COUNTY OF NORTHERN LIGHTS NEWSLETTER JUNE 2015
The County of Northern Lights is now accepting applications for the 2015/2016 Bursary.
In order to qualify for the County bursary, students must be from the County of Northern Lights and demonstrate financial need. These bursaries will not be based on academic standings. All applicants must include an essay on “Why I have chosen this field of study”.
In partnership with the Northern Alberta Development Council (NADC) students may also be eligible for a matching amount of funds up to an additional $1500 for a total maximum of $3000 per bursary. Acceptance of the bursary requires you live and work in northwestern Alberta for a minimum of one month per $500.00 bursary award after graduation.

THE COUNTY OF NORTHERN LIGHTS IS ZERO TOLERANT
FOR CLUBROOT & FUSARIUM GRAMINEARUM.
To protect agriculture land from the infestation of Clubroot & Fusarium graminearum, the County will be doing annual inspections per County Policy to prevent the spread of pests under the Alberta Pest Act.
We encourage all County residents to remove soil and debris from trucks, equipment, ATV’s, and other utility vehicles before entering the Peace Country, to prevent the spread of this soil borne disease.
We also encourage producers to buy certified Fusarium graminearum free seed and hay/straw: buying locally when ever possible.
The County will enforce a zero tolerance policy as per the Action Management Plans set out by Alberta Agriculture. For more information contact your local Ag Fieldman at 780.836.3348 or 1.888.525.3481.
COUNCIL HIGHLIGHTS BYLAWS & POLICIES
Council gave first reading to Land Use Amendment Bylaw #15-61-343, and set the Public Hearing date for June 23rd, 2015 at 11:00 am.
Council gave third and final reading to Bylaw #15-14-344, cited as the Oil Well Drilling Tax Bylaw.
Council moved to adopt the updates to the Procurement of Goods and Services Policy, Prob-lem Wildlife Incentive Policy, Clubroot Policy and Fusarium Graminearum (FHB) Seed Viability Policy.
Council moved to adopt the Newspaper Subscription Policy as presented, to give clarity to landowners and residents on who qualifies to receive the newspaper.
Council gave third & final reading to the Schedule of Fees Bylaw#10-12-265, amending water rates & miscellaneous changes.
DECISIONS
Council moved to provide Bronze Sponsorship in the amount of $500 for the Alberta Airport Management Associations Seminar & Training, where Jules Miclette, Manning Airport Manager will be giving a brief message.
Council is sending Reeve Anderson and Councillor Halabisky to the Town of High Levels 50th Anniversary Celebration.
Council is sending Reeve Anderson & Councillor Reese to the Manning RCMP Detachment Grand Opening on June 12, 2015.
Council moved to continue to support STARS in the amount of $20,000 per year for 2016, 2017 and 2018.
Council moved to sponsor the Battle River Rodeo in the amount of $500 from Council Grants.
Council moved to provide funding in the amount of $15,000 to the Peace Regional Outreach Student and Daycare Society for the years 2016, 2017 and 2018.
ECONOMIC DEVELOPMENT AND COMMUNITY SERVICES
Council allotted the Community Capital Assistance Program grant to the Hawk Hills Agriculture Society for a new septic system to meet Health requirements in the amount of $15,928.50; to the Lac Cardinal Community Hall in the amount of $50,000 for hall renovations and a playground; and $9,071.50 to Northland School Division - Keg River School Board for playground replacement.

DOG CONTROL
Under Bylaw #07-26-195, the County provides for the licensing, regulation and control of dogs for the purpose of public safety.
As of JUNE 01st, 2015, Brenda Parsons will be carrying out dog control services for the County. Brenda will make regular patrols of the Hamlets of North Star, Notikewin, Deadwood and Dixonville and Estates in Weberville - (Aspen Grove, Northridge, Weberville Country Estates, County Road Estates, Sweetwater, Paradise acres/Watson Subdivision) and Lovlin Flats, all covered by the Bylaw.
Dog owners should ensure that dogs are not running at large and are properly identified.

The 2015 tax notices were mailed on May 22, 2015 and to avoid penalty are due on June 30, 2015. If you haven’t received your notice/s please call the County Office to ensure it was mailed to the correct address.
Payment may be made to the County Office during business hours, by post-dated cheque dated no later than June 30th of the current year, on-line, by telephone banking or at any financial institution.
If payment is mailed, the envelope must be postmarked by Canada Post no later than June 30th. If the postmark is illegible, the actual date the County receives it will apply. A postage meter imprint is not acceptable proof of date of mailing.

SUMMER PROJECTS
Please be aware that Public Works and Utilities personnel are working through-out the County at various locations during the Spring and Summer months, and we ask that you slow down and use caution around workers and equipment.
Brushing in the Keg River area has started and will continue into the fall.
The re-gravelling program will take place in Wards 1, 2 and 3. Minimal traffic delays will be expected, please adhere to posted traffic control signs, and be watchful of trucks, equipment and personnel.
Phase 6 of the rural water lines installation begins.
Sunny Valley Road construction has begun. Expect traffic delays and road closure until culvert replacement is complete.
Chinook Valley Road shoulder pull and construction has begun between Twp Road (s) 844 and 854. Expect traffic delays and partial road closures. If you reside in this area, we advise you look for alternate travel routes.
