Overview
The Community Facilities Network Plan (CFNP) and companion action plan were approved in 2015 by the
governing body. The CFNP is a strategic document developed to guide Auckland Council’s investment and
prioritisation of community facility provision for the next 10 to 20 years. The CFNP action plan is a
companion to the network plan and outlines the actions and projects that will be undertaken to achieve our
vision for community facilities.
The action plan was reviewed in 2019
Every three years the action plan is reviewed and updated to recognise progress of existing actions and
assess potential new actions against the Community Facilities Network Plan criteria. In April 2019 the
governing body approved the revised action plan for the CFNP. The revised action plan is the first review
since adoption of the CFNP. It includes 16 increased priority actions resulting from the review process, and
11 new area-based actions arising from the review process, completion of actions and the LTP 2018-2028
direction setting.
The action plan is comprised of two parts covering three categories:
1. Part A: Actions for delivery 2019 – 2021
a) Strategic improvements
• identified in the 2015 action plan
• new strategic improvements arising from the 2019 review
b) Network area-based actions
• priority area-based actions incorporating actions with increased priority as a
result of the 2019 review
• new network priority and non-priority area-based actions arising from
completion of actions, Long-term Plan 2018-2028 and the 2019 review
• unprogrammed network non-priority area-based actions from the 2015 action
plan
c) Business improvements
• Business improvements carried over from the 2015 action plan
2. Part B: Actions underway or complete
a) Strategic improvements

Strategic improvements include planning and operational changes that will improve the way we work to
achieve the new approach outlined in the network plan (CFNP section 3.3).
Area-based actions which are identified as network priorities have been assessed using the criteria in
section 5.2 of the CFNP.
Business improvements include actions to improve our understanding of community facilities, to develop
tools to complement the implementation of the CFNP or to improve the operation of community facilities.
Projects underway or complete detailed in part B include strategic and business improvements as well as
area-based actions (involving needs assessments along with major upgrades of existing facilities and
development of new facilities).
The revised action plan will be used to guide work programmes across Customer and Community Services
and Community and Social Policy with implementation from July 2019 depending on staff resource capacity.
