1. Highlights of the Month

PROGRAM

PROJECT DETAIL

COMMUNITY LIFESTYLE Community Grants The third round of the Community grants program closed on 6 April with 24 applications requesting a total of $171,379.45. Budget available for the round is $91,700.00. The assessment committee has met to review applications and recommendations for funding will go to Council in May.

Sista's Circle Community Development is supporting the development of an Indigenous and Australian South Sea Islander Women’s Group, Sista’s Circle. The group was formed to provide culturally appropriate support to local Aboriginal, Torres Strait Islander and Australian South Sea Islander women.

Chillax Chillax, a program delivered at Mirani High School by Youth Development Officer was attended by 85 young people.

Platform The showcase event for Platform (previously Mackay’s Got Talent) was held at the MECC on Sunday 22 April. 225 people attended to enjoy the talents of 15 young local performers.

School Holiday Drop-In

Activities

Crazy threads, wools and fibre free drop-in art activities were held in the Artspace Mackay Seminar Room during the Easter school holidays. The drop-in activities were very popular, especially during rainy days, attracting a total of 1626 participants over the two-week period.

A highly successful MECC entrepreneurial

performance saw 700 patrons enjoying

contemporary dance from the world

renowned Bangarra Dance Theatre

company. There was strong

representation from the Indigenous

community, and 40 local students

participated in workshops with the cast.

CORPORATE COMMUNICATIONS & MARKETING

Try the Five campaign Working in partnership with the Mackay Institute of Research and Innovation (MIRI) on The Get Active campaign for the region. Activities to be held during May with the assistance of five ambassadors, Major prize is a 9-night cruise in the South Pacific.

Anzac Day commemorations

Engagement officer and Corporate Communications officer worked closely with the RSL to deliver a successful Main Parade and commemorative service.

LGMA (Local Government Management Awards) win

The team produced an award submission in liaison with Economic Development and the MECC to showcase Mackay Regional Council’s teamwork to deliver the Sir Elton John experience. It won the LGMA Teamwork Category.

EMERGENCY MANAGEMENT

TC Iris

Mackay Local Disaster Management

Group reached LEAN FORWARD alert

status as a result of Tropical Cyclone Iris

Community Event State Emergency Services(SES) assisted with ANZAC Day events in the region

Community Event Emergency Management Team and SES attended the CQ Rescue Emergency Services Day

HEALTH & REGULATORY

SERVICES

Mosquito breeding areas

Vector Control Officers have been working

hard treating 284 hectares of mosquito

breeding areas and misting in areas where

numbers of adult mosquitoes have been

high.

Food safety training

sessions

Training was conducted with non-profit

organisations and businesses operating

temporary food preparation areas for

upcoming events and festivals.

Illegal dumping

The illegal dumping awareness campaign

operated throughout April using different

media platforms to highlight the impact it

has on the region and encouraged the

community to dispose of waste

appropriately. Numbers of illegal dumping

requests dropped throughout the month.

2. Workplace Health & Safety

Summary

Seven incidents were reported in April. This review was prepared on 26 April to meet reporting

timeframes. Data relating to April incidents reported after this date will be included in future reports.

Incidents and Injuries

One injury to an MRC staff member was reported in April:

• A worker walking along a pathway tripped on uneven ground (wheel rut in long grass) and fell to the ground on their hands and knees.

One near miss incident was reported in April:

• A worker walking alongside a creek overbalanced & lost their footing causing them to slip into the water.

One asset damage incident was reported in April:

• An MRC vehicle was slowing to turn into driveway when a non-staff member vehicle travelling behind collided with the rear of the vehicle.

Four incidents were reported by members of the public in April:

• A visitor at Greenmount Homestead reversed over a power box when leaving the site.

• At a library, a child was hit in head with block while playing in children's area.

• An ambulance was called for a library customer who had a seizure.

• A library customer lost their footing and fell outside the entrance to a library.

Each incident is investigated and appropriate corrective measures implemented, to reduce future

risks.

For the 2017-18 year to date there has been one lost time injury, with a total of one day lost.

• In December, a worker tripped over a metal bar, falling and fracturing her wrist.

3. Council in Community The Council in Community Day in April which was to have been held in the southern part of our region had to be postponed, due to potential heavy rain associated with Tropical Cyclone Iris. The day will be rescheduled for later in the year. Councillors attended a number of community workshops and engagement sessions during the month, including the Slade Point Local Coastal Plan meeting.

