Stewardship is at the heart of the mission of the Community Foundation of the Ozarks.

Stewardship of your charitable funds. Stewardship of cherished legacies. Stewardship of the

values that define our region.

Building on this theme, the Community Foundation of the Ozarks has launched the

Stewardship Ozarks Initiative—an organizational commitment to strengthening conservation

groups that are preserving the beauty and natural resources of the Missouri Ozarks. Through

planned giving cultivation, targeted grantmaking, and an endowment building challenge this

initiative will enhance the sustainability of nearly twenty organizations that are committed

to our environment.

The next few pages feature some of the good work being done by our conservation partners.

Whether educating children, protecting watersheds, decreasing pollution or restoring prairies,

these important efforts will ensure that the Ozarks remain a place of natural wonder and a

healthy community.

And isn’t that what the Community Foundation of the Ozarks is all about.

Thoughtful stewardship requires both commitment and education to develop a concerned

public that will support and care for the Ozarks’ natural bounty. Engaging children in their

world nurtures this conservation ethic through a greater understanding of the natural

environment and their individual role in protecting it.

Thanks to Wonders of Wildlife’s “Wonders Down Under” program, Springfield fifth graders

went underground in Doling Park’s Giboney Cave last year for the chance to get their hands

dirty and learn about the delicate underground ecosystem. They also studied geology and the

human impact on the Ozarks’ watershed.

“Getting students outside makes a difference,” explained Misty Mitchell, director of

conservation programs at Wonders of Wildlife. “It gets them excited about the subject and

they’ll remember the experience for years to come.”

Wonders of Wildlife joined forces with the Springfield Public Schools, the Springfield Greene

County Parks Department and the Watershed Committee of the Ozarks to develop “Wonders

Down Under.” The environmental education programs also met the school district’s major

instructional goals for science curriculum, reinforcing classroom lessons. Funding for the

program was provided through a grant from Community Foundation of the Ozarks and its

Stewardship Ozarks Initiative.

“Students benefit when community partners come together for projects like this,” said Mitchell.

“It really takes education to the next level. We hope that by nurturing a greater understanding

of and connection to the outdoors now, we can help young people be thoughtful and informed

community members in the future.”

From Fayetteville, Arkansas to Marshfield, Missouri, the White River Basin covers two states,

twenty-one counties, tens of thousands of acres, more than a million residents and is home

of some of the Ozarks’ most splendid lakes and rivers — all treasures central to the region’s

identity. A vibrant economy has also made the area one of the fastest growing in the nation,

attracting more people and increasing the strain on the local environment.

“There’s a tension between economic development and preserving our natural resources that

we must recognize and manage,” explains Dr. John Moore, executive director of the Upper

White River Basin Foundation.

Over the last six years the Upper White River Basin Foundation has worked to reconcile these

two imperatives by combining research, public education, and policy advocacy. Recognizing

an opportunity to shift how the Ozarks views its precious resources, founder Todd Parnell

called upon key regional stakeholders. Uniting with other Ozarks conservation-focused

groups, these “water warriors” have established a goal of making the four lakes within the

Upper White River Basin the cleanest man-made lakes in the United States by the year 2020.

The organization is also dedicated to helping other Ozarks’ conservation nonprofits achieve

financial sustainability. By committing $100,000 to the Community Foundation of the Ozarks’

Stewardship Ozarks Initiative, the Upper White River Basin Foundation hopes to expand the

reach and impact of these efforts to protect cherished natural resources.

“People are starting to realize the need to take care of their resources,” said Moore. “Clean

lakes and rivers today will allow future generations to enjoy the same quality of life in the

Ozarks that we have.”

Into the gutter, down the spout, through the yard and into the storm drains, tens of thousands

of gallons of rainwater pass over the typical Ozarks’ roof every year and flow directly into area

rivers, lakes and streams. The runoff water leads to flooding and erosion downstream and

carries pollutants that degrade water quality.

The James River Basin Partnership is planting a solution to the problem in yards and

along streets throughout Springfield. Rain gardens are shallow depressions filled with

native plants that catch the torrents of storm water. The plants’ deep roots work to filter

pollutants and recharge the groundwater aquifer, making runoff water a resource rather

than a downstream problem.

