1 Introduction

1.1 Project overview

The objective of the Wallumbilla Renewable Methane Demonstration Project is to demonstrate the technical and commercial viability of renewable methane. The approach is to modularise the process units, and utilise economies of manufacture to achieve significant cost reductions.

The project is undertaken by APA with funding support from ARENA and the key technology partner is Southern Green Gas (SGG).

SGG is undertaking the community consultation plan as agreed with APA.

The Project involves the design, fabrication and commissioning of one of the renewable methane modules. The technology partners are;

University of Sydney (UOS) for MOF synthesis Precision Combustion Inc of Connecticut (PCI) for CO2 reactor and

substrate design, and Sabatier (methanation) reactor University of Newcastle (UON) for atmospheric water generator and

overall module integration and testing Enapter for electrolyser supply

The Project is to be located on APA’s land at the major Wallumbilla gas hub in southern Queensland. The facility will be designed to be temporary and be removed after the testing period

The Wallumbilla Renewable Methane Demonstration Project (the WRMDP or the Project) is to comprise one production module and is forecast to cost $2.2million.

The components of the project will be developed offsite in the facilities of SGG’s technology partners. Once fully commissioned, the module will be relocated to the Wallumbilla site and operated for up to 12 months. It is expected to come to site in Q3 2021. The methane produced is to be used as fuel in APA’s facilities.

The objective of the project is to show how renewable methane can be viable. The potential benefit is to show a means to transport renewable

energy over long distances and potentially create a new export industry for Australia.

The Project is divided into five phases comprising;

Phase 1 - Project Commencement (March/April/May 2020)

Initial work to demonstrate the progression of R&D of the CO2 Capture unit. Put in place Risk Management Plan and Community Consultation Plan.

Phase 2 - CO2 capture demonstrated (by October 2020)

Demonstrate CO2 capture prototype with 5cfm air capacity producing CO2, at 80% purity. No automation is required.

Phase 3 - Water capture and hydrogen production (by May 2021)

Procurement, testing and commissioning of separate components of the module (including atmospheric water generation, hydrogen, CO2 and methanation equipment) at the University of Newcastle.

Secure regulatory approvals and conduct preparatory works at APA site.

Phase 4 - Full integration and production of green methane on site (by October 2021)

Integration engineering and procurement, testing and commissioning of module at University of Newcastle.

Transport and install onto APA site, testing and commissioning of module on APA Site.

Phase 5 - Acquittal (early 2022)

Project Closure.

1.3 Scope and purpose

SGG and APA are committed to developing and maintaining successful partnerships and working relationships with the people impacted both directly and indirectly by the Project.

The purpose of this Commmunity Consultation Plan is to:

Document the agreed key principles and objectives that will guide stakeholder engagement and management across the Project.

Provide a framework for implementation of the key principles and objectives across the Project.

Identify and strengthen relationships with stakeholders and the community.

Identify potential stakeholder and community issues and implement strategies to assist, manage and minimise the risk of conflict and resolve issues.

Agree on processes, commitment making and record keeping in regard to engagement with identified stakeholders.

Develop and continually update an Action Plan for undertaking consultation and engagement activities for the duration of the Project.

1.4 Objectives

The overarching objective of this Plan is to provide a communications framework to support the delivery of a successful consultation and engagement program.

Associated objectives include:

Assisting with the development of a sound working relationship between SGG/APA, landowners and communities in the vicinity of the Project.

Broadening awareness and local support for the Project.

1.5 Structure

To assist in meeting the objectives above, this document is structured to do the following:

Identify and categorise the key stakeholder groups for the purpose of communication activities.

Provide guidance on the recommended approach to stakeholder communication.

Outline the methods of communication to be used in consulting the various stakeholder groups.

Describe the communication materials required to support consultation activities.

Provide an Action Plan template for stakeholder communication to be gradually populated.

1.6 Document Review

This document will be reviewed quarterly during the Project to update the content and ensure currency of the engagement strategy.

1.7 Guiding principles for communication

The Project communication activities are guided by the following principles, which also underpin SGG’s and APA’s approach to stakeholder engagement more generally:

No surprises: Inform and engage community members and key stakeholders early in the Project, and ensure they remain fully informed.

Be inclusive: Ensure the community has easy access to clear and concise information about the Project, ensuring all communications use language (e.g. non-technical) appropriate for each audience.

Be honest and act with integrity: Always use facts and speak the truth. If the answer is not known then the question will be taken on notice, the appropriate parties spoken with and a response provided promptly.

Be responsive: Respond to all stakeholder contact in a timely manner and make every effort to resolve issues to the satisfaction of all involved.

Be a part of the community: Use the Project to contribute to stronger local communities and provide economic and social benefit.

Honour all obligations: Deliver on promises made to the community and stakeholders.

2 Stakeholder identification and communications

Effective communication is essential for the transfer of correct information between the project team, management, sub-contractors, landowners, other external stakeholders and regulatory authorities.