. Community Lifestyle

6.1 Community Programs Number of Community Enquiries – 571 Number of Emergency Relief Assistance Packages Provided – 17 Number of fuel vouchers provided for Sarina Range residents – 22 Sarina Neighbourhood Centre meeting rooms utilisation – 21 room bookings to support 86 members of the Sarina community. Occasions of JP Services provided to community – 26 Number of Jubilee Community Centre room hire applications processed - 12

Community Development The contract management officer of the Department of Communities, the funding body of the Sarina Neighbourhood Centre, visited the service to undertake a performance review during April. The officer advised that the Sarina Neighbourhood Centre staff are meeting, and in many areas exceeding, the funded service KPI’s. Community Development is supporting the development of an Indigenous and Australian South Sea Islander Women’s Group, Sista’s Circle. The group was formed to provide culturally appropriate support to local Aboriginal, Torres Strait Islander and Australian South Sea Islander women. The group is currently meeting on a weekly basis in the Jubilee Community Centre. Community Programs facilitated the involvement of the Indigenous community in the consultation process to inform the development of the Public Art Strategy. Support was provided to the Indigenous Language project “Yarning with our Mob”. The six-day Language Lessons and Workshops was facilitated by the North Queensland Centre for Indigenous Languages and was held in the Jubilee Community Centre. Following the Board Strengthening Conference held in March, Grant Writing workshops are being planned and will be held across the region on the following dates: Thursday June 7 in Mirani, Tuesday June 12 in Sarina and Wednesday June 13 in Mackay. All sessions will be 5.30 -7 pm. The third round of the Community grants program closed on 6 April with 24 applications requesting a total of $171,379.45. Budget available for the round is $91,700.00. The assessment committee met 20 April to review applications and make recommendation for funding. Youth week this year aligned with the school holidays and as such a range of activities were conducted in both Sarina and Mirani. All programs were well supported with many aiming to engage young people in life skill development. These included “The Cook Up: Mob Style” and “Feed and Fit”. Chillax, a program delivered at Mirani High School by Youth Development Officer was attended by 85 young people during the month of April.

Community Meetings / Events / Interagency Meetings. 144 meetings and events were held, highlights included:

Platform The showcase event for Platform (previously Mackay’s Got Talent)

was held at the MECC on Sunday 22 April. 225 people attended to

enjoy the talents of 15 young local performers. As a result of their

performances Sensory Circus Tribe (Mackay) received $1000 (Alyssa

Bosma, Alex Watson, Chloe Robinson and Georgia Bird), Bella

Fenlon, Kasey Kilsby and Kate Lockyer received $350 bursaries while

Jade Fiyen received recording studio time at Sugar Town Music. All

Platform participants will be offered a number of paid performing gigs

over the next 12 months also.

Learn to Skate

Workshop

Australian Skateboarding Community Initiative (ASCI) were engaged

to undertake Learn to Skate workshop throughout the region. 20

young people participated in the opportunity to either begin their

skateboard experience or further develop their skills.

RADF Showcase

Exhibition

Located in the Jubilee Community Centre Exhibition Space, the RADF

Showcase Exhibition has been extended to 8 May due to its

popularity. The exhibition includes a variety of works from local

creatives who have accessed funding from the RADF program.

Matsuura Sister Cities Program

Youth Ambassador

program

Six applications have been received from young people across the

region interested in participating in the 2018 Youth Ambassador trip to

our Sister City, Matsuura. Interviews have been conducted and all six

applicants offered a place in the program. This year the group will be

chaperoned by Senior Co-ordinator Community Programs along with

experienced chaperone / interpreter Ms Akiko Doolan. The 2018 tour

dates are 21 September to 5 October.

Activity Comments

NQ Games The NQ Games, hosted by Mackay Regional Council, will occur

across the region from May 4-7. 2021 competitors had registrations to

participate across 32 sports as at 27 April. Organisers are hoping that

numbers will increase in the last week of registration.

The competitor bags have been packed by volunteers from the

Endeavour Foundation, who have enjoyed the opportunity to be part of

the organising of the games.

Women in Sport Approach Adventure have been engaged to run a series of physical

activity programs aimed at supporting women to engage / reengage in

physical activity. The program offers Stand up Paddle Boarding,

Running and Hiking. To date 46 women have participated in the

program.