With funding through a grant from Community Foundation of the Ozarks, the James River

Basin Partnership and the city of Springfield Public Works Department have planted several

rain gardens. The gardens are part of a larger project to increase public awareness of water

pollution issues. These efforts encourage environmental stewardship on a personal, house-

to-house level.

Many of the James River Basin Partnership’s programs focus on promoting change at the

personal level, including septic tank maintenance and soil testing along with programs such

as River Rescue and Clean Water Kids. Visible efforts within the community like this help

make the public aware of the issues that are affecting their water quality and how they can

become part of the solution.

“We feel that it’s very important to get people involved, to remain grassroots oriented,” says

Holly Neill, executive director for the James River Basin Partnership. “That’s what ultimately

makes stewardship work.”

Vivid memories of the prairie occupy an important place in the American consciousness.

Tallgrass prairies were once common in the Ozarks as waves of settlers began arriving 170

years ago. The prairie met the plow as history hustled by, until the native prairies and their

unique flora and fauna became all but extinct in the region.

Woods Prairie, a 40-acre prairie remnant near Mt. Vernon, is significant because it is one of

the southeastern-most prairie relics remaining in the Osage Plains. This prairie relic supports

a diverse array of scarce native plant and animal species.

In 1999, the great-granddaughter of John Blackburn Woods, who settled on the land in 1836,

sold the land to the Ozark Regional Land Trust (ORLT) through an arrangement similar to a

charitable gift annuity. Woods Prairie, under the ownership of Ozark Regional Land Trust, will

be protected in perpetuity as a nature reserve for public study and enjoyment.

“Woods Prairie is an exceptionally beautiful and dynamic ecosystem of more than 230 plant

species, with more being documented every year. This isolated 40-acre nature reserve is

constantly teeming with flowers, birds, butterflies, and wildlife, while the fescue pastures

across the fence seem virtually devoid of life. I am thrilled that this rare gem has been

permanently protected by ORLT” said Andrew Thomas, vice president and chairman of the

Board for ORLT.

Ozark Regional Land Trust was founded in 1984 by Gregg Galbraith to protect land and other

important natural features of the Ozarks. The land trust works with concerned land owners

to create a preserve or to place easements that allow them to retain title to the land but limit

future use. To date, Ozarks Regional Land Trust has helped protect more than 17,000 acres

of land in four states.

Ozark Regional Land Trust is an important partner of the Stewardship Ozarks Initiative,

which will help grow their endowment and allow the organization to continue its mission of

preserving the Ozarks’ natural places.

Your Community Foundation of the Ozarks attained new milestones during the fiscal year ending June 30, 2007. The staff and Board of Directors are grateful to you and all the generous, caring people throughout the Ozarks and the many communities with whom we collaborate.

Assets of the Foundation continued to grow and ended the fiscal year at $136 million, helped by $17 million in contributions. Records were again set with 183 new funds and $8.2 million in grants and distributions. The Foundation has awarded more than $39 million in grants and distributions since commencing operation in 1973!

The Foundation continues to facilitate compilation of Springfield’s Community Focus report and coordinates the multi-million dollar Grantmakers’ Challenge for Children directed toward the “red flag” areas affecting children identified in the report. Thanks to a number of generous donors, the new Stewardship Ozarks Initiative is moving forward and will be addressing conservation and related issues over the coming years. The first “Fund for Springfield” challenge grant has been issued by Springfield Trust Company and the Board and staff will be working to raise money for this important new fund.

Besides Greene County and the surrounding counties, the Foundation works with affiliate foundations all across southern Missouri: Clinton to the north, Ste. Genevieve to the east and Poplar Bluff to the southeast. The just-commenced Philanthropy Initiative Phase II will continue to strengthen our regional efforts. I want to thank Harry Cooper Supply Company for making this initiative possible.

We are blessed to have an exceptional staff at the Foundation and many years of dedicated leadership from the Board. Community Foundation of the Ozarks is committed to improving the quality of life in each of our communities, with a wide range of interests from children to the arts, from health care to the environment and from education to preservation. MISSIONOur mission is to enhance the quality of life for our citizens now and for future generations by building community endowments, meeting needs through grantmaking, providing leadership and promoting collaboration on community issues.

