Comprehensive Rural Innovative Development Program in Lutuv and Mara

regions, Thang Tlang, Matupi and Hakha Townships, Chin State Community Or

CAD has begun its rural development programs in Lutuv

area, the central part of Chin state, in Thang Tlang, Matupi and

Hakha township of Chin state since 2004. Lutuv is one of ethnic

minorities in Chin state.

The word “Lutuv” is believed to be a name of a man, “Lutuv

or Lotuv”. The reason is that we find a very common clan names in

this project area such as “Lekhaa clan”, “Liesyi clan”, Sievung

Clan”, Rela clan”, “Thecuo clan”, “Phuvting clan” and so on.

Lekhaa is a name of a person who had his generations seen in this

region and other clans do the same too. The first village of Lutuv is

known as Tisen (A) in about AD 1450 to 1500s. As it is commonly

accepted by the local people, the tribe of Lutuv has existed in this

region for about 500 years.

The British government invaded and had ruled the upper

Myanmar in 1885 and published a book known as “The Chin Hills:

in 1986, Gazetteer of Villages, the Chin Hills, 1894, in which book,

he wrote the Lutuv People as “Lawtu”; Thlantlang as “Klang

Klang”, “Khuapi” as “Kapi”; Khuahrang as Kwahrang”.

Lutuv people are living in 19 villages such as (Hnaring, Sate, Surngen, Tisen (A), Tisen (B), Sentung, Fanthen, Hriangpi (A), Hriangpi

(B), Leikang, Zingma, Capaw, La Oo, Long Thang Tlang and Pin Tia. Hnaring village is upgraded to a City in 2018. As the region was

impoverished and isolated by government, many

thousands of families have been migrating to Thang Tlang, Hakha in Chin

state, Kalay, Tan Pho, Kyar Inn, Pin Taw Oo, Yan Giy Aung in Magwe

region, Yangon in Yangon region, to Malaysia, Thailand to United States

of America, Australia and to European countries since 1985.

Whereas the local people call themselves Lutuv and due to lack of

educated people in their tribe, government officials of non-Lutuv people

called and registered them as Lawhtu or Lautu since 1890s of British

Colonial to our modern history. Culturally, they are Lutuv but in written

history, they are written as Lawhtu or Lautu.

The Lutuv people are identifying themselves in their respective

cultural dances, matrimony, rule of law, allocation of lands for farming and of cultural songs and of their religion but they did not have any

literature at all. However with the divine providence of God, Rev. Fr. Andre Bareigts was sent from France to Hnaring village, Myanmar as a

Catholic Missionary to preach the Good News of Jesus and to set up Catholic Church among local people in Chin state in 1959. He arrived

Hnaring village on 25th October 1959 and he set up his mission center in Hnaring village.

After traveling around villages in (3) townships and doing charitable works towards the local people, he set up Lutuv Literature in 1960

basing on Latin Alphabets and Vowels. Since 1960, many religious books, prayers, social and political pamphlets have been tirelessly published

and many lutuv cultural songs are being composed and produced in glory today.

Basing on the Hnaring language ascents and pronunciations, Fr. Andre Bareigts created Latin based Lutuv literature of Alphabets

(such as, A, B, C, D, E, F, G, H, I, J, K, L, M, N, O, P, R, S, T, U, V, Z) and vowels (such as A, E, I, O, U) in 1960.

However, Rev. Hmang Kaw, who was a protestant Church Senior Pastor amended some vowels of Rev. Andre Bareigts and his writings

are as follows; Rev. Hmang Kaw: ae, a, ie, iy, ue, ua, uv, y, ya, ui.

Due to such different version, after Fr. Andre Bareigts leaved Hnaring to his country (France), respective literatures leaders from Catholic Church and

Baptist Churches, had a meeting on finalizing the different vowels which they finally approved and cemented in 1972 and another literature committee

continuously approved it in 2015 again (see above signed statement).

At the beginning of the year, sooner OBOS approved CAD project proposal, our staffs had firstly project orientation within our

organization. After having proper understanding of project nature and design by CAD staffs, CAD field staffs, went to targeted communities

and local authorities for project orientation in order to understand the project activities and to actively participate in every project activity.

CAD ensured that the local communities understand well so that they can best contribute to every project activity.