SGG and APA are focused on ensuring a two-way conversation with stakeholders and the wider community and will actively seek feedback on the Project throughout its development.

2.1 Communications approach

The below diagram (

Figure 2-1) outlines the approach SGG and APA will implement for stakeholder engagement and communications throughout the Project.

2.2 Stakeholder identification

Stakeholder and community identification and engagement is an integral component of the Project development.

Initial stakeholder identification has focused on the following three broad groups.

• Government stakeholders.

• Private stakeholders.

• Community / non-government stakeholders.

Identification of stakeholders has been undertaken in the following manner

Government stakeholders

o APA has consulted with key state and federal government agencies who will be involved in the permitting and approval of the project. These agencies have been included as stakeholders where relevant.

o Elected representatives – elected representatives at a local, state and federal level have been identified and included in the stakeholder list.

Private stakeholders. o Directly impacted landholders will be identified through title

searches. As well as directly impacted landholders, those businesses operating in and around Wallumbilla have been identified as key stakeholders.

Community / non-government stakeholders.

o Community groups who may have an interest in the Project

o Broader Community from the region who are not represented by an interest group but none the less are entitled to an appropriate level of information about the proposed project.

The project stakeholder list will be continually reviewed and updated during the development of the project. It is expected that a formal update of this document will occur, as a minimum, quarterly.

The stakeholder engagement plan is outlined in Table 2-1 below. It should be noted that all the below process will be undertaken in accordance with government mandated COVID 19 restrictions in place at the time of engagement.

2.3 Content development

A set of key messages and a Frequently Asked Questions document have been developed by the Project team. Messaging will also be tailored to be relevant to the various stakeholder groups.

All communication materials developed will need to be consistent with these key messages.

If content is market-sensitive or may impact APA’s reputation, it needs to be reviewed by APA’s disclosure committee.

Initial briefings with any individual stakeholder or group should outline details and facts about the Project, highlight key benefits, and build on agreed key messages. Developed and approved materials such as the Project Fact Sheet or content on the website are a good place to start as they clearly describe the Project, provide an overview of the planning and approvals process and include an FAQ section.

The purpose of subsequent briefings is to provide Project updates, reinforce key messages, clarify any misconceptions and build stronger stakeholder relationships.

2.4 Timing

Timing of the different phases of communications / consultation will occur throughout the Project as outlined in Table X above.

2.5 Conduct of Meetings

SGG will conduct meetings, in consulation with APA, with stakeholders as per the table above. An itinerary will be developed. There will be forward notification of the meetings, agendas prepared for the meetings, information provided at the meetings, documentation of attendees, questions and answers and follow-up issues required arising from meetings, and an outline for stakeholders on how to access the latest information in respect of community consultation matters.

2.6 Public Forums

A public forum will be conducted in the Wallumbilla/Roma community. It will be advertised (including in any prominent local newspaper e.g. Western Star) at least seven (7) days in advance of the forum. Attendees will be provided with the opportunity to raise any issues concerning the Works. SGG will respond in writing to any submissions made and provide a copy to APA. Should government restrictions not allow a public forum, SGG will develop two static displays to outline the technology and the trial. These will be placed in locations in the Roma and Wallumbilla community to allow community feedback and input.

SGG will also notify APA and ARENA of any adverse community reaction to the Works.

2.7 Access to Community Consultation Plan

SGG and APA will make the Community Consultation Plan available for downloading on its web site, and to any person on request.

2.8 Monitoring and Updating the Community Consultation Plan

SGG in collaboration with APA will monitor the Community Consultation Plan on a regular basis and update the Plan on a quarterly basis. Community consultations undertaken will be reporting to the SGG Board, APA, and other key groups (whether government or non-government) as required by APA to ensure the ongoing improvement of community engagement.

General What is the name of the project and how much will it cost? Wallumbilla Renewable Methane Demonstration Project costing $2.2million.

When will it start? The components of the project will be developed offsite in the facilities of SGG’s technology partners. Once fully commissioned, the module will be transported to the Wallumbilla site and operated for up to 12 months. It is expected to come to site in Q3 2021.

Why are we doing the project? To show how renewable methane can be viable.

How does it work? The process, as shown diagrammatically below, involves:

Extracting water from air Using solar energy to electrolyze the water to

produce hydrogen Extracting CO2 from air Combining the hydrogen and CO2 in a

methanation reactor to produce renewable methane

The module incorporates hydrogen storage that allows methane production 24/7

The CO2 extracted from the air offsets the CO2 emitted when the methane is used, thereby making the whole energy system carbon neutral.

How efficient is the process? The hydrogen part requires approximately 50MWhrs of renewable electricity to make 1 tonne of hydrogen. Each tonne of methane requires 2.75 tonnes of CO2 and one half a tonne of hydrogen. The

process also generates surplus water, which is recycled back to the electrolyser.

Why extract water from the air? The most likely location of the renewable methane projects is in arid parts of regional Australia where the best solar energy is and the land is relatively low cost and flat. SGG has chosen to sustainably source water vapour from the atmosphere.