2007 ACTION PLANThe Board of Directors set forth an ambitious agenda for the Community Foundation of the Ozarks. Thanks to the hard work from the staff and Board of Directors and the commitment from donors and community partners, CFO was able to meet each item in last year’s action plan.

• Launch Stewardship Ozarks, an effort to build regional conservation organizational endowment funds through a challenge grant program and enhance the “conservation” grantmaking round in the Metropolitan Springfield community grantmaking program.

The $1,000,000 Challenge for Conservation, part of the

Stewardship Ozarks Initiative, will provide matching grants

to enhance the endowment building efforts of conservation

organizations in the Ozarks. This endowment building challenge

is made possible through a major gift from Johnny Morris on

behalf of Wonders of Wildlife and additional support from

Sally Baird, Community Foundation of the Ozarks Philanthropy

Initiative, Susie Henry, Gregg and Shelia Galbraith, Larry and

Dr. Nancy O’Reilly, Todd and Betty Parnell, Dr. Tom and Dr. Kim

Prater, and the Upper White River Basin Foundation.

$130,000 in targeted conservation grants were made.

• Strengthen asset development in Springfield and Greene County by the establishment of ten new significant funds by individual donors.

Twelve new funds meeting this goal were established during

the FY07 by Springfield and Greene County donors.

• Develop a strategic plan for a “Philanthropy Initiative Phase II,” a longitudinal effort to build administrative

endowments, unrestricted endowment, and provide board development for the affiliated community foundations.

Approved by the Board of Directors in May, Phase II of the

Philanthropy Initiative will provide $1,000,000 in challenge

grants to CFO’s 41 affiliate foundations. Special thanks to

Harry Cooper Supply Company whose generous support has

made this initiative possible.

• Reconvene Community Focus Report steering committee and support the completion of community report cards in the Ozarks region.

The third edition of the Community Focus report was

released in September and is available at

www.SpringfieldCommunityFocus.org.

• Enhance board and public education on the Community Foundation of the Ozarks.

CFO staff developed a CFO 101 presentation that was

shared with Board of Directors and made available to other

organizations throughout the region.

• Revise CFO bylaws.

Led by Chairman Tom Peebles, the Governance Committee

made a substantial revision of the Foundation’s bylaws. The

revised bylaws were approved by the Board of Directors in May.

• Reach the $125,000,000 level in charitable assets.

CFO’s total assets grew to more than $136 million for FY07,

thanks in part to $17 million in contributions.

• Distribute more than $8,000,000 in grants and distributions in FY07.

CFO made approximately $8.2 million in charitable grants

and distributions this year, the first time in CFO’s 34 year

history grants and distributions topped $8 million.

Contributions and increases in assets from all funds for the year were over $17 million. Grants and distributions from all funds, including agency funds, for the year totaled $8.2 million.

The combined assets of the Community Foundation of the Ozarks and its regional community foundations totaled $136,544,404, which are reflected in the graph on this page.

The financial statements of the Community Foundation of the Ozarks for the years ended June 30, 2007 and 2006 have been audited by Whitlock, Selim and Keehn, Certified Public Accountants. Copies of their unqualified report are available for review at the Foundation’s office.

The Community Foundation of the Ozarks has a formal investment policy and a disciplined process by which its charitable funds are invested.

An Investment Advisory Board of the Foundation, through regular meetings, sets goals and objectives, appoints professional managers and monitors performance under the authority of the board of directors.

In October 1994, the Community Foundation of the Ozarks adopted a total return/distribution policy for funds of the Foundation. Since then, the Foundation’s annualized return has been an outstanding 11%.

The objective of the total return/distribution policy is to prevent erosion of the endowment by investing for a total return sufficient to cover desired grants, the cost of investment and the rate of inflation. The performance goal is to outperform the blended index over each market cycle.

The asset allocation seeks its investment objective through diversification, utilizing large and mid cap domestic stocks, international stocks including emerging markets, real estate investment trusts, intermediate duration domestic bonds, global bonds and hedge funds. Further diversification is provided through the employment of both growth and value style managers. The policy mix is as follows:

The investment discipline followed requires rebalancing each asset class back to pre-approved policy levels each quarter. All assets are subject to audit and annual confirmation by the external audit firm of the Foundation.

