mayor plan to attend the conference.

Detachment Commander’s Comments

After what can best be described as a very long winter, some warmer temperatures are finally here. With the warmer weather comes an increase in volume of calls for service as we move towards our busiest period. The regular members serving Lanark will continue to answer this higher volume of calls for service and serious calls along with proactive enforcement throughout the report period.

Over the course of 2013, the Lanark Detachment responded to over 35000 calls for service which included everything from noise complaints to violent incidents. These calls for service resulted in 1400 criminal code charges and included 115 impaired driving related charges. The types of crime ranged from 222 simple assaults to an attempted murder with everything in between. On your highways and roadways, Lanark officers issued 6900 Provincial Offence Notices for a variety of infractions under the Highway Traffic Act and other related Provincial Statutes. We unfortunately had 3 fatalities on Lanark Detachment policed roadways in comparison to 5 fatalities in 2012. Our administrative staff also conducted over 4100 criminal record checks for volunteers in your community and for employment purposes.

The past 7 months have gone by very quickly since assuming my new role as your Detachment Commander. We will shortly have a vacancy in the Detachment Manager role with the retirement of Staff Sergeant Mike Forster. This vacancy has already been posted and closes April 24th, 2014.

I have shared a proposed change in the reporting method of statistics to some of the Police Services Boards and CPACs in the past month. I am proposing these changes for several reasons. Firstly, the current format contains an enormous amount of information that people did not find useful or relevant. The second issue was that in order to update some of the clearance information, it required the whole report being manually updated several time during the year. This is extremely time consuming. The final reason to look at an alternative report, pending the release of the much anticipated standardized report is that with the amount of manual entries required, there were several human errors surfacing. I look forward to working with all PSBs and CPACs to streamline how this information is provided so that it is relevant, accurate and timely.

Monthly Report

Personnel Issues

Command Staff: Inspector Needham – no issues S/Sgt. Spence-no issues S/Sgt. Forster – Retiring 30Apr14 Patrol: All platoons are at strength averaging 15 constables per shift Community Services Officers: 2 CSO – P/C Bird and P/C Trahan continue to provide CSO services for Lanark County. We currently have one vacancy in this role. Staff Sergeant Spence has advertised the CSO vacancy in Perth and will fill it shortly. Supervisors:

– All platoons continue with 1 Sergeant in place and a policy of 24-hour supervisory coverage: no issues

– NCO meeting in February was very successful in messaging, processes and operational planning

Court Officers:

– There are three fulltime court officers in Lanark County. – One is responsible for Frontenac courts in Sharbot Lake

and has to be operated as a separate service. – Two are the fulltime criminal court officers for the rest of

Lanark County working out of the Perth office. Administrative Support:

– Sharbot Lake-one administrative person-retiring in June 2014. Steps to advertise this vacancy have begun to

ensure a seamless transition. – Perth detachment - 4.5 administrative people – one

member on maternity leave with an experienced person on contract. The part time position has been vacant due to an illness and approval to backfill with a contract position was just received April 2014

– Carleton Place - 2 administrative – no issues Crime:

– 7 detectives – one member assigned to a regional duty – Crime Unit members are extremely busy with numerous

serious investigations before the courts at various stages.

– 1 Abuse Issues Detective position to address serious personal violent crimes and solidify the relationships with Justice stakeholders

Accommodations/Absent Members/Vacancies:

– 1 Perth member is on LTIP. One Perth member is off on WSIB related illness and one Perth Sergeant is on reduced hours for a WSIB related illness.

– 1 member continue their secondment with DES – We have one vacancy in Sharbot Lake being filled by an

experienced officer being transferred in from the north.

Public Complaints - 3 new complaints during this report period on personnel - all 3 complaints were forwarded directly to OIPRD - 2 complaints were closed with OIPRD taking no further action - 1 complaint remains ongoing

Policy

Motor Vehicle Collisions and vehicle operations continue to be the focus in workplace injury reduction. Penalties for minor collisions, as well as Collision Avoidance Training are now in place to further manage the risk.

Accommodation No changes

Training Block Training for 2014 began in January. Changes to block training for 2014 include training all members in the use of conducted energy weapons. Members have attended various courses during this time including Supervisor Course, GIT, Traffic Investigation, Domestic Violence Investigation, Proceeds of Crime training, Basic Emergency Management, Health and Safety Certification and First Nation Awareness.

Transport & Equipment

Latest generation Ford police vehicles are hitting the Lanark fleet. All new police interceptors and SUVs are built on the same all-wheel drive platform. Most front line vehicles are cars and only 5 SUVs, including the Detachment Commander’s vehicle are SUVs. Lanark motorcycle unit is shared with the Highway Safety Division and worked out well in 2013.

Members attended various community events during this period and are actively engaged in planning for many others for the summer of 2014

A presentation was made to Council on Nov 22, 2012 by the Municipal Drug Strategy Committee with the support of the PSB to request that Council install "Call 9-1-1 signs".