What will it look like? The process is modularised, to facilitate mass manufacture and therefore minimise component and production costs. The project will involve a module as shown diagrammatically below. It will be designed to be operated remotely.

The anticipated output of the demonstration plant is 625 kgs per year.

What benefits will it deliver? Show a means to transport renewable energy over long distances and potentially create a new export industry for Australia.

How will it affect me? There will no near term effects, other than the operation of the production module on APA’s land at Wallumbilla for a period up to 12 months. Medium term could see the development of multi-module projects in the Wallumbilla area and other regional areas in Australia. Ultimately the objective is to replace existing

fossil-based fuels in the power generation and transportation sectors with carbon-neutral fuels.

Who is behind the project? Southern Green Gas is an unlisted public company. Its business plan aims to alter the global renewable energy industry. It owns the technology and is the developer of the modules. APA is SGG’s development partner, and is overseeing the project and funding half of its cost. Subject to the successful outcome of the demonstration project, SGG and APA intend to jointly develop commercial renewable methane projects. To facilitate this, SGG and APA have also entered into a Commercialisation Deed whereby APA will undertake the build-own-operate role, on an exclusive basis for ten years. SGG’s role will be to develop the projects, coordinate manufacture of process modules and secure customers for the methane. Federal Government’s Australian Renewable Energy Agency (ARENA) is providing grant funding for half of the project cost as part of ARENA's Advancing Renewables Program.

Is the project using Australian technology? Yes, at least half of the technology has been developed in Australia. The remainder comes from Italy/Germany and USA.

How does it compare to other proposed ways to transport renewable energy? The main benefit of renewable methane is that it is chemically the same as natural gas and hence can be transported through natural gas pipelines around Australia and shipped overseas via LNG tankers. Ammonia and MCH are proposed as a way to ship renewable hydrogen overseas, however both require significant new infrastructure to be built. Subsea power cables are also proposed as a means to export renewable electricity – this is considered too expensive and without storage only provides power when the sun is shining.

What does carbon neutral mean? The overall process is power by solar energy which has no carbon footprint and

the CO2 extracted from the air offsets the CO2 emitted when the methane is used.

Will this reduce Australia’s domestic gas prices? It definitely has the potential to increase the supply of gas. However it is expected initially renewable methane will cost more than fossil-based natural gas. Over time SGG is hopeful the cost of renewable methane will be cheaper than natural gas.

Will the project create local jobs? Some local input will be required for the site activities, but most work is conducted off-site. Medium term there is substantial job opportunities as commercial projects are developed with the potential for Australian manufacture of the process modules.

4 Policies and Procedures

4.1 Records management

SGG will maintain a stakeholder management register for the life of the Project to retain information relevant to the planning, construction, commissioning and operation of the Project. It will include information gathered in the field from Records of Contact, copies of correspondence, relevant discussion records and agreements for each landowner. The stakeholder management register will also record enquiries, feedback and complaints raised and details of the relevant response resolution.

The register will be used to record all external communication and stakeholder engagement activities. Incidents affecting landowners, arising from the construction phase will be notified by SGG to APA and recorded for follow-up action by SGG.

Copies of any agreements and discussion records may be left with landowners at the time of meeting or alternatively records will be made available to landowners or their legal representatives on request.

4.2 Personal information

SGG and APA is committed to handling and protecting personal information in accordance with Australian Privacy Principles set out in the Commonwealth Privacy Act 1988. Information collected in discussions with landowners will solely be used by SGG and APA, its representatives and the engaged sub-contractors for Project purposes.

All personal information received by SGG and APA is held either in electronic files on SGG’s and APA’s computer systems or in physical files stored at SGG’s and APA’s premises. Only SGG and APA personnel will have access to this personal information. SGG and APA takes reasonable steps to protect all personal information it holds by using necessary technology (i.e. firewall) and systems to reasonably ensure that the information is secure from misuse, interference and loss, and from unauthorised access, modification or disclosure.

4.3 Media approach

A proactive approach will be adopted with local and regional media outlets along surrounding the project footprint to coincide with milestone consultation or engagement events. This may take the form of a media release. In line with the general communications approach, it will be stakeholder led. We will also work with key Project stakeholders on content for local and regional media outlets.

All external materials must be approved by the Managing Director of SGG as well as the Head of Media and Communications of APA.

4.4 Complaints management process

All stakeholder groups (including landowners and occupiers) will be provided channel options for complaint and grievances. All channels will be promoted across engagement and communications with stakeholders. These channels include: phone, email, face to face, website and direct mail.

SGG has established a Complaints Register which will be maintained throughout the life of the Project. The Complaints Register will provide a structure for the lodgement and management of all information in relation to complaints. All interactions with stakeholders, related to complaints submitted, and all further actions taken as a result will be recorded in this system.

APA/SGG will endeavour to acknowledge a complaint within 24 hours of receiving it and provide a timeframe for the follow-up and close-out. Any comments or questions should be directed to; Ivan P.