The Community Foundation of the Ozarks’ spending policy complements the formal investment policy. The spending policy utilizes the increase in appreciation made possible by a total return investment policy by selecting a percentage rate to use in calculating the annual charitable payout. Thus an appropriate sum is available for distribution to the various charitable causes served by the Foundation. The Community Foundation currently utilizes a 5% charitable payout rate based on a 12-quarter average.

The Community Foundation of the Ozarks, under the leadership of 2005-2006 board chairman Thomas D. Peebles, Jr., established the Professional Advisors Council. The Council, comprised of estate planning, financial and investment professionals, assists Community Foundation of the Ozarks in increasing the focus on planned charitable giving, and provides leadership in promoting future charitable gifts to organizations and communities in the Missouri Ozarks.

The focus of the Council is to encourage individuals to engage in estate and financial planning. It is the Community Foundation of the Ozarks’ belief that regular and consistent emphasis on planned charitable giving will result in significant future financial support for charitable causes in our communities. The Council also sponsors professional development and donor education events.

Hu m a n i t a r i a n o f t he Ye a rPa t Wa l k e r

The Community Foundation of the Ozarks presented the 2006 Humanitarian of the Year Award to Pat Walker at the seventeenth annual Humanitarian Award Luncheon. An independent committee under the auspices of the Chair-Elect of the Springfield Area Chamber of Commerce, Ann Marie Baker, selected Ms. Walker for her many years of philanthropic service to the Springfield area. Characterized by her selflessness, dedication and infectious enthusiasm, Ms. Walker has been an asset to the Springfield community and the Ozarks for more than 45 years. Her volunteer work in Springfield began when she started the Visiting Nurse Association, Meals on Wheels and Hospice. Founders Park stands as one of Walker’s most visible efforts. She served for 11 years as the project director, driving the Park’s creation. While serving as a Community Foundation of the Ozarks’ board member in the early 1990s, she initiated a large scale tree-planting project for Park Central Square. To date, Walker has served on more than 30 national, state and local boards of directors. Currently, she serves on the boards of Ozarks Health Advocacy Foundation and the Springfield-Greene County Library Foundation. Last year, Ms. Walker was a recipient of an honorary Doctorate of Public Affairs degree from Missouri State University. The Junior League of Springfield nominated Pat Walker for this year’s Humanitarian Award. It is their organization’s belief that Ms. Walker’s spirit of giving inspires others to work hard as humanitarians. Her volunteer efforts will reach subsequent generations of Missourians. The Humanitarian of the Year award was established by Springfield’s Jewell Thompson Schweitzer to “honor

someone in our community who has, at great personal sacrifice, extended services, time and resources towards helping others, and to recognize the cause and work of such individuals.” Ms. Walker directed the $5,000 cash award to be split equally between the Ozarks Health Advocacy Foundation Endowment Fund and the Springfield-Greene County Library Foundation Endowment Fund.

The mission of the Youth Empowerment Program is to empower youth to positively impact their community. This is accomplished through

education, service, grantmaking and fundraising. A primary component of YEP is to provide financial support to youth-created and youth-driven service projects. Youth organizations of all ages are urged to submit project proposals to the YEP Grants Advisory Board. Since the program’s inception, numerous grants worth thousands of dollars have been awarded. This year, grants were given to support projects including The BASE program, for computer equipment; Reed Middle School, science classroom coral-growing; Westport Elementary, “What? No TV?” night; Club De Cuentos, English language books for bilingual children; the Discovery Center, the “Shorty” mini skeleton; and Catholic High School, the “Baby Think it Over” program. Springfield YEP students host regional YEP programs at a conference held annually at the CFO offices. This conference focuses on grantmaking and fundraising best practices. Communities with YEP programs in the Missouri Ozarks include Ava, Carthage, Lockwood, Logan-Rogersville, Monett, Nixa, Ozark, Seymour, Springfield, and Warsaw.

WAYS OF GIVINGA cash contribution is the simplest way to create an endowed named fund or add to it.

A gift of appreciated assets often results from a gift of appreciated securities due to avoidance of capital gains tax (please consult your professional advisor for details). Real property, precious metals, works of art, jewelry or other tangible personal property can also be given to the Foundation for conversion to cash, pending Acceptance Committee approval.