As the project aim to support both facilities for agriculture and technique for cultivation, CAD mobilized farmers for capacity

development and their understanding on value added process of their products from their farm, how to preserve soil, how to make plantation

with organic farming system instead of using chemical fertilizers and how to access to market. Our mobilization a l s o included the community

participation and local contributions to projects for example land, skills and materials.

Sooner we received funding from OBOS, CAD laid down our long-term policy and strategy on beneficial selection criteria, authority

engagement, increasing higher food-security and better living standard of our people. The below points are CAD Food security policies for

1. Community Proposal to CAD and Beneficiaries Selection

၁သ ေ ားရာလထးမား၏အ းျဖလ ာမ ာားအာား အ ဖား စာားသမ ာားအျကစြ ေရား ပြျ ြား

CAD launched “Community Calls for Proposals (CCP)” to all farmers in

our project areas from social media (Facebook, local newspaper) by sharing our CCP

information to regional and village authorities from January to March 2019. During

this call, CAD made sure that the proposal must be accessed to all the farmers and

the beneficiaries’ selection be carefully screened and selected by the CAD project

staffs.

Using our CAD community proposal format, applicants from villages were

properly reviewed in line with our policies by our project team. The main criteria

of selecting the beneficiaries were based on the levels of socio-economic

disadvantage, the associated needs for sustainable development, and motivation of

the beneficiaries. After selecting potential beneficiaries, CAD staff went to meet

them and their lands/farms location if their written information are true to our

policies. Only after visiting to the ground, CAD project team decided the

beneficiaries whom were later informed that they will be supported by CAD.

As CAD has been working in equipping skills for the community’s

self-employment, since its inceptive year 2004, the beneficiaries

a r e n o w g e n e r a t i n g incomes from upgrading their rural

infrastructures and livelihood opportunities in the project villages

their crops and vegetables from their terracing farms with the

support of both facilities and technical for agriculture. So that

CAD initiates to grade the farmers according to the livelihood

status of the beneficiaries as table below.

For the farmers who could not afford to establish irrigation facilities, CAD supported irrigation facilities such as wire-fencing and water pipe. 4. Tailoring training for girls

With the purpose of increasing skilled youth population and self-employment, CAD conducted basic and advanced sewing trainings for girls in the target project area. Total (8) Girls from Hnaring, Thang Aw and Surngen villages successfully finished the (6) months intensive course from April to September in 2019.

5. First Aid Health Training for Quacks

`In our research on social barriers to health seeking behavior in

Chin region, 78.6% of local respondents said they are totally dependent for their health on local quacks. Although local people are dependent for their health on quacks (informal health service providers), quacks themselves told us that they never have access to even first aid training and other basic health-care knowledge. Therefore, CAD conducted first aid training from (17) September to (19) September (2019) with total (40) attendees from targeted project villages.

Industry, the national grid does not cover even a quarter of the

state of the state’s nine townships, five have access to the grid but

only 16 % of households actually have access to electricity.

Therefore, with the goal to ensure access to affordable, reliable,

sustainable and modern energy for all, CAD supported renewable

solar light for student’s night study and families with total (73)

9. Nationwide Diploma Correspondent Education

According to the assessment, only 3.8% has matriculated persons and 1.9% has university students in the project households because of the poor language skill in our official language (Burmese). Therefore, CAD offer scholarships for correspondent education program to people nationwide. In (2019) total (98) students from all around the country finished the (14) months correspondent diploma course.

10. Agricultural training for farmers

Although the main livelihood is agriculture, farmers are still using traditional method for farming. The need to understand, change and improve the farming system production in the most sustainable way, CAD conducted agricultural training on (29- 30.6.2019) with the total (36) attendee from the project villages.

1. Project Staff Orientation In January, CAD staff had project orientation for better understanding in Yangon head office.

2. Project Mobilization to targeted

CAD mobilized communities to change traditional system which farmers are using and to transform the

system to productive permanent farming system in February.

3. Irrigation facilities for 20 acres For the productive permanent farming, CAD provided irrigation facilities such as pipe in (7) villages in March

and April.