Recognition of Cyclone

anniversary

In conjunction with the Red Cross, a free First Aid course was

delivered to 20 Sarina Range residents to increase their capacity to

respond to local medical emergencies.

Support provided to Swayneville Primary School’s Sarina Range

Campus to deliver the campus’ first birthday party on 21 April. A

school fete-style event to celebrate one year since the campus was

established was attended by approx. 150 residents with very positive

feedback received.

Museums Community Programs team at the Jubilee Community Centre are managing the borrowing of Queensland Museum Loan Kits. Topics covered by the kits include Aboriginal Tools, Multicultural Clothing, Rainforest Camouflage, Sustainable Living, School History, Science Toys and Spider and Insect homes. The kits are available for hire to local schools, kindergartens and day care centres for a 2 week loan period. Planning is well advanced for the 2018 Greenmount Heritage Fair to be held Sunday 27 May. This year there will be a strong emphasis on Park and Ride as parking at Greenmount will be limited as we are unable to access adjacent properties for additional parking. More buses on continuous rotation will operate from the parking area on Kelly’s Road to Greenmount Homestead. To date 136 stallholders and entertainers have registered to participate in the fair.

Sarina Museum Open: Tuesday, Wednesday and Friday from 9am to 2pm Visitors: 25 Volunteer hours contributed: 458

• History of Sarina RSL exhibition launched.

• Sarina Bendigo Community Bank donated a marquee to the museum

Mackay Museum Open: Tuesday, Thursday and Saturday from 10am to 2pm Visitors: 22 Volunteer hours contributed: 123

• Volunteers are currently working on a display to commemorate 1918 Armistice Day. Pioneer Valley Museum Open: Tuesday to Thursday 9.30am to 2.30pm Visitors: 9 Volunteer hours contributed: 186

• Article “Policing at Finch Hatton” submitted to the Daily Mercury

• Sport in the Valley exhibition currently being finalised.

Greenmount Homestead Open: Sunday - Friday 9.30am - 12.30pm Visitors: 57 Volunteer hours contributed: 108

• Guiding tours during open visitor hours, including a large school group.

• Article preparation for the Daily Mercury – Tom Cook and Cattle

Support provided to Koumala Progress Association to deliver a

community gathering and movie night on 21 April. Event well received

with approximately 130 people attending.

PRIMAVERA AT 25: MCA Collection runs through until Sunday May

13, 2018. The Museum of Contemporary Art Australia (MCA)

celebrates twenty-five years of Primavera – the annual exhibition

dedicated to showcasing the work of young Australian artists. Drawn

from the MCA Collection, Primavera at 25 brings together established

and emerging artists working across a range of disciplines from

painting, sculpture, video, performance, kinetic and installation art.

This large touring exhibition is exhibited across all four gallery spaces

at Artspace Mackay.

exhibition - Violent Salt

Artspace Mackay’s application to the Australia Council for the Arts to

develop and tour a major exhibition entitled Violent Salt has been

successful. The grant, valued at $98,577, will enable this major

exhibition, which will feature work from the Mackay Regional Council

Art Collection, to tour to seven regional and metropolitan galleries

throughout Australia from 2019 - 2021. The exhibition brings together

contemporary artists from across Australia representing diverse

cultural heritage. Co-curated by Yhonnie Scarce and Claire Watson,

Violent Salt reflects on issues of racism and discrimination against

Indigenous Australians and minority groups. The exhibition invites

artists to speak their truths about these experiences and offers an

opportunity for understanding and connection, whilst seeking to

celebrate and honour Australia’s unique multiculturalism and

landscape.

Threads, Wools & Fibre

Crazy threads, wools and fibre free drop-in art activities were held in

the Artspace Mackay Seminar Room during the Easter school

holidays, from Tuesday April 3 – Sunday April 15. Participants were

encouraged to get creative by making pom-poms, adding to the

weaving wall and collaborating on a huge string art wall. The drop-in

activities were very popular, especially during rainy days, attracting a

total of 1626 participants over the two-week period.

World Slow Art Day World Slow Art Day is a global event with a simple mission: help more

people discover for themselves the joy of looking at and loving art.

Artspace Mackay hosted a Slow Art Day event on Saturday April 14,

which 8 people attended. Gallery staff facilitated discussion about 4

works selected for slow enjoyment, and afterwards participants

enjoyed a light afternoon tea.

