Economic Development = Sustainable ?Uniquely fragile water resources due to small size, lack of natural storage, competing land use, vulnerability to natural & anthropogenic hazards, including drought, cyclones and urban pollution
Water & wastewater service providers constrained by lack of human and financial resource bases, restricting the availability of experienced staff and investment, and effectiveness of cost-recovery
Highly complex water governance due to the disconnect between traditional community and national administration practices and instruments

Community Lifelines Programme
Definition of IWRM
IWRM is a process which promotes the co-ordinated development and management of water, land and related resources, in order to maximise the resultant economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems.
What is IWRM
Community Lifelines Programme
Integrated Water Resources Management:
• Considers all the interactions of water with nature andhumans, along its route from raindrop to ocean
• Recognises water as finite and vulnerable resource withan economic value
• Works towards balancing water demands for environment, human health and economic development, to ensureoptimal, equitable and sustainable use
• Brings together stakeholders from different sectors andsocial groups, to plan and manage water in a holistic, gender balanced and participatory manner

Water Governance Building Blocks
Community Lifelines Programme
Inter-sectoral committee - oversees and moves IWRM process forward, requires formal approval of terms of reference and budget
Institutional reform - the roles and responsibilities may need to be revised to avoid duplication of effort and ensure that all aspects of water resources management and planning are covered
IWRM roadmap - outlines the first steps for initiating an IWRM process with responsibilities and timeline
Monitoring and evaluation programme - provides information required to review and adapt the IWRM process and above mentioned “keystones” (e.g. on management effectiveness, changing needs and situations, etc.) requires baseline data and indicators
Policy - sets national goals for water resources management and governance
Legislation - regulates protection of and rights to water resources