A gift of life insurance can mean contributing an existing policy or purchasing a new policy. This offers an excellent way of making a substantial charitable gift with a small outlay.

A gift of real estate is made through the Ozarks Charitable Real Estate Foundation (OCREF), a supporting organization of the Community Foundation of the Ozarks. This allows your gift of real estate to be easily managed. OCREF provides you with a service-laden vehicle for making real estate donations to your local community foundation or favorite nonprofit organization, while you enjoy the benefits and satisfaction of knowing you have given something valuable to the community.

A planned future gift can be a charitable remainder annuity trust or unitrust that will provide a donor with a lifetime income while making a charitable gift of the remainder at the end of the donor’s lifetime. Life estates, where donors retain the right to reside on the property until death, are also excellent giving vehicles.

A Charitable Gift Annuity provides a means for donors to make charitable gifts and receive a life income based on their age and the size of the donation. Donors may even choose to benefit someone else during their life and designate successor beneficiaries. Minimum for this type of gift is $5,000.

TYPES OF FUNDSA fund may be established within the Community Foundation of the Ozarks by an individual, a family, a corporation or an organization.

Unrestricted Funds help to sustain quality of life for our posterity and can be provided through donors’ realization that needs will arise which cannot be predicted. Unrestricted funds allow the Foundation’s Board of Directors to direct grants to the most pressing community needs.

Field of Interest Funds are established in the area of a donor’s greatest passion, such as education or the arts. This flexible fund provides guidance to the Board of Directors without naming specific agencies, allowing grants to a wide range of organizations within the defined area of interest.

Designated Funds are designed to restrict the annual distributable earnings to a specific charitable entity, providing a permanent source of funding for that agency. Scholarship funds are a type of designated fund.

Donor Advised Funds are a vehicle for individual donors and/or their families to experience charitable giving during their lifetime(s) and provide recommendations to the CFO board concerning grant recipients. Minimum for this type of fund is $25,000.

Family and Community Funds are smaller donor-advised funds that allow families to make charitable gifts through CFO. These funds provide a wonderful opportunity for families to engage in meaningful acts of philanthropy while simplifying their charitable giving. Minimum for this type of fund is $2,500.

Supporting Organizations are separate legal entities with their own board of directors, including appointees from the Community Foundation of the Ozarks. Supporting organizations have their own grantmaking program.

Corporate Charitable FundsCompanies are provided investment and administrative support for corporate giving, can transfer assets when it’s financially convenient, defer grantmaking decisions to the foundation and leverage Community Foundation initiatives. They also receive public foundation benefits, no legal liability, and quarterly tax statements. The three types of corporate charitable funds follow:

Corporate Charitable Endowment Fund is exactly like a donor advised fund, except that it is established by a business entity and the business designates an individual or their board to make grant recommendations.

Corporate Unrestricted Fund is established by a business and distributions are combined with other unrestricted money and grant recipients are selected by CFO’s board.

Corporate Grantmaking Fund is similar to a family and community fund except it is established by a business. Minimum $2,500 to distribute.

Organizational Endowment Funds are established by nonprofit organizations which do not wish to divert staff or board resources to fund management or wish to provide donor reassurance that the fund remains separate from operating funds. Distributions of available earnings will be made to the organization on a regular basis to be used however the governing board of the agency deems appropriate.

Organizational Capacity Building Funds are established by nonprofit organizations to meet the operational and/or special projects of an agency. This type of fund is temporary in nature and has no limit on the distributable amount.

In 1993, the Community Foundation of the Ozarks began an affiliate program designed to offer community foundation services to smaller communities and rural counties in southwest Missouri. Studies indicate those towns with a population of less than 250,000 would find it difficult to support a stand-alone community foundation, and regional community foundations provide a solution. The Community Foundation of the Ozarks provides an array of important services to its affiliated foundations:

COOVER GRANTMAKING PROGRAMThe Louis L. and Julia Dorothy Coover Regional Grantmaking program provides support for collaborative projects that improve the quality of life for individuals throughout the Missouri Ozarks region. Commerce Trust Company, a division of Commerce Bank, N.A., serves as trustee and investment manager for the Coover Foundation. A partnership was formed between Commerce Trust and the Community Foundation of the Ozarks in 2003 to significantly strengthen grantmaking opportunities throughout the region.