Kids Art Club Enrolments are now open for Term 2, which commences on May 12.

To date, the gallery has taken 10 bookings for the term. The tutor for

this term is local artist Brigitte Zimmerman.

BMA Kidspace BMA Kidspace was held on Tuesday April 17, with 273 people

attending. Artspace Mackay’s ever-popular toddlers’ program, gives

children under five a chance to explore and have fun with art in a

climate of co-operative learning. The program includes free artist-run

Museum of Contemporary Art Artist Educator Cara MacLeod facilitated

two, one-day professional development workshops – one for

beginners & primary educators on Saturday April 21 and one for

secondary educators on Sunday April 22. For both workshops,

participants responded to the current exhibition Primavera at 25: MCA

Collection and learnt practical ideas on how to use resources and

techniques to incorporate contemporary art (and the art gallery

experience) into teaching practice. The interactive workshops were

well attended, with a total of 31 participants over the two days.

Collection

A Speed Date the Collection event was held on Thursday April 26.

This informal ‘date’ night is an opportunity for members of the

volunteer-run and is proving to be a popular event with Artspace

Volunteers and visitors alike, with many participants booking in for

consecutive future events. The April SDTC event was well-subscribed,

with 10 people participating in the free program.

7. Mackay Entertainment & Convention Centre and Events

Overview A highly successful MECC entrepreneurial performance saw 700 patrons enjoying contemporary dance

from the world renowned Bangarra Dance Theatre company. There was strong representation from

the Indigenous community, and 40 local students participated in workshops with the cast.

Overall attendances are a touch higher, over a slightly larger number of events, compared to April 2017.

(not including the 6388 in attendances for the Disaster Relief Community Hub in April 2017)

Attendances at both entrepreneurial and hire performances this month have been strong. Attendances

at both Michael Jackson and Jimeoin (both repeat visits) are stronger than in previous years.

On current forward bookings, the forecast is that the overall attendance target for the MECC will not

be met for this fiscal year. Projections are to reach 83% of target at around 140,000.

Analysis shows we will gain strong attendance figure overall, just under 2015/16 numbers that are

spread over a smaller number of events. The major difference in this year and last year is the Spirit of

Anzac and TC Debbie Recovery Centre.

Business Events Development April saw delivery of The Australian Society of Sugar Cane Technologists conference with a greater

than anticipated attendance of over 400 delegates. Organisers were very happy with event delivery

and have tentatively re-booked for 2021.

Planning is well under way for delivery of the Australian Wagyu Association Conference 2 – 4 May with

450 delegates, 31 of whom are visiting from overseas.

A significant body of work has gone into coordinating, with other departments and community

representatives to finalise planning/delivery of engagement activities for Wagyu Week as part of the

conference lead up.

MECC staff are writing a case study of the Australian Wagyu Association Conference and engagement

for distribution nationally in Business Events press in the coming months.

Site visit itinerary for journalist from MICENET, a national business events magazine has been

completed, with the visit scheduled for 2 – 4 May. This will provide national coverage, featuring

Mackay’s excellence in providing added value to conference delegates.

The team hosted site visits from organisers of the “2020 Rotary District Conference” which has

confirmed for Mackay.

Festivals and Events

Easter Carnival

• The Mackay City Centre Easter Carnival was successfully delivered to an attendance of

approximately 1,000 despite the poor weather.

• In conjunction with Economic Developments 3x3 Basketball Competition, the event was

moved to the Mackay Showgrounds where it was held undercover.

• Community feedback from the event has been positive.

Festival of Arts

• The Festival program has been launched and tickets to all festival events are now on sale

• The events program curated by the MECC includes a variety of events throughout the

Mackay region including a comedy show being hosted at the Pinnacle Playhouse. The event

package including a show ticket, bus transport and lunch at the Church Café Pinnacle is

already at 50% sold.

• With a soft launch and the majority of the paid advertising due to start in May, the initial

interest in events via online tracking is fantastic and ticket sales already reaching 9.6% of

target.

• Alongside the festival events, this year also includes community fringe events including the

Mackay Bluewater Fling, Mackay Cup, Mackay Chamber Music Festival and many more.

Global Grooves

• The first community meeting of the year was held in April with the introduction of the new

Festival Producer to the community groups.

• The date of the 27 October 2018 was confirmed

• Planning and programming of the event has begun and the team will continue to liaise with

the community and cultural groups in the lead up to the October event.