4. Iron fencing support CAD supported iron fencing to selected farmers in project villages from May to June.

5. Farmers’ capacity development CAD conducted Farmers’ capacity development in May with the (44) farmers from targeted villages and

representatives from regional agriculture department introduced good agriculture practices to the attendance.

6. New seeds for farmers CAD provided new seeds such as sacha inchi and macadamis for the year-round cultivation.

7. Mid-term Evaluation In June, CAD staff had mid-term evaluation at Hnaring CAD sub-office to ensure the project effective and quality.

8. Farmers’ Conference for product

In April, CAD conducted the farmers’ conference with the (15) farmers from Chuncung, Sakta, Zathal, Dinlaupa

and Dongva.

Achievements ေအာြျမြမတမ ာား

Irrigation Aid supports higher Productions of Paddies from Low lands ေရ း ြမ ာား း န ျ ြားအာားျကြ လပြပာမ ာားမ စကားအထ ြႏႈတ ြား း းားလာျ ြား

The Chin people in Chin state practices Uplands1 and

lower lands. Although plain lands are very scare in Chin state,

our Chin farmers try to make use of available little plain lands

for low-lands2 if there are any stream sources nearby such

land. When they get water and plain lands, their problem is

that they could not invest in irrigation system. Therefore, they

just dig canals by which they irrigate water to their low lands.

Unfortunately, in such earthen canals, the incoming water are

sinking and lands could not get sufficient water for crops

cultivation. Therefore food-insecurity of our farmers is very

high in Chin state.

Therefore, CAD had supported PVC pipes to farmers to

irrigate water in full capacity to their farms so that they can

have higher food-security and higher income and higher

nutrition to be free from vicious circle of poverty.

Furthermore, due to availability of year-round water source, they are cultivating another seasonal crops and vegetables in their lands.

1 Uplands mean farms which are being cultivated by rain water under shifting farming system and farms which are now transformed into permanent farms in

which farmers use multi-cropping system in Chin state.

2 Low-lands means paddy farms which are built by farmers near rivers or farms built for paddy cultivation at the vicinity of stream in Chin state.

Access to Market ေစာျခငး းႏမာျခငးမမည

With the support of new seeds to farmers, the crops such as Sacha

inchi and Macadamia is now access to market through Chin Land

Agriculture Product Company. For the seasonal crops, the villagers from

near villages, road constructors and company laborers become the

consumers. Furthermore, farmers got contacts of buyers from town

through the farmer’ conference and capacity development conducted in

April and May.

Model Farming စလယယေေလမ

As CAD supported supporting of irrigation facilities to

farmers in Dinlaupa village, the village authority and communities

generously donated CAD an acre of virgin land to develop a model

farming. Therefore, CAD built 24’x36’ greenhouse for sapling and plant

sesame, lemon, sunflower, elephant foot yam, Sasha In chi, macadamia,

pumpkin, white mustard, reddish and Roselle with our own fund so that

farmers can come and learn new farming technology for their agricultural

and technological exposure.

Success Story “အ ဖား စာားသောြသမား၏ စ ာားသ’’

CAD provided iron fencing to U Hmet Sang who is a farmer in

Chuncung village.

He then expressed gratitude by saying “Firstly, I really thank

you, CAD and DKA. Before I could make the fences, I have to protect

my farm the whole day and night from cattle; it was very difficult time

because I had no time to rest. Now, after making iron-wire fences, I

could work in the days and take rest in the night. Secondly, I could develop

my farm production, after harvesting potatoes, I will plant beans and after

those beans I will continue planting summer potatoes again. Like many

other parents and families who have relatives in Europe and USA, I have

no income from abroad, I am just counting on this farm with which

income I already built my house”.

Iron Fencing း ားႀာျခငး စနြားရ းား

Due to domestic animals’ destruction and to lack

of farms fencing, farmers of Dinlaupa village, which is

famous for its agriculture practice and qualified crops

such as potatoes and seasonal fruits, stopped crop

cultivation for the past (6) years. But now by the

support of DKA fund, CAD had helped (45)

households of farmers renew the terraces (50) acres

altogether. Though the support of iron fencing in this

year could not cover all the farms, the villagers are

determined to fence the Terrence by woods. Hopefully,

CAD will help them build the remaining fence be

covered in the next year and farmers can have a year-

round cultivation in (50) acres.