8. Corporate Communications and Marketing

Another busy month of events and several promotional campaigns. Community Engagement and Communication officers worked closely with the Anzac Day organising committee to once again deliver a well organised Anzac Main Parade in Mackay. Special mention to the Civil Operations crews who every year erect and dismantle marquees and road closed signs. This year, due to heightened security arrangements, additional staff were required to provide permanent road closures at several intersections. The new route was well received by many who marched. A full debrief will be held in late May. The 2018 Community Attitude Survey commenced on April 21. The randomly selected phone survey involves 1,000 people across the region. An on-line survey was made available on the council website and Connecting Mackay to widen the net for residents to provide feedback. A full report will be presented to council in June. Promotion of the North Queensland Games was a key focus in April. Significant mainstream media exposure was generated along with an extensive social media campaign. The team assisted in arranging the design and production of two new story boards at Bluewater Quay to commemorate a significant part of Mackay’s history. The unveiling attracted plenty of local media interest. Cr Camm joins Starett Vea Vea at the unveiling

Council launched a new Try the 5 Get active campaign in late April, as part of an ongoing push to tackle obesity and type 2 diabetes. In partnership with the Mackay Institute of Research and Innovation (MIRI), the five-week campaign encourages residents to get out and share photos or videos of them getting active. A full list of free activities are planned for the month to allow residents to try a new activity. Two 9-night cruises are being offered as the major prize. There has been good support from local businesses and council has enlisted the support of five ambassadors to drive the campaign on social media. Ambassadors join councillors at the Try the 5 launch at Bluewater Lagoon

April saw the launch of a jobs marketing initiative targeting Seek and Google Ads platforms.

The low cost, effective campaign is based around Mackay’s Wotif Town of the Year award. The

campaign asks a series of What if? Questions about the region and job prospects. The four-week

campaign targets Ipswich, Gladstone, Rockhampton and Townsville regions.

9. Emergency Management

Overview

29 March to 5 April 2018 saw Tropical Cyclone Iris (TC Iris) pay a visit to the region, coming within 500km from the Mackay District coast line. In response, the Mackay and Isaac Local Disaster Management Groups (LDMG) moved to LEAN FORWARD alert status, with the Whitsunday LDMG moving to STAND UP alert status. The system was predicted to bring heavy rainfalls, flash flooding and strong wind gales throughout the region. Fortunately, the system moved away from the coast line and the region was spared. Local SES groups were activated to attend a total of 26 requests for assistance during the period. The Emergency Management Team worked closely with District and State Disaster agencies during this time. The Emergency Dashboard was well utilised during TC Iris with 3,400 users accessing the Dashboard during the period. Work is continuing with the recommendations arising from the TC Debbie After Action Review (AAR) and the Gravel Road Communication Report. To date, the AAR 63 recommendations have been completed with 16 on-track and only 5 overdue. The action plan for the Gravelroad Report contains 14 actions all of which are being progressed in accordance with the action plan schedule Emergency Management staff and SES were on hand to provide advice and merchandise at CQ Rescue

Emergency Services Day held on 29 April 2018. The event was very well attended with approximately

1,200 Emergency Action Guides handed out to the public.

SES Community event Various Groups assisted with ANZAC Day events around the region. Mackay Group members took part in the parade in the Mackay CBD.

Community event The Unit had an information display at the CQ Rescue Emergency Services Day held at Harrup Park on 29 April.

Tropical Cyclone Iris Members from Mackay, Mirani, Calen and Sarina Groups were activated to attend to a total of 26 requests for assistance related to Tropical Cyclone Iris. Most requests were related to preparation, e.g. assistance with obtaining and laying sand bags in case of inundation.

Activation Members from Mirani and Mackay Group were activated to assist Queensland Ambulance Service with a casualty retrieval at Finch Hatton Gorge.

Food safety training sessions are conducted for non-profit organisations and for food handlers at

festivals and events. School education includes responsible pet ownership and dengue fever

awareness.

Customer Requests

Throughout April 2018, 751 requests for service were received, compared with 541 for April 2017.

71% were completed in nominated timeframes. Health and Regulatory Services aim to complete 85%

of requests for service within nominated timeframes, however, depending on the circumstances of each

individual matter and the speed at which compliance can be achieved using compliance processes,

timeframes for completion can be influenced.
